Your handy-to-keep guide to living in Newham, including information
on council tax, business rates and our performance during 2003/04.
Welcome to the Newham Directory
Welcome to the first edition of the Newham Directory, an
easy access guide to essential services for everyone living
in the borough. I hope that you will find it useful.
Included in the directory is information on the council’s
performance last year and our targets for this year.
You can also find information about your council tax and
business rates for 2004/05.
A year of opportunity
2004 promises to be a very exciting year for us. With
Newham at the heart of our country’s bid to host the 2012
Olympic Games, we will be in the spotlight as never before.
There are many reasons to be proud of Newham; we are
for starters the youngest and most ethnically diverse place
in the country. At the heart of London’s regeneration, this
is a time of opportunity for us all.
Improving Newham
As a council we hope that things are improving. A recent
inspection by the government has officially rated us as a
good local authority in the way we serve you the resident,
up from last year’s rating of fair. This firmly places us among
the top authorities in London.
The annual independent survey by the Association of London
Government, states that residents think things are getting
better as well. Now 68 per cent of you, 11 per cent more
than last year, think Newham is a good place to live.
So a lot has been done, but we are not complacent and we
know that there is much more to do.
Concentrating on your priorities
Our priorities are your priorities and together with our
partners we will be focusing our resources on the areas
you say you care about; cleaning the streets, crime and
anti-social behaviour, educational achievement, social
100s OF SERVICES, JUST ONE NUMBER – CALL NEWHAM COUNCIL ON 020 8430 2000
care, regeneration, health and well being and improving
business efficiency.
This new directory is just one example of business efficiency,
as we hope to increase the scope of it each year helping us
reduce the number of information leaflets we produce. This
means that more money can be spent on your services.
Keeping council tax low
We are also working hard to keep council tax down. I have
restricted this year’s increase of the council’s part of
council tax to just 4.8 per cent. Although this is higher
than I would have liked, it is very low in comparison to
most other parts of London and we remain one of the
lowest council tax authorities in the country.
This is particularly impressive when you realise that we get
£58 million less in government grants than our neighbouring
inner London boroughs, just because we are classified as outer
London. Rest assured we are lobbying hard to change this
situation and get Newham the money it needs and deserves.
Keep in touch
In the meantime, I always welcome your comments and
suggestions about what we can do to improve the quality
of life for everyone living and working in Newham. I will
be holding a series of question times around the borough
throughout the year, details of which will be advertised in
the Newham magazine.
Alternatively you can call me on 020 8430 2107, e-mail
me at mayor@newham.gov.uk or speak to your local
councillor, details of who can be found on page 4 of this
directory.
Look forward to hearing from you.
one choice location to host the 2012 Olympic games. If
selected, virtually all the main events will be taking place in
the borough and that will lead to a major investment in
sporting facilities, housing and transport routes – all round
good news for Newham.
Introduction
At Newham we are striving for excellence. We believe that
everyone who lives in the borough deserves high quality,
affordable services and in many areas we have achieved this.
Please take a few moments to read about what your council
has been doing for you over the last year, what services have
improved and what our priorities are for the coming year.
Our work has focused on seven key priority areas, areas where
there is either a real need to improve performance, or where
investment will have the biggest impact. These priorities
reflect the Mayor’s key tasks; tasks based on listening to
you, the customer, about the issues you care most about.
30
NEWHAM DIRECTORY 2004/05
This report will take you through each
priority area setting out our
achievements and highlighting where
more work needs to be done.
Last year was a good year for the
council, with service improvements
being recognised by independent
inspectors, the Audit Commission. The
Commission rated Newham as a ‘good’ council in December
2003, up from being a ‘fair’ council the year before.
There are five ratings with ‘good’ being the second highest
and this mark puts Newham firmly in the top half of London
boroughs. Core council services such as education, social
care, housing, environment, libraries and leisure, benefits
and use of resources, as well as looking at how effective the
council is overall, all formed part of the inspection process.
NEWHAM – A GOOD COUNCIL
“The council has made significant improvements in key
services including education and older people’s services.
Based on current plans it is well placed to further
improve the way it works and the services it provides to
local people.”
Audit Commission
More details of the council’s performance and targets for the
future will be set out in the full best value performance plan
available this summer. The full plan for last year (2003/04)
can be viewed on the council’s web site at
www.newham.gov.uk and at your local library.
Listening to you
THE MAYOR’S CONTRACT
Since the ‘Mayor’s Contract’ was launched in July 2002,
more than 7,000 residents have completed and returned a
contract card to him setting out what three issues, out of a
list of ten, are the most important to them.
Everyone who completed a card has received a written reply
from the Mayor, setting out what has been achieved in these
areas. It’s the first time a local authority has conducted an
exercise like this and it is attracting interest from other
councils across the country.
This report has more details about what’s happening across
the board, but first here’s a quick summary of what has
been achieved in the three areas the Mayor found were of
most concern to you, the resident, in 2003.
TACKLING CRIME AND ANTI-SOCIAL BEHAVIOUR
It is good news as far as crime and anti-social behaviour are
concerned with the latest crime figures showing that
burglaries, street robberies and vehicle crime are all down
and detection rates are up. This year the borough will
benefit from an extra 43 police officers and 39 community
support officers. The council has invested nearly £7 million
in a sports development programme this year, aimed at
diverting youngsters from crime and the successful Respect
scheme will be rolled out to cover the whole borough.
MAKING OUR STREETS CLEANER
More staff are now working at weekends and in the
evenings to help keep your streets clean. A street by street
review of how, when and how often cleaning is carried out,
is under way. The council has targeted persistent trade
refuse abuse by employing more enforcement officers and
four new ’Hotspot‘ teams are targeting areas of persistent
fly tipping. If you suspect anyone of fly tipping, you can
report them by calling 020 8430 2000.
Street Cleaning
In 2003/04, 41% of residents rated street cleaning in the
borough as excellent, very good or good. This is up 10%
from 2002/03 – while this is an improvement we recognise
that much more needs to be done.
REMOVING ABANDONED CARS MORE QUICKLY
Newham Council has the highest number of reported
abandoned cars and removes more vehicles than any other
council in London. In the Mayor’s first year in office more
than 8,500 abandoned and untaxed cars were removed. The
council investigates more than 1,000 reports of abandoned
cars a month. In 2002/03, 75% of cars reported were
inspected within two days and of those found to be
abandoned, 72% were
removed within 24
hours of inspection. By
December 2003, 100%
of those reported were
inspected in two days
and 82% of those
found to be
abandoned removed
within one day of inspection.
Talking to the Mayor
April 2003 saw the launch of the Mayor’s soapbox, a new
way for residents to tell the Mayor what they think of the
council and its services. Residents get the chance to
address the Mayor for three minutes on the subject of
their choice. This helps the Mayor get a feel for the issues
that matter to local people and to hear ideas about how
they feel Newham could be improved.
Seven key priorities for improvement
– achievements so far
1. Priority for improvement - Educational
achievement
Mayor’s key task: Education is the key to the future
– we will narrow the gap at all key stages between
Newham and the rest of the country.
Newham’s secondary schools are the second most successful
in the country at helping their pupils improve.
Results in Key Stage 2 English have improved by 4 per cent
compared to last year. New information from the
government compares what pupils achieve at Key Stage 3
(age14) and what they go on to achieve in GCSEs and
GNVQs. In this ‘value added’ table Plashet School is in the
top 5 per cent in the country and 12 other Newham schools
are in the top 25 per cent.
More Newham pupils are doing better at GCSE. Results in
2003 showed 45.8 per cent of pupils getting five or more A*
to C grades, up more than 3 per cent from 2002.
Nearly all Newham schools showed increases in the number
of pupils getting these grades and some 93.2 per cent of
pupils achieved five or more GCSE or GNVQ A* to G grades.
This met the borough’s own targets and is more than 4 per
cent better than the national average.
The number of pupils in Newham who achieved no passes
was just 2 per cent, well below the national average of 5.2
per cent.
These successes have also gained external recognition with
Ofsted, the Government body that inspects schools and
education authorities, giving the council high marks when
they inspected it in January 2003.
OFSTED SAID
“The council continues to look for new ways to resolve
difficulties and has a good track record in solving problems.
There is acceptance of, and great pride in, the ethnic
diversity of the borough. The determination to improve
educational opportunity in the borough and the genuine
enthusiasm which goes with it are key characteristics”.
Good quality school buildings assist with raising standards
and we are committed to improving the borough’s schools.
We opened a new primary school in 2003, Kaizen, and have
successfully bid for government funding to transform our
secondary schools. We are opening 26 children’s centres
across the borough that will offer multi-agency services to
young children and their families.
There was a 20 per cent increase in the number of adults
enroling on adult learning programmes over the last year.
100s of services, just one number – call Newham Council on 020 8430 2000
We are continuing to develop our Community Education
Service and have recently opened a new adult education
centre, the ‘learning zone’. This is in partnership with
Newham College of Further Education,
in Forest Gate, with the aim of
increasing further the number of adults
participating in learning.
Finally congratulations to Newham
teacher, Nina Panayis from Godwin
Junior School who was named best
teacher in the country in the National
Teaching Awards. Prime Minister, Tony
Blair presented her with her award.
HOMEWORK CLUBS
The council believes it is important to
give pupils every opportunity to do
well. That’s why last year it opened
more homework clubs in the borough’s
libraries with the latest being at
Beckton Globe and Plaistow libraries.
The clubs provide the space, atmosphere and facilities
needed to do homework that some pupils can’t get at
home.
2. Priority for Improvement - Crime and antisocial
behaviour
Mayor’s key task: We will apply the benefits
of the ‘Respect’ campaign approach to
the whole borough and work with the
police to reduce crime and anti-social
behaviour in comparison to that
experienced in inner London.
Crime and anti-social behaviour are major
concerns for local people. The council will not tolerate antisocial
behaviour and it is continuing to get tough on
offenders. As part of this it has set up a new team that will
work closely with our partner organisations such as the
police and is dedicated solely to tackling all aspects of antisocial
behaviour.
At the heart of this work in Newham is Respect. The Respect
campaign, a council, police, fire brigade and community
project set up to stamp out abuses of the environment,
crime and anti-social behaviour, has been a major success in
the areas it operates in. In April, Winsor Park in Beckton was
added to the areas covered by Respect and the campaign
will be extended to other parts of the borough.
Respect brings together resources and organisations to blitz
all kinds of anti-social behaviour from dumped cars to
littered streets and from kids playing truant to serious crime.
There is a mobile office that travels round the borough
answering questions and offering advice about community
safety issues and services such as the security marking of
mobile phones.
The council is determined to make Newham a place where
people feel safe and it will not hesitate in taking action
Working in Partnership
NEWHAM DIRECTORY 2004/05 31
against people who make life a misery for other residents.
One ‘neighbour from hell’, who allowed his flat in Stratford
to be used for drug-related activities and prostitution, was
evicted by the council in September.
The council acted following a petition from more than 100
tenants complaining about the ‘nuisance and annoyance’
from the stream of visitors to the flat.
The council was able to evict the tenant and get an antisocial
behaviour order stopping him from returning to any
address in the block for two years.
If you are the victim of a ‘neighbour from hell’ then the
council wants to hear from you – call 020
8430 2000.
The council is also working hard to
reduce crime and anti social behaviour
through a number of programmes and
has persuaded thousands of young
people to ’Do More‘ sports, arts, reading
and performing. The scheme offers young
people across the borough the chance to take part in fun
activities that will help them develop new skills and stay
away from crime.
HELPING THE FIGHT AGAINST DRUGS
Newham’s Drug Action Team awarded more than £65,000
to community groups who provide a range of projects and
services aimed at helping young people resist drugs,
protect the community from drug-related anti-social
behaviour and cut the availability of drugs on the street.
3. Priority for Improvement – Health
and well being
Mayor’s key tasks: We will contribute to the
improvement of health and well-being for all the
people of Newham agreeing with the NHS providers
a series of measures, which we will use to monitor
progress and to scrutinise the response to locally
identified priorities. We will implement the national
standard for achievement of equalities in local
government and we will commit ourselves to
achieving the highest level of the standard by 2006.
‘Exercise on prescription’ at Newham’s leisure centres has
been distributed
to around 1,000 people by their GPs,
who felt they would benefit from
more regular exercise. The scheme is
organised, delivered and supervised in
Newham leisure centres in partnership
with the Newham Primary Care Trust
and the contractor that runs the centres
(Greenwich Leisure Ltd). It is one of the
largest schemes of this type in the south-east and the
council is regularly asked for advice from other councils.
And according to all the evidence the programme is making
a big difference: 40 per cent of the people who have taken
part say they now make fewer visits to their GP and 22 per cent
32
NEWHAM DIRECTORY 2004/05
say they take less medicine when they are on the programme.
Combating teenage pregnancy is another priority with the
problem being particularly bad in the borough. A number of
schemes that have already been run by the council in
partnership with other organisations have not reduced the
number of pregnancies by as much as was hoped.
Now a range of new ideas are being looked at such as better
education of young people and parents and work with the
primary care trust and local pharmacies to make emergency
contraception more widely available.
The council is also working with young families, offering
support to young fathers and making homes available for
teenage parents to help keep families together.
Improved access to primary care services and work to enable
health and community services to be delivered together is
also being developed, with Newham benefiting from a major
new investment programme through the East London and
the City, LIFT.
Work is also underway on a £5.5 million one-stop-centre at
Church Road, which will be completed later this year, a new
£2.5 million GP surgery on Barking Road and a frail and
elders hospital costing £12 million will be built on the site of
the East Ham Memorial Hospital. All these will deliver
modern, patient-centred services.
The Church Road development is a pioneering scheme and
will relocate up to six GPs with some outpatient facilities,
such as cardiology, diabetic and dietetic clinics being
available. Provision has also been made for chiropody, Sure
Start and a pharmacy.
SPREADING THE HEALTHY LIVING MESSAGE
A new fruit and vegetable co-op opened in
Manor Park in a bid to encourage healthy
eating and it has been welcomed by local
people who like being able to get quality
fruit and vegetables at reasonable prices.
The council wants everyone to benefit from
its services and ensuring equality of access
is particularly important in an area as
diverse as Newham. All too often people still
face discrimination. At Newham we are committed to
promoting equalities in all aspects of our work and are
striving to achieve the highest standards set out by the
government in this area. Under these, local authorities must
consider gender, race and disability equality issues in all
their policies and service delivery.
The council is committed to activities that promote equal
opportunities and challenge discrimination. For example, we
have been working with the Benefits Agency to increase the
amount of benefit ‘take-up’ information available in a range
of languages. Training sessions have been held for more
than 400 people from minority ethnic communities on
income maximisation and we have also been monitoring
property lettings to ensure that they match with housing
need among ethnic minority communities.
To ensure that no one is excluded we offer translation
services by video conferencing, web site and phone to all our
local service centre users. Our customer
tracking computer system means that
once a customer’s details have been
entered on the system, we can record
any additional needs they might have
like a translator or signer, so that one
can be available when needed. The
tracking system also ensures that a
customer whose first language isn’t
English does not have to keep
repeating their personal details to use
each different council service.
Work will continue to reach out to and listen to Newham’s
diverse communities. For example, last year we listened to
the borough’s lesbian and gay community and now provide
commitment ceremonies at the registrar’s office and have
developed a proposal to begin work to combat homophobic
bullying in schools.
4. Priority for Improvement – Social Services
Mayor’s key task: We will ensure that the quality of
services improves year on year.
Social Services in Newham are improving and while there is
much work to be done, things are starting to turn around. In
October, government inspectors highlighted many of the
achievements the council has made.
Inspectors praised the improvements in placements for
looked after children (children who are the responsibility of
the council) and they acknowledged that all young people
on Newham’s child protection register now have an
allocated social worker.
They also noted the continued improvement in the percentage
of care leavers in employment, education or training, plus
the increased number of services to assist vulnerable children,
many of these targeting black and minority ethnic children.
Older people are increasingly being helped to live at home
and Newham has a good record of getting older people out
of hospital and back home, for example by improving the
speed of making essential adaptations to their homes.
A shortage of good
social care staff is a
problem for Newham
as it is for every
other London
borough. Therefore, a
great deal of work
has been put into
recruiting and
retaining social workers. This has involved local recruitment
days to encourage people to join the service and an overseas
recruitment campaign to attract staff from other countries.
A range of other things have been done, such as providing
more financial help to students and trainees and reviewing
the pay and benefits of social workers.
100s of services, just one number – call Newham Council on 020 8430 2000
Areas that are now being targeted include finding more
adoptive parents and improving the health of looked after
children.
5. Priority for Improvement – Street Scene
Mayor’s key tasks: We will ensure that the quality
of services improve year on year.
Clean streets make a big difference to how local people feel
about where they live. Recent schemes have involved
targeting particular areas of the borough where big
improvements can be achieved quite quickly. Work now has
to be done to spread these benefits to the whole borough.
The council has continued to get tough on abandoned and
untaxed cars. As a result of the ‘zero tolerance’ policy, the
number of people who think that cars being repaired,
abandoned or untaxed on Newham’s streets are a problem
has fallen.
Although much has been done to keep Newham’s streets
cleaner, the council recognises that more needs to be done.
We have invested in more mechanised sweeping machines
and cleansing rotas have been changed in an effort to make
improvements. We have also put in place more enforcement
and rapid response teams to tackle fly tipping and prosecute
offenders. This work will be continued.
Levels of recycling in the borough are lower than some
other London councils. So during the past year real efforts
have been made to improve and increase recycling services
and we are working closely with our waste disposal
authority and their contractor to ensure vastly improved
performance in the future. We are confident that in the next
few years we will be performing significantly better and will
be achieving all national recycling targets.
Fly-tipping is a key local issue. It is illegal and
spoils the local environment for others and
the council will not tolerate it. We have been
taking steps to tackle it on two fronts –
making it harder for fly-tippers to operate
and prosecuting those who have dumped
rubbish illegally.
‘Allygater’ is a programme to identify alleys in
the borough where rubbish is likely to be dumped or are
likely to be used for other anti-social activities such as
toilets, drug taking, alcohol abuse or prostitution. If
appropriate, and after consulting local people, gates and
fencing are put up.
CLEARING ABANDONED AND UNTAXED VEHICLES
Newham Council cleared 32 abandoned and untaxed
vehicles in less than 24 hours in a special operation with
the police and the DVLA (Driver and Vehicle Licensing
Agency) in East Ham on October 15 2003. The swoop
followed a complaint from a local resident.
Residents have told us that maintaining standards on
housing estates including general cleanliness, lighting, grass
cutting and shrub planting is a priority. As a result a number
of initiatives have been started to improve the standards of
NEWHAM DIRECTORY 2004/05 33
estates, including piloting new equipment. Also a scheme
called Estate Watchers, which involves residents in checking on
service quality and regular resident satisfaction questionnaires
to pinpoint problems and direct service improvements.
6. Priority for Improvement – Social and
physical regeneration
Mayor’s key task: We will assist the poorest Newham
residents to increase their level of income so that
families can have a better quality of life.
Newham is at the heart of regeneration in London and this
goes further than just bricks and mortar. Of course it is
important to have good buildings and for green spaces to
be attractive, but regeneration is also about bringing jobs
to the borough, making sure local people
have the skills to do them and ensuring
that everyone can benefit from the
new opportunities.
The council is also working to ensure
that everyone receives all the money
and benefits they are entitled to.
Benefits help individuals and
families and put money into the
local economy.
MAXIMISING INCOME FOR CARERS
The council has begun an income
maximisation programme for
carers in Newham. This includes
targeted mail shots of 10,000 leaflets
on benefits for carers and work with GPs to
identify carers and offer benefit checks. £40,000 of
unclaimed benefits were identified at a Newham Carers’ Day.
The council is running an innovative Quids for Kids
campaign from 2003 to 2005. The aim is to reduce child
poverty in Newham. The campaign includes:
• Distributing a CD ROM “Employers Guide to Tax Credits”
• Lunchtime drop in sessions for health service staff.
These resulted in 30 new tax credit claims
• Quids for Kids leaflet distribution to parents at every
nursery, primary and secondary school in Newham
• Information on disability benefits distributed to parents of
all disabled children in Newham schools.
DEALING WITH DEBT AND MONEY MANAGEMENT
NewCred, the Newham Community Credit Union, opened
its doors on 1 July 2003. By the end of 2003 they had
more than 500 members. NewCred aims to make financial
services accessible to everyone in Newham, as well as
offering access to loans at a reasonable rate of interest
and breaking the cycle of debt. To find out more call
020 8555 5388.
One of the areas affecting people on low incomes is the
council’s housing benefit service. The council has
dramatically improved this service. Following an inspection
in July, the Audit Commission scored the service as ‘good’,
giving it two stars (out of a possible three) with ‘promising
It found that satisfaction is high among the 38,000 claimants.
Also praised were the good working relationships with
landlords, the visiting service for customers who are unable
to get to local service centres and the ‘while you wait’
approach to processing claims.
Since 2001 the average time taken to process new claims
has dropped from 100 days to 35 days. The proportion of
repeat claims that are processed without a break in payment
has doubled to almost 90 per cent during the same period.
This has made a real difference to people’s lives.
The council also continues to work with and support many
other organisations in their efforts to make the borough a
place where people choose to live and work. Through the
council’s grants and support programmes, hundreds of
organisations and individuals are helped to provide a host of
services for people living in Newham.
Physical regeneration
Newham is constantly changing with many of the most
exciting regeneration schemes in the capital taking place
within its borders and now with the 2012 Olympic bid there
are huge opportunities for all.
One of the biggest existing plans concerns Canning Town.
Regeneration plans for renewing the Canning Town and
Custom House area have received strong support from the
majority of residents. Independent research company MORI
carried out interviews with 800 residents and 100 businesses
in the areas that will be affected by the £2 billion
redevelopment proposals, with 84 per cent of those asked
showing support for the plans.
The aim of the redevelopment is to improve the quality of
life for local people and businesses by providing around
7,000 new and refurbished homes, an improved transport
system, leisure and health facilities plus extensive
improvements to local schools.
As well as looking at new schemes,
work has been carried out to
existing homes. Keeping homes
and estates in good repair is a
key priority for most residents.
The council carries out regular
customer satisfaction surveys to
check tenant views on the work
carried out and to identify where
things can be improved. The
Repairs Operation Centre now
offers appointments for all
repairs to council stock and can
be contacted on 020 8430 2000.
Good homes
Good homes offer people better
chances in life. Poor housing can lead to poor health, affect
how well children do at school and encourage anti-social
behaviour. The number of families in bed and breakfast
accommodation has reduced by around 300 families to 30
within the last year. We are confident that by April 2004 we
will meet our target of using bed and breakfast
accommodation for homeless families in emergencies only.
THE OLYMPICS
If London’s 2012 Olympic
bid is successful, 95 per
cent of the Olympic facilities
will be in Newham. It will create around 9,000
full time jobs, 3,000 of them in the East End. The Olympic
village would provide around 4,000 new homes. As well as
an increased interest in sport and enhanced facilities, the
Olympics will bring many lasting benefits to the people of
Newham in terms of regeneration. Even if the bid is not
successful the process of developing the bid is speeding up
renewal and development of sporting facilities, better
transport links and will change the face and fortunes of
the area forever.
7. Priority for Improvement – Human Resources
and business efficiency
Mayor’s key task: The council’s element of council tax
will not increase by more than the level you’re
recommended by the government over the period of
the council.
The council’s part of council tax have been restricted to 4.8
per cent this year and while this is higher than the council
would have wanted, it is low in comparison to increases in
the capital and elsewhere in the country.
This low increase has been made possible by the council’s
determination to always find ways to improve the way it
works. We are constantly striving to make the best use of
all our resources.
For example, a new procurement unit has been set up to
give the council a better strategic approach to the way it
buys goods and services. The unit will provide advice and
support to all council departments helping them buy things
100s of services, just one number – call Newham Council on 020 8430 2000
online, get value for money and to join up with other
council departments and partners in the borough to benefit
from economies of scale.
The council is also working to get the best from its staff and
is looking at ways to help build skills and capacity. There is a
new corporate induction programme, the New Century
Managers Programme, which is now in its fourth year. There
are many more corporate training opportunities and around
800 staff a year complete training for a ‘European Computer
Driving License’
But, however hard Newham strives to improve and to be
efficient; the services it can provide are still limited by the
amount of money available.
Newham is counted as an outer London borough despite
having the same issues as inner London boroughs. If we
were classed as inner London we would get up to £58
million more than we do at the moment.
This money could provide more than 700 extra teachers and
280 teaching assistants, 238 additional social services carers,
plus hundreds of other essential workers. It is equal to £237
worth of services for every Newham resident.
Even if the council received a fraction more of this money each
year, it would go a long way towards boosting vital services.
We are working hard to have Newham recognised as an
inner London borough.
MORE MONEY INTO THE BOROUGH
The Your Newham Local Strategic Partnership (LSP) will
get £13.3 million from the Government’s Neighbourhood
Renewal Fund for 2004/05. This money will be targeted
by the LSP, which is made up of a range of organisations
that provide services in the borough, to
projects aimed at improving the quality of
life in Newham. The money is in addition
to the £30 million already awarded to
the partnership.
Council tax and the council’s spending plans
Your council tax pays for hundreds of
services that you use everyday from having
your bins emptied to educating your children.
At the council we work hard to try and
ensure that you get value for money.
Each year the council works out how much
it needs to run these services, as well as its
day to day running costs, for the next
financial year. It is this figure that helps to
decide how much council tax you pay.
(3) The Council Workforce
The council gets most of its money from the
government with the rest being made up
from business rates and council tax. The
government decides roughly what
proportion of a council’s spending will
be met from council tax.
For 2004/05, the council needs to raise
£73.922 million from council tax. The table
Council Tax Base
The council tax base is the number of band D or equivalent dwellings
in Newham. The tax base used in calculating the council tax, assuming
we collect 97 per cent of all council tax for the year is 69,802.
However, the Government use a figure based on 100 per cent
collection, which is 70,992.
Liabilities
Newham funds some of its capital expenditure (such as major
works to houses, construction of schools, etc.) from borrowing.
At 31 March 2003, the outstanding balance on these loans
amounted to £622 million. Repayment of these loans, together
with interest, is charged to the Council's General Fund and
Housing Revenue Account. No amount is recoverable from or
payable to other authorities (either billing or precepting).
What is Council Tax?
Council tax is the local tax that helps pay for services
provided by your council, such as housing, street lighting,
cleaning, libraries and meals on wheels and those provided
by the Greater London Authority such as the fire brigade,
the police and other London-wide organisations.
There is one council tax bill for each home, whether it is a
house, bungalow, flat, maisonette or mobile home. Owneroccupiers
or resident tenants, including council and housing
association tenants, usually have to pay council tax.
Council tax is based on two things,
(a) the property and (b) personal circumstances.
Who pays Council Tax?
Normally the person living in the
property will be responsible for paying
the council tax, but there are instances
where the landlord has to pay even if
she/he does not live in the property.
For example if the property is:-
• Multi-occupied:- rented by individuals
who share facilities
• a care home or nursing home
• occupied by a religious community
• occupied by a minister of religion
or
• where at least one of the residents is employed in
domestic service for the owner
or
• where the resident is an asylum seeker housed under
section 95 of the Immigration & Asylum Act 1999 by the
National Asylum Support Service.
You should tell the council if any of the above apply to you.
How has your Council Tax been
worked out?
The Inland Revenue’s Listing Officers have valued your home
on the basis of market values at 1 April 1991. There are eight
valuation bands (A-H) and your home will fall into one of them.
How can I appeal against the valuation
band allocated to my property?
If you think your property has been put into the wrong
band, or you require further information, you should write
to the listing officer. The address is DV/VO Tower Hamlets,
2nd Floor Cityside, 40 Adler Street, London, E1 1JY.
Telephone: - 020 7530 7200; Fax: 020 7441 7099;
Web: www.voa.gov.uk
or e-mail: londoncitygroup.vo@voa.gsi.gov.uk
NEWHAM DIRECTORY 2004/05 39
Since 1 December 1993 the government
has limited the grounds for appeal,
so you must contact the listing officer
as soon as possible if you feel you have
a case.
You must however, continue to pay
while your appeal is being considered.
If your appeal is successful any overpaid
amount will be refunded.
Bills addressed to the ‘Council Tax Payer’
regarded as a separate home for council tax purposes.
Discounts
The full amount is payable where there are two or more people
aged 18 or over living in a property. If only one person is
living in a property a 25 per cent discount is applicable.
However, a discount may still be given even if more than
one person lives in the property. This is because some people
are ignored when ‘counting’ how many residents live there,
for example if they are ‘disregarded’. (See following
‘disregarded categories’).
The charge will be reduced by 25 per cent if only one person
is ‘counted’ as living there and by 50 per cent if no-one is
‘counted‘ as living there.
The charge is not reduced for temporary absences.
Are you a student?
From the 1st April 2004 students will no longer be held
jointly and severally liable with other people that have
the same level of interest in the property as them, unless
they are all students.
Disregarded categories
The following is a list of people who are ignored when
’counting‘ the number of people in a property. Please
contact us on 020 8430 2000 if you require further
information or a claim form.
• Full time students, student nurses, apprentices and youth
training trainees
• Patients resident in hospital
• People who are being looked after in a care home
• People who are severely mentally impaired
• People staying in certain hostel or night shelters
• 18 and 19 year olds who are at or have just left school
• Care workers working for low pay, usually for charities
• People caring for someone with a disability who is not
a spouse, partner or child under 18
• Members of visiting forces and certain international
institutions
• Members of religious communities (monks and nuns)
• People in prison unless they have been jailed for nonpayment
of council tax or a fine.
Changes to discounts on second homes
and long term empties
With effect from 1 April 2004 the government has
changed the council tax legislation in relation to discounts
awarded on second homes and properties that are left
unfurnished and unoccupied.
Each local authority now has the power to determine the
level of discount that it awards in these instances.
Newham Council has decided to reduce the discount
awarded on properties that are used as second homes from
50% to 10%. For other long term unoccupied properties,
where no exemption is applicable, the discount has been
reduced from 50% to 0%.
The only exception to this is if the second property is
essential as a condition of employment.
Discount codes printed on your council tax bill indicates
that council records show one of the following applies to
your property.
If you, or someone who lives with you need an extra
bathroom or kitchen, or extra space in your home to meet
special needs arising from a disability,
the amount of council tax you pay can
be reduced by one band, for example
from “band B” to “band A”. Even if your
property is listed as a “band A” property
you could still be entitled to a reduction.
How to appeal against the
council’s decision
If you disagree with the council’s
decision regarding liability to pay
council tax i.e. refusal to grant a
discount, an exemption, or a disabled
reduction, you should appeal in writing
to: The London Borough of Newham,
If you are not satisfied with the result of the appeal, or the
council fails to reply within two months, then an appeal can
be made to the Clerk of the Valuation Tribunal. The address
of the Tribunal is 2nd Floor Black Lion House, 45
you are not entitled to, please phone the contact centre on
What will happen if I don’t pay?
Not paying your council tax is an offence, which can result
in imprisonment. It is therefore important that you pay
each monthly instalment on or before the date it is due.
If you fail to pay by the due date you will be sent a reminder
notice, which gives you seven days to bring your instalments
up to date. If payments are not received you will lose your
right to pay by instalments and a Magistrates Court
Summons for the full amount due will be issued.
At this point additional recovery costs of £75.00 will be
incurred and your case could be referred to the council’s
bailiffs. Bailiff fees could cost as much as £300.00 and at
Newham Council we take every action open to us under the
law to enforce prompt payment.
WARNING - SUMMONS COSTS GOES UP TO £75.00
as another way of recovering unpaid council tax.
During 2003 these proceeding were started in 141 cases.
50 cases proceeded to full bankruptcy resulting in
£235,162 being collected
The costs incurred by the individual once these proceedings
start can be very expensive. The amount of costs received back
by the council from April to December 2003 was £34,000.
Council’s new bank account
From 1 April 2004 the council will be changing banks from
the National Westminster Bank to the Co-operative Bank.
London Pensions Fund Authority
The London Pensions Fund Authority raises a levy each year
to meet expenditure on premature retirement compensation
and outstanding personnel matters for which LPFA is now
responsible and cannot charge to the pension fund. These
payment relate to former employees of the Greater London
Council, the Inner London Education Authority and the
London Residuary Body.
44
NEWHAM DIRECTORY 2004/05
For 2004-05, the total net expenditure for the levy across
Greater London has reduced by £1,530,000 (6.4 per cent)
from last year to £22,353,000 of which Newham Council
bears £183,383.30.
It has been possible to hold the levy at this level by using
£536,000 of surplus balances and reducing provisions by
£1,040,000. Together these more than offset the effect of
the statutory pensions increase (2.8 per cent) for 2004-05
on current levels of payments. In future years, the level of
the levy may need to rise when surplus balances have been
used up and if expenditure levels continue to rise.
Greater London Magistrates Courts
Authority
The Greater London Magistrates Courts Authority is
responsible for the administration of the magistrates’ courts
in the capital. The authority’s strategic plan 2002-2006 set
out how it intends to deliver the magistrates’ court service
into the future. The plan included proposals for
improvements to the authority’s courthouse estate over the
next five years. These plans have been subjected to
consultation with a range of interested parties, including the
London local authorities.
East London Waste Authority (ELWA)
ELWA has the statutory responsibility for the disposal of,
currently, around 520,000 tonnes of household, commercial
industrial and civic amenity site waste collected by the
London Boroughs of Barking & Dagenham, Havering,
Newham and Redbridge.
In December 2002, ELWA awarded a major, new 25-year
Integrated Waste Management Contract (IWMC) to
Shanks.east London, supported by funding via the
government’s Private Finance Initiative (PFI).
EWAS’s total levy requirement is £28,415,000 (2003/04:
£27,078,000).
This rise of 4.9 per cent is attributable to a number of
factors including the IWMC cost, net of PFI grant, reflecting
an increase in the Landfill Tax rate, a rise in disposal costs
and inflation.
Greater London Authority
Mayor of London
The priorities for the Mayor’s fourth budget are to deliver a
new neighbour-hood policing initiative, more transport
police and extra firefighters. This will cost Londoners living
in a band D household an extra 33p a week. Most of the
increase is for policing, with a modest increase for the fire
service, offset by reductions in the amount for transport and
for the GLA itself. The 2 per cent of households in the top
band H will have to pay an extra 66p a week.
This increase leads to a GLA precept of £241.33 for the year
for a band D household. Of this about £184 (three quarters)
is for policing, £42 for the fire service, £9 for transport, and
£7 for the GLA itself.
There is a 4.6 per cent increase in the budget requirement
and a 7.5 per cent increase in the council tax precept.
Metropolitan Police Authority
From a low point of 25,430 in March
2001, the Metropolitan Police Service, in
January this year, reached a recruitment
landmark of 30,000 police officers for
the first time. In addition to this record
level of police officers there are also
1,500 police community support officers.
The effects of stepping up the fight against crime are
materialising. Crime rates are falling and detection rates
increasing, with a 33 per cent reduction in reported street
crime over the last two years, and burglary is at a twentyfive
year low. The proportion of crimes resulting in a court
case is increasing year on year and Londoners’ fear of crime
continues to fall.
Over the coming year, police numbers will be increased to
provide teams of police in three neighbourhoods in each
London borough. The teams will be dedicated to serve their
local communities and not available for redeployment to other
duties. This is the start of the programme and with financial
support from the government the aim is for every
neighbourhood in London to have a dedicated team by 2006/07.
London Fire &
Emergency
Planning Authority
The Fire Authority budget
provides for an extra 200
firefighters to build on
London Fire Brigade’s
capacity to respond to a major or catastrophic incident.
With the introduction of more effective arrangements for
providing emergency cover, additional resources will be
invested on preventing fires and other emergencies.
Transport for London
The Transport budget includes funding for an extra 100
British Transport Police to provide policing on the
Underground, the Docklands Light Railway and at key
London interchanges. There is also more money to continue
improvements to London’s bus services and investment in
London Underground will increase sharply.
With the exception of Trafalgar Square, the GLA has few
direct service responsibilities. The budget relates to all the
GLA activities which support the delivery of the Mayor’s
vision and policy objectives, and the Assembly’s scrutiny
functions.
NON-DOMESTIC RATES
The non-domestic rates, or business rates , collected by local
councils are the means by which businesses and others who
occupy non-domestic property make a contribution towards
the cost of local services. The only exception to this is the
City of London where special arrangements apply. The rates
are pooled by central government and redistributed to local
councils according to the number of people living in the
area. This money, together with revenues from council
taxpayers, revenue support grant provided by the
government and certain other sums, is used to pay for the
services provided by your local council and other local
authorities in your area. Further information on business
rates may be obtained from the ODPM web site at
www.local.odpm.gov.uk/finance/busrates/guide/index.htm
RATEABLE VALUE
Apart from properties that are exempt from business rates,
each non-domestic property has a rateable value, which is
set by the valuation officers of the Valuation Office Agency
(VOA), part of the Inland Revenue. It draws up and maintains
a full list of all rateable values, which are available on its
website at www.voa.gov.uk or alternatively the list can be
inspected at:
100s OF SERVICES, JUST ONE NUMBER – CALL NEWHAM COUNCIL ON 020 8430 2000
The rateable value of your property will be shown on the
front of your bill. The rateable value broadly represents the
yearly rent the property could have been let for on the open
market on a particular date. For the revaluation that came
into effect on 1 April 2000, this date
was set as 1 April 1998.
The valuation officer has to maintain
the list and may alter the value if he or
she believes that the circumstances of
the property have changed. The
ratepayer (and certain others who have
an interest in the property) can also
appeal against the value shown in the
list if they believe it is wrong. Further
information on the grounds for making
an appeal and on how to make one can
be found on the VOA website at
www.voa.gov.uk or from your local
valuation office.
The effect of successful appeals against
values shown in the rating list that
came into force on 1 April 2000 will normally be backdated
to the beginning of the financial year in which they are
made, although there are exceptions to this. Further
information about these arrangements may be obtained on
the Office of the Deputy Prime Minister’s web site at
www.local.odpm.gov.uk/finance/busrates/guide/index.htm
NATIONAL NON-DOMESTIC RATING MULTIPLIER
The local council works out the business rates bill by
multiplying the rateable value of the property by the
multiplier or ‘poundage’, which the government sets from
1 April each year for the whole of England. The government
normally changes the multiplier every year to move in line
with inflation. By law, the multiplier cannot go up by more
than the rate of inflation, except in the year of a revaluation
when it is set at a level which will keep the total amount
raised in rates after the revaluation the same as before, plus
inflation for that year. The current multiplier will be shown
on the front of the bill.
TRANSITIONAL ARRANGEMENTS
Property values normally change a good deal between each
revaluation. Transitional arrangements help to phase in the
effects of these changes by limiting the amount a bill may rise
following a revaluation. To help pay for the limits on increases
in bills after a revaluation, there also have to be limits on
reductions in bills. Under the transition scheme, limits
continue to apply to yearly increases and decreases until the
full amount is due (rateable value times the multiplier).
The scheme applies only to the bill based on a property at
the time of the revaluation. If there are any changes to
the property after the revaluation date, transitional
arrangements will not normally apply to the part of a bill
that applies to any increase in rateable value due to those
NEWHAM DIRECTORY 2004/05 47
changes. Further information about transitional
arrangements may be obtained from the London Borough of
Newham, business rate Section. Tel: 020 8430 2912 or on
the Office of the Deputy Prime Minister web site at
www.local.odpm.gov.uk/finance/busrates/guide/index.htm
Any transitional adjustments will be shown on the front of
the bill.
UNOCCUPIED PROPERTY RATING
In general, there will be no business rates to pay for the
first three months that a property is empty. After that, an
empty property rate of 5O per cent of the bill, that would
have been due on the occupied property, will be payable.
Industrial buildings, listed buildings and small properties
with rateable values of less than £1900, pay no empty
property rates even after the first three months have expired.
CHARITABLE RELIEF, RELIEF FOR REGISTERED
COMMUNITY AMATEUR SPORTS CLUBS (CASCS) AND
DISCRETIONARY RELIEF
Charities are entitled to relief from rates on any nondomestic
property that is wholly or mainly used for
charitable purposes. Registered CASCs are also entitled to
relief from rates on any non-domestic property that is
wholly or mainly used for the purposes of that club, or that
club of other registered clubs. In both cases relief is given at
80 per cent of the bill and local councils have discretion to
give further relief on the remaining bill.
Authorities also have discretion to give relief on all or part
of any rate bill for property occupied by certain non-profit
making bodies. They can also consider giving rate relief in
cases of hardship or where part of a property is beyond use
for a certain period.
RATE RELIEF FOR NEW, NON-AGRICULTURAL BUSINESS ON
PREVIOUSLY AGRICULTURAL LAND OR BUILDINGS.
Rate relief is available for businesses with rateable values of
up to £6000, where the business is set up on previously
48
NEWHAM DIRECTORY 2004/05
agricultural land or buildings. Subject to certain conditions,
the business will get a 50 per cent reduction in the rates bill
for up to five years. Local councils have discretion to give
further relief on the remaining bill.
RATING ADVISERS
Ratepayers do not have to be represented in discussions
about their rateable value or their rates bill. Appeals against
rateable values can be made free of charge. However, ratepayers
who do wish to be represented should be aware that
members of the Royal Institution of Chartered Surveyors (RICS
– website www.rics.org.uk) and the Institute of Revenues
Rating and Valuation (IRRV – website www.irrv.org.uk) are
qualified and are regulated by rules of professional conduct
designed to protect the public from misconduct.
Before you employ a rating adviser, you should check that they
have the necessary knowledge and expertise, as well as
appropriate indemnity insurance. Take great care and, if
necessary, seek further advice before entering into any
contract.
Council tax benefit
Who can apply?
Only people who have to pay the council tax (the liable
person) can claim council tax benefit. If you have other
adults living with you who have a low income, you may be
able to claim a ‘second adult rebate’. ‘Other adults’ means
people aged 18 years or over as long as they are not your
partner and do not pay you rent.
OLDER PEOPLE AGED 60 AND OVER
From 6 October the housing and council tax benefit
rules changed for people aged 60 and over with the
introduction of the pension credit. The pension credit
is a new entitlement paid by the pension service.
To claim, call the pension service on 0800 99 1234.
The new rules are more generous and you may get
benefit, even if you have been turned down before.
How to apply?
If there is no benefit shown on your bill and you think you
may be entitled, you can drop into one of the local service
centres listed in the directory section of this publication to
collect or deliver a benefit claim form, or alternatively:
• You can call the council on 020 8430 2000
• Or write to:
Newham Benefits Service
PO Box 23504
London
E15 4UU
Please note that if you are claiming benefit the evidence you
supply to support your claim, for example proof of income
or National Insurance number, must be the original
document. You can bring them into a local service centre to
be copied. This is part of an initiative by the government to
prevent fraud.
How much council tax benefit will
you receive?
The amount awarded is based on household income and
personal circumstances and can be up to 100 per cent for
people in receipt of certain state benefits, or those with a
low household income.
This year the government has lifted its ‘capping’ on high
value properties, which means that people who live in band
F, G and H will no longer automatically be excluded from the
full benefits available.
The figures in the table opposite are only a guide. The actual
entitlement will depend on your circumstances. For example,
if you are disabled, or if you have childcare costs, you might
still qualify if your income is higher. You must continue to pay
100s OF SERVICES, JUST ONE NUMBER – CALL NEWHAM COUNCIL ON 020 8430 2000
the full monthly amount until your benefit claim is assessed.
You must claim this benefit; it will not be given automatically.
Change in circumstances
If you change your circumstances you must inform Newham
Benefits Service immediately. If you don’t we may need
to recover an overpayment from you or you may lose out
on benefit.
