Boral Berrima Cement Works Community Meeting – 21 February 2013
CEMENT BUSINESS UPDATE
Off-white clinker production
- First 25000te ‘off-white clinker’ run at Berrima
completed successfully in January over 8 days.
- Next campaign planned for mid April.
- Off-white clinker is a special type of clinker made using
raw materials with a low iron content to ultimately
produce a cement with a very light colour.
- Used for aesthetic cement products such as renders
and mortars.
Market conditions remain very difficult
- Worst market downturn for many years - not likely to
recover soon.
- High Australian dollar means we are facing intense
competition from imports readily available from Asia.
- Energy costs continue to rise, and as imports put a ceiling
on prices, we cannot pass costs downstream which
reduces profitability.
- Due to difficult conditions Boral announced the suspension
of its clinker manufacturing operation at Waurn Ponds near
Geelong, resulting in circa 90 redundancies.
Boral Berrima Cement Works Community Meeting – 21 February 2013
CEMENT WORKS UPDATE
Boral structural and costs review
- In addition to the Waurn Ponds closure, Boral announced at the end of last year it would be
reducing its Australian workforce by 700 to allow Boral to reduce costs and remain competitive
through the current severe market downturn.
- Unfortunately, Berrima was not immune from reductions and will lose 3 personnel.
- These include Karin Schianetz and Sam Donaldson who have had a great input to our
community relationship over recent years.
- Alex Wnorowski, together with other personnel from Berrima,
will pick up Karin’s environmental duties from end of February.
- Madeline Westnidge will pick up Sam’s community liaison work
from June.
Manganese (Mn)
- Manganese is a silvery grey metal resembling iron.
- Several oxides of manganese are abundant in nature,
and owing to their colour, these oxides have been used
since the Stone Age.
- Manganese is the 12 th most abundant element, and
makes 0.1 % of the Earth’s crust.
- The atmosphere contains 0.01 micrograms Manganese
per cubic meter
CEMENT WORKS ENVIRONMENT UPDATE
Blast Furnace Slag update
- Full scale use of blast furnace slag as a kiln feed raw material commenced at Berrima late last
year.
- All necessary approvals have been obtained.
- Up to 150 000 tonnes of blast furnace slag could be used each year.
- The environmental benefits include:
Reduction of greenhouse gas emissions (from limestone calcination);
Reduction of industrial by-product going to waste;
Reduction of landfill disposal;
Reduction of virgin material use.
- Stack emissions levels have not been affected.
- The commercial benefits include:
Carbon tax incentives
Fuel savings.
Boral Berrima Cement Works Community Meeting – 21 February 2013
CEMENT WORKS ENVIRONMENT UPDATE
Further Alternative Raw Materials being
considered:
FCC (Fluidised Cracking Catalyst)
Spent FCC comes from oil companies –
Shell, Mobil.
Already allowed by the Licence but the
waste exemption expired and needs to be
re-applied for.
Storage bin and feeding equipment
already in place (FCC was used before).
Additional sources of FCC will be included
in the application due to material
becoming available post Waurn Ponds
kiln closure.
Volumes expected to be minor; less than
5000 tpa.
16
Boral Berrima Cement Works Community Meeting – 21 February 2013
CEMENT WORKS ENVIRONMENT UPDATE
Further Alternative Raw Materials/Fuels options being considered:
Timber material (‘Standard Fuel’)
Material that is not ‘contaminated’ and therefore is considered to be ‘Standard
Fuel’. Emission limits for ‘Alternative Fuels’ would not apply.
A new storage and feeding system would be required.
Sources of clean timber material:
Timber mill offcuts, sawdust, etc.
Untreated timber waste (such as
pallets) collected by and kept separate
at a waste depot or recycling facility
Greenwaste – chipped bark and
branches
Chopping trees for fuel is NOT being
contemplated!
ENVIRONMENTAL MANAGEMENT
Pollution Incident Response Management Plan
In 2011, the NSW Government introduced an amendment to
the Protection of the Environment Act 1997 (POEO Act) in
order to improve the way industrial pollution incidents are
reported, managed and communicated to the community.
The legislation requires each licence holder in NSW to
develop a complex response management plan for pollution
incidents.
The Berrima Pollution Incident Response Management Plan
was prepared by the due date of 1 September 2012.
A summary of the PIRMP is available on the Berrima
website.
A formal audit of the PIRMP was undertaken by EPA in
November 2012.
The Audit identified only a few minor omissions which since
have been rectified.
The final Audit Report is due shortly.
