5. Group session - susta<strong>in</strong>able developm<strong>en</strong>t<br />

Land use is <strong>in</strong>terl<strong>in</strong>ked with many other policy issues <strong>in</strong>clud<strong>in</strong>g climate change, urban<br />

plann<strong>in</strong>g, transport and biodiversity. Many land use changes are largely irreversible and can<br />

have a major impact on susta<strong>in</strong>ability. An <strong>in</strong>tegrated approach to policy mak<strong>in</strong>g is therefore<br />

necessary. The EU Susta<strong>in</strong>able Developm<strong>en</strong>t Strategy (EU-SDS) can provide a cross-cutt<strong>in</strong>g<br />

tool for improv<strong>in</strong>g the ori<strong>en</strong>tation of various EU policy mechanisms (such as the CAP and<br />

Structural Funds) towards the emerg<strong>en</strong>ce of a more susta<strong>in</strong>able Europe. The curr<strong>en</strong>t f<strong>in</strong>ancial<br />

crisis has placed ev<strong>en</strong> more emphasis on the need to <strong>en</strong>sure that public money is used <strong>in</strong> ways<br />

that deliver maximum public b<strong>en</strong>efits. The planned review of the EU-SDS is particularly<br />

important <strong>in</strong> the context of the ongo<strong>in</strong>g EU budget debate. In particular, the EU-SDS should<br />

provide a framework for the key decisions that have to be made <strong>in</strong> the run-up to the new EU<br />

f<strong>in</strong>ancial perspective <strong>in</strong> 2014.<br />

Decisions on land use at both local and global levels are <strong>in</strong>terconnected. With<strong>in</strong> the EU, highlevel<br />

policy decisions can have significant implications at both local and global scales. The<br />

example of the EU Biofuels Strategy, with its implications for both land use and food security<br />

<strong>in</strong> Europe as well as <strong>in</strong> develop<strong>in</strong>g countries, shows that the EU-SDS has not always<br />

succeeded <strong>in</strong> deliver<strong>in</strong>g aga<strong>in</strong>st its aspirations.<br />

In consider<strong>in</strong>g the use of land for agriculture, and the promotion of susta<strong>in</strong>able developm<strong>en</strong>t<br />

more g<strong>en</strong>erally, there should be a much greater emphasis on synergies and w<strong>in</strong>-w<strong>in</strong> situations.<br />

These must be capable of deliver<strong>in</strong>g <strong>in</strong>creased yields alongside <strong>en</strong>hanced social outcomes and<br />

reduced <strong>en</strong>vironm<strong>en</strong>tal impacts. This suggests a need for greater EU <strong>in</strong>vestm<strong>en</strong>t <strong>in</strong> research<br />

and developm<strong>en</strong>t to drive the adoption of 'smart' agricultural technologies. At the same time,<br />

safeguard<strong>in</strong>g local knowledge of agricultural techniques, susta<strong>in</strong>able land managem<strong>en</strong>t<br />

practices and g<strong>en</strong>etic resources is important, not least because of their pot<strong>en</strong>tial to help <strong>in</strong><br />

develop<strong>in</strong>g climate change adaptation strategies. A much larger proportion of the CAP budget<br />

should be devoted to secur<strong>in</strong>g specified outcomes <strong>in</strong> the form of <strong>in</strong>creased yields coupled with<br />

reduced (or preferably positive) <strong>en</strong>vironm<strong>en</strong>tal impacts. For example, more use could be<br />

made of grants, loans and knowledge transfer, <strong>in</strong> comparison to <strong>in</strong>come support. The EU<br />

could also set a clear target to stimulate susta<strong>in</strong>able agriculture and to help to achieve the<br />

stated goals (such as a 10% target for the area covered by biological/organic agriculture).<br />

Rec<strong>en</strong>t spikes <strong>in</strong> food prices coupled with an ongo<strong>in</strong>g global f<strong>in</strong>ancial crisis suggest a need for<br />

greater governm<strong>en</strong>t <strong>in</strong>terv<strong>en</strong>tion with<strong>in</strong> basic commodity and other markets. The developm<strong>en</strong>t<br />

of virtual food stocks by <strong>in</strong>ternational bodies is one way <strong>in</strong> which this might be done. At the<br />

same time, the EU needs to pay more att<strong>en</strong>tion to the risks <strong>in</strong>her<strong>en</strong>t <strong>in</strong> cont<strong>in</strong>u<strong>in</strong>g to convert<br />

large areas of agricultural land to urban uses. The protection of high value agricultural soils is<br />

l<strong>in</strong>ked to the application of the 'proximity pr<strong>in</strong>ciple' under which products are both produced<br />

and consumed with<strong>in</strong> the local economy. At the same time, however, it is important to realise<br />

that certa<strong>in</strong> goods can be produced more effici<strong>en</strong>tly at some distance from the market, ev<strong>en</strong><br />

after transport costs (<strong>in</strong> the form of GHG emissions) are tak<strong>en</strong> <strong>in</strong>to account.<br />

It is important to promote the concept of susta<strong>in</strong>able developm<strong>en</strong>t (SD) <strong>in</strong> a positive way,<br />

id<strong>en</strong>tify<strong>in</strong>g w<strong>in</strong>-w<strong>in</strong> situations and demonstrat<strong>in</strong>g how the adoption of healthier lifestyles can<br />

br<strong>in</strong>g personal b<strong>en</strong>efits to the <strong>in</strong>dividual, as well as wider SD ga<strong>in</strong>s to society. There needs to<br />

be more emphasis on reduc<strong>in</strong>g the poverty gap by <strong>en</strong>sur<strong>in</strong>g that producers obta<strong>in</strong> fair prices.
