former government and perhaps with rogue elements. The FBI opened an<br />

international investigation to determine whe<strong>the</strong>r any crimes under U.S. law had<br />

occurred in South Africa. Ford claimed to have served as a consultant to <strong>the</strong><br />

South African government, lecturing scientists on <strong>biological</strong> topics relevant for<br />

making BW. If true, his actions would have constituted a violation <strong>of</strong> U.S.<br />

laws, which prevented such contacts during <strong>the</strong> apar<strong>the</strong>id era. 101<br />

The results <strong>of</strong> a closed grand jury investigation <strong>of</strong> <strong>the</strong> Ford case have not<br />

been made public, but <strong>the</strong> discovery <strong>of</strong> <strong>biological</strong> agents and toxins in Ford’s<br />

possession renewed questions about whe<strong>the</strong>r Basson called upon former<br />

associates to conceal <strong>biological</strong> agents, poisons and drugs overseas. Testimony<br />

at <strong>the</strong> Basson’s trial to date has failed to explain where tons <strong>of</strong> drugs and<br />

smaller quantities <strong>of</strong> deadly toxins whose production Basson oversaw before<br />

his retirement from <strong>the</strong> military in 1993 went and why so many drugs were<br />

produced in <strong>the</strong> first place. One <strong>of</strong> <strong>the</strong> prosecutors in <strong>the</strong> Basson case has<br />

acknowledged that <strong>the</strong> prosecution still does not have a very clear idea about<br />

ei<strong>the</strong>r <strong>the</strong> purpose <strong>of</strong> <strong>the</strong> drugs or <strong>the</strong>ir final destination. 102<br />

At <strong>the</strong> time <strong>of</strong> Bassoon’s arrest, investigators found several trunks in his<br />

possession that contained documents and items related to Project Coast. 103 The<br />

investigators also found a great deal <strong>of</strong> personal correspondence between<br />

Basson and individuals in Switzerland, <strong>the</strong> United Kingdom, and o<strong>the</strong>r<br />

countries in <strong>the</strong> trunks and among Basson’s personal effects. One letter was<br />

from an individual in <strong>the</strong> UK, who lived near Heathrow Airport. This letter<br />

described what Basson should do if he needed to leave South Africa quickly.<br />

The letter said he should contact “<strong>the</strong>m” when he arrived at Heathrow and that<br />

“we will collect you.” O<strong>the</strong>r letters, from individuals in o<strong>the</strong>r countries,<br />

described similar emergency exit plans.<br />

The identity <strong>of</strong> this letter writer and o<strong>the</strong>rs was not known by <strong>the</strong><br />

investigators representing <strong>the</strong> Truth and Reconciliation Commission (TRC),<br />
