Lake Charm, Kangaroo Lake and Gunbower Creek Environs Strategy<br />

We are seeking your comments via this survey to understand<br />

community aspirations and assess whether planning controls<br />

should be maintained or modified within the study area.<br />

In particular, lot sizes and residential development<br />

opportunities will be investigated.<br />

The survey should take no more than two minutes to complete.<br />

Submissions for the survey will close on 14 February 2013.<br />

What is the Lake Charm, Kangaroo Lake and Gunbower Creek<br />

Environs Strategy?<br />

In 2007, <strong>Gannawarra</strong> <strong>Shire</strong> <strong>Council</strong> completed an Urban and<br />

Rural Strategy Plan which intended to identify opportunities for<br />

land use and development, whilst ensuring that agricultural<br />

industries and opportunities are protected, environmental<br />

assets are preserved, the viability of existing settlements and<br />

tourist attractions is enhanced and <strong>Council</strong> is able to service<br />

any proposed development affordably.<br />

The Strategy Plan concluded that additional strategic<br />

assessment is required for the Lake Charm, Kangaroo Lake and<br />

Gunbower Creek areas.<br />

The Environs Strategy will provide recommendations on any<br />

future development opportunities and the management of<br />

population change in the localities including identification of<br />

areas for agricultural, residential, commercial and other land<br />

uses (if considered appropriate).<br />

The Strategy is an important process in ensuring that any<br />

development of these areas is appropriate and is undertaken in<br />

a strategic context.<br />

Which properties are affected by the Environs Strategy and<br />

how?<br />

Within the total study area of approximately 8500 hectares to<br />

be investigated, there are approximately 250 dwellings and a<br />

small number of commercial and community facilities.<br />

What will be the outcome of the Environs Strategy?<br />

The results of this project will inform <strong>Council</strong> on the<br />

appropriateness of the current planning zones and controls<br />

within the <strong>Gannawarra</strong> Planning Scheme which apply to these<br />

areas. It will determine whether any changes are considered to<br />

be appropriate, and if so, what they may be. Should a planning<br />

scheme amendment process follow on from this project,<br />

further community consultation will occur.<br />

What sort of changes are anticipated within the Lake and<br />

Creek environs?<br />

If the Planning Scheme was modified, there may be<br />

opportunity to subdivide and develop certain sections of the<br />

land which surrounds Lake Charm, Kangaroo Lake and along<br />

the Gunbower Creek. A decision to allow this to occur has not<br />

been made, and if it was to occur the water quality and<br />

environments of these important natural assets would need to<br />

be protected and enhanced.<br />

How <strong>Council</strong> will use the results of this survey?<br />

<strong>Council</strong> will analyse the responses and consider them in the<br />

context of other feedback and submissions received. The<br />

results will be compiled and a summary placed on the <strong>Council</strong>’s<br />

website.<br />
