Hanworth Park Management Plan - January 2011 4.4 Development The two previous paragraphs refer to tasks designed to maintain the status quo, development will improve or enhance the site by adding new elements (or occasionally taking them away.) Development work will normally require a sometimes lengthy consultation with stakeholders (see paragraph 5.4). Where there are plans to develop a park, these documents are included as an appendix. 4.5 Nature conservation Information regarding nature conservation is to be found in Appendix 4. 4.6 Arboriculture Information about the tree stock at Hanworth Park is set out in Appendix 7. Species and numbers are listed, the condition of the stock is displayed graphically and the size distribution of native and non-native trees is displayed as a column chart. 5 Intangible elements at Hanworth Park 5.1 Site history Information about the history of the site, where available will be found in Appendix 5. 5.2 Community involvement Information about voluntary organisations linked with the park is included in Appendix 6. 5.3 Safety and security Regular visual inspections of park furniture with a particular emphasis on play equipment are incorporated into the grounds maintenance contract. In addition more rigorous inspections are undertaken twice a year. Any defects are communicated to the authority. Trees in parks are inspected on a three year cycle as part of the arboriculture contract. Page 4 Responsibility for the maintenance of public order in parks and open spaces rests ultimately with the Metropolitan Police. The patrols organized by the Hanworth Park Safer Neighbourhood Team regularly include Hanworth Park. 5.4 Marketing Parks are marketed, in the sense of putting residents at the centre of the business, by both London Borough of Hounslow and their contractor John Laing Integrated Services. Most of the borough’s major parks have regularly updated web pages and leaflets are available, particularly at parks where there is a strong educational emphasis, such as Bedfont Lakes and Hounslow Heath. Each household in Hounslow receives a copy of ‘Hounslow Matters’, which regularly contain articles about parks and open spaces. Each major park has notice boards at the principal entrances, which bear up-to-date contact details for parks managers, relevant email and web addresses. The boards also offer space for community and friends groups to display promotional and publicity material. Partnerships with organizations such as Groundwork deliver high quality public consultations when significant developments are planned. 5.5 Management The Hounslow Parks Strategy contains the following mission statement, “To have excellent, well used and valued green spaces that are safe, accessible and welcoming and meet the needs of current and future generations”
6 Action Plan 7 Sitre Plan This will be achieved by: London Borough of Hounslow Meeting the needs of its different user types; whether they are dog walkers, walkers, sports players or those taking children to play. Encouraging non-users to participate in parks and open spaces. Providing high quality maintenance, as well as ‘litter free’ and ‘dog-mess free’ spaces. Providing a safe and secure environment for users to enjoy themselves. Ensuring those parks used most often have a range of facilities provided to meet users’ needs and other parks have facilities that meet their specific usage. Having well-kept, well-maintained, imaginative and challenging play facilities (for children and teenagers); from traditional equipped playgrounds to natural play spaces, wheels parks or games areas. The London Borough of Hounslow provides revenue funding for the routine maintenance and safety inspections in each park. Budget pressure means that the asset management programme outlined in Appendix 2 is not fully funded. If private development takes place nearby, Section 106 funding will frequently become available. Additional funding can also be attracted by partners such as Groundwork and at some sites, with established friends groups, by those groups themselves. The London Borough of Hounslow provides and funds the parks service, however the delivery of the service is the responsibility of John Laing Integrated Services. The contract is self monitoring and encompasses more than a conventional grounds maintenance contract, extending for example, to liaison with friends and other groups, dealing with customer complaints, compliments, enquiries and comments. Where a particular task is beyond the normal scope of a grounds maintenance contract, John Laing Integrated Services is able to engage specialist sub-contractors. An example of this would be aquatic weed control, Hounslow’s parks are managed within constraints derived from legislation and common law such as minimum wage legislation and the Health and Safety at Work Act. In addition managers work within and help to promote a wide range of policies, strategies and plans. The Parks Strategy is only one of these, among others are the Sports Strategy, the Bio-diversity Action Plan and the Waste Strategy. John Laing Integrated Services attends a meeting every fortnight with London Borough of Hounslow where performance indicators are reported and discussed. In addition a detailed monthly report is supplied to the client. An action plan is included as Appendix 10, this sets out a series of actions with time scales as appropriate. Actions are related to one or more Green Flag criteria. Page 5
