Because of the problem of acclimatisation, it is suggested that careful<br />
observation and medical tests should betaken ofthe players participating<br />
in the Olympic Soccer Tournament in 1968, and countries making<br />
acclimatisation tests in special high altitude training camps, should be<br />
invited to submit evidence to a special medical advisory <strong>com</strong>mittee of<br />
<strong>FIFA</strong> .<br />
<strong>FIFA</strong> Direction and Influence<br />
It is important that <strong>FIFA</strong> should continue its present role of encouraging<br />
its member associations to improve the game by enlisting their help<br />
and co-ordinating their efforts in raising standards, particularly in the<br />
organisation of large-scale events such as the <strong>World</strong> <strong>Cup</strong> Competition<br />
which, because of mass <strong>com</strong>munication, are rapidly be<strong>com</strong>ing a spectacle<br />
for the whole world .<br />
There is need for more international exchange of experience, method<br />
and opinion in coaching, refereeing and organisation . Bulletins, reports,<br />
coaching manuals and films should be increased in numbers and quality,<br />
and more frequent use should be made of international seminars to<br />
reach understanding on <strong>com</strong>mon problems .<br />
A stage has been reached in football <strong>com</strong>petition when the prize of<br />
winning a tournament is of high prestige value and when failure is<br />
unfortunately received with demoralising shame . The Study Group is<br />
convinced that the future of the game depends upon continual striving<br />
for higher standards in organisation, refereeing and play . There is need<br />
to find new techniques and encourage leadership to apply these techniques<br />
to over<strong>com</strong>e the present negative attitudes . All steps should be<br />
taken, irrespective of chauvinistic and financial pressures, to foster the<br />
true spirit and best traditions of the game of Association Football .
