Instrumentalities
This rapid action revision, dated 28 March 2010--
o Adds Cape Henry Inn and Beach Club to listing of centrally administered
Department of the Army nonappropriated fund instrumentalities (table 3-1).
o Changes title of Child and Youth Services to Child, Youth, and School Services
(fig 3-1 and para 8-15).
o Changes Better Opportunities for Single Soldiers to Category A (fig 3-1).
o Provides a detailed description of the Better Opportunities for Single
Soldiers Program (para 8-11).
o Clarifies use of fitness extension services by civilians (para 8-20c).
o Clarifies policy on water-based programs (para 8-25t).
o Clarifies safety requirements for swimming pools (para 8-28c(3)(b) and 8-
28d(8)(a)).
o Recognizes the provisions of the Virginia Graeme Baker Pool and Spa Safety Act
as it applies to swimming pools (para 8-28f).
o Revises appendix B to recognize the Executive Committee and the Capital
Investment Review Board of the Soldier and Family Readiness Board of
Directors (app B).
o Implements new construction funding policy from Office of the Under Secretary
of Defense memorandum, dated 4 December 2007 (app D and app E).
o Includes references to DFAS-IN 37-1 (throughout).
o Deletes references to the Morale, Welfare, and Recreation Board of Directors
(throughout).
o Makes administrative changes (throughout).
