SWIM AND DIVE TEAM INTRODUCTION<br />

Welcome swimmers, <strong>dive</strong>rs and <strong>parent</strong>s to the 2013 <strong>Gilbert</strong> Parks and<br />

Recreation Summer <strong>Swim</strong> and Dive League. <strong>Swim</strong> meets will primarily be on<br />

Thursday evenings this year, and <strong>dive</strong> meets will also be on Thursday nights.<br />

There is one swim and <strong>dive</strong> meet on a Saturday this year-June 1. Daily practices<br />

for swim and <strong>dive</strong> <strong>team</strong>s will be on a Monday-Thursday schedule this season.<br />

Special note: due to night swim and <strong>dive</strong> meets in June, the Perry and Mesquite<br />

afternoon swim and <strong>dive</strong> <strong>team</strong>s will not have practice on 6/6, 6/13, 6/20, 6/27,<br />

7/11, 7/16 and 7/17. Evening <strong>team</strong> <strong>parent</strong>s may bring your child to a morning<br />

swim <strong>team</strong> at any pool to make up for these practices, and the Perry evening<br />

<strong>dive</strong> <strong>team</strong> will also move to the mornings on the above dates and have a<br />

combined practice time for all ages from 7:30am-9am.<br />

Just like last summer, we will have preliminary qualifying meets for the swim<br />

<strong>team</strong>s. New this season, all <strong>dive</strong>rs will advance to our final <strong>dive</strong> meet<br />

(Championships) and we are no longer holding a preliminary <strong>dive</strong> meet and are<br />

replacing it with a synchronized <strong>dive</strong> meet that should be fun! Those swimmers<br />

that qualify at prelims will be eligible for the Championship swim meets.<br />

Preliminary swim meet information is now included in this <strong>parent</strong> <strong>packet</strong>.<br />

Parents, please read the newly developed swim meet disqualification procedures<br />

listed in the back <strong>of</strong> this <strong>packet</strong>. We have developed these procedures to clarify<br />

the process <strong>of</strong> how we handle disqualifications during preliminary and<br />

championship swimming events.<br />

We also included as a courtesy the website link for the Arizona Parks and<br />

Recreation Association summer swim meet, which is held on August 3rd. Meet<br />

information can be found at www.azpra.org. Although this meet is not run by the<br />

<strong>Gilbert</strong> Community Services Department, it is a final opportunity to get one last<br />

meet in before school begins.<br />

At the end <strong>of</strong> the season, we would like to invite you and your family and friends<br />

to a free day <strong>of</strong> swimming at the Mesquite Aquatic Center on August 10, 2013<br />

from 11am-2pm. This end <strong>of</strong> the season FREE swim/<strong>dive</strong> party is for all summer<br />

league participants. We encourage you to bring a picnic lunch and come to the<br />

pool for a last day <strong>of</strong> swimming before the school year.<br />

PRESEASON SWIM AND DIVE CAMPS<br />

Don’t forget about the preseason swim and <strong>dive</strong> camps scheduled for May 13-16,<br />

which is an optional four days <strong>of</strong> practice that occurs prior to the start <strong>of</strong> the<br />

program, which is <strong>of</strong>ficially scheduled for May 28. The preseason camps are<br />

included in the summer swim and <strong>dive</strong> <strong>team</strong> registration and price. This extra<br />

week <strong>of</strong> practice gives your child a good head start on the summer! Preseason<br />

swim and <strong>dive</strong> camps are at all pools. Simply go to the pool that your<br />

child is registered for.<br />

If these alternative times don’t work for you, all afternoon Perry swim and <strong>dive</strong><br />

participants are welcome to attend swim or <strong>dive</strong> <strong>team</strong> practices at the other<br />

pools. All vehicles must be out <strong>of</strong> the pool parking areas by 5:15pm that day due<br />

to the graduation ceremonies.<br />

SKILLS ASSESSMENTS-SWIM TEAMS<br />

We want to remind you that there are minimum skill levels required for your<br />

children to be on the swim <strong>team</strong>. Your child must be able to swim the entire<br />

length <strong>of</strong> the pool (25yds) without hanging on the lane lines or receiving<br />

assistance from the coaches after the first two weeks <strong>of</strong> the program. All children<br />

in the 5-6 and 7-8 age groups will be evaluated by the coaches during practice.<br />

Unlike previous years, we are not doing a “test day” that makes some children<br />

more nervous when they swim. If your child is struggling, the coaches will work<br />

with them and try to give them more instruction. The maximum time allotted for<br />

the 25yard swim is 60 seconds. During this timing, the coaches will be<br />

evaluating the swimmers to ensure they are swimming in a freestyle manner (no<br />

doggy paddle!). If your child has been determined to not meet these standards,<br />

your account will be credited/refunded and your child will be directed to<br />

swimming lessons.<br />

REFUND POLICY<br />

Just a reminder, the refund/credit deadline for this program is May 16 at 6pm.<br />

Credits/refunds will be issued for those who do not pass skill assessment during<br />

the first week <strong>of</strong> the program only. If your child simply elects not to participate or<br />

does not pass the skills assessment or attend practice to improve their skills, we<br />

unfortunately cannot <strong>of</strong>fer a refund or credit.<br />

TEAM SUITS/CAPS FOR SWIM AND DIVE TEAMS<br />

Each swim/<strong>dive</strong> <strong>team</strong> has a specific swim suit color for boys and girls that may<br />

be purchased for the season. Team colors are:<br />

PICTURES<br />

Life Touch Studios will be doing individual and <strong>team</strong> pictures this year. Photo<br />

<strong>packet</strong>s will be distributed by your child’s coach beginning 5/28. Please be sure<br />

to wear your <strong>team</strong> suits if you have them on picture day. Don’t forget to bring the<br />

picture order form and payment on the day <strong>of</strong> pictures. Practice will still be held<br />

after <strong>team</strong> and individual pictures are taken. New this season, pictures will be<br />

mailed to all <strong>parent</strong>s and will not have to be picked up at the pools. Please write<br />

legibly when filling out your mailing information.<br />

SWIM AND DIVE MEET INFORMATION<br />

<strong>Swim</strong> meets will be held primarily on Thursday evenings this summer (exception<br />

June 1st and preliminary and championship meets). Dive meets will primarily be<br />

held on Thursday evenings (all ages this year). For all swim meets this summer,<br />

swimmers 11 and up will be swimming 50yd events for all strokes. <strong>Swim</strong>mers<br />

ages 9 and 10 will swim 50 yard events for freestyle, backstroke, and breastroke,<br />

and 25 yards for butterfly. <strong>Swim</strong>mers 8 and under will swim 25yd events for all<br />

strokes. Attendance at swim meets is not mandatory, but encouraged. Please<br />

note: the 11 and 12 age group will compete only with the 11-12’s this year during<br />

meets, although they will practice with the 13-17 year olds.<br />

The last meets <strong>of</strong> the year in July require you to register your child for the events<br />

that they will swim or <strong>dive</strong>. The preliminary swim meet registration form is now<br />

included in this <strong>parent</strong> <strong>packet</strong>, and will be available at all the pools, and on the<br />

aquatics swim/<strong>dive</strong> <strong>team</strong> webpage. The Championship <strong>dive</strong> meet form will be<br />

distributed by your child’s coaches. If you do not turn in one <strong>of</strong> these forms to<br />

register your child for the final preliminary swim or <strong>dive</strong> Championship meet, your<br />

child will be unable to participate. See your coach with questions.


PRELIMINARY SWIM MEET REGISTRATION FORM<br />

For the 2013 season, the championship swim meets will be for the top sixteen<br />

(16) qualifiers in each event only. All swimmers must qualify for the<br />

championship meets by competing at the preliminary meets and placing in the<br />

Each swimmer may enter in up to three (3) events <strong>of</strong> their choice at the<br />

Register your child for events as <strong>of</strong> their age as <strong>of</strong> June 1st, 2013. Unlike<br />

previous stroke meets this summer, we develop event sheets and<br />

programs for the preliminary meets and championship meet that have all<br />

swimmers and heats listed by qualifying time and name. The event card on<br />

the back <strong>of</strong> this flyer must be returned to your child's coach for each<br />

participant who wishes to register for the preliminary meets. If you fail to<br />

turn in this form, your child will be unable to participate in the preliminary<br />

and championship meets.<br />

DECK ENTRIES OR WALK UP MEET REGISTRATION<br />

Each event will be called and the swimmer will report to the Clerk <strong>of</strong> the Course.<br />

<strong>Swim</strong>mers will be given a heat card by their coaches and this will be used to<br />

record the time. Each swimmer will be assigned a lane for their event. All<br />

preliminary meet times will be finalized and posted at all pools by noon on 7/13.<br />

If your child finishes in the top sixteen (16) swimmers for each event, they are<br />

eligible to participate in the Championship Meets listed above. Each swimmer<br />

will receive a swimmer award for swimming in the preliminary meets.<br />

Championship awards will be medals 1st-3rd place, and ribbons for 4th-8th place<br />

in the final heat <strong>of</strong> each event. Consolation heats for Championships will be<br />

awarded ribbons in 1st-8th place. We will need a large amount <strong>of</strong> <strong>parent</strong><br />

volunteers to help at these meets. Volunteers will be solicited by an<br />

announcement prior to each meet to help time the races.<br />

As we noted in the <strong>parent</strong> <strong>packet</strong> this year, each heat will have a judge (a<br />

member <strong>of</strong> the coaching staff) to determine if participants are competing fairly.<br />

Disqualifications will occur (for example: a swimmer is competing in the 25 yard<br />

breaststroke event with a freestyle kick) if a child is gaining an unfair advantage<br />

over their opponent. The DQ procedures have been clearly posted in the <strong>parent</strong><br />

<strong>packet</strong> and will also be passed out during swim practices the last week <strong>of</strong><br />

practice leading up to preliminaries. All decisions made by the judges and<br />

meet <strong>of</strong>ficials will be FINAL. We appreciate your understanding in advance.<br />

There will be no Awards Party this year, and the awards for each event will be<br />

distributed the nights <strong>of</strong> the Championship meets. Please remember to pick up<br />

meet awards before the end <strong>of</strong> the season.

PRELIMINARY SWIM MEET ENTRY FORM<br />

When entering event number please make sure you check the event that<br />

coincides with the age group <strong>of</strong> your child as <strong>of</strong> their age on June 1, 2013. You<br />

may choose up to three events for each child. There are two choices on length<br />

<strong>of</strong> race for freestyle. <strong>Swim</strong>mers may choose any events they wish. Events<br />

cannot be changed after the form has been submitted to the coaches. All girl’s<br />

events are odd numbers all boys events are even numbers. Please list events in<br />

For 2013, only one T-shirt order will be put in for the season so make sure you<br />

don’t miss out on the chance to buy a <strong>team</strong> T-shirt. Team T-shirts for the<br />

Marlins, Mantarays, Gators, Barracudas, and Piranhas will be for sale this year<br />

IN ALL NEW DESIGNS! T-shirts will be in different colors with a unified saying.<br />

DISQUALIFICATION POLICY FOR SWIM MEETS<br />

The <strong>Gilbert</strong> Parks and Recreation Department’s summer swim and <strong>dive</strong> leagues<br />

are developed to be non-competitive, recreational programs that are open to all<br />

swimmers and <strong>dive</strong>rs <strong>of</strong> all abilities. We do want all <strong>parent</strong>s to realize that our<br />

programs transition from recreational swim and <strong>dive</strong> meets in June to a slightly<br />

more competitive format for the preliminary and championship events in July.<br />

We have had some problems in the past with communicating how the philosophy<br />

<strong>of</strong> the swim and <strong>dive</strong> meets does change when the preliminary meets occur.<br />

This year, we would like to make our disqualification policy clear to all swimmers<br />

and <strong>parent</strong>s. We hope this promotes a fair and exciting summer swim and <strong>dive</strong><br />

<strong>team</strong>.<br />

Over the course <strong>of</strong> the meets scheduled in June this summer for both swim and<br />

<strong>dive</strong> <strong>team</strong>s, we will promote a fun and safe environment. Our coaches will teach<br />

swimmers stroke technique and introduce them to a competitive swimming swim<br />

meet format. Dive coaches will do the same with the <strong>dive</strong> <strong>team</strong>s. We do really<br />

want to emphasize that this is a teaching program and we will not be as strict in<br />

our interpretations <strong>of</strong> the rules <strong>of</strong> swimming as the USA <strong>Swim</strong>ming and Diving<br />

programs require in their events. For most <strong>of</strong> our participants, this is the first<br />

time they are exposed to a pool and competitions with swimming and/or diving<br />

events. Also, due to the young age <strong>of</strong> most <strong>of</strong> our swimmers, the techniques<br />

required to swim without gaining an unfair advantage over an opponent are very<br />

difficult to interpret that satisfies everyone at all meets. However, we will utilize<br />

disqualifications if candidates are performing skills during a race that give them<br />

an unfair advantage over an opponent. Example: a swimmer participates in the<br />

25 yard breaststroke event with a flutter kick.<br />

During regular season stroke meets, coaches will inform swimmers <strong>of</strong> actions<br />

that can result in a disqualification during a swimming race. <strong>Swim</strong>mers will still<br />

be awarded a ribbon for events they participate in even though a coach informs<br />

them <strong>of</strong> a problem with their race. Some <strong>of</strong> these actions are noted below:<br />

Starts: A swimmer will not be disqualified for a false start. They will be warned<br />

and a coach will discuss at the end <strong>of</strong> the race what happened. The heat will not<br />

proceed without a correct start. That swimmer will be called for the false start.<br />

False Starts: If a swimmer leaves their ready position before the starting signal,<br />

the starter determines the false start action.<br />

Freestyle: A swimmer may swim any style. The front crawl or freestyle is<br />

recommended. The swimmer must touch the wall with some part <strong>of</strong> their body at<br />

the turn and the finish. Examples <strong>of</strong> disqualification: pulling on a lane line,<br />

interfering with another swimmers stroke or pushing <strong>of</strong>f the bottom.


Backstroke: The swimmer must push <strong>of</strong>f on their back and remain on their back<br />

for the entire race. The swimmer's feet must touch the end <strong>of</strong> the pool on a turn.<br />

For ages 10 and older, when doing a turn, they may take one freestyle pull to<br />

complete the turn. For the finish, they must remain on their back and touch the<br />

wall with some part <strong>of</strong> their arm. A timer will block their head from the wall.<br />

Examples <strong>of</strong> disqualification: Turning onto their front and swimming another<br />

stroke, pulling on lane lines, pushing <strong>of</strong>f the bottom <strong>of</strong> the pool, or interfering on<br />

another swimmers stroke.<br />

Butterfly: The swimmers arms must come out <strong>of</strong> the water together. The kick<br />

must be a dolphin motion. When turning and finishing, the swimmer must touch<br />

the wall with both hands at the same time. Examples <strong>of</strong> disqualification:<br />

inappropriate kick or arms and pulling on lane lines.<br />

Breaststroke: The swimmer must perform a correct stroke. Scissors, flutter, or<br />

downward butterfly kick is not allowed. When the swimmer finishes or turns, they<br />

must touch the wall with both hands. When starting and turning the swimmer is<br />

only allowed to complete one full stroke underwater (underwater pull). Examples<br />

<strong>of</strong> disqualification: inappropriate kick or arms, adding in extra underwater pullouts,<br />

swimming underwater the entire length, pushing <strong>of</strong>f the bottom or using the<br />

lane line to help them swim.<br />

Individual Medley: All strokes must be completed in order (Butterfly, Backstroke,<br />

Breaststroke, Freestyle). These strokes must be swum correctly as stated<br />

above. Examples <strong>of</strong> disqualification: inappropriate kicks or arms for all strokes,<br />

not swimming the correct strokes, using the lane lines or bottom <strong>of</strong> the pool to<br />

help them swim.<br />

All the examples given are just examples and not limited to those listed above.<br />

The DQ judges (the head coaches <strong>of</strong> each swim <strong>team</strong>) have the authority to<br />

decide that a swimmer is disqualified for using anything that will give the<br />

swimmer an unfair advantage during a prelim or championship meets. The DQ<br />

judges decisions will be made after each race, and will be communicated in<br />

writing to the head timer. The DQ judges will fill out a DQ form that states the<br />

improper skill that was utilized during the event, where it occurred, and will<br />

forward this card to the head timer <strong>of</strong> each meet. DQ’d swimmers will not have<br />

results posted for the affected events, and will be withdrawn from further<br />

advancement into championship heats if they qualified.<br />

We realize that a disqualification is <strong>of</strong>ten very disappointing for swimmers and<br />

<strong>parent</strong>s, however there are times when they are unavoidable to promote fairness<br />

at the events. We encourage <strong>parent</strong>s to give your feedback to the coaching<br />

staffs if you have any questions or concerns this season.


CHAMPIONSHIP DIVE MEET PROCEDURES<br />

This year there will be no prelim meet for the summer <strong>dive</strong> league program.<br />

Every <strong>dive</strong>r who turns in a <strong>dive</strong> card will be able to participate in the<br />

championship meet which will be held on July 20th at Perry Pool. Instead <strong>of</strong> a<br />

prelim meet, the <strong>dive</strong>rs will have the option to participate in a syncronized <strong>dive</strong><br />

meet on July 13th. The schedule for the championship <strong>dive</strong> meet is:<br />

All <strong>dive</strong>rs have 5 required <strong>dive</strong>s <strong>of</strong> their choice to perform at the championship<br />

<strong>dive</strong> meets. Parents, the Championship meet <strong>dive</strong> cards will be filled out by the<br />

coaches at the pools and all you need to do is tell your child’s coach by<br />

THURSDAY JULY 18 what your child’s <strong>dive</strong>s will be. No changes to <strong>dive</strong><br />

cards will be allowed after they are submitted to the coaching staff’s.<br />

There will be NO EXCEPTIONS. Please speak with coaches about what <strong>dive</strong>s<br />

your child would like to perform at these meets. Coaches and <strong>dive</strong>rs should<br />

agree on their <strong>dive</strong>s. We want all <strong>dive</strong>rs to participate but if the <strong>dive</strong> sheet is not<br />

received before the deadline they will not be allowed to participate. It is the<br />

<strong>dive</strong>r’s responsibility not the coaches to make sure the form is filled out prior to<br />

the deadline. Coaches will remind them, but ultimately it is not their responsibility<br />

to make sure the form has been submitted<br />

SCORING-PRELIMINARY AND CHAMPIONSHIP DIVE MEETS<br />

During the summer <strong>dive</strong> season there was more flexibility in the way <strong>dive</strong>s were<br />

scored. During the preliminary <strong>dive</strong> meet there are guidelines that will be<br />

followed with judging each <strong>dive</strong>. These are some <strong>of</strong> the ways that <strong>dive</strong>rs will lose<br />

points <strong>of</strong>f <strong>of</strong> their <strong>dive</strong>.<br />

Balks- a balk is declared if the <strong>dive</strong>r starts their hurdle and has to stop and<br />

restart, this goes for both front hurdles and back presses. This<br />

results in a 2 point deduction from each judge.<br />

Incorrect Position- If a <strong>dive</strong> is announced tuck and the <strong>dive</strong>r does the <strong>dive</strong><br />

in a pike the <strong>dive</strong>r will receive no higher than a 2 from each judge.


Diver Hits the Board: In the case where a <strong>dive</strong>r hits the board during their<br />

<strong>dive</strong> the <strong>dive</strong>r will receive no higher than a 2 from each judge.<br />

Arms Up: If the <strong>dive</strong>r enters the water on any feet first <strong>dive</strong>, i.e. front back<br />

flip (does not include front or back jumps) with their arms above<br />

their shoulders they will receive no higher than a 4 from each judge.<br />

Arms Down: If the <strong>dive</strong>r enters the water on a head first entry with their<br />

arms below their shoulders they will receive no higher than a 4 from<br />

each judge.<br />

Twisting: If the <strong>dive</strong>r is attempting a <strong>dive</strong> with twists and under or over<br />

twists by a quarter <strong>of</strong> a turn or more the <strong>dive</strong> will be considered<br />

failed, and the <strong>dive</strong>r will receive zeros from each judge.<br />

Incorrect Dives:<br />

-When the <strong>dive</strong> is announced it is the <strong>dive</strong>r’s job to make sure that<br />

the correct <strong>dive</strong> was announced. If the <strong>dive</strong>r performs a <strong>dive</strong> other<br />

than the one announced the <strong>dive</strong> is considered failed.<br />

-If the <strong>dive</strong>r falls <strong>of</strong>f the board during the hurdle or press the <strong>dive</strong> is<br />

failed.<br />

-On a head first entry if the <strong>dive</strong>rs feet touch the water before their<br />

head or hands the <strong>dive</strong> is considered failed. Same goes if the<br />

<strong>dive</strong>r is doing a feet first entry and their hands touch the water<br />

before their feet.<br />

There will be no redo’s. All decisions made by the judges will be final.<br />

The judging panel will consist <strong>of</strong> 5 judges. When scoring, the highest and lowest<br />

scores will be dropped. During the competition one <strong>of</strong> the judges will be made<br />

the head judge, the head judge is in charge <strong>of</strong> all deductions. Results will be<br />

posted at the end <strong>of</strong> the meet.<br />

END OF SEASON SWIM/DIVE TEAM PARTY<br />

All swimmers and <strong>dive</strong>rs and their families are invited to an afternoon <strong>of</strong> free<br />

swimming at the Mesquite Aquatic Center on August 10 from 11am-2pm to say<br />

thanks for a great season! Feel free to bring a picnic lunch and make it a great<br />

way to end the year with the <strong>Gilbert</strong> Parks and Recreation Department!
