2.8 Global chall<strong>en</strong>ges<br />
The developm<strong>en</strong>t of the less developed countries is a not only a key to reduc<strong>in</strong>g poverty and<br />
malnutrition, but probably to biodiversity protection as well. The IAASTD 1 states that 'an<br />
<strong>in</strong>crease and str<strong>en</strong>gth<strong>en</strong><strong>in</strong>g of agricultural knowledge, sci<strong>en</strong>ce and technology towards<br />
agroecological sci<strong>en</strong>ces will contribute to address<strong>in</strong>g <strong>en</strong>vironm<strong>en</strong>tal issues while ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g<br />
and <strong>in</strong>creas<strong>in</strong>g productivity' (IAASTD, 2008). This might be achieved by a comb<strong>in</strong>ation of<br />
differ<strong>en</strong>t policy <strong>in</strong>strum<strong>en</strong>ts and fund<strong>in</strong>g geared towards education, capacity build<strong>in</strong>g, and<br />
improved market access (<strong>in</strong>frastructure), plus significant <strong>in</strong>vestm<strong>en</strong>t <strong>in</strong> research. This<br />
comb<strong>in</strong>ation might lead to <strong>in</strong>creased resili<strong>en</strong>ce of rural populations.<br />
As these developm<strong>en</strong>ts will take several years or decades, <strong>in</strong> the meantime targeted policies<br />
and fund<strong>in</strong>g will probably be needed to protect biodiversity. The EU already plays a<br />
significant role <strong>in</strong> the process, but of course this could be further <strong>en</strong>hanced.<br />
2.9 Chall<strong>en</strong>ges with<strong>in</strong> the EU<br />
Differ<strong>en</strong>t EU policies, like the CAP, the Water Framework Directive, the Birds and Habitat<br />
Directives and rural developm<strong>en</strong>t policies have an <strong>in</strong>flu<strong>en</strong>ce, directly or <strong>in</strong>directly, on rural<br />
land managem<strong>en</strong>t. Long term, susta<strong>in</strong>able land managem<strong>en</strong>t could b<strong>en</strong>efit from a<br />
compreh<strong>en</strong>sive EU strategy for land managem<strong>en</strong>t. But the EU could also stimulate susta<strong>in</strong>able<br />
land managem<strong>en</strong>t <strong>in</strong> more practical ways. As at the global level, <strong>in</strong>vestm<strong>en</strong>ts <strong>in</strong> agricultural<br />
research and developm<strong>en</strong>t might create new pathways of comb<strong>in</strong><strong>in</strong>g <strong>en</strong>hanced agricultural<br />
production and susta<strong>in</strong>able land managem<strong>en</strong>t. Land managers, farmers and foresters could be<br />
<strong>en</strong>couraged by targeted paym<strong>en</strong>ts to produce more public goods and thus improve the<br />
multifunctional character of agriculture and forestry. Another way of reduc<strong>in</strong>g the global<br />
pressure on land would be to reduce EU consumption, notably of products which require a lot<br />
of land, such as livestock products and biofuels.
