Title: Economic Impact of E-Commerce on Asia-Pacific region<br />

Outline:<br />

With phenomenal expansion of the global electronic marketplace, the landscape of the digital economy has changed significantly, opening<br />

up new perspectives on the development of E-commerce. E-commerce can bring about such benefits as productivity improvement,<br />

corporate restructuring, and a rationalization of distribution system. Through a reduction of various social costs, it helps create a new<br />

social framework and lifestyle. Asia-Pacific region, which constitutes a large part of the world economy, has a strong potential to get huge<br />

benefit by introducing and promoting E-commerce. In this session, various perspectives will be presented as for the Key Note, in order to<br />

share vivid images of the tremendous impacts of utilization of E-commerce among APEC economy.<br />

This session is intended to share new images of APEC regions resulting from the utilization of IT. It focuses on economic impacts<br />

originating from the utilization of E-commerce transactions in the APEC region. The panelists will present their views on the<br />

possible magnitude of impacts on the growth of the APEC region (in terms of market, trade, the entire economy, and other factors).<br />

They may also deal with impacts on society and national life other than the economy.<br />

Having clarified the changes of the APEC region induced by digital economy in Session 1, this session is intended to obtain vivid opinions<br />

on the current status of private business such as what kinds of business are actually carried out, what strategies companies are adopting,<br />

etc. Business models and strategies will be presented by private enterprises already utilizing IT in their business.<br />

Title: Showcase - E-commerce Readiness Self-Assessments<br />

Outline:<br />

Having established the context in Session 1&2, Session 3 will show how real economies are meeting the challenges to improve readiness<br />

and developing their priorities from their assessments. This is a learning opportunity for other economies, and a demonstration to<br />

business that APEC is taking a strong message on E-commerce. Each economy is presenting a story of the assessment process,<br />

showcasing experiences, highlighted key readiness factors, how the directed discussions enable strategy development, and providing some<br />

views of the way forward. The session should conclude with a panel discussion of public officials and business representatives in order to<br />

highlight value of the readiness process, and of the directed discussions in setting the community strategy. It can also emphasize the<br />

opportunities for beneficial change.<br />

This session aims at understanding IT utilization level of APEC economies . To systematically identify and compare the steps of such<br />

utilization, the panelists from APEC economies will use ''Readiness Tool'' developed through an APEC Project to report<br />

assessments concerning the arrangement of infrastructures, human resources and systems in each economy. This session also addresses<br />

the environmental conditions required to promote E-commerce transactions, according to comparisons with business development<br />

discussed in session <strong>2.</strong> The attendees will, therefore, be able to grasp the problems to be solved.<br />

Title: Addressing the Policy Challenges<br />

Outline:<br />

Users must gain confidence in the digital market place. Business should have the primary role to realize a market-led, self-regulatory<br />

framework to build trust and confidence. As for the Government, national regulatory frameworks and safeguards that provide such<br />

confidence in the physical marketplace must be adjusted where necessary, to help ensure continued confidence in the context of global<br />

networks. Furthermore the promotion of E-commerce will require a lot of groundwork. In this session, representatives from various<br />

international forums both governments and industries as well as government representatives review their challenges to promote E-<br />

commerce in the context of global networks.<br />

Building "On-Line-Government" as a catalyst<br />

This session is intended for the understanding of the status of policy framework make for E-commerce in the global setting and recently<br />

derived issues such as digital devides. International organizations and international private forums will present how they have tackled those<br />

issues. Recognizing global trend of E-commerce transactions developed, the attendees will be able to grasp whether or not the APEC region<br />

is left behind other regions, and what measures need to be taken to solve newly derived problems and issues.
