carrying out detailed Topographic Surveys at Alang Sosia Ship Recycling 

Yard, Veraval, Porbandar, Okha, Bedi Group of Ports, Navalakhi and 

Magdalla Ports.

2.0 INTRODUCTION 

CHAPTER – 2 

Gujarat Maritime Board has entrusted the work of preparation of 

GIS modules to State Government administered Institution M/s 

Bhaskaracharya Institute for Space Application and Geo- 

Informatics (BISAG) for area corresponding to the Port Limits of 

Alang Sosia Ship Recycling Yard, Veraval, Porbandar, Okha, Bedi 

Group of Ports, Navlakhi and Magdalla ports. Purpose of the 

carrying out the detailed Topographic Surveys of these ports is to 

create micro details of available resources of the each port and 

same is to be provided to the BISAG for entering in the 

Geographical Information System. Each details in the ports viz. 

Jetties layouts, jetties edges and its bearing, Roads network, 

Godowns, Stacking Platforms, Office Premises and Boundary walls 

of the each ports are to be mapped in Geographical Coordinates 

Grids with high resolution details depicted on common projections 

along with establishment of Bench Marks with reference to GTS 

Bench Mark and Chart Datum values of the particular Ports. The 

detailed contouring of 0.5 m interval may also be done for each 

ports' area in order to know the nature of terrain. 




3.0 SCOPE OF WORK 

CHAPTER – 3 

3.1 Scope of work for Topographic Survey Firm who will carry out 

the land/topographic surveys as above shall be as under: 

a) Close Traverse Surveys earmarking port boundaries with pin 

point orientation of the marine structures and shore structures 

with dimensions to be shown in cms and layout in Geocoordinated 

grids. 

b) Contour Surveys with establishment of GTS Bench Mark 

correlated with Chart Datum Value for each port. Contouring of 

0.5 m interval is required to be mapped for each port areas. 

c) Top levels of Jetties, Wharves, Break Water and levels of port 

area will have to be done with appropriate survey instruments 

with fly back and there shall not be any error in leveling 

exercise. 

d) Differential Global Positioning Survey for entire area of the ports 

and the above surveys results be converted into UTM grid and 

natural geo-coordinates in chart scale for 1:5000 and 1:25000. 

e) Differential Global Positioning System to be used for accurate 

positioning the ports ' structures and grid will have less than 10 

cm least count in linear measurements.

3.2 Sequence of Report Preparation 

Report preparation activities will be divided into stage as brought 

out below. 

Stage 1 : Draft Report and Charts 

The Surveyor agency is required to submit layout plan in 1: 25000 

and 1:5000 Scale with 0.5 m contour interval and list of the physical 

features earmarked in the maps within 30 days from the date of the 

award of the work. 

Stage 2 : Approval of Report 

The draft report as submitted by Surveyor agency will be approved 

by GMB under consultation with BISAG as the data is to be supplied 

and should be compatible to GIS module. If there is any further 

requirement for orientation, further earmarking of the landmark 

details for geo-referencing etc shall have to be made by surveyor 

agency. 

Stage 3: Final Report 

After incorporating the suggestions if any, the Surveyor Agency shall 

submit final survey data and report within next 30 days after 

comments given to the Surveyor Agency by GMB in 15 copies and 

Soft Copies. 




CHAPTER - 4 

4.0 BID EVALUATION / ELIGIBILITY CRITERIA AND 

PROCEDURE FOR SELECTION OF CONSULTANT. 

4.1 Eligibility Criteria 

Reputed Surveyors/Firms having 5 years experience in similar 

nature of projects, with technical capability with HI-tech digital 

computerized equipments need only to apply for work. 

4.2 Evaluation of Bids 

a) The bids will be evaluated mainly for assessment of technical 

capability, relevant experience (including past performance), 

approach and methodology for the study. 

b) An Evaluation Committee as appointed by the GMB will 

evaluate the proposals. The details given by the applicants in 

the application form will be evaluated by scoring method. 

c) The Committee reserves the right to restrict the list of Surveyor 

Agencies/firms to be qualified to any number deemed suitable 

by it without assigning any reason. Committee's decision to 

qualify the Surveyor Agencies shall be final and binding to all. 

4.3 Technical Evaluation 

The bids shall be assessed and evaluated based on the qualification 

criteria and evaluation procedure prescribed hereunder. 

• The agency should have worked for Topographic surveys for 

more than 10 ha area with leveling and traverse surveys. 

• The agency should have worked with DGPS and prepared maps 

in UTM grid & Geo-coordinates grid for more than 10 ha. 

• The agency should have worked for any one Government Sector 

Organization. 

4.4 Evaluation Criteria 

Bidders should score minimum 70% marks in technical bid for 

opening of their price bids i.e. 70 marks in overall technical 

evaluation with minimum 60% marks in each component. The 

committee will decide to adopt appropriate scoring system in view 

of technical evaluation. 

4.5 Award of the Work: 

The agency which satisfies the above criteria will be qualified for 

opening of their price bids. The lowest quoted price shall be 

considered for acceptance of its offer after due negotiations if the 

quoted rates are higher. After fruitful negotiation, GMB may issue 

acceptance letter asking selected agency to submit Security 

Deposit @ 5 % of quoted value. On submission of the same within 

10 days and after entering agreement in Non-judicial Stamp Paper 

of `100/-, GMB will issue work order reckoning the 

commencement date of the work.

The Surveyor Agency shall submit the report and documents along 

with their soft copies in equal numbers in CD (not in .pdf format). 

All reports and documents shall be in English. 

(i) Draft report : 5 copies along with Soft Copies 

(ii) Final report : 15 copies along with Soft Copies



6.0 PAYMENT SCHEDULE 

CHAPTER - 6 

Payment schedule for the work will be as follows: 

1) Submission of Draft report : 30% of the Contractual Amount 

2) Approval of draft report : 30% of the Contractual Amount 

3) Approval of final report. : 40% of the Contractual Amount 

6.1 Security Deposit 

Within 10 days of the letter of acceptance, the Surveyor Agency 

shall submit security deposit in the form of FDR for an amount 

equivalent to 5% of the contract price to the GMB. The FDR will be 

released after the release of final payment to the Surveyor Agency. 

6.2 Responsibility for Accuracy of Reports 

The Surveyor Agency shall be responsible for accuracy of all data 

collected and used for preparation of charts. 




CHAPTER – 7 

7.0 GENERAL TERMS & CONDITIONS 

7.1 Definitions and Interpretations 

"Surveyor Agency" means the individual firm or Company 

whether incorporated or not under taking the Services and shall 

include the legal personal representatives of such individuals or 

the persons composing the firm of Company or the successors 

of the firm/Company and the permitted assignees of such 

individual or firm of Company. 

"Site" means location of Alang Sosia Ship Recycling Yard, 

Veraval, Porbandar, Okha, Bedi Group of Ports, Navlakhi and 

Magdalla ports in Gujarat shown as per Annexure-I to IX. 

"Service" mean the Services performed by the Surveyor 

Agency for Topographic Surveys for the above locations. 

7.2 Representation and Warranties 

Surveyor Agency warrants and covenants that the Services shall be 

performed to the highest professional standards in a safe manner 

in accordance with accepted practices in road development as per 

National Highway standards. 

7.3 Taxation 

All taxes, duties and statutory levies as applicable as per 

existing law shall be deducted at source as per rules. 

Surveyor Agency shall quote rate inclusive of all taxes 

(including service tax, VAT etc). 

7.4 Termination 

GMB shall be entitled to terminate this contract at no cost; 

a) In the event of force majeure in accordance with later Para. 

b) Forthwith by notice in writing to Surveyor Agency in the event 

Surveyor Agency is adjudicated or found bankrupt of insolvent 

or any order is made or resolution passed for the winding up, 

liquidation of dissolution of Surveyor Agency. 

c) Forthwith by giving written notice to Surveyor Agency, if 

Surveyor Agency abandons this Contract or if Surveyor Agency 

fails to perform or observe any of the obligations on its part to 

be performed and observed hereunder and in the case of a 

breach capable of remedy fails or refuses to take steps to 

remedy the same within seven (7) days of written notice from 

GMB requiring the same to be remedied or for any other reason 

by giving 10days written notice, stating the reasons for 

termination. 




Consequences of termination 

a) Termination of this Contract shall be without prejudice to any 

rights or remedies accrued to either Party prior to such 

termination 

b) No further payment shall become due to be paid to the Surveyor 

Agency in respect of any period after termination of this 

Contract with the exception only on any payment previously 

accrued and due to Surveyor Agency under the terms of this 

Contract. 

7.5 Force Majeure 

a) A delay in or failure of performance of any one or more of its 

obligations by either Party shall not constitute default 

hereunder nor give rise to any claim for damage if such delay or 

failure is wholly and directly caused by any occurrence which 

the affected Party is unable to prevent including Acts of God by 

the exercise of reasonable diligence the continuation of which 

by the exercise of reasonable diligence the affected Party is 

unable to control and the consequences of which the affected 

Party is unable to prevent, provided that the affected Party gives 

prompt written notice to the other Party specifying the 

circumstances constituting the occurrence and has used all 

reasonable endeavors to minimize the effects thereof. 

b) If such a delay in or failure of performance caused the 

suspension of the services hereunder for a continuous period of 

seven (7) days. GMB shall be entitled at any time thereafter to 

terminate this Contract forthwith by written notice to Surveyor 

Agency. 

7.6 Permits, laws and regulations 

Surveyor Agency and their sub-Surveyor Agency to comply with 

applicable laws. The Surveyor Agency shall in carrying out the 

Services observe and be bound by all applicable laws and hereby 

undertakes to comply (and to ensure compliance by any Sub- 

Surveyor Agencies) with all laws, ordinances, rules, regulations, 

bye-laws, decrees and orders whether of Government or other 

authority or agency having jurisdiction in relation to the Parties. 

Services or to the Site and the Surveyor Agency shall give all 

notices and furnish any bonds, deposits and securities required by 

official authorities to permit the performance of the Services. 

7.7 Safety 

The Surveyor Agency shall at his own expense arrange for all the 

safety provisions normally called for by the nature of the 

Contracted Services and as ordered by the competent Authority 

Representative in respect of all labour directly or indirectly 




employed for performance of the Services while taking samples in 

core area either in sea or along the coastal area. 

The Surveyor Agency shall be responsible for the safety of the 

equipment /material during the performances of the Services 

during while process. Surveyor Agency shall also take such 

additional precautions as may be indicated from time to time by 

the Representative with a view to prevent pilferage's accidents, etc. 

7.8 Dispute Resolution 

This Contract shall be subjected to the Indian laws and regulation 

and shall be governed by the Indian laws that may be in force 

during the Contractual period. 

7.9 Settlement of Disputes 

Any difference of opinion between the GMB and Surveyor Agency 

in respect of matters arising out of this Contract shall be resolved 

through good faith negotiation the unresolved dispute shall be 

referred to arbitration. The provisions of the Indian Arbitration and 

Conciliation Act 1996 or any statutory modification or reenactment 

thereof for the time being in force shall govern such arbitral 

proceeding. 

7.10 Levy Compensation 

Surveyor Agency shall be responsible to complete the entire 

Services within the prescribed schedule of the Contract agreement 

of work. If the Surveyor Agency fails to complete the Services 

within the Contract Period than GMB reserves its right to recover 

an amount at the rate of 0.5 % of the Contract Price per week of 

delay due to reasons solely attributable to Surveyor Agency up to a 

maximum of 10% of the Contract Price. 




CHAPTER – 8 

8.0 INSTRUCTION TO THE BIDDERS FOR BIDDING PROCEDURE 

8.1 Name of the Service:

8.2 Time limit for Downloading and uploading Tender Document: 

Bid documents will be available on web site up to the Date shown 

in bid Notice. Bidders wish to participate in this tender will have to 

register on web site https://gmb.nprocure.com 

8.3 Information about e-tendering 

• Digital Certificate: 

Bidders who wish to participate in online tenders will have to 

procure / should have legally valid Digital Certificate (Class III) 

as per Information Technology Act-2000 using which they can 

sign their electronic bids. Bidders can procure the same from 

any of the license certifying Authority of India or can contact (n) 

code solutions – a division of GNFC Ltd, who are licensed 

Certifying Authority by Govt. of India. 

• All bids should be digitally signed, for details regarding digital 

signature certificate and related training involved and if there 

will be any problem regarding downloading, viewing or online 

submission of tender, the bidders are requested to contact

8.4 On line Submission of Tender: 

• Bidders can prepare & edit their offers number of times before 

tender submission date & time. After tender submission date & 

time, bidder cannot edit their offer submitted in any case. No 

written or online request in this regard shall be granted. 

Tenderer shall submit their offer i.e. Tender in Electronic 

format on above mentioned website & Date shown above after 

digitally signing the same. Offers submitted without digitally 

signed will not be accepted. Offers in physical form will not be 




accepted in any case. 

? A scan copy of all details as required shall be up loaded in 

electronic format only. During the opening of online bid if it is 

found that above details as mentioned are not submitted in 

electronic format, tenders of such bidders shall not be 

considere d. However, a hard copy of all the details (Technical 

bid) except price bid should reach to this office on or before the

8.5 Submission of Tender Fees & Bid Security (EMD): 

Tender Fee of `5,000/- (Rupees five thousand only) by Demand 

Draft/bankers cheque in favour of "Gujarat Maritime Board”, 

payable at Gandhinagar from any Nationalized/Scheduled Bank 

only. 

? Bid Security i.e. EMD of `20,000/- (Rupees twenty thousand 

only) in the form of Demand Draft in favour of “Gujarat 

Maritime Board”, payable at Gandhinagar from any 

Nationalized/Scheduled Bank only. 

? Tender fee and EMD as mentioned above should reach to 

Gujarat Maritime Board from 8/5/2012 to 10/5/1012 by Reg

by Carrying Out Detailed Topographic Surveys at the 

Alang Sosia Ship Recycling Yard, Veraval, Porbandar, Okha, 

Bedi Group of Ports, Navlakhi and Magdalla Ports” by speed 

post/Rgd Post AD to GMB (Env Cell) within three days from the 

last date of up loading the tender documents for verifications. 

8.6 If any quarries regarding tender documents, e-mail the list of

"aashrma_env@yahoo.com up to 16/4/2012 at 12:00 Hrs ( 

Amended as 17/4/2012 at 16:00 Hrs) . The common clarification 

will be uploaded on web site gmbports.org on 18/4/2012 at 12.00 

hours. 

8.7 Opening of Technical bid: 

Online Opening of Technical bids will be first opened on date 

11/5/2012 at 12.00 hrs at Gujarat Maritime Board, Opp. Air 

force station, Chh road, sector 10-A, Gandhinagar- 382010. 




8.8 Technical bid will be evaluated as per criteria mentioned. The 

decision of committee will be final and binding to each bidder. 

8.9 Opening of Price bid: 

• Price bids of only qualified bidders will be opened. 

• The Financial Bid should not contain any other information 

except for the Price Bid required to be filled up. 

• The rates quoted in the Commercial Bid shall be filled both in 

figures and in words and shall be inclusive of all taxes, duties 

levied by the State/Central Governments, Statutory 

Authorities. However, the service charges as per the prevailing 

rates shall be paid extra on consultancy charges. 

• In case of any discrepancy in the rates quoted the rates in 

words shall prevail. 

8.10 The offer shall be valid for 120 (one hundred twenty) days from the 

last date of submission. 

8.11 All the pages of all the sections of the bid documents shall be 

stamped and initialled at the lower right hand corner or signed 

wherever required in the tender papers by the authorized signatory 

of the company. 

8.12 The Board shall not be responsible for expenses, which might be 

incurred by the bidder in preparing the bid. 

8.13 The successful bidder shall have to pay the Security Deposit in 

form of FDR of any nationalized bank or schedule bank/Bank 

Guarantee of 5% of contract amount. 

8.14 The successful bidder shall have to enter in to an agreement with 

the Gujarat Maritime Board in the prescribed format. The cost of 

stamp papers etc. for the agreement shall be borne by the bidder. 

8.15 Gujarat Maritime Board reserves the right to reject any or all the 

bids without assigning any reason, thereof. 

8.16 GMB at its sole discretion may extend the Bid Due Date by issuing 

an Addendum, if required. 

8.17 Deviations if any proposed by the consultant in ToR/Scope must 

be indicated in capital/bold letter in the forwarding letter of 

Technical Bid. Such deviation shall not be considered for 

acceptance. 

b The agency shall conduct the task as per the scope of the services 

mentioned in subsequent section. 

8.19 General Conditions 

a) Soft copies in CD of reports shall be submitted to GMB. 

b) All the work shall be carried out as per the direction of 

authority/representative of GMB. 

c) Bidders shall provide company’s profile, set up details, list of 

equipments, etc. at the time of submission of bids. 

d) All the reports shall be property of GMB. All rights will be 

reserved by GMB. The details in any form shall not be used by 




the agency without prior permission of competent authorities of 

GMB. 

e) To participate in the bidding is not a guarantee for award of the 

work. As per pre-qualification as per merit list agencies will be 

empanelled by the committee/competent authority. 

f) One firm can be pre-qualified only once in its own name. 

g) The costs incurred by the Bidders in making this offer, in 

providing clarification or attending discussions, conferences 

etc will not be reimbursed by the GMB. 

h) The language for submission of bid shall be English. 

i) If a proprietary firm makes an application, it shall be signed by 

the proprietor, above, his full name and the full name of his 

firm with its current address. 

j) If an application is made by a firm in partnership, it shall be 

signed by all the partners of the firm, above their full names 

and current addresses or by a partner holding the power of 

attorney of the firm by signing of the application in which case a 

certified copy of the power of attorney shall accompany the 

application A certified copy of the partnership dead, current 

address of the firm and the full names, and current of all the 

partners of the firm shall also accompany the application. 

k) If a limited company or a limited corporation makes an 

application, duly authorized person holding the power of 

attorney for signing the application in which case a certified 

copy of the power of attorney shall accompany the application 

shall sign it. Such limited company or Corporation will be 

required to furnish satisfactory evidence of its existence before 

the contract is awarded. 

l) Information furnished must be sufficient to show that the 

applicant (along with the all parties) is a capable in all respects 

to successfully complete the envisaged contract works strictly 

on the basis of the applicant, (along with all parties) having 

already carried out satisfactorily works of similar size, nature 

and complexity. 

m) While submitting the schedule duly filled in, the applicant shall 

enclose latest copies of brochures and technical documentation 

giving more information about the firm and all the members. 

n) Applicants are also required to furnish the names of works for 

which their firm have already been pre-qualified for such works 

in the country since, last five years onwards. They shall also 

indicate the number of works for which they submitted tenders. 

o) Gujarat Maritime Board reserve the right to reject any or all 

pre-Qualification bids without assigning any reasons and the 

Gujarat Maritime Board's decision in this connection shall be 

final and binding. 




p) The consortium/Joint Venture shall comprises of two or more 

firm but not more than three (local or local with foreign) joining 

together for the purpose of pre-qualification and executing a 

particular contract. EMD, Bid security and other deposits/bank 

guarantee shall be in the name of lead partner only. Joint 

Venture agreement shall be on Rs.100/- stamp duty notarized 

and submitted with the pre-qualification bid. Venture partners 

to be jointly and severally liable for the completion of the work. 

This means that if one of the partners defaults, the remaining 

partners are obligated to complete the contract. During 

preliminary screening, it is therefore appropriate to identify all 

the JV partners and confirm that each of them individually is a 

proper legal entity. It is also most important that a lead partner 

be identified that will provide a single point of contract and be 

responsible on behalf of the JV. The lead partner must be the 

partner with the essential experience. The lead partner shall 

have to fulfill 60% of the experience criteria.
