user survey regarding the ATS. The survey was completed by 200 Auditors. The 200 survey responses are now being consolidated and will be shared with the Audit Task Force Committee members and the FRP II ISTD Project Committee members. Activity 2: Information technology activities Nasser Saleh, Consulting CIO to the Director General, Mohammed Qurashi, Senior IT Specialist, and Firas Al-Sheikh, FRP II IT Advisor partnered with ISTD counterparts IT Director Basheer Al-Zoubi, Almad Al- Jawawdeh, Mohammad Al-Hmouz, Ayman Al-Khawaedeh, Tahir AbualHasan,Suhail Shehadeh, Mervat Al- Dabbas, Abeer Abanda, Zakaria AbuHani and Khaldoun Al-Deek to complete the following December activities: A. Finalized and obtained approval to issue an RFP to select local vendors who will submit bids to install newly procured IT hardware. B. Finalized and obtained approval to issue the RFP to select an Oracle Expert services vendor to enhance the ISTD’s main Oracle database performance. C. Recommended establishing an information security protection section to control and audit information security within ISTD. This recommendation was approved by the ISTD Director General in a Planning Committee meeting on January 5, 2011. D. Conducted information technology awareness sessions (HP Networking, McAfee Security, etc.) E. Installed a PC in the IT server room to begin development of a Key Performance Indicator Management Information System (KPI MIS). Activity 3: Taxpayer service activities A. Mr. Jeff Rozwadowski, short-term technical advisor for taxpayer service, partnered with Dr. Hussein Sorki, Dr. Asfour, and Ms. Mayadah Al Al Azab in conducting an analysis of taxpayer service issues. Extensive reports previously prepared by Mr. Rozwadowski, including a proposed taxpayer service strategic plan, were translated into Arabic and shared with ISTD counterparts. During Mr. Rozwadowski’s current assistance visit, Dr. Asfour and Ms. Al Al Azab have and will continue to participate with him in his current work assignments (i.e. establishing one stop service approach). Mr. Rozwadowski completes his current assignment on March 3 , 2011. B. During the period of December 4 through December 9, Mr. Rozwadowski conducted a training course entitled “Basic Taxpayer Service Techniques.” The class had twenty participants (16 male and four female). A second training course for “Basic Taxpayer Service Techniques.” was conducted with 25 participants (17 male and 8 female) beginning December 18 and ending December 22. Mr. Shadi Abu Abbas, Mr. Maher Al Khateeb, and Ms. Mayadah Al Azab from the ISTD served as co-lead instructors and were supported by Mr. Rozwadowski. Activity 4: Double Taxation Avoidance Training At the request of the Director General, FRP II and ISTD partnered to conduct a technical training course entitled “Double Taxation Avoidance”. The Media and Communication Director, Mousa Tarawneh, and his staff were supported by FRP II staff in ensuring a successful event. The course was attended by 41 participants (39 male and 2 female) from various ISTD functions (Audit, Legal, Anti-Fraud, Director General’s Office, etc.). The three instructors were from the Economic and Social Commission of Western Asia (ESCAW). The participants rated the course well and requested follow-up training on the same subject. One participant, Mr. Wasfi Tarawnah, stated that he reopened an audit of a large corporate taxpayer based on what he learned in the training course. He said the tax issue he did not address in the initial audit will result in additional substantial tax. As a result, the Large Taxpayer Office (LTO) Director issued an ISTD circular requesting auditors to take into consideration the points that Mr. Tarawnah addressed in future audits. Activity 5: Presentation Skills Training/Training of Trainers Senior Training Advisor, Mrs. Hayat Al-Bow conducted another Presentation Skills Training/Training of Trainers (TOT) course for eleven participants (ten male and one female) from December 13 through December 15. The participants were from the ISTD, and one individual joined the training from Jordan Customs. There is high demand for this course not only from the ISTD but other organization entities in the Ministry of Finance. Component A will conduct another Presentation Skills Training course in February 2010. One of the goals of FRP II is to transfer knowledge from FRP II experts to Jordanian counterparts. Component A and ISTD have been successful in establishing an ISTD instructor cadre for various tax administration functional training classes.
