Welcome to the <strong>Newham</strong> <strong>Directory</strong><br />

Welcome to the first edition of the <strong>Newham</strong> <strong>Directory</strong>, an<br />

easy access guide to essential services for everyone living<br />

in the borough. I hope that you will find it useful.<br />

Included in the directory is information on the council’s<br />

performance last year and our targets for this year.<br />

You can also find information about your council tax and<br />

business rates for 2004/05.<br />

A year of opportunity<br />

2004 promises to be a very exciting year for us. With<br />

<strong>Newham</strong> at the heart of our country’s bid to host the 2012<br />

Olympic Games, we will be in the spotlight as never before.<br />

There are many reasons to be proud of <strong>Newham</strong>; we are<br />

for starters the youngest and most ethnically diverse place<br />

in the country. At the heart of London’s regeneration, this<br />

is a time of opportunity for us all.<br />

Improving <strong>Newham</strong><br />

As a council we hope that things are improving. A recent<br />

inspection by the government has officially rated us as a<br />

good local authority in the way we serve you the resident,<br />

up from last year’s rating of fair. This firmly places us among<br />

the top authorities in London.<br />

The annual independent survey by the Association of London<br />

Government, states that residents think things are getting<br />

better as well. Now 68 per cent of you, 11 per cent more<br />

than last year, think <strong>Newham</strong> is a good place to live.<br />

So a lot has been done, but we are not complacent and we<br />

know that there is much more to do.<br />

Concentrating on your priorities<br />

Our priorities are your priorities and together with our<br />

partners we will be focusing our resources on the areas<br />

you say you care about; cleaning the streets, crime and<br />

anti-social behaviour, educational achievement, social<br />

care, regeneration, health and well being and improving<br />

business efficiency.<br />

This new directory is just one example of business efficiency,<br />

as we hope to increase the scope of it each year helping us<br />

reduce the number of information leaflets we produce. This<br />

means that more money can be spent on your services.<br />

Keeping council tax low<br />

We are also working hard to keep council tax down. I have<br />

restricted this year’s increase of the council’s part of<br />

council tax to just 4.8 per cent. Although this is higher<br />

than I would have liked, it is very low in comparison to<br />

most other parts of London and we remain one of the<br />

lowest council tax authorities in the country.<br />

This is particularly impressive when you realise that we get<br />

£58 million less in government grants than our neighbouring<br />

inner London boroughs, just because we are classified as outer<br />

London. Rest assured we are lobbying hard to change this<br />

situation and get <strong>Newham</strong> the money it needs and deserves.<br />

Introduction<br />

At <strong>Newham</strong> we are striving for excellence. We believe that<br />

everyone who lives in the borough deserves high quality,<br />

affordable services and in many areas we have achieved this.<br />

Please take a few moments to read about what your council<br />

has been doing for you over the last year, what services have<br />

improved and what our priorities are for the coming year.<br />

Our work has focused on seven key priority areas, areas where<br />

there is either a real need to improve performance, or where<br />

investment will have the biggest impact. These priorities<br />

reflect the Mayor’s key tasks; tasks based on listening to<br />

you, the customer, about the issues you care most about.<br />

achievements and highlighting where<br />

more work needs to be done.<br />

Last year was a good year for the<br />

council, with service improvements<br />

being recognised by independent<br />

inspectors, the Audit Commission. The<br />

Commission rated <strong>Newham</strong> as a ‘good’ council in December<br />

2003, up from being a ‘fair’ council the year before.<br />

There are five ratings with ‘good’ being the second highest<br />

and this mark puts <strong>Newham</strong> firmly in the top half of London<br />

boroughs. Core council services such as education, social<br />

care, housing, environment, libraries and leisure, benefits<br />

and use of resources, as well as looking at how effective the<br />

council is overall, all formed part of the inspection process.<br />

NEWHAM – A GOOD COUNCIL<br />

“The council has made significant improvements in key<br />

services including education and older people’s services.<br />

Based on current plans it is well placed to further<br />

improve the way it works and the services it provides to<br />

local people.”<br />

Listening to you<br />

THE MAYOR’S CONTRACT<br />

Since the ‘Mayor’s Contract’ was launched in July 2002,<br />

more than 7,000 residents have completed and returned a<br />

contract card to him setting out what three issues, out of a<br />

list of ten, are the most important to them.<br />

Everyone who completed a card has received a written reply<br />

from the Mayor, setting out what has been achieved in these<br />

areas. It’s the first time a local authority has conducted an<br />

exercise like this and it is attracting interest from other<br />

councils across the country.<br />

This report has more details about what’s happening across<br />

the board, but first here’s a quick summary of what has<br />

been achieved in the three areas the Mayor found were of<br />

most concern to you, the resident, in 2003.<br />

TACKLING CRIME AND ANTI-SOCIAL BEHAVIOUR<br />

It is good news as far as crime and anti-social behaviour are<br />

concerned with the latest crime figures showing that<br />

burglaries, street robberies and vehicle crime are all down<br />

and detection rates are up. This year the borough will<br />

benefit from an extra 43 police officers and 39 community<br />

support officers. The council has invested nearly £7 million<br />

in a sports development programme this year, aimed at<br />

diverting youngsters from crime and the successful Respect<br />

scheme will be rolled out to cover the whole borough.<br />

MAKING OUR STREETS CLEANER<br />

More staff are now working at weekends and in the<br />

evenings to help keep your streets clean. A street by street<br />

review of how, when and how often cleaning is carried out,<br />

is under way. The council has targeted persistent trade<br />

refuse abuse by employing more enforcement officers and<br />

four new ’Hotspot‘ teams are targeting areas of persistent<br />

fly tipping. If you suspect anyone of fly tipping, you can<br />

report them by calling 020 8430 2000.<br />

Street Cleaning<br />

In 2003/04, 41% of residents rated street cleaning in the<br />

borough as excellent, very good or good. This is up 10%<br />

from 2002/03 – while this is an improvement we recognise<br />

that much more needs to be done.<br />

REMOVING ABANDONED CARS MORE QUICKLY<br />

<strong>Newham</strong> Council has the highest number of reported<br />

abandoned cars and removes more vehicles than any other<br />

council in London. In the Mayor’s first year in office more<br />

than 8,500 abandoned and untaxed cars were removed. The<br />

council investigates more than 1,000 reports of abandoned<br />

cars a month. In 2002/03, 75% of cars reported were<br />

inspected within two days and of those found to be<br />

abandoned, 72% were<br />

removed within 24<br />

Talking to the Mayor<br />

April 2003 saw the launch of the Mayor’s soapbox, a new<br />

way for residents to tell the Mayor what they think of the<br />

council and its services. Residents get the chance to<br />

address the Mayor for three minutes on the subject of<br />

their choice. This helps the Mayor get a feel for the issues<br />

that matter to local people and to hear ideas about how<br />

they feel <strong>Newham</strong> could be improved.<br />

Seven key priorities for improvement<br />

– achievements so far<br />

1. Priority for improvement - Educational<br />

achievement<br />

Mayor’s key task: Education is the key to the future<br />

– we will narrow the gap at all key stages between<br />

<strong>Newham</strong> and the rest of the country.<br />

<strong>Newham</strong>’s secondary schools are the second most successful<br />

in the country at helping their pupils improve.<br />

Results in Key Stage 2 English have improved by 4 per cent<br />

compared to last year. New information from the<br />

government compares what pupils achieve at Key Stage 3<br />

(age14) and what they go on to achieve in <strong>GC</strong>SEs and<br />

GNVQs. In this ‘value added’ table Plashet School is in the<br />

top 5 per cent in the country and 12 other <strong>Newham</strong> schools<br />

are in the top 25 per cent.<br />

More <strong>Newham</strong> pupils are doing better at <strong>GC</strong>SE. Results in<br />

2003 showed 45.8 per cent of pupils getting five or more A*<br />

to C grades, up more than 3 per cent from 2002.<br />

Nearly all <strong>Newham</strong> schools showed increases in the number<br />

of pupils getting these grades and some 93.2 per cent of<br />

pupils achieved five or more <strong>GC</strong>SE or GNVQ A* to G grades.<br />

This met the borough’s own targets and is more than 4 per<br />

cent better than the national average.<br />

The number of pupils in <strong>Newham</strong> who achieved no passes<br />

was just 2 per cent, well below the national average of 5.2<br />

per cent.<br />

These successes have also gained external recognition with<br />

Ofsted, the Government body that inspects schools and<br />

education authorities, giving the council high marks when<br />

they inspected it in January 2003.<br />

OFSTED SAID<br />

“The council continues to look for new ways to resolve<br />

difficulties and has a good track record in solving problems.<br />

There is acceptance of, and great pride in, the ethnic<br />

diversity of the borough. The determination to improve<br />

educational opportunity in the borough and the genuine<br />

enthusiasm which goes with it are key characteristics”.<br />

Good quality school buildings assist with raising standards<br />

and we are committed to improving the borough’s schools.<br />

We opened a new primary school in 2003, Kaizen, and have<br />

successfully bid for government funding to transform our<br />

secondary schools. We are opening 26 children’s centres<br />

across the borough that will offer multi-agency services to<br />

young children and their families.<br />

There was a 20 per cent increase in the number of adults<br />

enroling on adult learning programmes over the last year.<br />

We are continuing to develop our Community Education<br />

Service and have recently opened a new adult education<br />

centre, the ‘learning zone’. This is in partnership with<br />

<strong>Newham</strong> College of Further Education,<br />

in Forest Gate, with the aim of<br />

increasing further the number of adults<br />

participating in learning.<br />

Finally congratulations to <strong>Newham</strong><br />

teacher, Nina Panayis from Godwin<br />

Junior School who was named best<br />

teacher in the country in the National<br />

Teaching Awards. Prime Minister, Tony<br />

Blair presented her with her award.<br />

HOMEWORK CLUBS<br />

The council believes it is important to<br />

give pupils every opportunity to do<br />

well. That’s why last year it opened<br />

more homework clubs in the borough’s<br />

libraries with the latest being at<br />

Beckton Globe and Plaistow libraries.<br />

The clubs provide the space, atmosphere and facilities<br />

needed to do homework that some pupils can’t get at<br />

home.<br />

2. Priority for Improvement - Crime and antisocial<br />

behaviour<br />

Mayor’s key task: We will apply the benefits<br />

of the ‘Respect’ campaign approach to<br />

the whole borough and work with the<br />

police to reduce crime and anti-social<br />

behaviour in comparison to that<br />

experienced in inner London.<br />

Crime and anti-social behaviour are major<br />

concerns for local people. The council will not tolerate antisocial<br />

behaviour and it is continuing to get tough on<br />

offenders. As part of this it has set up a new team that will<br />

work closely with our partner organisations such as the<br />

police and is dedicated solely to tackling all aspects of antisocial<br />

behaviour.<br />

At the heart of this work in <strong>Newham</strong> is Respect. The Respect<br />

campaign, a council, police, fire brigade and community<br />

project set up to stamp out abuses of the environment,<br />

crime and anti-social behaviour, has been a major success in<br />

the areas it operates in. In April, Winsor Park in Beckton was<br />

added to the areas covered by Respect and the campaign<br />

will be extended to other parts of the borough.<br />

Respect brings together resources and organisations to blitz<br />

all kinds of anti-social behaviour from dumped cars to<br />

littered streets and from kids playing truant to serious crime.<br />

There is a mobile office that travels round the borough<br />

answering questions and offering advice about community<br />

safety issues and services such as the security marking of<br />

mobile phones.<br />

The council is determined to make <strong>Newham</strong> a place where<br />

people feel safe and it will not hesitate in taking action<br />

against people who make life a misery for other residents.<br />

One ‘neighbour from hell’, who allowed his flat in Stratford<br />

to be used for drug-related activities and prostitution, was<br />

evicted by the council in September.<br />

The council acted following a petition from more than 100<br />

tenants complaining about the ‘nuisance and annoyance’<br />

from the stream of visitors to the flat.<br />

The council was able to evict the tenant and get an antisocial<br />

behaviour order stopping him from returning to any<br />

address in the block for two years.<br />

The council is also working hard to<br />

reduce crime and anti social behaviour<br />

through a number of programmes and<br />

has persuaded thousands of young<br />

people to ’Do More‘ sports, arts, reading<br />

and performing. The scheme offers young<br />

people across the borough the chance to take part in fun<br />

activities that will help them develop new skills and stay<br />

away from crime.<br />

HELPING THE FIGHT AGAINST DRUGS<br />

<strong>Newham</strong>’s Drug Action Team awarded more than £65,000<br />

to community groups who provide a range of projects and<br />

services aimed at helping young people resist drugs,<br />

protect the community from drug-related anti-social<br />

behaviour and cut the availability of drugs on the street.<br />

3. Priority for Improvement – Health<br />

and well being<br />

Mayor’s key tasks: We will contribute to the<br />

improvement of health and well-being for all the<br />

people of <strong>Newham</strong> agreeing with the NHS providers<br />

a series of measures, which we will use to monitor<br />

progress and to scrutinise the response to locally<br />

identified priorities. We will implement the national<br />

standard for achievement of equalities in local<br />

government and we will commit ourselves to<br />

achieving the highest level of the standard by 2006.<br />

‘Exercise on prescription’ at <strong>Newham</strong>’s leisure centres has<br />

been distributed<br />

to around 1,000 people by their GPs,<br />

who felt they would benefit from<br />

more regular exercise. The scheme is<br />

organised, delivered and supervised in<br />

<strong>Newham</strong> leisure centres in partnership<br />

with the <strong>Newham</strong> Primary Care Trust<br />

and the contractor that runs the centres<br />

(Greenwich Leisure Ltd). It is one of the<br />

largest schemes of this type in the south-east and the<br />

council is regularly asked for advice from other councils.<br />

And according to all the evidence the programme is making<br />

a big difference: 40 per cent of the people who have taken<br />

part say they now make fewer visits to their GP and 22 per cent<br />

say they take less medicine when they are on the programme.<br />

Combating teenage pregnancy is another priority with the<br />

problem being particularly bad in the borough. A number of<br />

schemes that have already been run by the council in<br />

partnership with other organisations have not reduced the<br />

number of pregnancies by as much as was hoped.<br />

Now a range of new ideas are being looked at such as better<br />

education of young people and parents and work with the<br />

primary care trust and local pharmacies to make emergency<br />

contraception more widely available.<br />

The council is also working with young families, offering<br />

support to young fathers and making homes available for<br />

teenage parents to help keep families together.<br />

Improved access to primary care services and work to enable<br />

health and community services to be delivered together is<br />

also being developed, with <strong>Newham</strong> benefiting from a major<br />

new investment programme through the East London and<br />

the City, LIFT.<br />

Work is also underway on a £5.5 million one-stop-centre at<br />

Church Road, which will be completed later this year, a new<br />

£2.5 million GP surgery on Barking Road and a frail and<br />

elders hospital costing £12 million will be built on the site of<br />

the East Ham Memorial Hospital. All these will deliver<br />

modern, patient-centred services.<br />

The Church Road development is a pioneering scheme and<br />

will relocate up to six GPs with some outpatient facilities,<br />

such as cardiology, diabetic and dietetic clinics being<br />

available. Provision has also been made for chiropody, Sure<br />

Start and a pharmacy.<br />

SPREADING THE HEALTHY LIVING MESSAGE<br />

A new fruit and vegetable co-op opened in<br />

Manor Park in a bid to encourage healthy<br />

eating and it has been welcomed by local<br />

people who like being able to get quality<br />

fruit and vegetables at reasonable prices.<br />

The council wants everyone to benefit from<br />

its services and ensuring equality of access<br />

is particularly important in an area as<br />

diverse as <strong>Newham</strong>. All too often people still<br />

face discrimination. At <strong>Newham</strong> we are committed to<br />

promoting equalities in all aspects of our work and are<br />

striving to achieve the highest standards set out by the<br />

government in this area. Under these, local authorities must<br />

consider gender, race and disability equality issues in all<br />

their policies and service delivery.<br />

The council is committed to activities that promote equal<br />

opportunities and challenge discrimination. For example, we<br />

have been working with the Benefits Agency to increase the<br />

amount of benefit ‘take-up’ information available in a range<br />

of languages. Training sessions have been held for more<br />

than 400 people from minority ethnic communities on<br />

income maximisation and we have also been monitoring<br />

property lettings to ensure that they match with housing<br />

need among ethnic minority communities.<br />

To ensure that no one is excluded we offer translation<br />

services by video conferencing, web site and phone to all our<br />

local service centre users. Our customer<br />

tracking computer system means that<br />

once a customer’s details have been<br />

entered on the system, we can record<br />

any additional needs they might have<br />

like a translator or signer, so that one<br />

can be available when needed. The<br />

tracking system also ensures that a<br />

customer whose first language isn’t<br />

English does not have to keep<br />

repeating their personal details to use<br />

each different council service.<br />

Work will continue to reach out to and listen to <strong>Newham</strong>’s<br />

diverse communities. For example, last year we listened to<br />

the borough’s lesbian and gay community and now provide<br />

commitment ceremonies at the registrar’s office and have<br />

developed a proposal to begin work to combat homophobic<br />

bullying in schools.<br />

4. Priority for Improvement – Social Services<br />

Mayor’s key task: We will ensure that the quality of<br />

services improves year on year.<br />

Social Services in <strong>Newham</strong> are improving and while there is<br />

much work to be done, things are starting to turn around. In<br />

October, government inspectors highlighted many of the<br />

achievements the council has made.<br />

Inspectors praised the improvements in placements for<br />

looked after children (children who are the responsibility of<br />

the council) and they acknowledged that all young people<br />

on <strong>Newham</strong>’s child protection register now have an<br />

allocated social worker.<br />

They also noted the continued improvement in the percentage<br />

of care leavers in employment, education or training, plus<br />

the increased number of services to assist vulnerable children,<br />

many of these targeting black and minority ethnic children.<br />

Older people are increasingly being helped to live at home<br />

and <strong>Newham</strong> has a good record of getting older people out<br />

of hospital and back home, for example by improving the<br />

speed of making essential adaptations to their homes.<br />

has been put into<br />

recruiting and<br />

retaining social workers. This has involved local recruitment<br />

days to encourage people to join the service and an overseas<br />

recruitment campaign to attract staff from other countries.<br />

A range of other things have been done, such as providing<br />

more financial help to students and trainees and reviewing<br />

the pay and benefits of social workers.<br />

Areas that are now being targeted include finding more<br />

adoptive parents and improving the health of looked after<br />

children.<br />

5. Priority for Improvement – Street Scene<br />

Mayor’s key tasks: We will ensure that the quality<br />

of services improve year on year.<br />

Clean streets make a big difference to how local people feel<br />

about where they live. Recent schemes have involved<br />

targeting particular areas of the borough where big<br />

improvements can be achieved quite quickly. Work now has<br />

to be done to spread these benefits to the whole borough.<br />

The council has continued to get tough on abandoned and<br />

untaxed cars. As a result of the ‘zero tolerance’ policy, the<br />

number of people who think that cars being repaired,<br />

abandoned or untaxed on <strong>Newham</strong>’s streets are a problem<br />

has fallen.<br />

Although much has been done to keep <strong>Newham</strong>’s streets<br />

cleaner, the council recognises that more needs to be done.<br />

We have invested in more mechanised sweeping machines<br />

and cleansing rotas have been changed in an effort to make<br />

improvements. We have also put in place more enforcement<br />

and rapid response teams to tackle fly tipping and prosecute<br />

offenders. This work will be continued.<br />

Levels of recycling in the borough are lower than some<br />

other London councils. So during the past year real efforts<br />

have been made to improve and increase recycling services<br />

and we are working closely with our waste disposal<br />

authority and their contractor to ensure vastly improved<br />

performance in the future. We are confident that in the next<br />

few years we will be performing significantly better and will<br />

be achieving all national recycling targets.<br />

Fly-tipping is a key local issue. It is illegal and<br />

spoils the local environment for others and<br />

the council will not tolerate it. We have been<br />

taking steps to tackle it on two fronts –<br />

making it harder for fly-tippers to operate<br />

and prosecuting those who have dumped<br />

rubbish illegally.<br />

‘Allygater’ is a programme to identify alleys in<br />

the borough where rubbish is likely to be dumped or are<br />

likely to be used for other anti-social activities such as<br />

toilets, drug taking, alcohol abuse or prostitution. If<br />

appropriate, and after consulting local people, gates and<br />

fencing are put up.<br />

CLEARING ABANDONED AND UNTAXED VEHICLES<br />

<strong>Newham</strong> Council cleared 32 abandoned and untaxed<br />

vehicles in less than 24 hours in a special operation with<br />

the police and the DVLA (Driver and Vehicle Licensing<br />

Agency) in East Ham on October 15 2003. The swoop<br />

followed a complaint from a local resident.<br />

Residents have told us that maintaining standards on<br />

housing estates including general cleanliness, lighting, grass<br />

cutting and shrub planting is a priority. As a result a number<br />

of initiatives have been started to improve the standards of<br />

estates, including piloting new equipment. Also a scheme<br />

called Estate Watchers, which involves residents in checking on<br />

service quality and regular resident satisfaction questionnaires<br />

to pinpoint problems and direct service improvements.<br />

6. Priority for Improvement – Social and<br />

physical regeneration<br />

Mayor’s key task: We will assist the poorest <strong>Newham</strong><br />

residents to increase their level of income so that<br />

families can have a better quality of life.<br />

<strong>Newham</strong> is at the heart of regeneration in London and this<br />

goes further than just bricks and mortar. Of course it is<br />

important to have good buildings and for green spaces to<br />

be attractive, but regeneration is also about bringing jobs<br />

to the borough, making sure local people<br />

have the skills to do them and ensuring<br />

that everyone can benefit from the<br />

new opportunities.<br />

The council is also working to ensure<br />

that everyone receives all the money<br />

and benefits they are entitled to.<br />

Benefits help individuals and<br />

families and put money into the<br />

local economy.<br />

MAXIMISING INCOME FOR CARERS<br />

The council has begun an income<br />

maximisation programme for<br />

carers in <strong>Newham</strong>. This includes<br />

targeted mail shots of 10,000 leaflets<br />

on benefits for carers and work with GPs to<br />

identify carers and offer benefit checks. £40,000 of<br />

unclaimed benefits were identified at a <strong>Newham</strong> Carers’ Day.<br />

The council is running an innovative Quids for Kids<br />

campaign from 2003 to 2005. The aim is to reduce child<br />

poverty in <strong>Newham</strong>. The campaign includes:<br />

• Distributing a CD ROM “Employers Guide to Tax Credits”<br />

• Lunchtime drop in sessions for health service staff.<br />

These resulted in 30 new tax credit claims<br />

• Quids for Kids leaflet distribution to parents at every<br />

nursery, primary and secondary school in <strong>Newham</strong><br />

• Information on disability benefits distributed to parents of<br />

all disabled children in <strong>Newham</strong> schools.<br />

DEALING WITH DEBT AND MONEY MANAGEMENT<br />

NewCred, the <strong>Newham</strong> Community Credit Union, opened<br />

its doors on 1 July 2003. By the end of 2003 they had<br />

more than 500 members. NewCred aims to make financial<br />

services accessible to everyone in <strong>Newham</strong>, as well as<br />

offering access to loans at a reasonable rate of interest<br />

and breaking the cycle of debt. To find out more call<br />

One of the areas affecting people on low incomes is the<br />

council’s housing benefit service. The council has<br />

dramatically improved this service. Following an inspection<br />

in July, the Audit Commission scored the service as ‘good’,<br />

giving it two stars (out of a possible three) with ‘promising<br />

prospects for improvement’.<br />

It found that satisfaction is high among the 38,000 claimants.<br />

Also praised were the good working relationships with<br />

landlords, the visiting service for customers who are unable<br />

to get to local service centres and the ‘while you wait’<br />

approach to processing claims.<br />

Since 2001 the average time taken to process new claims<br />

has dropped from 100 days to 35 days. The proportion of<br />

repeat claims that are processed without a break in payment<br />

has doubled to almost 90 per cent during the same period.<br />

This has made a real difference to people’s lives.<br />

The council also continues to work with and support many<br />

other organisations in their efforts to make the borough a<br />

place where people choose to live and work. Through the<br />

council’s grants and support programmes, hundreds of<br />

organisations and individuals are helped to provide a host of<br />

services for people living in <strong>Newham</strong>.<br />

Physical regeneration<br />

<strong>Newham</strong> is constantly changing with many of the most<br />

exciting regeneration schemes in the capital taking place<br />

within its borders and now with the 2012 Olympic bid there<br />

are huge opportunities for all.<br />

One of the biggest existing plans concerns Canning Town.<br />

Regeneration plans for renewing the Canning Town and<br />

Custom House area have received strong support from the<br />

majority of residents. Independent research company MORI<br />

carried out interviews with 800 residents and 100 businesses<br />

in the areas that will be affected by the £2 billion<br />

redevelopment proposals, with 84 per cent of those asked<br />

showing support for the plans.<br />

The aim of the redevelopment is to improve the quality of<br />

life for local people and businesses by providing around<br />

7,000 new and refurbished homes, an improved transport<br />

system, leisure and health facilities plus extensive<br />

improvements to local schools.<br />

As well as looking at new schemes,<br />

work has been carried out to<br />

existing homes. Keeping homes<br />

and estates in good repair is a<br />

key priority for most residents.<br />

The council carries out regular<br />

customer satisfaction surveys to<br />

check tenant views on the work<br />

carried out and to identify where<br />

things can be improved. The<br />

Repairs Operation Centre now<br />

offers appointments for all<br />

repairs to council stock and can<br />

be contacted on 020 8430 2000.<br />

Good homes<br />

Good homes offer people better<br />

chances in life. Poor housing can lead to poor health, affect<br />

how well children do at school and encourage anti-social<br />

behaviour. The number of families in bed and breakfast<br />

accommodation has reduced by around 300 families to 30<br />

within the last year. We are confident that by April 2004 we<br />

will meet our target of using bed and breakfast<br />

accommodation for homeless families in emergencies only.<br />

THE OLYMPICS<br />

If London’s 2012 Olympic<br />

bid is successful, 95 per<br />

cent of the Olympic facilities<br />

will be in <strong>Newham</strong>. It will create around 9,000<br />

full time jobs, 3,000 of them in the East End. The Olympic<br />

village would provide around 4,000 new homes. As well as<br />

an increased interest in sport and enhanced facilities, the<br />

Olympics will bring many lasting benefits to the people of<br />

<strong>Newham</strong> in terms of regeneration. Even if the bid is not<br />

successful the process of developing the bid is speeding up<br />

renewal and development of sporting facilities, better<br />

transport links and will change the face and fortunes of<br />

the area forever.<br />

7. Priority for Improvement – Human Resources<br />

and business efficiency<br />

Mayor’s key task: The council’s element of council tax<br />

will not increase by more than the level you’re<br />

recommended by the government over the period of<br />

the council.<br />

The council’s part of council tax have been restricted to 4.8<br />

per cent this year and while this is higher than the council<br />

would have wanted, it is low in comparison to increases in<br />

the capital and elsewhere in the country.<br />

This low increase has been made possible by the council’s<br />

determination to always find ways to improve the way it<br />

works. We are constantly striving to make the best use of<br />

all our resources.<br />

For example, a new procurement unit has been set up to<br />

give the council a better strategic approach to the way it<br />

buys goods and services. The unit will provide advice and<br />

support to all council departments helping them buy things<br />

online, get value for money and to join up with other<br />

council departments and partners in the borough to benefit<br />

from economies of scale.<br />

The council is also working to get the best from its staff and<br />

is looking at ways to help build skills and capacity. There is a<br />

new corporate induction programme, the New Century<br />

Managers Programme, which is now in its fourth year. There<br />

are many more corporate training opportunities and around<br />

800 staff a year complete training for a ‘European Computer<br />

Driving License’<br />

But, however hard <strong>Newham</strong> strives to improve and to be<br />

efficient; the services it can provide are still limited by the<br />

amount of money available.<br />

<strong>Newham</strong> is counted as an outer London borough despite<br />

having the same issues as inner London boroughs. If we<br />

were classed as inner London we would get up to £58<br />

million more than we do at the moment.<br />

This money could provide more than 700 extra teachers and<br />

280 teaching assistants, 238 additional social services carers,<br />

plus hundreds of other essential workers. It is equal to £237<br />

worth of services for every <strong>Newham</strong> resident.<br />

Even if the council received a fraction more of this money each<br />

year, it would go a long way towards boosting vital services.<br />

We are working hard to have <strong>Newham</strong> recognised as an<br />

inner London borough.<br />

MORE MONEY INTO THE BOROUGH<br />

The <strong>Your</strong> <strong>Newham</strong> Local Strategic Partnership (LSP) will<br />

get £13.3 million from the Government’s Neighbourhood<br />

Renewal Fund for 2004/05. This money will be targeted<br />

by the LSP, which is made up of a range of organisations<br />

that provide services in the borough, to<br />

projects aimed at improving the quality of<br />

life in <strong>Newham</strong>. The money is in addition<br />

to the £30 million already awarded to<br />

the partnership.<br />

The Council Tax for Band D Dwellings =<br />

<strong>Newham</strong> and GLA requirements<br />

Council Tax Base<br />

The council tax base is the number of band D or equivalent dwellings<br />

in <strong>Newham</strong>. The tax base used in calculating the council tax, assuming<br />

we collect 97 per cent of all council tax for the year is 69,802.<br />

However, the Government use a figure based on 100 per cent<br />

collection, which is 70,992.<br />

Liabilities<br />

<strong>Newham</strong> funds some of its capital expenditure (such as major<br />

works to houses, construction of schools, etc.) from borrowing.<br />

At 31 March 2003, the outstanding balance on these loans<br />

amounted to £622 million. Repayment of these loans, together<br />

with interest, is charged to the Council's General Fund and<br />

Housing Revenue Account. No amount is recoverable from or<br />

payable to other authorities (either billing or precepting).<br />

What is Council Tax?<br />

Council tax is the local tax that helps pay for services<br />

provided by your council, such as housing, street lighting,<br />

cleaning, libraries and meals on wheels and those provided<br />

by the Greater London Authority such as the fire brigade,<br />

the police and other London-wide organisations.<br />

There is one council tax bill for each home, whether it is a<br />

house, bungalow, flat, maisonette or mobile home. Owneroccupiers<br />

or resident tenants, including council and housing<br />

association tenants, usually have to pay council tax.<br />

Council tax is based on two things,<br />

(a) the property and (b) personal circumstances.<br />

Who pays Council Tax?<br />

Normally the person living in the<br />

property will be responsible for paying<br />

the council tax, but there are instances<br />

where the landlord has to pay even if<br />

she/he does not live in the property.<br />

For example if the property is:-<br />

• Multi-occupied:- rented by individuals<br />

who share facilities<br />

• a care home or nursing home<br />

• occupied by a religious community<br />

• occupied by a minister of religion<br />

or<br />

• where at least one of the residents is employed in<br />

domestic service for the owner<br />

or<br />

• where the resident is an asylum seeker housed under<br />

section 95 of the Immigration & Asylum Act 1999 by the<br />

National Asylum Support Service.<br />

worked out?<br />

The Inland Revenue’s Listing Officers have valued your home<br />

on the basis of market values at 1 April 1991. There are eight<br />

valuation bands (A-H) and your home will fall into one of them.<br />

How can I appeal against the valuation<br />

band allocated to my property?<br />

Exemptions and discounts<br />

The following is a list of exempt properties where no council<br />

Where an annexe, or similar self-contained part of a<br />

Discounts<br />

The full amount is payable where there are two or more people<br />

aged 18 or over living in a property. If only one person is<br />

living in a property a 25 per cent discount is applicable.<br />

However, a discount may still be given even if more than<br />

one person lives in the property. This is because some people<br />

are ignored when ‘counting’ how many residents live there,<br />

for example if they are ‘disregarded’. (See following<br />

‘disregarded categories’).<br />

The charge will be reduced by 25 per cent if only one person<br />

is ‘counted’ as living there and by 50 per cent if no-one is<br />

‘counted‘ as living there.<br />

The charge is not reduced for temporary absences.<br />

Are you a student?<br />

From the 1st April 2004 students will no longer be held<br />

jointly and severally liable with other people that have<br />

the same level of interest in the property as them, unless<br />

they are all students.<br />

Disregarded categories<br />

The following is a list of people who are ignored when<br />

’counting‘ the number of people in a property. Please<br />

contact us on 020 8430 2000 if you require further<br />

information or a claim form.<br />

• Full time students, student nurses, apprentices and youth<br />

training trainees<br />

• Patients resident in hospital<br />

• People who are being looked after in a care home<br />

• People who are severely mentally impaired<br />

• People staying in certain hostel or night shelters<br />

• 18 and 19 year olds who are at or have just left school<br />

• Care workers working for low pay, usually for charities<br />

• People caring for someone with a disability who is not<br />

a spouse, partner or child under 18<br />

• Members of visiting forces and certain international<br />

institutions<br />

• Members of religious communities (monks and nuns)<br />

• People in prison unless they have been jailed for nonpayment<br />

of council tax or a fine.<br />

Changes to discounts on second homes<br />

and long term empties<br />

With effect from 1 April 2004 the government has<br />

changed the council tax legislation in relation to discounts<br />

awarded on second homes and properties that are left<br />

unfurnished and unoccupied.<br />

Each local authority now has the power to determine the<br />

level of discount that it awards in these instances.<br />

<strong>Newham</strong> Council has decided to reduce the discount<br />

awarded on properties that are used as second homes from<br />

50% to 10%. For other long term unoccupied properties,<br />

where no exemption is applicable, the discount has been<br />

reduced from 50% to 0%.<br />

The only exception to this is if the second property is<br />

essential as a condition of employment.<br />

Discount codes printed on your council tax bill indicates<br />

that council records show one of the following applies to<br />

your property.<br />

CODE 01: Only one person resides at the property and this<br />

person is liable to pay council tax.<br />

DISCOUNT= 25%<br />

CODE 02: More than one person resides at the property,<br />

but only one person in counted for council tax purposes.<br />

People with disabilities<br />

If you, or someone who lives with you need an extra<br />

bathroom or kitchen, or extra space in your home to meet<br />

special needs arising from a disability,<br />

the amount of council tax you pay can<br />

be reduced by one band, for example<br />

from “band B” to “band A”. Even if your<br />

property is listed as a “band A” property<br />

you could still be entitled to a reduction.<br />

How to appeal against the<br />

council’s decision<br />

If you disagree with the council’s<br />

decision regarding liability to pay<br />

council tax i.e. refusal to grant a<br />

discount, an exemption, or a disabled<br />

reduction, you should appeal in writing<br />

to: The London Borough of <strong>Newham</strong>,<br />

Council Tax Section, <strong>Newham</strong> Town Hall,<br />

If you are not satisfied with the result of the appeal, or the<br />

council fails to reply within two months, then an appeal can<br />

Please check your bill<br />

If you think any of the above may apply to you and the<br />

discount, exemption or disabled relief is not included on<br />

your bill please call the contact centre on 020 8430 2000.<br />

020 8430 2000. If you fail to do so you could face a penalty<br />

of £50. Council tax records are checked against other council<br />

What will happen if I don’t pay?<br />

Not paying your council tax is an offence, which can result<br />

in imprisonment. It is therefore important that you pay<br />

each monthly instalment on or before the date it is due.<br />

If you fail to pay by the due date you will be sent a reminder<br />

notice, which gives you seven days to bring your instalments<br />

up to date. If payments are not received you will lose your<br />

right to pay by instalments and a Magistrates Court<br />

Summons for the full amount due will be issued.<br />

At this point additional recovery costs of £75.00 will be<br />

incurred and your case could be referred to the council’s<br />

bailiffs. Bailiff fees could cost as much as £300.00 and at<br />

<strong>Newham</strong> Council we take every action open to us under the<br />

law to enforce prompt payment.<br />

WARNING - SUMMONS COSTS GOES UP TO £75.00<br />

FROM 1 APRIL 2004<br />

From 1 April 2004 the summons costs for not paying<br />

your council tax on time will be going up from £40.75<br />

to £75.00.<br />

You could be made bankrupt<br />

The council has been actively pursuing bankruptcy proceedings<br />

as another way of recovering unpaid council tax.<br />

During 2003 these proceeding were started in 141 cases.<br />

50 cases proceeded to full bankruptcy resulting in<br />

£235,162 being collected<br />

The costs incurred by the individual once these proceedings<br />

start can be very expensive. The amount of costs received back<br />

by the council from April to December 2003 was £34,000.<br />

Council’s new bank account<br />

From 1 April 2004 the council will be changing banks from<br />

the National Westminster Bank to the Co-operative Bank.<br />

Please do not use any stationery with the old bank details<br />

on it as this could delay your payments from being received.<br />

If you pay by standing order you must complete a new<br />

Precepting and Levying Authorities<br />

Lee Valley Regional Park Authority<br />

The Lee Valley Regional Park Authority<br />

was established by Act of Parliament in<br />

1966 to regenerate, develop and manage<br />

some 10,000 acres of the Lee Valley,<br />

which had become largely derelict and to<br />

transform it into a unique leisure and<br />

nature conservation resource for the<br />

benefit of the whole community.<br />

Environment Agency: Flood Defence in<br />

your area<br />

The Environment Agency aims to protect and improve the<br />

environment while aiding sustainable development through<br />

integrated management of air, land and water. Flood<br />

defence is a key component of this strategy.<br />

London Pensions Fund Authority<br />

The London Pensions Fund Authority raises a levy each year<br />

to meet expenditure on premature retirement compensation<br />

and outstanding personnel matters for which LPFA is now<br />

responsible and cannot charge to the pension fund. These<br />

payment relate to former employees of the Greater London<br />

Council, the Inner London Education Authority and the<br />

London Residuary Body.<br />

For 2004-05, the total net expenditure for the levy across<br />

Greater London has reduced by £1,530,000 (6.4 per cent)<br />

from last year to £22,353,000 of which <strong>Newham</strong> Council<br />

bears £183,383.30.<br />

It has been possible to hold the levy at this level by using<br />

£536,000 of surplus balances and reducing provisions by<br />

£1,040,000. Together these more than offset the effect of<br />

the statutory pensions increase (2.8 per cent) for 2004-05<br />

on current levels of payments. In future years, the level of<br />

the levy may need to rise when surplus balances have been<br />

used up and if expenditure levels continue to rise.<br />

Greater London Magistrates Courts<br />

Authority<br />

The Greater London Magistrates Courts Authority is<br />

responsible for the administration of the magistrates’ courts<br />

in the capital. The authority’s strategic plan 2002-2006 set<br />

out how it intends to deliver the magistrates’ court service<br />

into the future. The plan included proposals for<br />

improvements to the authority’s courthouse estate over the<br />

next five years. These plans have been subjected to<br />

consultation with a range of interested parties, including the<br />

London local authorities.<br />

East London Waste Authority (ELWA)<br />

ELWA has the statutory responsibility for the disposal of,<br />

currently, around 520,000 tonnes of household, commercial<br />

industrial and civic amenity site waste collected by the<br />

London Boroughs of Barking & Dagenham, Havering,<br />

<strong>Newham</strong> and Redbridge.<br />

In December 2002, ELWA awarded a major, new 25-year<br />

Integrated Waste Management Contract (IWMC) to<br />

Shanks.east London, supported by funding via the<br />

government’s Private Finance Initiative (PFI).<br />

EWAS’s total levy requirement is £28,415,000 (2003/04:<br />

£27,078,000).<br />

This rise of 4.9 per cent is attributable to a number of<br />

factors including the IWMC cost, net of PFI grant, reflecting<br />

an increase in the Landfill Tax rate, a rise in disposal costs<br />

and inflation.<br />

Greater London Authority<br />

Mayor of London<br />

The priorities for the Mayor’s fourth budget are to deliver a<br />

new neighbour-hood policing initiative, more transport<br />

police and extra firefighters. This will cost Londoners living<br />

in a band D household an extra 33p a week. Most of the<br />

increase is for policing, with a modest increase for the fire<br />

service, offset by reductions in the amount for transport and<br />

for the GLA itself. The 2 per cent of households in the top<br />

band H will have to pay an extra 66p a week.<br />

This increase leads to a GLA precept of £241.33 for the year<br />

for a band D household. Of this about £184 (three quarters)<br />

is for policing, £42 for the fire service, £9 for transport, and<br />

£7 for the GLA itself.<br />

There is a 4.6 per cent increase in the budget requirement<br />

and a 7.5 per cent increase in the council tax precept.<br />

Metropolitan Police Authority<br />

From a low point of 25,430 in March<br />

2001, the Metropolitan Police Service, in<br />

January this year, reached a recruitment<br />

landmark of 30,000 police officers for<br />

the first time. In addition to this record<br />

level of police officers there are also<br />

1,500 police community support officers.<br />

The effects of stepping up the fight against crime are<br />

materialising. Crime rates are falling and detection rates<br />

increasing, with a 33 per cent reduction in reported street<br />

crime over the last two years, and burglary is at a twentyfive<br />

year low. The proportion of crimes resulting in a court<br />

case is increasing year on year and Londoners’ fear of crime<br />

continues to fall.<br />

Over the coming year, police numbers will be increased to<br />

provide teams of police in three neighbourhoods in each<br />

London borough. The teams will be dedicated to serve their<br />

local communities and not available for redeployment to other<br />

duties. This is the start of the programme and with financial<br />

support from the government the aim is for every<br />

neighbourhood in London to have a dedicated team by 2006/07.<br />

London Fire &<br />

Emergency<br />

The Fire Authority budget<br />

provides for an extra 200<br />

firefighters to build on<br />

London Fire Brigade’s<br />

capacity to respond to a major or catastrophic incident.<br />

With the introduction of more effective arrangements for<br />

providing emergency cover, additional resources will be<br />

invested on preventing fires and other emergencies.<br />

Transport for London<br />

The Transport budget includes funding for an extra 100<br />

British Transport Police to provide policing on the<br />

Underground, the Docklands Light Railway and at key<br />

London interchanges. There is also more money to continue<br />

improvements to London’s bus services and investment in<br />

London Underground will increase sharply.<br />

This increasing investment is being funded by government<br />

grant, fares and reserves. There is a £32 million reduction in<br />

the amount to be raised from council taxpayers.<br />

London Development Agency<br />

The activities of the LDA are funded entirely from specific<br />

grants and capital receipts, and so no income is raised in<br />

local tax from the precept.<br />

Greater London Authority<br />

With the exception of Trafalgar Square, the GLA has few<br />

direct service responsibilities. The budget relates to all the<br />

GLA activities which support the delivery of the Mayor’s<br />

vision and policy objectives, and the Assembly’s scrutiny<br />

functions.<br />

NON-DOMESTIC RATES<br />

The non-domestic rates, or business rates , collected by local<br />

councils are the means by which businesses and others who<br />

occupy non-domestic property make a contribution towards<br />

the cost of local services. The only exception to this is the<br />

City of London where special arrangements apply. The rates<br />

are pooled by central government and redistributed to local<br />

councils according to the number of people living in the<br />

area. This money, together with revenues from council<br />

taxpayers, revenue support grant provided by the<br />

government and certain other sums, is used to pay for the<br />

services provided by your local council and other local<br />

authorities in your area. Further information on business<br />

RATEABLE VALUE<br />

Apart from properties that are exempt from business rates,<br />

each non-domestic property has a rateable value, which is<br />

set by the valuation officers of the Valuation Office Agency<br />

(VOA), part of the Inland Revenue. It draws up and maintains<br />

a full list of all rateable values, which are available on its<br />

The rateable value of your property will be shown on the<br />

front of your bill. The rateable value broadly represents the<br />

yearly rent the property could have been let for on the open<br />

market on a particular date. For the revaluation that came<br />

into effect on 1 April 2000, this date<br />

was set as 1 April 1998.<br />

The valuation officer has to maintain<br />

the list and may alter the value if he or<br />

she believes that the circumstances of<br />

the property have changed. The<br />

ratepayer (and certain others who have<br />

an interest in the property) can also<br />

appeal against the value shown in the<br />

list if they believe it is wrong. Further<br />

information on the grounds for making<br />

an appeal and on how to make one can<br />

be found on the VOA website at<br />

www.voa.gov.uk or from your local<br />

valuation office.<br />

The effect of successful appeals against<br />

values shown in the rating list that<br />

came into force on 1 April 2000 will normally be backdated<br />

to the beginning of the financial year in which they are<br />

made, although there are exceptions to this. Further<br />

NATIONAL NON-DOMESTIC RATING MULTIPLIER<br />

The local council works out the business rates bill by<br />

multiplying the rateable value of the property by the<br />

multiplier or ‘poundage’, which the government sets from<br />

1 April each year for the whole of England. The government<br />

normally changes the multiplier every year to move in line<br />

with inflation. By law, the multiplier cannot go up by more<br />

than the rate of inflation, except in the year of a revaluation<br />

when it is set at a level which will keep the total amount<br />

raised in rates after the revaluation the same as before, plus<br />

inflation for that year. The current multiplier will be shown<br />

on the front of the bill.<br />

TRANSITIONAL ARRANGEMENTS<br />

Property values normally change a good deal between each<br />

revaluation. Transitional arrangements help to phase in the<br />

effects of these changes by limiting the amount a bill may rise<br />

following a revaluation. To help pay for the limits on increases<br />

in bills after a revaluation, there also have to be limits on<br />

reductions in bills. Under the transition scheme, limits<br />

continue to apply to yearly increases and decreases until the<br />

full amount is due (rateable value times the multiplier).<br />

The scheme applies only to the bill based on a property at<br />

the time of the revaluation. If there are any changes to<br />

the property after the revaluation date, transitional<br />

arrangements will not normally apply to the part of a bill<br />

that applies to any increase in rateable value due to those<br />

UNOCCUPIED PROPERTY RATING<br />

In general, there will be no business rates to pay for the<br />

first three months that a property is empty. After that, an<br />

empty property rate of 5O per cent of the bill, that would<br />

have been due on the occupied property, will be payable.<br />

Industrial buildings, listed buildings and small properties<br />

with rateable values of less than £1900, pay no empty<br />

property rates even after the first three months have expired.<br />

CHARITABLE RELIEF, RELIEF FOR REGISTERED<br />

COMMUNITY AMATEUR SPORTS CLUBS (CASCS) AND<br />

DISCRETIONARY RELIEF<br />

Charities are entitled to relief from rates on any nondomestic<br />

property that is wholly or mainly used for<br />

charitable purposes. Registered CASCs are also entitled to<br />

relief from rates on any non-domestic property that is<br />

wholly or mainly used for the purposes of that club, or that<br />

club of other registered clubs. In both cases relief is given at<br />

80 per cent of the bill and local councils have discretion to<br />

give further relief on the remaining bill.<br />

Authorities also have discretion to give relief on all or part<br />

of any rate bill for property occupied by certain non-profit<br />

making bodies. They can also consider giving rate relief in<br />

cases of hardship or where part of a property is beyond use<br />

for a certain period.<br />

RATE RELIEF FOR NEW, NON-AGRICULTURAL BUSINESS ON<br />

PREVIOUSLY AGRICULTURAL LAND OR BUILDINGS.<br />

Rate relief is available for businesses with rateable values of<br />

up to £6000, where the business is set up on previously<br />

agricultural land or buildings. Subject to certain conditions,<br />

the business will get a 50 per cent reduction in the rates bill<br />

for up to five years. Local councils have discretion to give<br />

further relief on the remaining bill.<br />

RATING ADVISERS<br />

Ratepayers do not have to be represented in discussions<br />

about their rateable value or their rates bill. Appeals against<br />

rateable values can be made free of charge. However, ratepayers<br />

who do wish to be represented should be aware that<br />

members of the Royal Institution of Chartered Surveyors (RICS<br />

– website www.rics.org.uk) and the Institute of Revenues<br />

Rating and Valuation (IRRV – website www.irrv.org.uk) are<br />

qualified and are regulated by rules of professional conduct<br />

designed to protect the public from misconduct.<br />

Before you employ a rating adviser, you should check that they<br />

have the necessary knowledge and expertise, as well as<br />

appropriate indemnity insurance. Take great care and, if<br />

necessary, seek further advice before entering into any<br />

contract.<br />

The national non-domestic rating multiplier for 2004/05 is<br />

0.456. The amount payable will be the rateable value<br />

multiplied by the multiplier, plus or minus any transitional<br />

Council tax benefit<br />

Who can apply?<br />

Only people who have to pay the council tax (the liable<br />

person) can claim council tax benefit. If you have other<br />

adults living with you who have a low income, you may be<br />

able to claim a ‘second adult rebate’. ‘Other adults’ means<br />

people aged 18 years or over as long as they are not your<br />

partner and do not pay you rent.<br />

OLDER PEOPLE AGED 60 AND OVER<br />

From 6 October the housing and council tax benefit<br />

rules changed for people aged 60 and over with the<br />

introduction of the pension credit. The pension credit<br />

is a new entitlement paid by the pension service.<br />

To claim, call the pension service on 0800 99 1234.<br />

The new rules are more generous and you may get<br />

benefit, even if you have been turned down before.<br />

be copied. This is part of an initiative by the government to<br />

The amount awarded is based on household income and<br />

personal circumstances and can be up to 100 per cent for<br />

people in receipt of certain state benefits, or those with a<br />

low household income.<br />

This year the government has lifted its ‘capping’ on high<br />

value properties, which means that people who live in band<br />

F, G and H will no longer automatically be excluded from the<br />

full benefits available.<br />

The figures in the table opposite are only a guide. The actual<br />

entitlement will depend on your circumstances. For example,<br />

if you are disabled, or if you have childcare costs, you might<br />

still qualify if your income is higher. You must continue to pay<br />

Verification Framework<br />
