1 Introduction
London Borough of Hounslow
The purpose of this plan is to draw together a range of useful information about
Hanworth Park. This will help those who provide and deliver the various services
which contribute to making Hanworth Park a safe and attractive place to visit. It also
allows them to be held to account by park users and other stakeholders.
This management plan is designed to complement the Hounslow Parks Strategy. It is
also designed to complement the grounds maintenance contract but not to enhance
or vary it. For the avoidance of doubt, if this document conflicts with any contract,
that contract shall prevail.
The extent of Hanworth Park is defined by the ‘red line map’ below.
2 Hanworth Park
Hanworth Park is identified as a Key Park in the Hounslow Parks Strategy.
The main entrance to Hanworth Park is on Uxbridge Road, Hanworth.
The park is identified by the Unique Property Reference Number 20014 and lies
within the Hanworth Park ward. Hanworth Park ward is within the area overseen by
the West Area Committee.
Hanworth Park is approximately 52.9 hectares in size.
3 Getting to Hanworth Park
By bus: 285, 490 and 941
By Underground: Hatton Cross
By Mainline rail: Feltham
4 Tangible assets at Hanworth Park
4.1 Frequent maintenance
This term describes the maintenance operations which are undertaken regularly,
generally within the grounds maintenance contract. These operations may be defined
in terms of a specified frequency or alternatively by specifying a performance level
which must be maintained at all times. The facilities which are to be maintained are
listed with the appropriate measurements in Appendix 1.
4.2 Quality assurance
The grounds maintenance contract requires the contractor to undertake and record
the results of a programme of inspections. The selection of sites is partly randomized
but also ensures that each site is inspected at least once per year.
4.3 Occasional maintenance
This term is used to describe the operations which are required to be undertaken at
intervals generally greater than one year. This might be the painting of a fence or the
repair of a footpath or a gate. Information is included in Appendix 2. Table 1 shows
the results of the most recent condition survey. Table 2 presents a costed, prioritised
maintenance programme. Table 3 summarises the costs of that programme and
Table 4 gives some context by summarising maintenance costs and priorities
borough-wide. It also includes the scheduled maintenance of trees on the site. The
results of any tree surveys undertaken are included as Appendix 7.
Page 3

Hanworth Park Management Plan - January 2011
4.4 Development
The two previous paragraphs refer to tasks designed to maintain the status quo,
development will improve or enhance the site by adding new elements (or
occasionally taking them away.) Development work will normally require a sometimes
lengthy consultation with stakeholders (see paragraph 5.4). Where there are plans to
develop a park, these documents are included as an appendix.
4.5 Nature conservation
Information regarding nature conservation is to be found in Appendix 4.
4.6 Arboriculture
Information about the tree stock at Hanworth Park is set out in Appendix 7. Species
and numbers are listed, the condition of the stock is displayed graphically and the
size distribution of native and non-native trees is displayed as a column chart.
5 Intangible elements at Hanworth Park
5.1 Site history
Information about the history of the site, where available will be found in Appendix 5.
5.2 Community involvement
Information about voluntary organisations linked with the park is included in
Appendix 6.
5.3 Safety and security
Regular visual inspections of park furniture with a particular emphasis on play
equipment are incorporated into the grounds maintenance contract. In addition more
rigorous inspections are undertaken twice a year. Any defects are communicated to
the authority. Trees in parks are inspected on a three year cycle as part of the
arboriculture contract.
Page 4
Responsibility for the maintenance of public order in parks and open spaces rests
ultimately with the Metropolitan Police. The patrols organized by the Hanworth Park
Safer Neighbourhood Team regularly include Hanworth Park.
5.4 Marketing
Parks are marketed, in the sense of putting residents at the centre of the business, by
both London Borough of Hounslow and their contractor John Laing Integrated
Services. Most of the borough’s major parks have regularly updated web pages and
leaflets are available, particularly at parks where there is a strong educational
emphasis, such as Bedfont Lakes and Hounslow Heath. Each household in
Hounslow receives a copy of ‘Hounslow Matters’, which regularly contain articles
about parks and open spaces. Each major park has notice boards at the principal
entrances, which bear up-to-date contact details for parks managers, relevant email
and web addresses. The boards also offer space for community and friends groups
to display promotional and publicity material.
Partnerships with organizations such as Groundwork deliver high quality public
consultations when significant developments are planned.
5.5 Management
The Hounslow Parks Strategy contains the following mission statement,
“To have excellent, well used and valued green spaces that are safe, accessible
and welcoming and meet the needs of current and future generations”

6 Action Plan
7 Sitre Plan
This will be achieved by:
London Borough of Hounslow
Meeting the needs of its different user types; whether they are dog walkers, walkers,
sports players or those taking children to play.
Encouraging non-users to participate in parks and open spaces.
Providing high quality maintenance, as well as ‘litter free’ and ‘dog-mess free’
spaces.
Providing a safe and secure environment for users to enjoy themselves.
Ensuring those parks used most often have a range of facilities provided to meet
users’ needs and other parks have facilities that meet their specific usage.
Having well-kept, well-maintained, imaginative and challenging play facilities (for
children and teenagers); from traditional equipped playgrounds to natural play
spaces, wheels parks or games areas.
The London Borough of Hounslow provides revenue funding for the routine
maintenance and safety inspections in each park. Budget pressure means that the
asset management programme outlined in Appendix 2 is not fully funded. If private
development takes place nearby, Section 106 funding will frequently become
available. Additional funding can also be attracted by partners such as Groundwork
and at some sites, with established friends groups, by those groups themselves.
The London Borough of Hounslow provides and funds the parks service, however the
delivery of the service is the responsibility of John Laing Integrated Services. The
contract is self monitoring and encompasses more than a conventional grounds
maintenance contract, extending for example, to liaison with friends and other
groups, dealing with customer complaints, compliments, enquiries and comments.
Where a particular task is beyond the normal scope of a grounds maintenance
contract, John Laing Integrated Services is able to engage specialist sub-contractors.
An example of this would be aquatic weed control,
Hounslow’s parks are managed within constraints derived from legislation and
common law such as minimum wage legislation and the Health and Safety at Work
Act. In addition managers work within and help to promote a wide range of policies,
strategies and plans. The Parks Strategy is only one of these, among others are the
Sports Strategy, the Bio-diversity Action Plan and the Waste Strategy.
John Laing Integrated Services attends a meeting every fortnight with London
Borough of Hounslow where performance indicators are reported and discussed. In
addition a detailed monthly report is supplied to the client.
An action plan is included as Appendix 10, this sets out a series of actions with time
scales as appropriate. Actions are related to one or more Green Flag criteria.
Appendix 4 - Conservation at Hanworth Park
London Borough of Hounslow
Much of the grassland within Hanworth Park is surprisingly diverse, and shows
characters of acid grassland. Sweet vernal-grass (Anthoxanthum odoratum) and red
fescue (Festuca rubra) are abundant in the sward, and pignut (Conopodium majus),
an uncommon plant associated with acid grassland, is frequent, along with
commoner wild flowers. The grassland holds wintering skylarks and meadow pipits,
and a good range of invertebrates, including a good population of the small heath
butterfly, and the conspicuous wasp spider (Argiope bruennichi). A bee bank has
been established in the southwestern corner of the site for mining bees and wasps.
A small area of wet woodland on the eastern edge of the park is dominated by
various willows (Salix spp.), with a ground flora including false fox-sedge (Carex
otrubae), pendulous sedge (C. pendula) and yellow iris (Iris pseudacorus). This area is
important for invertebrates and amphibians, and grass snakes have been recorded.
Large numbers of soprano pipistrelle bats forage around the edges of the woodland
surrounding Hanworth House.
The Longford River runs through the park, though it is in a culvert for part of this, and
continues for about a kilometre east to the borough boundary. The channel contains
unbranched bur-reed (Sparganium emersum), while a few plants of water dock
(Rumex hydrolapathum) and other marginals cling to the steep banks. Sandwiched
between Feltham Marshalling Yards and Hanworth Park, De Brome Playing Fields is a
mixture of acid grassland, neutral grassland and scrub. In winter the site is used by
skylark and meadow pipit and the site holds many of the invertebrates present on
Hanworth Park including good populations of the small heath butterfly.
The grassland of Hanworth Park supports a rich and diverse wildlife and is by far the
largest continuous area of lowland dry acid grassland in the Borough. The park is
designated as a Site of Local Nature Conservation of Borough Importance (Grade II),
together with the Longford River that flows through and beneath the site.
A large proportion of the park (approx. 50ha) has potential as a site for lowland dry
acid grassland regeneration. Around Hanworth House, 12.5 hectares of the site is
currently actively managed as acid grassland meadow.
Lowland dry acid grassland is a declining habitat with less than 30,000 hectares now
present in Britain. It develops on nutrient poor, acidic sands and gravel. In London, it
is confined to a few remnants of the once large commons and heaths that dominated
the Thames Terrace gravels. Dry acid grassland habitats support fine-leaved grass
species such as fescues, which plays host to many invertebrates, in particular, bees,
wasps and ants that occur only in these habitats and are rare both locally and
nationally.
Wildlife that can be enjoyed or seen in the park includes birds such as skylarks,
kestrels, and meadow pipit, as well as small heath, small copper and meadow brown
butterflies.
In the Northern part of the site, there is, complete with an interpretation panel, a
habitat which supports a variety of bees.
Appendix 5 - History of Hanworth Park
London Borough of Hounslow
Hanworth Park was created out of Hounslow Heath during the reign of King Henry VIII
and became a royal seat used also by Mary Tudor and Elizabeth I. At this time it was
a deer park. During the 1600s the property changed ownership several times, at one
time being owned by John Bradshaw, the man who presided over the trial of King
Charles I.
The original Hanworth Park House began as a royal hunting lodge. Henry VII used the
manor house as a hunting lodge whilst hunting on Hounslow Heath. On his death in
1509, the Manor passed to his son Henry VIII and became known as The Royal
Manor of Hanworth, and the house as the Palace of Hanworth.
On March 26th 1797, disaster stuck Hanworth Palace, when a fire destroyed most of
the buildings. The palace was totally destroyed by the fire. The rebuilding of
Hanworth Palace as Hanworth Park House, on a new site, commenced in 1798 and
was completed in 1802. It became a country house after extensions throughout 1828.
Now known as Hanworth Park House, it still stands today, with a west wing and clock
tower added circa 1860. Since then the House has changed hands several times.
The site was converted into an airfield in 1917 to accommodate Whitehead’s wartime
bi-plane factory. In November 1928 it was announced that Hanworth Park was
to become The London Air Park, and this opened in July 1929, providing a flying
school and local air services.
The house was used as a military hospital during the First World War and later as a
country club and hotel for members of Aircraft Exchange and Mart.
London Air Park gained notoriety for garden party fly-ins ('aerial tea parties'), air
pageants and air races, and the regular presence of celebrities such as Stanley
Baldwin MP PM; Louis Bleriot; Sir Sefton Brancker; Hon Mrs Victor Bruce; Barbara
Cartland; Sidney Cotton; Florence Desmond; Amelia Earhart; Bert Hinkler; Amy
Johnson; Mary Russell, Duchess of Bedford; Sir Philip Sassoon; foreign royalty,
diplomats, etc. On 5 July 1930, Hanworth hosted the King's Cup Air Race. On 18
August 1931, the German airship 'Graf Zeppelin' (D-LZ127) visited Hanworth. On 1
July 1932, it returned as part of a round-Britain tour, and next day operated paid
flights over London.
Hanworth Park (formerly Aerodrome) was also the site of the Cierva Autogiro
Company, Ltd. flying school which specialized in Autogiros. The school was the first
of its type in the world, and was established by the company that developed the
rotary-wing technology now used in all helicopters.
The airfield was active during the World War II and many aircraft and gliders were
produced nearby and were ferried into active service from Hanworth. Flying
continued into 1946 but the growing presence of Heathrow spelt the end of flying
from Hanworth.
Hanworth Park Hotel continued after the war Second World War until 1953 when it
was purchased by Middlesex County Council and opened in the mid 1950s as an old
people’s home. In 1965 its administration was taken over by the London Borough of
Hounslow. The house is now in private ownership. The property currently sits derelict
but very secure, is grade 2 listed, and access inside is not possible.
Page 23

Hanworth Park Management Plan - 2011
Page 24
A nearby public house commemorates General William Roy, a pioneer of the
Ordnance survey. He set out, no doubt taking advantage of the area’s gentle
contours a baseline from Hounslow Heath to Hampton. This baseline was used to
survey the rest of the United Kingdom to assist Britain’s defences against France and
later for the benefit of travellers. Although the Ordnance Survey is now undertaken
using constellations of satellites, it is astonishing to note that the cumulative error in
the original baseline survey was measured at less than 3 parts per million.

Appendix 6 - Community Involvement at Hanworth Park
Hanworth Park has a an active friends group, closely associated with a local
resident’s association. The group represents park users and other stakeholders.
Hanworth Park is also home to association and rugby football teams. Other organised
activities continue the aviation theme albeit in miniature; model aircraft are flown at
Hanworth Park.
