Speaker Biographies<br />
Gavin Barber, Oxfordshire Family Information Service Manager<br />
Gavin Barber is the manager of the Oxfordshire Family Information Service (OxonFIS). He has<br />
also worked in local government project management and previously in Higher Education.<br />
OxonFIS provides both universal and targeted support to families via its helpline, website,<br />
printed publications, outreach and brokerage services. In addition to its existing brokerage and<br />
specialist services, in the last year OxonFIS has started providing support to families with<br />
disabled children with their Disability Living Allowance applications and has produced a printed<br />
guide for teenage parents.<br />
Anand Shukla, Chief Executive, <strong>Daycare</strong> <strong>Trust</strong><br />
Anand Shukla has been Chief Executive of the leading UK childcare charity <strong>Daycare</strong> <strong>Trust</strong> since<br />
September 2010. Anand is the chief spokesperson and ambassador for the organisation and is<br />
regularly asked by the media, government and private sector companies to provide expert<br />
comment and analysis on childcare and early years issues. Prior to taking up this role, he was<br />
<strong>Daycare</strong> <strong>Trust</strong>'s Business Director.<br />
Anand has been working in the third sector for nine years. He has previously worked in social<br />
enterprise development at the UK children's charity Barnardos and at the international<br />
development charity Allavida.<br />
His early career was spent in the private sector, working in business development for a number<br />
of publishing companies. Anand has also provided social enterprise consultancy for<br />
organisations working in international development and energy management. Anand is a<br />
trustee of the international development charities Health Poverty Action and CINI UK.<br />
He is a published writer, with numerous articles published in the UK media on issues such as<br />
childcare, web business, electoral reform and emotional intelligence. Anand is a Clore 2012<br />
Social Fellow.<br />
Kerstin Neason, Family Strategic Partner Project Manager, Barnardos<br />
Kerstin Neason has worked in national VCS, Parenting, Family or infrastructure support for<br />
fifteen years for organisations which include Parenting UK, National Academy of Parenting<br />
Practitioners, Children England, The TDA (Training and Development Agency for Schools) and<br />
the Commissioning Support Programme. Kirsten is currently the Programme Manager for the<br />
Family Strategic Partnership working with the Department for Education to provide policy advice<br />
to government and capacity building support for the sector.<br />
Katherine Rake OBE, Chief Executive, Family and Parenting Institute<br />
Dr Katherine Rake OBE is Chief Executive of the Family and Parenting Institute, which works<br />
with policy makers, businesses and local services to build a family friendly UK. Katherine was<br />
previously Chief Executive of the Fawcett Society and Lecturer in Social Policy at the London
