GHSA Office Doing More Things Electronically<br />

When I measure my age in calendar years, I feel old. When I consider<br />

the number and quality of the innovations that I have seen during those<br />

years, I feel really old. In small steps, the <strong>Georgia</strong> <strong>High</strong> <strong>School</strong> <strong>Association</strong><br />

is trying to move into the world of communication that exists in<br />

the 21 st century.<br />

The GHSA web site (www.ghsa.net) has been greatly enhanced in<br />

the past few weeks. The addition of the Constitution and By-laws to<br />

the web site represents a major change in GHSA procedures. It was<br />

apparent that many coaches never saw one of the “White Books” that<br />

was sent out to each school. Now everyone on the staff can have<br />

access to that information. Please note that the format has changed a<br />

little bit. Information that does not fit into the Constitution, the By-laws,<br />

or a sport procedure has now been placed in a series of appendices.<br />

It is the responsibility of administrators and coaches of member<br />

schools to know the GHSA rules that affect their students and their competitive programs.<br />

The web site format has been revamped in an attempt to make navigation easier. Much more attention<br />

has been given to calendar notations that can be accessed in several different ways. We encourage<br />

people to look at the web site first, and then call the office if questions persist. Please note the new<br />

“online store” and the links to our fine corporate partners.<br />

There are other changes in the communication process between the GHSA office and member schools.<br />

Obviously the GHSA newsletter has been sent electronically rather than through the mail. The use of<br />

bulk emails has been used with some degree of success. There is a major area of attention needed<br />

here, however. Contact persons at each school and their email addresses change more rapidly than the<br />

physical address of the school. Please enable the GHSA to communicate with you more effectively by<br />

letting us know when you change the contact person, or when that person changes his/her email address.<br />

This needs to be an ongoing process throughout the school year. The GHSA is investigating<br />

some additional communication systems that will allow for quicker communication in times of emergency.<br />

Be watching for more information about this.<br />

For the time being, the GHSA will not be handling eligibility filings electronically. This may happen in the<br />

future, but the privacy issues and the need for additional documentation have been a challenge. Other<br />

items will also be sent out on paper, but the number and the size of “all-school mailings” will be decreasing.<br />

If these technological changes create difficulties at your schools, please let us know.<br />

<strong>Georgia</strong>’s EMCs Promote<br />

<strong>High</strong> <strong>School</strong> Sportsmanship<br />

In their continued commitment to youth and high school<br />

athletics, <strong>Georgia</strong>’s Electric Membership Cooperatives are<br />

kicking off a new program aimed at promoting sportsmanship<br />

at competitive events.<br />

The major thrust of the campaign will be to honor high<br />

schools that exemplify superior sportsmanship, according to<br />

Marty Myers of <strong>Georgia</strong> EMC.<br />

The Cooperative Spirit Sportsmanship Award will be presented<br />

annually to <strong>Georgia</strong> <strong>High</strong> <strong>School</strong> <strong>Association</strong> member<br />

high schools singled out for good sportsmanship.<br />

for <strong>Georgia</strong>’s<br />

EMCs, which<br />

have supported GHSA championship events for seven years,<br />

to join in promoting good sportsmanship.<br />

“Cooperative principles stress important values, such as<br />

cooperation and teamwork, just as relevant on the high school<br />

playing field as they are to co-op employees in the workplace,”<br />

said Myers. “We’re excited for this opportunity to increase the<br />

value of our sponsorship of <strong>Georgia</strong> high school athletics.”<br />

Up to 40 awards will be presented each year, one for each<br />

of the eight regions within the GHSA’s five classifications.<br />

Selected by each GHSA region, the awards honor not only<br />

sportsmanship demonstrated by athletes but by fellow students,<br />

parents, coaches and spectators also, making the award<br />

a tribute to the entire school community.<br />

The first Cooperative Spirit Sportsmanship Awards cover<br />

the 2005-06 school year and will be presented to the winning<br />

schools during halftime at fall football games.<br />

GHSA Official Balls<br />

Coaches and school administrators are reminded that<br />

the <strong>Georgia</strong> <strong>High</strong> <strong>School</strong> <strong>Association</strong> State Executive Committee<br />

has approved “Official” balls for all GHSA state playoff<br />

events. Any ball with the NFHS logo can be used during<br />

regular season play, but the “official” balls will be used during<br />

the playoffs. Listed below are the balls that will be provided<br />

GHSA EXECUTIVE DIRECTOR HONORED<br />

At the <strong>Georgia</strong> Athletic Coaches <strong>Association</strong>’s 68th Annual Awards Banquet<br />

held recently in Dalton, Dr. Ralph Swearngin, the Executive Director of the<br />

<strong>Georgia</strong> <strong>High</strong> <strong>School</strong> <strong>Association</strong>, was presented with the prestigious Sam<br />

Burke Award. The award was in recognition for Dr. Swearngin’s continuing<br />

interest in the youth of the nation by devotion of his time and talent to preserve,<br />

strengthen and promote high school athletics in the state of <strong>Georgia</strong>. The award<br />

is presented annually by the GACA in commemortion of Sam Burke’s service<br />

as former Secretary of the GHSA. GACA President Tim Marchman, left, is<br />

pictured above presenting the award to Dr. Swearngin.<br />

August 28, <strong>2006</strong><br />

MINUTES<br />

The semiannual meeting of the State Executive Committee of the <strong>Georgia</strong> <strong>High</strong> <strong>School</strong> <strong>Association</strong> was called to order at 9:00<br />

a.m. on August 28, <strong>2006</strong>, at the Crowne Plaza Hotel, Macon, <strong>Georgia</strong>, by Dr. Gary Holmes, President. Following is a condensed<br />

version of the minutes of that meeting. A complete version may be found on the GHSA web site.<br />

BOARD OF TRUSTEES: Report presented by Wayne Tootle.<br />

The Committee recommended:<br />

COMMITTEE REPORTS<br />

Establish a Policy on Practices in Hot Weather:<br />

(A) Beginning March 1, 2007, each member school shall have a written policy for conducting practices (all sports)<br />

during times of extremely high heat and/or humidity that will be distributed each year to players over the signature<br />

of the head coach. The policy shall include, but is not limited to:<br />

(1) the time of day the practices are to be scheduled at various heat index levels<br />

(2) the ratio of workout time to time allotted for rest and hydration at various heat index levels<br />

(3) the heat index level that will cause practice to be terminated outdoors<br />

(B) Additionally, a scientifically-approved instrument that measures the heat index must be utilized at each practice<br />

to insure the written policy is being followed properly.<br />

The GHSA is to make the request that the State Board of Education consider adopting this proposal as a state rule.<br />

beyond the three levels of competition (i.e., varsity, JV, 9th grade) mandated in this By-Law. The only interscholastic contests in which<br />

results are disregarded are scrimmages or jamborees noted in the respective sport sections of the By-Laws.<br />

At school workouts from the end of spring practice until the first day of practice in the fall, players may wear no other protective football<br />

equipment except helmets and mouthpieces for all voluntary workouts and passing league games. <strong>School</strong> teams may attend camps during<br />

the summer as long as they adhere to the above regulation.<br />

Isolation Policy: The Executive Director shall have the authority to work with any school that is geographically isolated within its region<br />

A proposal by Brooks County <strong>High</strong> <strong>School</strong> to classify with four classifications in the regular season, and eight classes for playoffs.<br />

SOCCER COMMITTEE: Report presented by Dave Hunter<br />

Mandating completed games in playoffs:<br />

(A) By-Law 2.93d - Note 2 (page 39): Football games played between schools from the same classification, and all region and playoff<br />

soccer matches must be played to completion. Any interrupted game must be replayed from the point of interruption. The school that is<br />

behind in the score may choose not to continue the game.<br />

(B) Page 73 - new "N": All region and playoff soccer matches must be played to completion unless the team that is behind chooses not<br />

to complete the match. Matches that are interrupted by weather or mechanical difficulties will be replayed from the point of interruption.<br />

numbers for the event using a special form. In 2008, the 4 x 800 meter relay would be a demonstration event at the State Track Meets.<br />

A form to collect participation data and criteria will be presented at the March meeting, 2007.<br />

#3 of the preceding reclassification cycle secured from the Department of Education based on grades 9-12. This count is based on figures<br />

from the nine (9) months immediately preceding reclassification.<br />

Delete first existing NOTE and replace with: Classification for the school years 2008-09 and 2009-10 shall be based on the reports of spring<br />

semester 2007 and fall semester 2007. (Leave second existing NOTE.)<br />

GHSA Officials / Coaches Clinics<br />

By-Law #2.54, page 32 of the GHSA Constitution and By-Laws states: Every coach at a GHSA member school must attend a GHSAsponsored<br />

rules clinic if he/she coaches the following sports: football, softball, volleyball, riflery, cheerleading (spirit and/or competitive),<br />

basketball, wrestling, swimming and diving, track, baseball, soccer and gymnastics.<br />

(a) A $50.00 fine per coach who does not attend a clinic will be assessed to the school.<br />

(b) First-year community coaches are reminded that clinic attendance is mandatory for them, also.<br />

Following is a listing of the remaining <strong>2006</strong>-07 GHSA Rules Clinics for coaches and officials.<br />

Weeknight clinics begin at 7:30 p.m. Saturday clinics begin at 10 a.m. unless noted. ATTENDANCE IS REQUIRED.<br />

NOTE: All CHEERLEADING, FOOTBALL, SOFTBALL and VOLLEY-<br />

BALL clinics have been completed.<br />

RIFLERY<br />

GHSA Rules Clinics in Riflery will be held in conjunction with the Area<br />

Meetings to draw schedules at each Area designated site.<br />
