Activity 4: Double Taxation Avoidance Training<br />
At the request of the Director General, FRP II and ISTD partnered to conduct a technical training course<br />
entitled “Double Taxation Avoidance”. The Media and Communication Director, Mousa Tarawneh, and his<br />
staff were supported by FRP II staff in ensuring a successful event. The course was attended by 41<br />
participants (39 male and 2 female) from various ISTD functions (Audit, Legal, Anti-Fraud, Director<br />
General’s Office, etc.). The three instructors were from the Economic and Social Commission of Western<br />
Asia (ESCAW).<br />
The participants rated the course well and requested follow-up training on the same subject. One<br />
participant, Mr. Wasfi Tarawnah, stated that he reopened an audit of a large corporate taxpayer based on<br />
what he learned in the training course. He said the tax issue he did not address in the initial audit will result<br />
in additional substantial tax. As a result, the Large Taxpayer Office (LTO) Director issued an ISTD circular<br />
requesting auditors to take into consideration the points that Mr. Tarawnah addressed in future audits.<br />
Activity 5: Presentation Skills Training/Training of Trainers<br />
Senior Training Advisor, Mrs. Hayat Al-Bow conducted another Presentation Skills Training/Training of<br />
Trainers (TOT) course for eleven participants (ten male and one female) from <strong>December</strong> 13 through<br />
<strong>December</strong> 15. The participants were from the ISTD, and one individual joined the training from Jordan<br />
Customs.<br />
There is high demand for this course not only from the ISTD but other organization entities in the Ministry<br />
of Finance. Component A will conduct another Presentation Skills Training course in February <strong>2010</strong>. One<br />
of the goals of FRP II is to transfer knowledge from FRP II experts to Jordanian counterparts. Component A<br />
and ISTD have been successful in establishing an ISTD instructor cadre for various tax administration<br />
functional training classes. The following information identifies the current cadre of ISTD Trainers and the<br />
course titles they have co-led:<br />
