Introducti<strong>on</strong><br />
This <str<strong>on</strong>g>Manual</str<strong>on</strong>g> is being prepared as per the provisi<strong>on</strong> of Secti<strong>on</strong><br />
4(1)b of the <strong>Right</strong> To Informati<strong>on</strong> <strong>Act</strong> <strong>2005</strong>. In keeping with the spirit of the <strong>Act</strong>, the<br />
manual provides an exhaustive source of informati<strong>on</strong> <strong>on</strong> all the aspects of the Animal<br />
Husbandry and Veterinary Department of the Government of <strong>Mizoram</strong>. This manual<br />
c<strong>on</strong>tains an overview of the Department activities, the organizati<strong>on</strong>al structures, area<br />
of operati<strong>on</strong> and services offered. It also c<strong>on</strong>tains the <strong>Act</strong>s and Rules being enforced<br />
by the Department in c<strong>on</strong>necti<strong>on</strong> with animal husbandry activities in <strong>Mizoram</strong>.<br />
For further informati<strong>on</strong>,the officers designated as Public<br />
Informati<strong>on</strong> Officers and Assistant Public Informati<strong>on</strong> Officers as listed in Chapter 16<br />
may be c<strong>on</strong>tacted.<br />

CHAPTER:1<br />
ORGANISATIONAL SET UP,FUNCTIONS AND DUTIES OF OFFICERS OF<br />
AH & VETY DEPARTMENT.<br />
Animal Husbandry and Veterinary Department is <strong>on</strong>e of the Development<br />
Departments under Government of <strong>Mizoram</strong>, headed by the Direc<strong>to</strong>r under whom<br />
there are four Joint Direc<strong>to</strong>rs. One of the Joint direc<strong>to</strong>rs is posted at Lunglei <strong>to</strong><br />
supervise the work of the Department in the Southern part of <strong>Mizoram</strong>. Of the<br />
two Joint Direc<strong>to</strong>rs posted at Direc<strong>to</strong>rate, <strong>on</strong>e is resp<strong>on</strong>sible for Biogas<br />
Development and the other for Administrati<strong>on</strong>.<br />
The main works of the Direc<strong>to</strong>rate is classified in<strong>to</strong> 8(eight) Divisi<strong>on</strong>s and<br />
further Sub-divided in<strong>to</strong> secti<strong>on</strong> where appropriate.<br />
Administrati<strong>on</strong>:<br />
For administrative c<strong>on</strong>venience, the Department has established 6 (six)<br />
A.H.& Vety. District Offices at Aizawl, Lunglei, Saiha, Serchhip, Champhai and<br />
Kolasib, and 4 (four) Sub-divisi<strong>on</strong>al A.H.& Vety Offices at Lawngtlai, Mamit,<br />
Chawngte and Tlabung.<br />
The Administrative Divisi<strong>on</strong> in the Direc<strong>to</strong>rate is headed by Deputy<br />
Direc<strong>to</strong>r and supported by Superintendent. The entire establishment works<br />
related <strong>to</strong> appointment, transfer and posting, promoti<strong>on</strong>, pensi<strong>on</strong>, leaves etc. are<br />
dealt by this divisi<strong>on</strong>. Beside these, maintenance of office, maintenance of<br />
Vehicles and other departmental properties, purchase of stati<strong>on</strong>ery articles etc.,<br />
are the resp<strong>on</strong>sibilities of this divisi<strong>on</strong>. Almost all the works under this divisi<strong>on</strong> are<br />
clerical in nature.<br />
Lives<strong>to</strong>ck and Poultry Development:<br />
The Divisi<strong>on</strong> deals with all works relating <strong>to</strong> Lives<strong>to</strong>ck and Poultry<br />
Development including Lives<strong>to</strong>ck and Poultry products and marketing. It c<strong>on</strong>sist<br />
of the following four secti<strong>on</strong>s and each secti<strong>on</strong> is look after by <strong>on</strong>e officer of<br />
Deputy Direc<strong>to</strong>r rank.<br />
1. Cattle Development secti<strong>on</strong><br />
2, Piggery Development secti<strong>on</strong>.<br />
3. Poultry Development secti<strong>on</strong>.<br />
4. Other Lives<strong>to</strong>ck Development Secti<strong>on</strong>.<br />
(Mithun, Goat, Sheep and Rabbit) supervised by Rinderpest Eradicati<strong>on</strong><br />
Officer.)<br />
The works under Cattle Development secti<strong>on</strong>s includes dairy cattle rearing, local<br />
hill cattle rearing, Buffalo rearing under Government farms as well as Private<br />
sec<strong>to</strong>r. The subject includes Artificial Inseminati<strong>on</strong>, Bull rearing, Subsidy<br />
distributi<strong>on</strong> of Dairy Cattle Grant-in-Aid for local hill cattle and reports of the<br />
Cattle Breeding Farms bel<strong>on</strong>ging <strong>to</strong> this Department.<br />

The remaining secti<strong>on</strong>s include Pig rearing, Poultry rearing, Mithun<br />
rearing, Goat rearing, Sheep rearing and Rabbit rearing. The subject also includes<br />
Meat Producti<strong>on</strong>, Egg Producti<strong>on</strong> under Government farms as well as private Sec<strong>to</strong>rs<br />
and reports of Piggery Farms, Mithun Farms, Poultry Farms, Goat Farms and Rabbit<br />
Farms.<br />
Vety. Informati<strong>on</strong>, Extensi<strong>on</strong>, Research & Training:<br />
This Divisi<strong>on</strong> is headed by Vety Informati<strong>on</strong> Officer and supported by<br />
Assistant Informati<strong>on</strong> Officer and two Extensi<strong>on</strong> Officers. And the Divisi<strong>on</strong> has<br />
three secti<strong>on</strong>s:<br />
1. Informati<strong>on</strong> and Extensi<strong>on</strong><br />
2. Research and Training<br />
3. Library and Records.<br />
The main works of this Divisi<strong>on</strong> is transfer of technologies from Labora<strong>to</strong>ry<br />
<strong>to</strong> farmers’doorsteps by collecti<strong>on</strong> informati<strong>on</strong> of new techniques and methods<br />
from findings of research <strong>to</strong> the local farmers through seminar, workshop and<br />
training c<strong>on</strong>ducted by field officers. And <strong>to</strong> collect the progress of various<br />
divisi<strong>on</strong>s and subordinate offices and inform <strong>to</strong> the staff as well as <strong>to</strong> the public<br />
through the local informati<strong>on</strong> media, magazines and leaflets etc. To organize<br />
Lives<strong>to</strong>ck shows and participating in such programmed organized by other parties<br />
in the state and in other state of the country <strong>to</strong> c<strong>on</strong>duct farmers training, training<br />
of staff and officers and <strong>to</strong> maintain library and departmental records.<br />
PLANNING AND MONITORING:<br />
This Divisi<strong>on</strong> is headed by Special Officer (Planning) and Sub-divided in<strong>to</strong> the<br />
following secti<strong>on</strong>s :-<br />
1. Planning & M<strong>on</strong>i<strong>to</strong>ring Secti<strong>on</strong><br />
2. Engineering Secti<strong>on</strong><br />
3. Statistical Secti<strong>on</strong><br />
4. Account Secti<strong>on</strong>.<br />
The Planning and M<strong>on</strong>i<strong>to</strong>ring Secti<strong>on</strong> is directly handled by Special<br />
Officer (planning), Assistant Engineer, Research Officer and Finance & Account<br />
Officer handle the remaining four secti<strong>on</strong> respectively under the supervisi<strong>on</strong> of<br />
Special Officer (Planning).<br />

The Statistical secti<strong>on</strong> put <strong>on</strong> records all relevant data's and informati<strong>on</strong> of<br />
the Department from various divisi<strong>on</strong>s and subordinates. Sample survey is d<strong>on</strong>e<br />
every year for estimati<strong>on</strong> of annual producti<strong>on</strong> of milk, eggs and meats. Lives<strong>to</strong>ck<br />
Census is also c<strong>on</strong>ducted every five years interval within the State. Based <strong>on</strong> the data<br />
s<strong>to</strong>red in this secti<strong>on</strong>, the Planning secti<strong>on</strong> prepared plans and schemes of Annual<br />
Plan/Five Year Plans etc. <strong>to</strong> be implemented under the state as well as Centrally<br />
Sp<strong>on</strong>sored Schemes. This secti<strong>on</strong> m<strong>on</strong>i<strong>to</strong>rs all the plans and schemes implemented by<br />
the Department at various Farms/Districts/Sub-Divisi<strong>on</strong>s. The Engineer Secti<strong>on</strong><br />
prepares Plan and Estimate for the works for be executed departmentally and<br />
supervise any works undertaken by the Department. This secti<strong>on</strong> is also prepare bill<br />
for all such works after completi<strong>on</strong>. The Account Secti<strong>on</strong> is resp<strong>on</strong>sible for all the<br />
Plans and N<strong>on</strong>-Plan Funds of the Department, Issues of L.O.C., Recording of<br />
expenditure etc. are the major work of this secti<strong>on</strong> under supervisi<strong>on</strong> by the Finance<br />
& Account Officer.<br />
Animal Disease Surveillance, C<strong>on</strong>trol and Treatment Divisi<strong>on</strong>:<br />
This Divisi<strong>on</strong> is Sub-divided in<strong>to</strong> four secti<strong>on</strong>s as:<br />
1. Disease Investigati<strong>on</strong> Secti<strong>on</strong>.<br />
2. Rinderpest Eradicati<strong>on</strong> Secti<strong>on</strong>.<br />
3. Epidemiological Secti<strong>on</strong>.<br />
4. S<strong>to</strong>re Secti<strong>on</strong>.<br />
The Disease Investigati<strong>on</strong> Secti<strong>on</strong> is headed by Disease Investigati<strong>on</strong><br />
Officer And two supporting Officers, such as Assistant Disease Investigati<strong>on</strong><br />
Officer and Senior Technical Assistant. The two supporting officers are fully<br />
engaged in Labora<strong>to</strong>ry where samples collected from the Fields, Farms, Hospital,<br />
Dispensaries and R.A.H. Centers are analyzed in order <strong>to</strong> identify the infecting<br />
agents, and diagnose of the Disease.<br />
The Rinderpest Eradicati<strong>on</strong> secti<strong>on</strong> is headed by Rinderpest Eradicati<strong>on</strong><br />
officer. Most of the works are d<strong>on</strong>e in the filed by Field Officers under the<br />
supervisi<strong>on</strong> of Rinderpest Eradicati<strong>on</strong> Officer. The report and returns from the<br />
Field Officers are examined and supplied in this secti<strong>on</strong> and send <strong>to</strong> the Central<br />
Government for further necessary acti<strong>on</strong>.<br />
The Epidemiological Secti<strong>on</strong> is headed by Deputy Direc<strong>to</strong>r (Epidemiology).<br />
The reports and return from the Field Officers are examined carefully and<br />
compiled for further submissi<strong>on</strong> <strong>to</strong> the Government of India.<br />

Feed and Fodder Development:<br />
This divisi<strong>on</strong> is headed by Physio-Chemist and supported by Assistant Project<br />
Officer. There are two more posts of Technical Assistant and Labora<strong>to</strong>ry<br />
Technician, which are lower level posts. The main works under this divisi<strong>on</strong> are<br />
purchase and issue of Animal feeds for Departmental Lives<strong>to</strong>ck Farms<br />
supervisi<strong>on</strong> of Fodder Farms with cultivati<strong>on</strong> of Fodder grasses, compiling of the<br />
reports of the fodder farms and maintenance of Feed Analytical labora<strong>to</strong>ry.<br />
Besides these normal works, this divisi<strong>on</strong> looks after the Animal Feed Plant<br />
Project.<br />
Biogas Development:<br />
Central Government, Ministry of N<strong>on</strong>-C<strong>on</strong>venti<strong>on</strong>al Energy<br />
Sources(MNES)entrusted the work of Biogas Development <strong>to</strong> AH & Vety.<br />
Department under whom many Biogas Plants have been established. Best<br />
performance for Biogas Plant establishments in hilly regi<strong>on</strong>s within the country<br />
during 1993-1994, 1994- 1995 and 2000-2001 had been awarded <strong>to</strong> the<br />
Department by the Ministry of N<strong>on</strong>-C<strong>on</strong>venti<strong>on</strong>al Energy Sources, Govt. of India.<br />
The Divisi<strong>on</strong> is headed by the Joint Direc<strong>to</strong>r (Biogas) and supported by Junior<br />
Engineer and other technical and Ministerial staff.<br />

CHAPTER:2<br />
POWERS AND DUTIES OF OFFICERS AND EMPLOYEES.<br />
Powers and duties of Officers: In the scheme of hierarchy of theDepartment,<br />
the Direc<strong>to</strong>r is the Head of Department. He is resp<strong>on</strong>sible for all the official works of<br />
the Department. He is supported by the Joint Direc<strong>to</strong>rs who are resp<strong>on</strong>sible for make<br />
sure that the directives of the Direc<strong>to</strong>r is carried out in a proper manner. Next in the<br />
hierarchy is the Deputy Direc<strong>to</strong>rs and equivalent posts and the District Officers. They<br />
are resp<strong>on</strong>sible and accountable for the works assigned <strong>to</strong> them by the Direc<strong>to</strong>r and<br />
the Districts under them. The Veterinary Assistant Surge<strong>on</strong>s, the Farm Managers<br />
and equivalent posts are the officers resp<strong>on</strong>sible for actual field works and take care<br />
of the day <strong>to</strong> day functi<strong>on</strong> of the Veterinary Hospitals/Dispensaries,Farms and any<br />
other Veterinary establishment that may be entrusted <strong>on</strong> them.<br />
Powers and duties of veterinary technical staff: To support the veterinary doc<strong>to</strong>rs<br />
in performing their duties, there are veterinary technical staff posted at the various<br />
veterinary establishments.<br />
These technical staff also take charge of the Rural Animal Health Centers where<br />
doc<strong>to</strong>rs are not posted.<br />
Clerical and other ministerial staff: The clerical works are carried out by the<br />
ministerial staff under the supervisi<strong>on</strong> of the Office Superintendent. Filing works,<br />
typing works and other c<strong>on</strong>nected works are performed by them.<br />
There is a Statistical wing in the Department headed by a Research Officer and<br />
supported by Statistical Inspec<strong>to</strong>rs and Field Assistants. This wing is resp<strong>on</strong>sible for<br />
carrying out collecti<strong>on</strong> of statistical data, c<strong>on</strong>duct of Lives<strong>to</strong>ck Census, Sample<br />
Survey etc.<br />
Farm reports and producti<strong>on</strong> targets and achievements are also compiled by the wing.<br />
Other category of staff: Other category of staff include drivers, handymen,<br />
opera<strong>to</strong>rs ,animal attendants and other Grade IV staff. They perform their duties<br />
according <strong>to</strong> the jobs assigned <strong>to</strong> them.<br />
FINANCIAL POWERS:<br />
The Department follows the Financial Rules laid down by the State Finance<br />
Department, and all codal procedures are maintained by the Department. The Finance<br />
and Accounts Officer, appointed by the Government from the <strong>Mizoram</strong> Finance and<br />
Accounts Service is the pers<strong>on</strong> mainly resp<strong>on</strong>sible for maintaining strict c<strong>on</strong>trol <strong>on</strong> all<br />
matters involved in expenditures, audit and issue of Letter of Credit <strong>to</strong> the Drawing<br />
and Disbursing Officers appointed by the Government under the Department.

There are a <strong>to</strong>tal of 17 Drawing and disbursing officers appointed in the<br />
Department. The list of DDO’s and the financial powers invested in them as per the<br />
Delegati<strong>on</strong> of Financial Powers issued by the Finance Department, <strong>Mizoram</strong>, is as<br />
follows:-<br />

The above Drawing and Disbursing Officers are the head of offices in the respective<br />
establishments under their c<strong>on</strong>trol, and they are resp<strong>on</strong>sible for the activities including<br />
financial matters.<br />

CHAPTER :3<br />
DECISION MAKING PROCEDURES,CHANNELS OF SUPERVISION AND<br />
ACCOUNTABILITY.<br />
DECISION MAKING PROCEDURES:<br />
The decisi<strong>on</strong> making procedures followed in the Direc<strong>to</strong>rate is as follows: Any<br />
case requiring decisi<strong>on</strong> is processed by the dealing clerk and endorsed <strong>to</strong> the Office<br />
Superintendent al<strong>on</strong>g with related papers and references. The Superintendent then<br />
endorses it <strong>to</strong> the officer in charge of the matter/project, who notes his comment <strong>on</strong><br />
the Note sheet. It is then endorsed <strong>to</strong> the c<strong>on</strong>cerned Joint Direc<strong>to</strong>r and finally <strong>to</strong> the<br />
Direc<strong>to</strong>r for final decisi<strong>on</strong>. For any case requiring decisi<strong>on</strong> of the Government, the<br />
case is endorsed <strong>to</strong> the Secretary, AH & Veterinary for taking further necessary<br />
acti<strong>on</strong>s.<br />
In the other establishments such as District offices, Sub-Divisi<strong>on</strong>al offices,<br />
Farms, etc, the head of office makes the decisi<strong>on</strong> a similar fashi<strong>on</strong> as in the<br />
Direc<strong>to</strong>rate. When any case is required <strong>to</strong> be dealt by the higher authority, it is<br />
endorsed <strong>to</strong> the Direc<strong>to</strong>r for either final decisi<strong>on</strong> or <strong>to</strong> be further processed for<br />
Government decisi<strong>on</strong>.<br />
CHANNELS OF SUPERVISION:<br />
Channels of supervisi<strong>on</strong> is maintained by following the established<br />
hierarchical channel, i.e, the immediate superior supervises the next subordinate staff<br />
or officer and so <strong>on</strong>, both in the Direc<strong>to</strong>rate and other subordinate offices. The same<br />
procedure is followed in writing the Annual C<strong>on</strong>fidential Reports (ACR).The Officer<br />
reported up<strong>on</strong> writes his self assessment and submits it the next superior authority,<br />
who then forwards it <strong>to</strong> the next higher authority after writing his report <strong>on</strong> the<br />
officer’s performance. The Direc<strong>to</strong>r is the authority <strong>to</strong> accept the reports for the n<strong>on</strong><br />
gazetted staff, and the Secretary <strong>to</strong> the Government of <strong>Mizoram</strong> is the accepting<br />
authority for the gazetted officers.<br />
A CCOUNTABILITY:<br />
Every officer or staff is accountable for the works he or she performs and is<br />
bound <strong>to</strong> accept any c<strong>on</strong>sequences of negligence. Special programmes such as CSS<br />
projects are looked after by different officers as proposed in the Project proposals or<br />
as deemed proper by the Direc<strong>to</strong>r. These officers are accountable for the progress of<br />
the projects both in term of financial and physical progress. They are also accountable<br />
<strong>to</strong> the Audit for the expenditures incurred under the project.<br />

CHAPTER: 4<br />
NORMS FOR DISCHARGE OF FUNCTIONS.<br />
The Animal Husbandry and Veterinary Department has laid down several<br />
norms for the discharge of its duties. The main functi<strong>on</strong> of the Department is <strong>to</strong><br />
provide veterinary medical aids <strong>to</strong> the sick animals, preventi<strong>on</strong> of animal diseases,<br />
and the increase in animal product through scientific and improved method and the<br />
ethical treatment of these animals. In order <strong>to</strong> achieve this, norms for discharge of<br />
duties have been specified for all the posts under the Department.<br />
Following is a list of duties <strong>to</strong> be performed by the Officers and employees:<br />
OFFICERS:<br />
1.Direc<strong>to</strong>r:- The Direc<strong>to</strong>r is the head of department and is resp<strong>on</strong>sible for the over<br />
all activities of the Department.<br />
2.Joint Direc<strong>to</strong>rs:- They support the Direc<strong>to</strong>r in carrying out the implementati<strong>on</strong> of<br />

the Southern Z<strong>on</strong>e of <strong>Mizoram</strong>, Joint Direc<strong>to</strong>r (Bio-gas) is resp<strong>on</strong>sible for bio-gas<br />
development in the department, Joint Direc<strong>to</strong>r posted at Headquarters is resp<strong>on</strong>sible<br />
for the administrati<strong>on</strong> and pers<strong>on</strong>nel management.<br />
3.Deputy Direc<strong>to</strong>rs:- Deputy Direc<strong>to</strong>rs and equivalent posts at the Direc<strong>to</strong>rate hold<br />
different resp<strong>on</strong>sibilities and report <strong>to</strong> the Joint Direc<strong>to</strong>rs.The specific duties of the<br />
different posts at this level is as follows:-<br />
a) Deputy Direc<strong>to</strong>r- looks after pers<strong>on</strong>nel administrati<strong>on</strong>, establishment etc.<br />
b)Deputy Direc<strong>to</strong>r ( Epidemiology)-looks after epidemiological aspects of<br />
animal diseases,also resp<strong>on</strong>sible for implementati<strong>on</strong> of some Centrally<br />
sp<strong>on</strong>sored schemes.<br />
c)Disease Investigati<strong>on</strong> Officer-is resp<strong>on</strong>sible for investigati<strong>on</strong>, preventi<strong>on</strong> and<br />
c<strong>on</strong>trol of animal diseases(both Central and State Plan).<br />
d)Special Officer (Planning)-takes care of the planning and implementati<strong>on</strong> of<br />
projects (Central and State Plans).Resp<strong>on</strong>sible for budgeting works of the<br />
Department.<br />
e)Dairy Development Officer-is in charge of dairy development activities of<br />
the Department including implementati<strong>on</strong> of State and Central dairy projects.<br />
f)Physio-Chemist-is resp<strong>on</strong>sible for analysis of animal feeds, as well as feed<br />
and fodder development in the State.<br />
g)Rinderpest Eradicati<strong>on</strong> Officer-resp<strong>on</strong>sible for implementati<strong>on</strong> of the<br />
Nati<strong>on</strong>al Project <strong>on</strong> Rinderpest Eradicati<strong>on</strong> and other related diseases of<br />
nati<strong>on</strong>al/internati<strong>on</strong>al importance.<br />
h)Veterinary Informati<strong>on</strong> Officer-resp<strong>on</strong>sible for disseminati<strong>on</strong> of department<br />
activities, c<strong>on</strong>ducting meetings, trainings and resp<strong>on</strong>sible for public relati<strong>on</strong>s<br />
works of the department.<br />
i)General Managers-are in charge of the Animal Husbandry Farm complexes<br />
in <strong>Mizoram</strong>. The managers posted <strong>to</strong> look after the different secti<strong>on</strong> such as<br />
poultry, piggery etc, reports <strong>to</strong> the General Managers.<br />
j)Principal School of Vety Science and Animal Husbandry-is in charge of the<br />
said school which gives training in basic animal husbandry and veterinary<br />
science.<br />

4.Sub-Divisi<strong>on</strong>al AH & Vety Officers:- There are several equivalent posts in this<br />
level. The functi<strong>on</strong>c of the different posts is as follows:-<br />
a)Sub-divisi<strong>on</strong>al AH & Vety Officers-are resp<strong>on</strong>sible for the administrati<strong>on</strong> of<br />
department works under their jurisdicti<strong>on</strong>. They supervise the works of the<br />
Vety Assistant Surge<strong>on</strong>s and other subordinate staff in their establishments.<br />
b)Assistant General Manager.There is <strong>on</strong>ly <strong>on</strong>e post of AGM, who is in charge<br />
of the Animal Husbandry Farm at Mampui.<br />
c)Assistant Disease Investigati<strong>on</strong> Officer-supports the DIO in disease<br />
investigati<strong>on</strong> and other related matters including management of the Disease<br />
Investigati<strong>on</strong> Labora<strong>to</strong>ry.<br />
d)Assistant Dairy Development Officer-supports the Dairy Dev Officer in<br />
implementing the various dairy development schemes.<br />
e)Assistant Vety. Informati<strong>on</strong> Officer-supports the Vety Informati<strong>on</strong> Officer<br />
in all matters related <strong>to</strong> informati<strong>on</strong>, publicity and public relati<strong>on</strong>s of the<br />
Department.<br />
f)Key Village Officer-resp<strong>on</strong>sible for all department activities in c<strong>on</strong>necti<strong>on</strong><br />
with cattle development through the Key Village Scheme, also other related<br />
activities under State and Central sec<strong>to</strong>rs.<br />
g)Project Officers-There are two posts of Project Officers in the Department.<br />
The Project Officer (SLBP) is resp<strong>on</strong>sible for projects under the Special<br />
Lives<strong>to</strong>ck Breeding Project (SLBP), and other related activities both under<br />
State and Central sec<strong>to</strong>r. The Project Officer (Feed Mill) is resp<strong>on</strong>sible for<br />
management of the Department Feed Mill, including manufacture and<br />
distributi<strong>on</strong> of feeds <strong>to</strong> the different farms.<br />
h)Veterinary Surge<strong>on</strong>s-are resp<strong>on</strong>sible for the supervisi<strong>on</strong> of veterinary<br />
medical care at the State Veterinary Hospitals located in the District<br />
Headquarters. They supervise the works of the Vety Asst Surge<strong>on</strong>s and other<br />
subordinate staff in the Hospitals.<br />
5.Veterinary Assistant Surge<strong>on</strong>s:- There are several posts in the department<br />
equivalent <strong>to</strong> the VAS. The functi<strong>on</strong>s of the different posts are as follows:-<br />
a)Veterinary Assistant Surge<strong>on</strong>s-are resp<strong>on</strong>sible for the veterinary medical<br />
care at the State Vety Dispensaries including both curative and preventive<br />
activities.<br />
b)Extensi<strong>on</strong> Officers-are resp<strong>on</strong>sible for carrying out extensi<strong>on</strong> works am<strong>on</strong>g<br />
the farmers especially in the rural areas.<br />
c) Assistant Project Officer-is resp<strong>on</strong>sible for assisting senior officer in<br />
implementing the various projects and schemes both Central and State.<br />
d)Managers-Farm Managers are posted in various farms <strong>to</strong> look after secti<strong>on</strong>s<br />
such as Poultry, Cattle. Pig etc. They are resp<strong>on</strong>sible for the management of<br />
the farm including healt care of the animals.They report <strong>to</strong> the General<br />
Managers.<br />
e)Senior Technical Assistant-is resp<strong>on</strong>sible for assisting the disease<br />
investigati<strong>on</strong> works both in the field and in the labora<strong>to</strong>ry.<br />
6.Lives<strong>to</strong>ck Superintendents-Lives<strong>to</strong>ck Superintendents are appointed <strong>to</strong> supervise the<br />
field level activities in c<strong>on</strong>necti<strong>on</strong> with lives<strong>to</strong>ck development in different Districts.<br />
They report <strong>to</strong> the District Officers.<br />
7.Dairy Superintendent-is resp<strong>on</strong>sible for supervisi<strong>on</strong> of dairy development works in<br />
a District. They report <strong>to</strong> the District Officers.<br />

8.Officers from other services:- There are some officers from other services with<br />
specific duties, these are:-<br />
a)Finance and Accounts Officer-the FAO looks after the accounts of the<br />
Department including financial c<strong>on</strong>trol, budgeting and audit of accounts.<br />
b)Research Officer-The Research Officer from the Statistics and Ec<strong>on</strong>omic<br />
Service looks after the statistical works of the Department, including<br />
Lives<strong>to</strong>ck census and c<strong>on</strong>ducting Sample Surveys.<br />
c)Office Superintendent-is resp<strong>on</strong>sible for supervisi<strong>on</strong> of the clerical works of<br />
the Department.<br />
EMPLOYEES:<br />
1.Technical Field Staff:- There are several technical staff posted at the veterinary<br />
health centers and at the animal husbandry farms. Those posted at the health centers<br />
are resp<strong>on</strong>sible for carrying out animal health care activities such as treatment and<br />
vaccinati<strong>on</strong>. Those functi<strong>on</strong>ing under a veterinary surge<strong>on</strong> will functi<strong>on</strong> under his<br />
supervisi<strong>on</strong> and perform such task as may be directed. Those in the rural areas will<br />
perform all the animal health activities by himself. The field staff are also expected <strong>to</strong><br />
pay regular visit <strong>to</strong> the surrounding villages <strong>to</strong> render veterinary services as required.<br />
2.Ministerial and clerical staff:- These staff shall functi<strong>on</strong> under the supervisi<strong>on</strong><br />
of the c<strong>on</strong>trolling officer either at the Direc<strong>to</strong>rate, District, Sub-divisi<strong>on</strong>al or Farms.<br />
The nature of duty is mainly clerical and file works.<br />
3.Drivers,handymen and opera<strong>to</strong>rs, etc:- Drivers and handymen are resp<strong>on</strong>sible<br />
for driving and maintaining the vehicles assigned <strong>to</strong> them. Opera<strong>to</strong>rs such as Plant<br />
opera<strong>to</strong>rs, Power tiller opera<strong>to</strong>rs and electricians are resp<strong>on</strong>sible for the machines<br />
they have been assigned <strong>to</strong> look after.<br />
4.Grade IV Staff:- Grade IV staff posted at the offices functi<strong>on</strong> as pe<strong>on</strong>s,<br />
messengers and chowkidars. Those posted at the Farms and health centers functi<strong>on</strong> as<br />
animal attendants, and perform such duties as feeding and watering the animals,<br />
cleaning the animal houses etc.<br />
CHAPTER:5<br />
RULES,REGULATIONS,INSTRUCTIONS AND MANUALS.<br />
Rules, regulati<strong>on</strong>, instructi<strong>on</strong>s and manuals held by the Department is as follows:-<br />
1.The <strong>Mizoram</strong> Veterinary Council Rules,1991: This Rules is used for the registrati<strong>on</strong><br />
of veterinary practiti<strong>on</strong>ers under provisi<strong>on</strong> of the Indian Veterinary Council <strong>Act</strong>,1984.<br />
2.The Regulati<strong>on</strong> of Animal Movement C<strong>on</strong>trol <strong>Act</strong>, 2000: This <strong>Act</strong> al<strong>on</strong>g with the<br />

3.The Animal Husbandry and Veterinary Service Rules,2001:The Rules is enforced<br />
for the appointment and promoti<strong>on</strong> of the members of the <strong>Mizoram</strong> Animal<br />
Husbandry and Veterinary Services.<br />
4.<strong>Mizoram</strong> Animal Husbandry and Veterinary ( Grant-in-aid and subsidy <strong>to</strong> Animal<br />
Husbandry Farming and Veterinary Units ) Rules,1991.:The Rule is for providing<br />
financial assistance <strong>to</strong> veterinary units, cooperative societies and other bodies<br />
c<strong>on</strong>nected with animal husbandry and veterinary activities.<br />

CONSULTATION WITH OR REPRESENTATION BY THE PUBLIC FOR<br />
FORMULATION OF POLICIES.<br />
In the Animal Husbandry and Veterinary Department of <strong>Mizoram</strong>, all the<br />
Department planning and formulati<strong>on</strong> of the policies is d<strong>on</strong>e in house and no outside<br />
help is obtained from either individuals or C<strong>on</strong>sultancy firms in formulating the<br />
plans.However, the Government have c<strong>on</strong>stituted the C<strong>on</strong>sultative Committee headed<br />
by the Minister,Animal Husbandry and Veterinary Department, with members drawn<br />
from the State Legisla<strong>to</strong>rs and also includes the Secretary and Direc<strong>to</strong>r of the<br />
Department..<br />
CHAPTER:8<br />
BOARDS,COUNCILS AND COMMITTEE CONSTITUTED BY THE<br />
DEPARTMENT.<br />
The statement regarding Boards, Councils, and Committee c<strong>on</strong>stituted for the purpose<br />
of its advice and whether the meetings of those Bodies are open <strong>to</strong> public and whether<br />
the minutes of the meetings are made available <strong>to</strong> the public is as under:-<br />
1.The <strong>Mizoram</strong> State Veterinary Council have been c<strong>on</strong>stituted by the Government of<br />
<strong>Mizoram</strong> under provisi<strong>on</strong> of the Indian Veterinary Council <strong>Act</strong>.The purpose of of the<br />
Council is <strong>to</strong> registe Veterinary practiti<strong>on</strong>ers,<strong>to</strong> regulate Veterinary practices and <strong>to</strong><br />
formulate and m<strong>on</strong>i<strong>to</strong>r Veterinary educati<strong>on</strong> <strong>to</strong> meet the specified standard.<br />
2.Technical M<strong>on</strong>i<strong>to</strong>ring Committees have been set up <strong>to</strong> m<strong>on</strong>i<strong>to</strong>r the functi<strong>on</strong>ing of<br />
centrally sp<strong>on</strong>sored schemes such as Integrated Dairy Development Project,<br />

MONTHLY REMUNERATION OF OFFICERS AND EMPLOYEES.<br />
The M<strong>on</strong>thly remunerati<strong>on</strong> of all the officers and employees of the Animal Husbandry<br />
and Veterinary Department is given in Annexure-I, appended <strong>to</strong> this <str<strong>on</strong>g>Manual</str<strong>on</strong>g>.<br />
The informati<strong>on</strong> c<strong>on</strong>tains the pay scale and <strong>to</strong>tal emoluments of the staff.<br />
CHAPTER:10<br />
BUDGET ALLOCATION.<br />
The Budget allocati<strong>on</strong> for the Animal Husbandry and Veterinary Department is as<br />
follows:-<br />
The schedule of demands and appropriati<strong>on</strong> for the year <strong>2005</strong>-2006 is:<br />
a) Revenue=Rs1825.65 lakhs.<br />
b) Capital=Rs 11.00lakhs<br />
TOTAL=Rs 1836.65 lakhs.<br />

CHAPTER:11<br />
SUBSIDY PROGRAMMES .<br />
The Animal Husbandry and Veterinary Department offers some subsidies <strong>to</strong> the<br />
public, especially <strong>to</strong> the farmers. The manner of executi<strong>on</strong> of such programmes is as<br />
follows:-<br />
1.Bio-gas subsidy: Subsidy for erecti<strong>on</strong> of bio-gas plant is made available <strong>to</strong> the<br />
public <strong>on</strong> a 75:25 basis, 25% being beneficiary c<strong>on</strong>tributi<strong>on</strong>. The fund is made<br />
available from the Ministry of N<strong>on</strong> c<strong>on</strong>venti<strong>on</strong>al Energy Sources, Government of<br />
India. The beneficiaries area selected from the rural populati<strong>on</strong> and subsidy is given in<br />
the form of materials for the c<strong>on</strong>structi<strong>on</strong> of the bio-gas plants, and providing the<br />
necessary skilled manpower <strong>to</strong> perform the c<strong>on</strong>structi<strong>on</strong>.<br />
2.Dairy Cow subsidy: Dairy cow subsidy is made available <strong>to</strong> the farmers <strong>on</strong> a<br />
50% subsidy basis. The beneficiaries are selected from the rural populati<strong>on</strong> and<br />
subsidy is given in the form of cash. The animals are purchased under the supervisi<strong>on</strong><br />
of the Department officers c<strong>on</strong>cerned.<br />
The year-wise amount allotted under the different schemes al<strong>on</strong>g with the details of<br />
the beneficiary is available with the Department.<br />

CONCESSIONS,PERMITS OR AUTHORISATIONS.<br />
The Department does not issue any c<strong>on</strong>cessi<strong>on</strong>, permits or issue any authorizati<strong>on</strong> <strong>to</strong><br />
any pers<strong>on</strong> in c<strong>on</strong>necti<strong>on</strong> with the animal husbandry and veterinary activities.<br />
CHAPTER:14<br />
INFORMATION IN ELECTRONIC FORM.<br />
In respect of informati<strong>on</strong> available <strong>to</strong> or held by it ,reduced electr<strong>on</strong>ic form,the<br />
Department has launched a Departmental web site www.vetymizoram.gov.in.<br />
The site c<strong>on</strong>tains some basic informati<strong>on</strong> <strong>on</strong> the organizati<strong>on</strong> set up and functi<strong>on</strong> of<br />
the Department.<br />
CHAPTER:15<br />
FACILITIES FOR OBTAINING INFORMATION BY THE PUBLIC.<br />
The Department publishes a Quarterly Magazine for the farming community, and<br />
regularly issues advertisements, brochures and leaflets c<strong>on</strong>cerning animal health,<br />
public health and improved animal husbandry practices for the public at large.<br />
Regular talks are broadcasted in the State run media as well as private local cable<br />
channels.<br />
The Department does not run reading rooms or Libraries for the public.<br />
