New Dust Regulations and Effective Dates

FUGITIVE DUST REMINDERS AND HELPFUL HINTS
Drivers, when driving a motor vehicle on dirt roads:
• Reduce your speed to 15 mph.
• Stay on public or private roads, and lawful easements.
• Beware of additional restrictions during High Pollution
Advisory Days.
• Do not park on unpaved surfaces (dirt shoulders and vacant
lots) that have not been stabilized.

buildings with four or less units
Vehicle parking or use on vacant land
Vehicle use on unpaved surfaces closed by
landowner
Leaf-blowers
No property owner shall allow parking,
maneuvering, or an entry/exit area that
are 3,000 sq. ft. or greater in size and
that serve residential buildings with
four or less units unless the surface is
permanently maintained with a dust
proof method.
No person shall park or use a vehicle on
an unpaved vacant lot unless the surface
actually utilized is an excepted property
or is permanently maintained with a
dustproof method.
No person shall operate a vehicle on any
unpaved surface that is closed by the
landowner by rule or regulation of a federal
agency, the State of Arizona, Maricopa
County, the city or by proper posting of a
private land owner.
No person shall use a leaf-blower to move
landscape materials into a public roadway
(street) at anytime.
This regulation also prohibits the use of
leaf-blowers by city of Glendale employees
and contractors working for the city on
high pollution advisory days issued by the
state. (Leaf-blowers used while in vacuum
mode is acceptable).

A vehicle is a motorized device, including
motor vehicles, all-terrain vehicles and
off-road vehicles.

In addition, the state and county prohibits
the use of leaf-blowers on surfaces that
have not been stabilized with asphalt,
concrete, hardscape, soil stabilizers,
gravel, crushed granite, grass or other
vegetative cover.

Property Owners:
• Post proper “No Trespassing” warning signs on your vacant
property.
• Use berms, gates, and fences to keep trespassers off your
vacant property.
• Stabilize unpaved surfaces used by vehicles (private roads,
parking areas, driveways and easements).
• Beware that if you allow vehicle use on your property, you are
responsible for dust control.
• Beware that there are wood-burning restrictions during high
Pollution Advisory Days (Maricopa County).
Stabilization methods include:
• Paving with concrete/asphalt.
• Gravel/decomposed granite.
• Vegetation (grass cover).
• Watering.
• Applying and maintaining dust suppressants/stabilizers.
Leaf-blower, restrictions include:
• Never blow landscape debris or dirt onto public roads at any
time (city of Glendale).
• Never use leaf-blowers (except on vacuum mode) during a
high pollution advisory day (city employees and contractors
working for the city).
• Never use leaf-blowers directly on an unstabilized dirt
surface at any time (Maricopa County).
Farms and Croplands:
• Farm operations are subject to state dust control
requirements.
