This will be achieved by:<br />

London Borough of <strong>Hounslow</strong><br />

Meeting the needs of its different user types; whether they are dog walkers, walkers,<br />

sports players or those taking children to play.<br />

Encouraging non-users to participate in parks and open spaces.<br />

Providing high quality maintenance, as well as ‘litter free’ and ‘dog-mess free’<br />

spaces.<br />

Providing a safe and secure environment for users to enjoy themselves.<br />

Ensuring those parks used most often have a range of facilities provided to meet<br />

users’ needs and other parks have facilities that meet their specific usage.<br />

Having well-kept, well-maintained, imaginative and challenging play facilities (for<br />

children and teenagers); from traditional equipped playgrounds to natural play<br />

spaces, wheels parks or games areas.<br />

The London Borough of <strong>Hounslow</strong> provides revenue funding for the routine<br />

maintenance and safety inspections in each park. Budget pressure means that the<br />

asset management programme outlined in Appendix 2 is not fully funded. If private<br />

development takes place nearby, Section 106 funding will frequently become<br />

available. Additional funding can also be attracted by partners such as Groundwork<br />

and at some sites, with established friends groups, by those groups themselves.<br />

The London Borough of <strong>Hounslow</strong> provides and funds the parks service, however the<br />

delivery of the service is the responsibility of John Laing Integrated Services. The<br />

contract is self monitoring and encompasses more than a conventional grounds<br />

maintenance contract, extending for example, to liaison with friends and other<br />

groups, dealing with customer complaints, compliments, enquiries and comments.<br />

Where a particular task is beyond the normal scope of a grounds maintenance<br />

contract, John Laing Integrated Services is able to engage specialist sub-contractors.<br />

An example of this would be aquatic weed control,<br />

<strong>Hounslow</strong>’s parks are managed within constraints derived from legislation and<br />

common law such as minimum wage legislation and the Health and Safety at Work<br />

Act. In addition managers work within and help to promote a wide range of policies,<br />

strategies and plans. The <strong>Park</strong>s Strategy is only one of these, among others are the<br />

Sports Strategy, the Bio-diversity Action <strong>Plan</strong> and the Waste Strategy.<br />

John Laing Integrated Services attends a meeting every fortnight with London<br />

Borough of <strong>Hounslow</strong> where performance indicators are reported and discussed. In<br />

addition a detailed monthly report is supplied to the client.<br />

An action plan is included as Appendix 10, this sets out a series of actions with time<br />

scales as appropriate. Actions are related to one or more Green Flag criteria.<br />
