1 Introduction<br />
London Borough of <strong>Hounslow</strong><br />
The purpose of this plan is to draw together a range of useful <strong>info</strong>rmation about<br />
<strong>Hanworth</strong> <strong>Park</strong>. This will help those who provide and deliver the various services<br />
which contribute to making <strong>Hanworth</strong> <strong>Park</strong> a safe and attractive place to visit. It also<br />
allows them to be held to account by park users and other stakeholders.<br />
This management plan is designed to complement the <strong>Hounslow</strong> <strong>Park</strong>s Strategy. It is<br />
also designed to complement the grounds maintenance contract but not to enhance<br />
or vary it. For the avoidance of doubt, if this document conflicts with any contract,<br />
that contract shall prevail.<br />
The extent of <strong>Hanworth</strong> <strong>Park</strong> is defined by the ‘red line map’ below.<br />
2 <strong>Hanworth</strong> <strong>Park</strong><br />
<strong>Hanworth</strong> <strong>Park</strong> is identified as a Key <strong>Park</strong> in the <strong>Hounslow</strong> <strong>Park</strong>s Strategy.<br />
The main entrance to <strong>Hanworth</strong> <strong>Park</strong> is on Uxbridge Road, <strong>Hanworth</strong>.<br />
The park is identified by the Unique Property Reference Number 20014 and lies<br />
within the <strong>Hanworth</strong> <strong>Park</strong> ward. <strong>Hanworth</strong> <strong>Park</strong> ward is within the area overseen by<br />
the West Area Committee.<br />
<strong>Hanworth</strong> <strong>Park</strong> is approximately 52.9 hectares in size.<br />
3 Getting to <strong>Hanworth</strong> <strong>Park</strong><br />

4 Tangible assets at <strong>Hanworth</strong> <strong>Park</strong><br />
4.1 Frequent maintenance<br />
This term describes the maintenance operations which are undertaken regularly,<br />
generally within the grounds maintenance contract. These operations may be defined<br />
in terms of a specified frequency or alternatively by specifying a performance level<br />
which must be maintained at all times. The facilities which are to be maintained are<br />
listed with the appropriate measurements in Appendix 1.<br />
4.2 Quality assurance<br />
The grounds maintenance contract requires the contractor to undertake and record<br />
the results of a programme of inspections. The selection of sites is partly randomized<br />
but also ensures that each site is inspected at least once per year.<br />
4.3 Occasional maintenance<br />
This term is used to describe the operations which are required to be undertaken at<br />
intervals generally greater than one year. This might be the painting of a fence or the<br />
repair of a footpath or a gate. Information is included in Appendix 2. Table 1 shows<br />
the results of the most recent condition survey. Table 2 presents a costed, prioritised<br />
maintenance programme. Table 3 summarises the costs of that programme and<br />
Table 4 gives some context by summarising maintenance costs and priorities<br />
borough-wide. It also includes the scheduled maintenance of trees on the site. The<br />
results of any tree surveys undertaken are included as Appendix 7.<br />

4.4 Development<br />
The two previous paragraphs refer to tasks designed to maintain the status quo,<br />
development will improve or enhance the site by adding new elements (or<br />
occasionally taking them away.) Development work will normally require a sometimes<br />
lengthy consultation with stakeholders (see paragraph 5.4). Where there are plans to<br />
develop a park, these documents are included as an appendix.<br />
4.5 Nature conservation<br />
Information regarding nature conservation is to be found in Appendix 4.<br />
4.6 Arboriculture<br />
Information about the tree stock at <strong>Hanworth</strong> <strong>Park</strong> is set out in Appendix 7. Species<br />
and numbers are listed, the condition of the stock is displayed graphically and the<br />
size distribution of native and non-native trees is displayed as a column chart.<br />
5 Intangible elements at <strong>Hanworth</strong> <strong>Park</strong><br />
5.1 Site history<br />
Information about the history of the site, where available will be found in Appendix 5.<br />
5.2 Community involvement<br />
Information about voluntary organisations linked with the park is included in<br />
Appendix 6.<br />
5.3 Safety and security<br />
Regular visual inspections of park furniture with a particular emphasis on play<br />
equipment are incorporated into the grounds maintenance contract. In addition more<br />
rigorous inspections are undertaken twice a year. Any defects are communicated to<br />
the authority. Trees in parks are inspected on a three year cycle as part of the<br />
arboriculture contract.<br />

Responsibility for the maintenance of public order in parks and open spaces rests<br />
ultimately with the Metropolitan Police. The patrols organized by the <strong>Hanworth</strong> <strong>Park</strong><br />
Safer Neighbourhood Team regularly include <strong>Hanworth</strong> <strong>Park</strong>.<br />
5.4 Marketing<br />
<strong>Park</strong>s are marketed, in the sense of putting residents at the centre of the business, by<br />
both London Borough of <strong>Hounslow</strong> and their contractor John Laing Integrated<br />
Services. Most of the borough’s major parks have regularly updated web pages and<br />
leaflets are available, particularly at parks where there is a strong educational<br />
emphasis, such as Bedfont Lakes and <strong>Hounslow</strong> Heath. Each household in<br />
<strong>Hounslow</strong> receives a copy of ‘<strong>Hounslow</strong> Matters’, which regularly contain articles<br />
about parks and open spaces. Each major park has notice boards at the principal<br />
entrances, which bear up-to-date contact details for parks managers, relevant email<br />
and web addresses. The boards also offer space for community and friends groups<br />
to display promotional and publicity material.<br />
Partnerships with organizations such as Groundwork deliver high quality public<br />
consultations when significant developments are planned.<br />
5.5 <strong>Management</strong><br />
The <strong>Hounslow</strong> <strong>Park</strong>s Strategy contains the following mission statement,<br />
“To have excellent, well used and valued green spaces that are safe, accessible<br />
and welcoming and meet the needs of current and future generations”

This will be achieved by:<br />

Meeting the needs of its different user types; whether they are dog walkers, walkers,<br />
sports players or those taking children to play.<br />
Encouraging non-users to participate in parks and open spaces.<br />
Providing high quality maintenance, as well as ‘litter free’ and ‘dog-mess free’<br />
spaces.<br />
Providing a safe and secure environment for users to enjoy themselves.<br />
Ensuring those parks used most often have a range of facilities provided to meet<br />
users’ needs and other parks have facilities that meet their specific usage.<br />
Having well-kept, well-maintained, imaginative and challenging play facilities (for<br />
children and teenagers); from traditional equipped playgrounds to natural play<br />
spaces, wheels parks or games areas.<br />
The London Borough of <strong>Hounslow</strong> provides revenue funding for the routine<br />
maintenance and safety inspections in each park. Budget pressure means that the<br />
asset management programme outlined in Appendix 2 is not fully funded. If private<br />
development takes place nearby, Section 106 funding will frequently become<br />
available. Additional funding can also be attracted by partners such as Groundwork<br />
and at some sites, with established friends groups, by those groups themselves.<br />
The London Borough of <strong>Hounslow</strong> provides and funds the parks service, however the<br />
delivery of the service is the responsibility of John Laing Integrated Services. The<br />
contract is self monitoring and encompasses more than a conventional grounds<br />
maintenance contract, extending for example, to liaison with friends and other<br />
groups, dealing with customer complaints, compliments, enquiries and comments.<br />
Where a particular task is beyond the normal scope of a grounds maintenance<br />
contract, John Laing Integrated Services is able to engage specialist sub-contractors.<br />
An example of this would be aquatic weed control,<br />
<strong>Hounslow</strong>’s parks are managed within constraints derived from legislation and<br />
common law such as minimum wage legislation and the Health and Safety at Work<br />
Act. In addition managers work within and help to promote a wide range of policies,<br />
strategies and plans. The <strong>Park</strong>s Strategy is only one of these, among others are the<br />
Sports Strategy, the Bio-diversity Action <strong>Plan</strong> and the Waste Strategy.<br />
John Laing Integrated Services attends a meeting every fortnight with London<br />
Borough of <strong>Hounslow</strong> where performance indicators are reported and discussed. In<br />
addition a detailed monthly report is supplied to the client.<br />
An action plan is included as Appendix 10, this sets out a series of actions with time<br />
scales as appropriate. Actions are related to one or more Green Flag criteria.<br />

Appendix 4 - Conservation at <strong>Hanworth</strong> <strong>Park</strong><br />
London Borough of <strong>Hounslow</strong><br />
Much of the grassland within <strong>Hanworth</strong> <strong>Park</strong> is surprisingly diverse, and shows<br />
characters of acid grassland. Sweet vernal-grass (Anthoxanthum odoratum) and red<br />
fescue (Festuca rubra) are abundant in the sward, and pignut (Conopodium majus),<br />
an uncommon plant associated with acid grassland, is frequent, along with<br />
commoner wild flowers. The grassland holds wintering skylarks and meadow pipits,<br />
and a good range of invertebrates, including a good population of the small heath<br />
butterfly, and the conspicuous wasp spider (Argiope bruennichi). A bee bank has<br />
been established in the southwestern corner of the site for mining bees and wasps.<br />
A small area of wet woodland on the eastern edge of the park is dominated by<br />
various willows (Salix spp.), with a ground flora including false fox-sedge (Carex<br />
otrubae), pendulous sedge (C. pendula) and yellow iris (Iris pseudacorus). This area is<br />
important for invertebrates and amphibians, and grass snakes have been recorded.<br />
Large numbers of soprano pipistrelle bats forage around the edges of the woodland<br />
surrounding <strong>Hanworth</strong> House.<br />
The Longford River runs through the park, though it is in a culvert for part of this, and<br />
continues for about a kilometre east to the borough boundary. The channel contains<br />
unbranched bur-reed (Sparganium emersum), while a few plants of water dock<br />
(Rumex hydrolapathum) and other marginals cling to the steep banks. Sandwiched<br />
between Feltham Marshalling Yards and <strong>Hanworth</strong> <strong>Park</strong>, De Brome Playing Fields is a<br />
mixture of acid grassland, neutral grassland and scrub. In winter the site is used by<br />
skylark and meadow pipit and the site holds many of the invertebrates present on<br />
<strong>Hanworth</strong> <strong>Park</strong> including good populations of the small heath butterfly.<br />
The grassland of <strong>Hanworth</strong> <strong>Park</strong> supports a rich and diverse wildlife and is by far the<br />
largest continuous area of lowland dry acid grassland in the Borough. The park is<br />
designated as a Site of Local Nature Conservation of Borough Importance (Grade II),<br />
together with the Longford River that flows through and beneath the site.<br />
A large proportion of the park (approx. 50ha) has potential as a site for lowland dry<br />
acid grassland regeneration. Around <strong>Hanworth</strong> House, 12.5 hectares of the site is<br />
currently actively managed as acid grassland meadow.<br />
Lowland dry acid grassland is a declining habitat with less than 30,000 hectares now<br />
present in Britain. It develops on nutrient poor, acidic sands and gravel. In London, it<br />
is confined to a few remnants of the once large commons and heaths that dominated<br />
the Thames Terrace gravels. Dry acid grassland habitats support fine-leaved grass<br />
species such as fescues, which plays host to many invertebrates, in particular, bees,<br />
wasps and ants that occur only in these habitats and are rare both locally and<br />
nationally.<br />
Wildlife that can be enjoyed or seen in the park includes birds such as skylarks,<br />
kestrels, and meadow pipit, as well as small heath, small copper and meadow brown<br />
butterflies.<br />
In the Northern part of the site, there is, complete with an interpretation panel, a<br />
habitat which supports a variety of bees.<br />

Appendix 5 - History of <strong>Hanworth</strong> <strong>Park</strong><br />
London Borough of <strong>Hounslow</strong><br />
<strong>Hanworth</strong> <strong>Park</strong> was created out of <strong>Hounslow</strong> Heath during the reign of King Henry VIII<br />
and became a royal seat used also by Mary Tudor and Elizabeth I. At this time it was<br />
a deer park. During the 1600s the property changed ownership several times, at one<br />
time being owned by John Bradshaw, the man who presided over the trial of King<br />
Charles I.<br />
The original <strong>Hanworth</strong> <strong>Park</strong> House began as a royal hunting lodge. Henry VII used the<br />
manor house as a hunting lodge whilst hunting on <strong>Hounslow</strong> Heath. On his death in<br />
1509, the Manor passed to his son Henry VIII and became known as The Royal<br />
Manor of <strong>Hanworth</strong>, and the house as the Palace of <strong>Hanworth</strong>.<br />
On March 26th 1797, disaster stuck <strong>Hanworth</strong> Palace, when a fire destroyed most of<br />
the buildings. The palace was totally destroyed by the fire. The rebuilding of<br />
<strong>Hanworth</strong> Palace as <strong>Hanworth</strong> <strong>Park</strong> House, on a new site, commenced in 1798 and<br />
was completed in 1802. It became a country house after extensions throughout 1828.<br />
Now known as <strong>Hanworth</strong> <strong>Park</strong> House, it still stands today, with a west wing and clock<br />
tower added circa 1860. Since then the House has changed hands several times.<br />
The site was converted into an airfield in 1917 to accommodate Whitehead’s wartime<br />
bi-plane factory. In November 1928 it was announced that <strong>Hanworth</strong> <strong>Park</strong> was<br />
to become The London Air <strong>Park</strong>, and this opened in July 1929, providing a flying<br />
school and local air services.<br />
The house was used as a military hospital during the First World War and later as a<br />
country club and hotel for members of Aircraft Exchange and Mart.<br />
London Air <strong>Park</strong> gained notoriety for garden party fly-ins ('aerial tea parties'), air<br />
pageants and air races, and the regular presence of celebrities such as Stanley<br />
Baldwin MP PM; Louis Bleriot; Sir Sefton Brancker; Hon Mrs Victor Bruce; Barbara<br />
Cartland; Sidney Cotton; Florence Desmond; Amelia Earhart; Bert Hinkler; Amy<br />
Johnson; Mary Russell, Duchess of Bedford; Sir Philip Sassoon; foreign royalty,<br />
diplomats, etc. On 5 July 1930, <strong>Hanworth</strong> hosted the King's Cup Air Race. On 18<br />
August 1931, the German airship 'Graf Zeppelin' (D-LZ127) visited <strong>Hanworth</strong>. On 1<br />
July 1932, it returned as part of a round-Britain tour, and next day operated paid<br />
flights over London.<br />
<strong>Hanworth</strong> <strong>Park</strong> (formerly Aerodrome) was also the site of the Cierva Autogiro<br />
Company, Ltd. flying school which specialized in Autogiros. The school was the first<br />
of its type in the world, and was established by the company that developed the<br />
rotary-wing technology now used in all helicopters.<br />
The airfield was active during the World War II and many aircraft and gliders were<br />
produced nearby and were ferried into active service from <strong>Hanworth</strong>. Flying<br />
continued into 1946 but the growing presence of Heathrow spelt the end of flying<br />
from <strong>Hanworth</strong>.<br />
<strong>Hanworth</strong> <strong>Park</strong> Hotel continued after the war Second World War until 1953 when it<br />
was purchased by Middlesex County Council and opened in the mid 1950s as an old<br />
people’s home. In 1965 its administration was taken over by the London Borough of<br />
<strong>Hounslow</strong>. The house is now in private ownership. The property currently sits derelict<br />
but very secure, is grade 2 listed, and access inside is not possible.<br />

A nearby public house commemorates General William Roy, a pioneer of the<br />
Ordnance survey. He set out, no doubt taking advantage of the area’s gentle<br />
contours a baseline from <strong>Hounslow</strong> Heath to Hampton. This baseline was used to<br />
survey the rest of the United Kingdom to assist Britain’s defences against France and<br />
later for the benefit of travellers. Although the Ordnance Survey is now undertaken<br />
using constellations of satellites, it is astonishing to note that the cumulative error in<br />
the original baseline survey was measured at less than 3 parts per million.

Appendix 6 - Community Involvement at <strong>Hanworth</strong> <strong>Park</strong><br />
<strong>Hanworth</strong> <strong>Park</strong> has a an active friends group, closely associated with a local<br />
resident’s association. The group represents park users and other stakeholders.<br />
<strong>Hanworth</strong> <strong>Park</strong> is also home to association and rugby football teams. Other organised<br />
activities continue the aviation theme albeit in miniature; model aircraft are flown at<br />
<strong>Hanworth</strong> <strong>Park</strong>.<br />
