Mr. Gharaibeh’s research clearly discusses the foundations of decentralization and its origins in Jordan. The<br />

well-written paper also analyzes the current organizational structure of government and possibilities for<br />

enhancing the roles of municipalities to improve infrastructure projects and service delivery for<br />

communities. The report also clearly lays out steps moving forward, which consist of preparing a policy<br />

design or a white paper for the decentralization process and the formulation of the decentralization law, the<br />

implementation regulation, the actual implementation of the reforms, and finally, the monitoring and<br />

evaluation of the entire process.<br />

Activity 7: Work with the Public Debt Directorate on the Medium-Term Debt Strategy<br />

The Component C team, headed by Dr. Khalid Al-Hmoud, in coordination with the Public Debt Directorate<br />

(PDD), chaired by Mr. Sami Abdullah, has officially begun working with counterparts on developing the<br />

MTDS for Jordan. On <strong>December</strong> 9, the Decision-Making Committee (DMC) met for the first time to set the<br />

objectives and scope of the proposed MTDS. The DMC, which includes members from Central Bank of<br />

Jordan, Ministry of Planning and International Cooperation, and staff members from MOF, has agreed on<br />

the following points:<br />

1) Objective: Abide by the Debt Management Law for the year 2001, and its amendments, and meet the<br />

financing needs for GOJ with the least cost and acceptable levels of risk<br />

2) Scope of MTDS: The central government<br />

3) Ask each institution to electronically submit to Mr. Ahmad Annuz from PDD the required data<br />

These efforts will pave the way for FRP II’s MTDS Advisors, Mr. Fernando Archondo and Mr. Sam Pal,<br />

who will assist PDD’s efforts to formulate an explicit MTDS for the GOJ. The two advisors are expected to<br />

start working from late January into mid-February, 2011. Once finalized, the MTDS will be the GOJ’s first<br />

explicit strategy to manage its debt portfolio, which will contribute to better policy formulation and<br />

execution for decision-makers.<br />

The DMC comprises of the following team members: Mr. Sami Abdullah (Chair), Dr. Khalid Al-Hmoud,<br />

Mr. Ahmad Annuz, Mr. Mohammad Quntar, Ms. Rawan Al-Zughol, Mr. Ahmad Hmaidat, Ms. Lana Rezeq,<br />

Dr. Manhal Shoutar (GIZ), Mr. Mukhalad Omari (MOPIC), and Ms. Muna Abo-Romman (CBJ).<br />

Activity 8: Advising on Jordan’s Nuclear Power Plant Project<br />

Component C Advisor at the Projects Administration (PA) at the Prime Ministry, Mr. Ammar Jarrar, was<br />

appointed as a member in a task force formed to assume the responsibility of hiring a financial consortium<br />

for the Jordan Nuclear Power Plant (JNPP) Project. The JNPP's consortium is expected to revise previously-<br />
