The tables in Appendices 2 and 3 will assist providers to cross reference the existing awards they are offering with the new common awards. Only existing registered providers may submit programmes for validation. Providers can only submit programmes for validation based on common awards. That is, a provider cannot develop a programme based on mixes and matches of existing and common awards. Provider must ensure that they meet the deadlines outlined in Appendices 1, 2 and 3, as certification will not be possible after the deactivation dates specified. Providers should commence programme development once a common award is published. The ‘Guidelines for Preparing Programme Descriptors (Levels 3-6)’ is a key resource to be used in developing programmes Providers should not commence a new programme leading to an existing award when a new common award is published. If they do so they must ensure that the programme is complete prior to the deactivation date for that award, otherwise there is no recourse to certification. Providers must keep learners abreast of the planned changes to the award and the deadlines for deactivation. Applications for validation are made at provider level only and are made online via FBS The validation process may take 12-20 weeks from submission, via receipt , of a fully completed application form by QQI to a validation decision. Providers must ensure that they have sufficient time to complete any programme leading to an existing award and enter learners for certification before the deactivation date. The validation application needs to be made before the existing programme is completed and in time to allow an orderly transition to the validated programme, ensuring continuity of certification for learners. See Appendix 4 for examples of timelines for changeover. Learners may carry forward existing minor awards (components) as exemptions towards new common major and special purpose awards, where they are appropriate, until December 2015 See Appendix 5 regarding how to claim an exemption for a learner. Minor awards (components) achieved through an exemption will be graded as Exempt and identified as such on the transcript. As the transcript identifies the learner’s entire FETAC award history, the original component on which the exemption is based and the grade awarded will also be listed in the transcript. From January 2016 only the new components may be used to achieve common awards. Learners will not be able to use existing or previously awarded components (minors) towards a common major or special purpose award after that date.
