The Royal Government of Cambodia<br />

- Having seen the Constitution f the Kingdom of Cambodia<br />

- Having seen the Royal Kram No. NS/RKM/001 dated July 13, 2004 promulgated<br />

the Law on Additional Constitution aiming at securing normal functioning of<br />

national institutions<br />

- Having seen the Royal <strong>Decree</strong> No. NS/RKT/0704/124 dated July 15, 2004 on the<br />

Appointment of the Royal Government of Cambodia<br />

- Having seen the Royal Kram No. 02/NS/94 dated July 20, 1994 promulgated the<br />

Law on the Organization and Functioning of the Council of Ministers<br />

- Having seen the Royal Kram No. 03/NS/94 dated August 05, 1994 promulgated<br />

the Law on Investment of the Kingdom of Cambodia and the Royal Kram No. NS/<br />

RKM/0303/009 dated March 24, 2003 promulgated the Law on the Amendment of<br />

the Law on Investment of the Kingdom of Cambodia<br />

- With reference to the <strong>Sub</strong>-decree No. 70 ANKr.BK dated July 27, 2001 on the<br />

Organization and Functioning of the Cambodia Development Council and the <strong>Sub</strong>decree<br />

on subsequent amendments No. 112 ANKr.BK dated November 12, 2002<br />

and No. 35 ANKr.BK dated August 04, 2004<br />

- With reference to the <strong>Sub</strong>-decree No. 88 ANKr.BK dated December 29, 1997 on<br />

the Implementation of the Law on Investment of the Kingdom of Cambodia and<br />

the <strong>Sub</strong>-decree on subsequent amendments No. 53 ANKr.BK dated June 11, 1999<br />

and No. 130 ANKr.BK dated June 26, 2001<br />

- Pursuing to the request of Cambodia Development Council<br />

DECIDES<br />

Article 1<br />

All requests to conduct mineral prospecting and exploitation shall go through “Onestop<br />

Service “of CDC subsequent to approvals from responsible institutions.<br />

Article 2<br />

All kinds of natural mineral resources are not allowed to be exported. They are to be<br />

retained to supply the needs of domestic factories to process finished products. Only finished<br />

products are allowed to be exported.<br />

Article 3<br />

Any decisions contradicting to this substance shall be abrogated.<br />

Article 4<br />

Co-chairs of the Cambodia Development Council, Minister in charge of the Office of<br />

the Council of Ministers, Co-ministers of Interior, Minister of Economy and Finance,


Minister of MIME, Ministers of all Ministries, all Provincial/municipal Governors, Heads of<br />

all concerned institutions shall effectively implement this <strong>Sub</strong>-decree from the date of<br />

signature.<br />
