Wet, cool, dirty and greasy:<br />

sounds like fun<br />

Crews from Onehunga, Mt Roskill and<br />

Remuera met recently at Devonport<br />

Naval Base training establishment for<br />

a “Hot and Cold” training and team-<br />

building day.<br />

Damage <strong>control</strong> on a full scale moving mock-up ship<br />

provided <strong>the</strong> cold and wet side <strong>of</strong> it and ship fire<br />

fighting followed in <strong>the</strong> static mock-up.<br />

Tunnel vision<br />

Wellington firefighters saw a bit <strong>of</strong> light and<br />

a lot <strong>of</strong> tunnel as part <strong>of</strong> a training exercise<br />

in June.<br />

The exercise simulated a fire in Mt Victoria<br />

Tunnel, <strong>the</strong> 75-year-old link between <strong>the</strong><br />

city and <strong>the</strong> eastern suburbs.<br />

<strong>Fire</strong>fighters poured smoke into <strong>the</strong> tunnel to<br />

test <strong>the</strong> fire detection systems.<br />

While <strong>the</strong>se worked, firefighters found <strong>the</strong><br />

communication systems struggled in <strong>the</strong><br />

concrete depths <strong>of</strong> <strong>the</strong> tunnel.<br />

Mt Victoria Tunnel carries <strong>the</strong> bulk <strong>of</strong><br />

airport to city traffic and, with only one lane<br />

each way, is susceptible to logistical<br />

headaches in <strong>the</strong> event <strong>of</strong> an emergency.<br />

Training<br />

One scene was wet and cool and <strong>the</strong> o<strong>the</strong>r was greasy,<br />

dirty and warm.<br />

Both flammable liquid and solid fuel type fires formed <strong>the</strong><br />

scenarios that met crews entering <strong>the</strong> hot fire section.<br />

This after working under vastly different conditions in<br />

<strong>the</strong> team building “damage <strong>control</strong>” side <strong>of</strong> <strong>the</strong> day.<br />

The moving mock-up simulated a sinking, shrapneldamaged<br />

ship. Nobody seemed to complain though:<br />

ra<strong>the</strong>r <strong>the</strong> reverse. We came away with <strong>the</strong> same number<br />

<strong>of</strong> staff as arrived and that is always an advantage.<br />

Trucks<br />

The south pumped up<br />

about new tenders<br />

Four new trucks were delivered to South Island brigades in July.<br />

National rural fire <strong>of</strong>ficer Murray Dudfield<br />

presented Queenstown & Lakes District with<br />

a new 4WD Isuzu pump to replace <strong>the</strong>ir<br />

venerable Land Rover.<br />

Local mayor Clive Geddes was on hand to<br />

receive <strong>the</strong> truck, which, while carrying about<br />

2,500 litres <strong>of</strong> water, is designed to be a quick<br />

and nimble first response in bush fires.<br />

The truck is one <strong>of</strong> six that are being delivered<br />

around <strong>the</strong> country in 2006.<br />

Meanwhile, on <strong>the</strong> Canterbury plains, three<br />

<strong>Fire</strong> <strong>Service</strong> trucks went into service within days<br />

<strong>of</strong> each o<strong>the</strong>r.<br />

Christchurch received its Type 5 mid-month,<br />

and crew training is now underway.<br />

Rangiora Volunteer <strong>Fire</strong> Brigade welcomed its<br />

new Type 2, which was delivered on July 15.<br />

CFO Ross Ditmer had taken a sly peek at <strong>the</strong><br />

truck mid-way through its construction. On a<br />

visit to SPEL in Trentham with <strong>the</strong> UFBA in<br />

May he even got behind <strong>the</strong> wheel, but will<br />

be even happier to sit in <strong>the</strong> cab now that it<br />

actually goes.<br />

Timaru was also in truck heaven with a Type 4<br />

truck replacing its aging aerial.<br />

The Scania 17-metre aerial was delivered on<br />

July 18 after much anticipation in <strong>the</strong> South<br />

Canterbury town.<br />

Cruise <strong>control</strong><br />

Hawke’s Bay firefighters trial a <strong>road</strong> safety programme in a bid to take back <strong>the</strong> streets.<br />

<strong>Fire</strong> safety is part <strong>of</strong> day-to-day work in <strong>the</strong> <strong>Fire</strong> <strong>Service</strong><br />

<strong>the</strong>se days, but with 3,829 calls in <strong>the</strong> 2004/05 year to car<br />

accidents, it makes sense for <strong>the</strong> <strong>Fire</strong> <strong>Service</strong> to be involved<br />

at <strong>the</strong> prevention end <strong>of</strong> MVAs, as well as <strong>the</strong> messy end.<br />

This month, Hawke’s Bay will begin a twelve-month trial<br />

<strong>of</strong> <strong>the</strong> Take Control programme – where firefighters talk<br />

to teenagers about making <strong>the</strong> right choices when behind<br />

<strong>the</strong> wheel.<br />

Hastings acting DCFO Colin Littlewood says <strong>the</strong><br />

programme picks up where earlier efforts by Bay brigades<br />

left <strong>of</strong>f with a programme called FASADD.<br />

“FASADD ran in <strong>the</strong> mid-90s and was developed by <strong>the</strong><br />

<strong>Fire</strong> <strong>Service</strong> with Students Against Drink Driving.<br />

“Then, <strong>the</strong> focus was on drink driving, but looking at<br />

stats now, alcohol is less involved and it’s more about<br />

idiotic driving.”<br />

That’s where Take Control hopes to have an<br />

edge, says Colin.<br />

“We’re not lecturing to students. We present<br />

<strong>the</strong> facts you make <strong>the</strong> choice, you take<br />

<strong>control</strong>.”<br />

The main focus <strong>of</strong> <strong>the</strong> package is a graphically<br />

real crash video, made with local drama<br />

students.<br />

The rescue was so believable that during filming<br />

a resident living near <strong>the</strong> ‘accident’ scene came<br />

out to berate <strong>the</strong> camera crew for getting so<br />

close to <strong>the</strong> action.

Colin says <strong>the</strong> plan is to train three or four firefighters<br />

to deliver <strong>the</strong> programme, which is being produced in<br />

conjunction with ACC.<br />

As for whe<strong>the</strong>r <strong>the</strong> <strong>Fire</strong> <strong>Service</strong> is joining an overcrowded<br />

market in delivering <strong>road</strong> safety advice, Colin doesn’t<br />

think so.<br />

“The police already run a programme and we didn’t want<br />

to cut across <strong>the</strong>ir bows, but <strong>the</strong>ir programme focuses on<br />

an older age group <strong>of</strong> people who’ve already come to <strong>the</strong><br />

attention <strong>of</strong> police.<br />

“Also, our standing in <strong>the</strong> community gives us a distinct<br />

advantage.”<br />

Now <strong>the</strong> Hawke’s Bay crews have a year to show that<br />

that advantage can lead to better results on <strong>the</strong> <strong>road</strong>.<br />

Flying <strong>the</strong> flag<br />

As one Hawke’s Bay trial gets underway,<br />

ano<strong>the</strong>r is being rolled out nationally.<br />

Hastings and Waitakere fire brigades have been trialling a<br />

collaboration with youth development scheme Project K<br />

since August 2005.<br />

Under <strong>the</strong> trial, Project K 14 and 15 year olds get<br />

to do <strong>the</strong> community challenge<br />

aspect <strong>of</strong> <strong>the</strong> course with <strong>the</strong> <strong>Fire</strong><br />

<strong>Service</strong>, which means getting<br />

stuck in with hoses, extinguishers<br />

and – in a neat tie-in with Take<br />

Control – being shown <strong>the</strong> reality<br />

<strong>of</strong> car accidents.<br />

Now both sides will sign a<br />

memorandum <strong>of</strong> understanding to<br />

roll <strong>the</strong> concept out nationwide.<br />

As part <strong>of</strong> <strong>the</strong> launch <strong>of</strong> <strong>the</strong><br />

expanded joint venture, Hawke’s<br />

Bay Project K kids will be among<br />

<strong>the</strong> first to see <strong>the</strong> Take Control<br />

video.<br />

A crash course in land transport<br />

The 2006 Institute <strong>of</strong> <strong>Fire</strong> Engineers (IFE) conference is on September 13 – 15.<br />

This year <strong>the</strong> <strong>the</strong>me is land transport emergencies<br />

(<strong>road</strong> and rail) and it will be held at Jade Stadium (aka<br />

Lancaster Park).<br />

There has been lots <strong>of</strong> interest from overseas and from all<br />

around <strong>New</strong> <strong>Zealand</strong>. IFE international president Bill<br />

Cox will be making a special trip to <strong>New</strong> <strong>Zealand</strong> to<br />

attend <strong>the</strong> conference.<br />

The conference isn’t just for IFE members. Local councils,<br />

transportation engineers, and emergency managers are<br />

registering too.<br />

The keynote speakers at this year’s conference are<br />

John Conklin, an emergency manager with <strong>the</strong> City <strong>of</strong><br />

Miami who has an ever-increasing experience with<br />

hurricane evacuations in Florida as well as being<br />

involved in USAR as a hazardous materials specialist.<br />

He was a USAR planning manager with <strong>the</strong> Pennsylvania<br />

Task Force 1 during <strong>the</strong> <strong>New</strong> York September 11, 2001<br />

response and is now a planning manager for <strong>the</strong> Florida<br />

Task Force 2.<br />

The o<strong>the</strong>r keynote speaker is Peter Holland, <strong>the</strong> chief<br />

fire <strong>of</strong>ficer <strong>of</strong> <strong>the</strong> Lancashire <strong>Fire</strong> & Rescue <strong>Service</strong>.<br />

Peter is going to talk at <strong>the</strong> conference on coordination<br />

issues that occurred in <strong>the</strong> Buncefield Oil Storage Depot<br />

<strong>Fire</strong> last December.<br />

The shock from <strong>the</strong> explosion was felt as far away as<br />

London and <strong>the</strong> event has been described as <strong>the</strong> largest<br />

peacetime fire in Europe.<br />

Peter is also going to relate some <strong>of</strong> <strong>the</strong> difficulties that<br />

were experienced in providing “regular” emergency<br />

services during <strong>the</strong> London Underground bombings.<br />

Conference organisers are making sure that <strong>the</strong>re is plenty<br />

<strong>of</strong> opportunity for people from different industries to<br />

network during <strong>the</strong> conference and <strong>the</strong>re are sessions to<br />

suit everyone.


“No butter”<br />

to stop Coasters<br />

being toast<br />

A former firefighter is waging a one-man war<br />

against drink driving in Ngati Porou country.<br />

Dean Kaiwai <strong>of</strong> Tolaga Bay brings a tarpaulin with him<br />

to his talks on drink driving at East Coast schools.<br />

The former CFO says it is a most effective prop when he<br />

explains its significance.<br />

“I tell <strong>the</strong>m it’s what we use to cover <strong>the</strong> bodies up. Noone<br />

wants to make jokes after that.”<br />

The East Coast has one <strong>of</strong> <strong>the</strong> most unenviable rates <strong>of</strong><br />

fatality from drink driving in <strong>New</strong> <strong>Zealand</strong>, an issue<br />

highlighted by <strong>the</strong> deaths <strong>of</strong> six people in a single car<br />

accident south <strong>of</strong> Ruatoria in May last year (above).<br />

Following a hui to discuss <strong>the</strong> problem in June, Dean<br />

started his mission to tell it straight to local high<br />

school kids.<br />

“I don’t butter it up for <strong>the</strong>m, or put on jam or bread –<br />

that’s s<strong>of</strong>t advertising.<br />

In addition to <strong>the</strong> keynote speakers <strong>the</strong>re are going to be<br />

speakers from around <strong>New</strong> <strong>Zealand</strong>, workshops and field<br />

trips not to mention <strong>the</strong> conference dinner in <strong>the</strong> Players<br />

Tunnel at Jade Stadium (this will go ahead regardless <strong>of</strong><br />

choking fog).<br />

For those who are interested in learning more about <strong>the</strong><br />

IFE or are intending to sit IFE exams you won’t want to<br />

miss <strong>the</strong> IFE membership and exam workshop. Local<br />

group and branch council members will be at <strong>the</strong><br />

workshop to answer questions and help explain <strong>the</strong><br />

membership and exam registration forms.<br />

Bill Cox will provide an international and organisational<br />

head <strong>of</strong>fice perspective <strong>of</strong> what happens once <strong>the</strong><br />

paperwork leaves <strong>New</strong> <strong>Zealand</strong>.<br />

“If <strong>the</strong>y’re old enough to drink and drive, <strong>the</strong>y’re old<br />

enough to hear what can happen.”<br />

The reality, says Dean, is that everyone on <strong>the</strong> East Coast<br />

with access to a cheap car has access to alcohol as well.<br />

Local schools agree, with four in <strong>the</strong> area on a waiting list<br />

to get a visit from him.<br />

It hasn’t been easy for Dean, reliving some <strong>of</strong> <strong>the</strong> crashes<br />

he attended in <strong>the</strong> past.<br />

“I have a room where I lock those memories [<strong>of</strong> horrific<br />

crashes]. Talking to <strong>the</strong>se kids meant opening <strong>the</strong> door to<br />

that room.<br />

“In some ways, that’s why I’m doing it, to help us<br />

[firefighters]. That’s less memories to push into that room.”<br />

One was dead and four <strong>of</strong> his friends<br />

were in hospital after this Honda Integra left<br />

<strong>the</strong> <strong>road</strong> at Awatoto near Napier in early July.<br />

Fatal attraction continues<br />

Thankfully this accident didn’t result in anyone<br />

seeing <strong>the</strong> big shining light, but West Auckland<br />

firefighters were called on to be heaven-sent help<br />

after a bizarre crash on <strong>the</strong> North-Western<br />

Motorway.<br />

The rescue tender was responding to an emergency<br />

when this Subaru drove right under <strong>the</strong> back <strong>of</strong> it.<br />

Stunned firefighters got to work straight away dealing<br />

with <strong>the</strong> trapped occupants, who had to wait until<br />

<strong>the</strong> car could be winched out before <strong>the</strong>y could be<br />

rescued.<br />

Henderson CFO Bill Ellis could barely contain his<br />

disbelief at <strong>the</strong> accident when interviewed by media<br />

immediately afterwards, describing <strong>the</strong> truck as “lit<br />

up like a Christmas tree when it was hit”.<br />

All <strong>the</strong> occupants <strong>of</strong> <strong>the</strong> car were male<br />

and aged between 19 and 22.<br />

The fatality continues Hawkes Bay’s<br />

shocking trend for wrapping <strong>the</strong>ir<br />

young people around trees.<br />

In 2005 <strong>the</strong> Hawke’s Bay East Coast<br />

area had <strong>the</strong> third worst rate <strong>of</strong> fatal<br />

accidents per head <strong>of</strong> population<br />

anywhere in <strong>the</strong> country.<br />

Twenty-two people were killed on<br />

<strong>the</strong> region’s <strong>road</strong> last year, or more<br />

than 11 deaths for every 100,000<br />

residents.<br />

Only Waikato, with 17.4 deaths<br />

for every 100,000 people, and<br />

<strong>the</strong> West Coast, with 5 deaths<br />

among <strong>the</strong>ir 30,500 residents,<br />

fared worse.<br />

It’s hard to imagine a more unpleasant job than this<br />

one: sloshing around in a freezing cold Invercargill<br />

ditch cutting someone from a car that is only being<br />

prevented from toppling over by a wire.<br />

Elsewhere in Invercargill this boy is<br />

unlikely to turn out an environmentalist<br />

after <strong>the</strong> car he was a passenger in turned<br />

tree-hugger, with traumatic results.<br />

Roads, schools, bridges, shops, churches<br />

– you name it, it had to put up <strong>the</strong><br />

gates during days <strong>of</strong> severe wea<strong>the</strong>r in<br />

<strong>the</strong> North Island in June and July.<br />

On <strong>the</strong> central plateau snow and ice caused <strong>the</strong>ir<br />

perennial chaos, accounting for an Auckland to<br />

Wellington bus which narrowly avoided slipping<br />

down a bank.<br />

Local firefighters were on hand, evacuating passengers<br />

and stabilising <strong>the</strong> perilously leaning bus.<br />

The stabilisation involved chaining <strong>the</strong> bus to no less<br />

than three trucks – including two fire appliances.<br />

The bus stayed where it was for two days until a<br />

crane could be brought in to pull it out.<br />

The <strong>road</strong>s were open when <strong>the</strong> bus came to grief on<br />

June 22, but <strong>the</strong> next day <strong>the</strong> middle <strong>of</strong> <strong>the</strong> north<br />

was on lock-down with <strong>road</strong>s around Taihape,<br />

Waiouru, Rangipo Opotiki, Matawai, Taumaranui,<br />

Raetihi, Wanganui, Taupo, Eskdale, National Park<br />

and Ohakune all cut in one direction or – in some<br />

cases – both.<br />

The rain, <strong>the</strong> rain<br />

Wairarapa and parts <strong>of</strong> Wanganui<br />

and Taranaki copped <strong>the</strong> worst<br />

damage, but as anyone who lives in<br />

<strong>the</strong> Hutt Valley but works in<br />

Wellington will tell you, <strong>the</strong> capital<br />

took a lashing too.<br />

Just as parts <strong>of</strong> <strong>the</strong> North recovered from snow dumps, <strong>the</strong>y had torrential rain to contend with.<br />

<strong>the</strong>se images <strong>of</strong> <strong>the</strong> sodden Wairarapa,<br />

where sewerage was backed up in<br />

several towns and <strong>the</strong> wine-growing<br />

haven <strong>of</strong> Martinborough was cut <strong>of</strong>f<br />

completely for a time.<br />

A combination <strong>of</strong> steep slopes and<br />

badly-draining soil made life a<br />

misery in parts <strong>of</strong> <strong>the</strong> Hutt Valley.<br />

SH2 was repeatedly blocked by a<br />

slip until local firefighters used<br />

high-pressure hoses to strip <strong>the</strong><br />

<strong>of</strong>fending bank back to rock.<br />

In Eastbourne, 25 people were<br />

evacuated after a house slipped<br />

3 metres <strong>of</strong>f its foundations in<br />

heavy rain.<br />

Some had to spend <strong>the</strong> night at <strong>the</strong><br />

near-by fire station.<br />

with <strong>the</strong> new” when <strong>the</strong> state-<strong>of</strong>-<strong>the</strong>-art<br />

National Training Centre was <strong>of</strong>ficially<br />

opened in Rotorua in July.<br />

Bazely were on hand to perform <strong>the</strong> honours in front<br />

<strong>of</strong> hundreds <strong>of</strong> <strong>Fire</strong> <strong>Service</strong> personnel, <strong>the</strong>ir families<br />

and news media.<br />

Mr Barker said it was appropriate that <strong>the</strong> centre was<br />

among <strong>the</strong> world’s best as it reflected <strong>the</strong> <strong>Fire</strong> <strong>Service</strong>’s<br />

desire to produce <strong>the</strong> best firefighters.<br />

“This is not just a significant investment <strong>of</strong> money, but<br />

also an investment <strong>of</strong> knowledge and experience to be<br />

passed on to future firefighters.”<br />

He said <strong>the</strong> centre’s use by both career and volunteer<br />

firefighters recognised <strong>the</strong> unique partnership between<br />

<strong>the</strong> two arms <strong>of</strong> <strong>the</strong> <strong>Fire</strong> <strong>Service</strong>’s operational response.<br />

<strong>of</strong> trainers and administrative assistants moved from<br />

<strong>the</strong> old training centre in March.


The new facility has modern features for<br />

operational training, such as a fullyfunctioning<br />

mock station and a specialised<br />

compartment fire training building – where<br />

firefighters can experience fire behaviour<br />

in an enclosed space first-hand.<br />

Environmental features include selfcontained<br />

firefighting water, which is<br />

treated and reused so as not to be released<br />

into Rotorua’s waterways, and an oxidising<br />

tower to burn smoke from <strong>the</strong> compartment<br />

fire building.<br />

As well as <strong>of</strong>ficially opening <strong>the</strong> centre,<br />

Mr Barker oversaw <strong>the</strong> graduation <strong>of</strong> <strong>the</strong><br />

first recruit course to use <strong>the</strong> facility.<br />

Despite miserable wea<strong>the</strong>r <strong>the</strong> recruits from<br />

NPB 8610 went through <strong>the</strong>ir drills – and a<br />

spectacular finishing haka – with gusto.<br />

At <strong>the</strong> conclusion <strong>of</strong> <strong>the</strong>ir graduation <strong>the</strong>y<br />

presented <strong>the</strong> centre with a carving <strong>of</strong><br />

Mahuika, a woman <strong>of</strong> Maori legend whose<br />

fingernails were made <strong>of</strong> fire.<br />

Johnny on <strong>the</strong> spot<br />

Raetihi chief fire <strong>of</strong>ficer John Compton proved<br />

that a volunteer firefighter is never <strong>of</strong>f duty<br />

when he and ano<strong>the</strong>r person rescued two<br />

occupants <strong>of</strong> a burning house in June.<br />

John was on his way to work when he saw smoke coming<br />

from a house that “looked like more than chimney<br />

smoke, so I drove closer and saw smoke billowing from<br />

<strong>the</strong> windows”.<br />

John immediately went to assess <strong>the</strong> situation, and was<br />

joined by a neighbour. On entering <strong>the</strong> house he saw<br />

smoke down to chest level and began a frantic search<br />

for <strong>the</strong> occupants.<br />

John led a woman and child out <strong>of</strong> <strong>the</strong> smoke-filled<br />

house <strong>the</strong>n called 111 and waited for his fellow volunteer<br />

firefighters to arrive.<br />

“I just had to stand back and watch <strong>the</strong> fire grow. I tried<br />

to open up <strong>the</strong> fire hydrant cover with a screwdriver but<br />

it was frozen”.<br />

The home show<br />

must go on<br />

Being winter, <strong>the</strong> display emphasised <strong>the</strong> “heater metre rule”.<br />

This was achieved by a mock-up <strong>of</strong> a burnt room with a<br />

chair, bookcase and a heater too close to a wood basket.<br />

The stand was manned by <strong>the</strong> duty crew with an <strong>of</strong>f duty<br />

firefighter present in case <strong>the</strong> crew had to leave for a call.<br />

Assistance was also provided by FSOs Sue Trafford and<br />

Joy Johnstone on <strong>the</strong> Saturday.<br />

In addition to giving advice and talking to some <strong>of</strong> <strong>the</strong><br />

estimated 20,000 visitors, firefighters received a considerable<br />

number <strong>of</strong> requests for home visits for advice on smoke alarms<br />

and home safety.<br />

<strong>Fire</strong>fighters encouraged people to take part in a survey <strong>of</strong> fire<br />

safety knowledge which saw <strong>the</strong>m enter <strong>the</strong> draw to win home<br />

safety products. SFF Mark Cummings arranged children’s spot<strong>the</strong>-hazards<br />

and colouring competitions.<br />

Still dressed in his work clo<strong>the</strong>s,<br />

John <strong>the</strong>n took <strong>control</strong> <strong>of</strong> <strong>the</strong> incident when <strong>the</strong><br />

remainder <strong>of</strong> <strong>the</strong> brigade arrived.<br />

With <strong>the</strong> fire out, he carried on to work, somewhat late<br />

and smelling <strong>of</strong> smoke.<br />

Birthday honours<br />

Six firefighters and fire police <strong>of</strong>ficers were recognised<br />

in <strong>the</strong> 2006 Queen’s Birthday Honours.<br />

Roderick Collin (Ric) Carlyon,<br />

Member <strong>of</strong> <strong>the</strong> <strong>New</strong> <strong>Zealand</strong> Order <strong>of</strong> Merit<br />

A member <strong>of</strong> Auckland’s <strong>Fire</strong> Police Unit for more than<br />

25 years – and one <strong>of</strong> two members to be honoured in<br />

this list – Ric has been mainly recognised for his work in<br />

<strong>New</strong> <strong>Zealand</strong> b<strong>road</strong>casting as a journalist and editor for<br />

more than 40 years.<br />

He has been responsible for many milestones in television,<br />

including starting Maori-language news programme<br />

Te Karere. He was also <strong>the</strong> founding editor <strong>of</strong> <strong>the</strong> <strong>Fire</strong><br />

Police Gazette.<br />

Since 1992, Ric has been a Justice <strong>of</strong> <strong>the</strong> Peace.<br />

James Leonard Anderson,<br />

Queen’s <strong>Service</strong> Medal (QSM)<br />

Jim Anderson served as a member <strong>of</strong> <strong>the</strong> Te Kuiti Volunteer<br />

<strong>Fire</strong> Brigade for 32 years until 2005.<br />

He was chief fire <strong>of</strong>ficer for 16 years until 2003, when he<br />

stepped down from <strong>the</strong> position to mentor and coach a<br />

younger appointee. He also supported <strong>the</strong> neighbouring<br />

Benneydale <strong>Fire</strong> Brigade and was acting chief fire <strong>of</strong>ficer<br />

for five years until 2005.<br />

Under his watch, Te Kuiti was awarded <strong>the</strong> inaugural<br />

FRSITO Excellence in Training Award in 2001 and saw<br />

at least one smoke alarm fitted in almost every house<br />

within <strong>the</strong> district.<br />

Jim currently serves as a member <strong>of</strong> <strong>the</strong> Bay/Waikato <strong>Fire</strong><br />

Region’s Critical Incident Stress Management Team.<br />

Ivor Moir Reid, QSM<br />

Ivor was chief fire <strong>of</strong>ficer <strong>of</strong> <strong>the</strong> Masterton <strong>Fire</strong> Brigade<br />

for 10 years, assistant fire commander <strong>of</strong> <strong>the</strong> Dunedin<br />

<strong>Fire</strong> Brigade for four years until 1995 and member <strong>of</strong> <strong>the</strong><br />

Auckland and Hamilton Brigades.<br />

In all he served 37 years with <strong>the</strong> <strong>Fire</strong> <strong>Service</strong> including<br />

being an enthusiastic member <strong>of</strong> <strong>the</strong> <strong>Fire</strong> <strong>Service</strong><br />

Examination Board for 12 years.<br />

He told <strong>Fire</strong> & Rescue on his retirement that “<strong>the</strong> list <strong>of</strong><br />

things to do just became too big”.<br />

He recognised <strong>the</strong> need to work with <strong>the</strong> community and<br />

<strong>the</strong> Masterton brigade supported <strong>the</strong> Masterton Food<br />

Bank for many years.<br />

Ivor Reid, QSM.<br />

John Joseph Thomas Sheahan, QSM<br />

Awards<br />

John has been a volunteer with <strong>the</strong> <strong>Fire</strong> <strong>Service</strong> in<br />

Silverstream, Upper Hutt and Wainuiomata for more<br />

than 50 years, and has achieved a 98 percent attendance<br />

record.<br />

He has been a member <strong>of</strong> <strong>the</strong> <strong>New</strong> <strong>Zealand</strong> <strong>Fire</strong> Brigades’<br />

Institute for more than 40 years, elected an honorary<br />

member in 1982.<br />

He maintains <strong>the</strong> vintage fire engine for <strong>the</strong> Wainuiomata<br />

Brigade and has been secretary/treasurer for many years.<br />

James Michael Smith, QSM<br />

Mr Smith has been a member <strong>of</strong> <strong>the</strong> Auckland <strong>Fire</strong> Police<br />

for 32 years and has been chief fire <strong>of</strong>ficer for 10 years.<br />

He has managed a number <strong>of</strong> projects, including <strong>the</strong><br />

establishment <strong>of</strong> <strong>the</strong> <strong>Fire</strong> Police radio network, <strong>the</strong> <strong>Fire</strong><br />

Police callout system, building an operational support<br />

trailer and <strong>the</strong> instigator and driving force behind <strong>the</strong><br />

implementation <strong>of</strong> standards and procedures for <strong>the</strong> unit.<br />

He was awarded a Certificate <strong>of</strong> Appreciation by <strong>the</strong><br />

North Shore, Waitakere and Rodney District Commander,<br />

<strong>New</strong> <strong>Zealand</strong> Police in 2005.<br />

Gary David Weaver, QSM<br />

Mr Weaver has served <strong>the</strong> <strong>New</strong> <strong>Zealand</strong> <strong>Fire</strong> <strong>Service</strong> as a<br />

volunteer in Takapau and Waipukurau for more than 40<br />

years and has been chief fire <strong>of</strong>ficer <strong>of</strong> <strong>the</strong> Waipukurau<br />

Brigade since 1987.<br />

He is a member <strong>of</strong> <strong>the</strong> Eastern <strong>Fire</strong> Region Regional<br />

Operating Committee and <strong>the</strong> Eastern <strong>Fire</strong> Region Health<br />

& Safety Functional Group.<br />

His deputy chief Owen Spotswood was also awarded <strong>the</strong><br />

QSM in <strong>the</strong> 2006 <strong>New</strong> Year’s honours list.<br />

Alexander (Peter) Tinnock<br />

20/3/1928 – 19/5/2006<br />

The Gore Volunteer <strong>Fire</strong> Brigade was saddened by <strong>the</strong><br />

death <strong>of</strong> ex-Senior <strong>Fire</strong>fighter Alexander (Peter) Tinnock<br />

on May 19.<br />

Peter was born on March 20, 1928 and joined <strong>the</strong> brigade<br />

on June 11, 1957. A bricklayer by trade, Peter was always<br />

available and totally committed to <strong>the</strong> brigade for <strong>the</strong><br />

next 36 years, only retiring because he reached 65 years<br />

<strong>of</strong> age and <strong>Fire</strong> <strong>Service</strong> policy would not allow him to<br />

continue on.<br />

He was awarded his gold star in 1982 and made a life<br />

member <strong>of</strong> <strong>the</strong> brigade at that time.<br />

Peter was strong on discipline and did everything in a<br />

pr<strong>of</strong>essional manner. He was respected by all who came<br />

into contact with him and was always willing to pass<br />

on his knowledge and experience to younger members.<br />

The brigade was fortunate to have a person <strong>of</strong> his calibre<br />

as a guiding hand and many members were better <strong>of</strong>f for<br />

having known him.<br />

After retiring from operational service, Peter was still<br />

closely involved with <strong>the</strong> brigade socially and was <strong>of</strong>ten<br />

around <strong>the</strong> station doing odd jobs here and <strong>the</strong>re. He<br />

enjoyed using <strong>the</strong> facilities and had many happy times<br />

socialising and playing snooker. Latterly he spent time<br />

maintaining and tinkering with <strong>the</strong> 1932 Merrywea<strong>the</strong>r<br />

appliance that was used by <strong>the</strong> brigade up until 1968.<br />

He had good understanding <strong>of</strong> <strong>the</strong> appliance and was<br />

always willing to display its capabilities when <strong>the</strong><br />

opportunity arose. This machine was close to his heart as<br />

it was still in use during his early brigade years.<br />

A service to remember Peter’s life was held at a local<br />

funeral home on May 23, after which he took his last<br />

ride on <strong>the</strong> Merrywea<strong>the</strong>r back to <strong>the</strong> fire station. He was<br />

<strong>the</strong>n placed in <strong>the</strong> hearse and as he made his final<br />

departure from <strong>the</strong> fire station, <strong>the</strong> town sirens were<br />

sounded to farewell him. Peter was cremated.<br />

The brigade extends its condolences to Peter’s family.<br />

John David “Bubble” Carter<br />

20/12/1941 – 5/3/2006<br />

The North Otago community <strong>of</strong> Palmerston was<br />

saddened by <strong>the</strong> death <strong>of</strong> volunteer firefighter John Carter<br />

in March.<br />

John was a dedicated and long serving member <strong>of</strong> <strong>the</strong><br />

Palmerston Brigade, joining in 1975 and serving as a<br />

senior firefighter and fire safety <strong>of</strong>ficer.<br />

Better known by <strong>the</strong> nickname “Bubble”, John and his<br />

wife Lesley were always popular at brigade social<br />

functions with <strong>the</strong>ir famous fish fryer.<br />

As a tribute to John, Oamaru loaned its 1952 V8 Ford<br />

which carried his casket from <strong>the</strong> service after a guard <strong>of</strong><br />

honour from firefighters around <strong>the</strong> district.<br />

Wise councils – sprinkler<br />

ideas part 2<br />

Territorial authorities around <strong>New</strong> <strong>Zealand</strong><br />

are taking <strong>the</strong> home sprinkler ball and<br />

running with it – for miles.<br />

South Taranaki District Council has agreed to a 50<br />

percent discount on building consent fees for new houses<br />

with sprinklers installed.<br />

Consent fees can run into <strong>the</strong> thousands <strong>of</strong> dollars,<br />

meaning residents <strong>of</strong> Hawera and <strong>the</strong> surrounding<br />

district could potentially get <strong>the</strong>ir home sprinklers for<br />

next to no cost.<br />

If this looks like an unlikely group to be posing in front <strong>of</strong><br />

a fire truck, what with <strong>the</strong> mix <strong>of</strong> grey heads and teenagers,<br />

men and women, that’s because it is – <strong>the</strong>y’re <strong>the</strong> Burn<br />

Support Group Charitable Trust.<br />

The group, whose common thread<br />

is that <strong>the</strong>y all have had experience<br />

<strong>of</strong> burn injury in some way, ga<strong>the</strong>red<br />

at Papatoetoe Station in Auckland<br />

in May.<br />

The group has two b<strong>road</strong> aims: peer<br />

support and prevention.<br />

They recently produced and delivered<br />

<strong>the</strong> “Burnwise” educational burn<br />

prevention kit to schools around<br />

<strong>New</strong> <strong>Zealand</strong>.<br />

<strong>Fire</strong> safety<br />

In nearby Stratford<br />

District, plans are afoot<br />

to put sprinklers in 50 homes in a new subdivision,<br />

following a presentation by Western Region staff.<br />

Waitakere City Council has also come on board after a<br />

presentation which put <strong>the</strong> estimated value <strong>of</strong> house fires<br />

in <strong>the</strong> area at about $10 million.<br />

It plans to put a copy <strong>of</strong> <strong>the</strong> Homeowners’ Guide to<br />

Sprinklers leaflet in every building consent.<br />

Meanwhile, <strong>the</strong> sprinkler message will be reaching <strong>the</strong><br />

public through more advertising than ever.<br />

As well as <strong>the</strong> “morph” TV ad that starts screening this<br />

month, some home and lifestyle magazines will carry a<br />

full page ad playing on <strong>the</strong> “firefighter in every room”<br />

idea (see back page).<br />

As <strong>the</strong> “white fleet” vehicles are replaced, <strong>the</strong>y will carry<br />

a sprinkler message as well, replacing <strong>the</strong> smoke alarm<br />

and vision messages.<br />

game which instilled a huge amount <strong>of</strong> confidence in <strong>the</strong><br />

team - confidence which will no doubt be unleashed at<br />

<strong>the</strong> National Rugby Tournament in September. The team<br />

would like to thank those who supported <strong>the</strong>m and will<br />

be return <strong>the</strong> gesture come September.<br />

incredible and all players, organisers and brigades<br />

should be extremely proud <strong>of</strong> <strong>the</strong>ir participation. The<br />

<strong>Fire</strong> <strong>Service</strong> was on international display and it really<br />

delivered – a true success all ’round!<br />

This snow season is shaping up to become one <strong>the</strong> most talked about in years, so why not pull a team toge<strong>the</strong>r<br />

and enter <strong>the</strong> <strong>New</strong> <strong>Zealand</strong> <strong>Fire</strong> <strong>Service</strong> ski racing nationals?<br />

This year <strong>the</strong> competition is to be held at Treble Cone Ski Area on September 18–21.<br />

Normally three person teams enter but don’t worry if you can’t make up a team, just register as an individual<br />

and we will place you in a team with o<strong>the</strong>r individual racers.<br />

The event is open to all volunteer and career staff and <strong>the</strong>ir immediate families.<br />

The racing is very relaxed and <strong>the</strong> race courses are set to accommodate all levels <strong>of</strong> riders from beginner<br />

upwards and like all <strong>Fire</strong> <strong>Service</strong> sports events <strong>the</strong> actual competition can become <strong>the</strong> secondary attraction to<br />

<strong>the</strong> social events.<br />

Treble Cone Ski Area has kindly come to <strong>the</strong> party with special lift pass rates for competitors for <strong>the</strong> duration<br />

<strong>of</strong> <strong>the</strong> event.<br />
