1. What is the <strong>Florida</strong> <strong>Department</strong> <strong>of</strong> <strong>Education</strong> <strong>Single</strong> <strong>Sign</strong>-<strong>On</strong> (FLDOE SSO) project?<br />

The FLDOE SSO is an initiative funded by the Race to the Top Grant (Section (C)(2) – Accessing and<br />

Using State Data). The project will provide single sign-on access to <strong>Department</strong> data and<br />

applications from a single web address - www.fldoe.org/sso.<br />

2. Which <strong>Department</strong> applications are included in FLDOE SSO?<br />

The FLDOE SSO will provide single sign-on access to six <strong>Department</strong> applications by June 30, 2014<br />

(see below). Additional applications may be added after the grant period is over.<br />

1. CPALMS – Statewide Standards & Instructional Resource Tool<br />

2. eIPEP – Educator Preparation Institution Reporting Tool<br />

3. English Language Arts Formative Assessment<br />

4. <strong>Florida</strong>SchoolLeaders.org – Leadership Development Tool<br />

5. Interim Assessment Item Bank Test Platform<br />

6. PMRN – Reading Assessment, Monitoring, and Reporting System<br />

3. When will the applications become available through the FLDOE SSO?<br />

The six <strong>Department</strong> applications will become part <strong>of</strong> the FLDOE SSO solution at varying times.<br />

<strong>Florida</strong> School Leaders, eIPEP, and CPALMS are expected to be on the solution in Spring/Summer<br />

2013. PMRN, the Interim Assessment Item Bank Test Platform, and the English Language Arts<br />

Formative Assessment System are expected to be on the solution in Spring/Summer 2014. LEAs<br />

should be aware <strong>of</strong> the application timeline because their users will not be able to log-on to the<br />

resources until their LEA on-boarding is complete.<br />

4. Who is expected to have single sign-on access?<br />

The <strong>Department</strong> will provide <strong>Single</strong> <strong>Sign</strong>-<strong>On</strong> access to its data and applications through integration<br />

with local education agencies or LEAs. LEA users including teachers, superintendents, and other<br />

district staff, as appropriate, will have access.<br />

5. What is FLDOE’s expectation <strong>of</strong> the LEAs regarding implementation?<br />

FLDOE will provide a wide array <strong>of</strong> materials to LEAs in order to facilitate the implementation <strong>of</strong><br />

FLDOE SSO.<br />

6. When can LEAs expect to see implementation information?<br />

Regional implementation workshops are being scheduled for Spring 2013. The workshops will cover<br />

implementation steps and materials required for on-boarding. Please visit<br />

7. When can LEAs begin the FLDOE SSO on-boarding process?<br />

It is anticipated that LEAs may begin the on-boarding process in late Spring or Summer 2013.<br />

8. Who is in charge <strong>of</strong> implementing FLDOE SSO for my LEA?<br />

During the on-boarding process, each LEA will designate two main contacts, the Functional Lead and<br />

the Technical Lead. The LEA Functional Lead serves as the primary point <strong>of</strong> contact for policy,<br />

process, or approval requirements related to participation in the FLDOE SSO. The LEA Technical<br />

Lead is the key administrative account user. This role has responsibilities related to user provisioning<br />

and, if an LEA has established a trust with FLDOE, for managing certificate information. Both LEA<br />

lead contacts are published at www.fldoe.org/SSO/communications.asp. Keep in mind, LEAs may<br />

not establish their lead contacts until Spring 2013.<br />

9. Can charter schools participate in FLDOE SSO?<br />

Yes. Charter schools can participate in FLDOE SSO through their LEA. All LEAs must provision<br />

(create, update, and disable) accounts in FLDOE SSO for all users in their organization, including<br />

charter schools per s. 1002.33(20)(a)1., F.S..<br />

10. Will the FLDOE SSO be expanded to include student instructional resources such as FCAT Explorer?<br />

FLDOE SSO is an enterprise solution. Currently only the previously described six <strong>Department</strong><br />

applications are planned for integration. The <strong>Department</strong> may consider additional applications<br />

when discussing future options beyond June <strong>of</strong> 2014.<br />

11. What hardware and s<strong>of</strong>tware purchases will be required at the district level in order to implement<br />

FLDOE SSO?<br />

Expenditures LEAs will incur will vary depending on the method <strong>of</strong> access they choose for FLDOE<br />

SSO. Access to FLDOE SSO using your LEA credentials may require hardware and/or s<strong>of</strong>tware<br />

expenditures. Access to FLDOE SSO using FLDOE credentials will require minimal to no expense.<br />

12. Will mobile devices be able to access FLDOE SSO?<br />

Yes. FLDOE SSO will be configured to work with mobile devices. Mobile device access will continue<br />

to adhere to your LEA policies and procedures. LEA imposed limitations and restrictions may affect<br />

your mobile device access to FLDOE SSO.<br />

13. Will the FLDOE SSO solution support delegated administration?<br />

Yes, the FLDOE SSO solution will fully support delegated administration <strong>of</strong> the applications. As is the<br />

case for some applications now, there are designated contacts at various levels within the district<br />

responsible for account provisioning (i.e. creating, updating, and disabling user accounts). Some <strong>of</strong><br />

these administrators are at the school level while others are at the district level. Regardless <strong>of</strong> how<br />

a particular district decides to delegate administration, the FLDOE SSO solution will support it. This<br />

is because there will be a hierarchy <strong>of</strong> delegated administration.<br />

14. What are the mandatory requirements <strong>of</strong> <strong>Single</strong> <strong>Sign</strong>-<strong>On</strong> for local district applications?<br />

FLDOE SSO will only support <strong>Florida</strong> <strong>Department</strong> <strong>of</strong> <strong>Education</strong> applications. There are no mandatory<br />

requirements for local district applications to be a part <strong>of</strong> FLDOE SSO since they are not <strong>Department</strong><br />

applications. Separate from FLDOE SSO, per Section 1006.281 (F.S.), a school district’s local<br />

instructional improvement system (LIIS) must comply with minimum standards published by the<br />

<strong>Department</strong> <strong>of</strong> <strong>Education</strong> which includes <strong>Single</strong> <strong>Sign</strong>-<strong>On</strong> access.<br />

15. Will participating in FLDOE SSO require additional staff be hired?<br />

No. The FLDOE SSO solution was designed with automation options and the use <strong>of</strong> readily available<br />

information to minimize the impact on staff as much as possible.<br />

16. Can districts obtain a pool <strong>of</strong> state approved vendors from which to choose?<br />

FLDOE encourages small districts to group with other districts to limit costs. Small districts are also<br />

encouraged to reach out to their representative consortia for additional support.<br />

17. Can the timeline for be extended for small districts?<br />

No. While the FLDOE recognizes and understands the challenges small districts face, the RTTT grant<br />

ends in June 2014.<br />

18. Our district already has an SSO or has one soon to be implemented. Will we have to change<br />

because <strong>of</strong> the FLDOE SSO?<br />

No. The FLDOE SSO solution is standards based and will work with current solutions.<br />
