Dmitry Yashin joined <strong>CERBA</strong> in November 2011. As<br />

Regional Director in Moscow, Dmitry has successfully<br />

put together a number of events and has begun to<br />

implement a business development program, which he<br />

has designed and proposed to the <strong>CERBA</strong>'s Moscow<br />

Board of Directors.<br />

Dmitry was born in Sverdlovsk, Russia and moved to<br />

Ottawa, Canada at the age of twelve. In Ottawa, he<br />

graduated with honours from Ashbury College and<br />

played Ice Hockey at the highest level. He attended<br />

Colgate University on scholarship, where for four years<br />

he played NCAA Division I hockey.<br />

Dmitry graduated Magna Cum Laude from Colgate<br />

University, with honours in Computer Science. Following<br />

University, Dmitry was partner at an IT consulting firm.<br />

He completed his MBA at New York University's<br />

Leonard N. Stern School of Business, where he graduated<br />

Cum Laude. Dmitry has returned to Russia to<br />

launch his own financial consultancy business.<br />

Andreas Weichert arrived in Moscow in Summer 2011 to<br />

take on his new post as Senior Trade Commissioner.<br />

Andreas was born in Vancouver, British Columbia. He<br />

worked in a variety of roles in advertising and insurance,<br />

achieving his Canadian Accredited Insurance Broker designation<br />

in 1987. He graduated from the University of British<br />

Columbia in 1991(B. Commerce Honours Finance), and in<br />

1992 (MBA). He continued his post graduate studies in<br />

Management at Erasmus University Rotterdam and at the<br />

Wirtschaftsuniversitat Wien. Following his studies, he<br />

worked in the investment industry in Luxembourg.<br />

Mr. Weichert joined the Foreign Service of the Department<br />

of Foreign Affairs and International Trade as a Trade<br />

Commissioner in 1995. He has served in the OSCE Mission<br />

to Georgia (1997) and in Canadian embassies in Almaty<br />

(1997-2000), Amman (2000-01), and Riyadh (2004-07). In<br />

Ottawa, he has served as Director Strategic Trade Planning<br />

and Performance Management Division (2008-2011),<br />

deputy director of Regional Offices in Canada Division<br />

(2007-08), and of East Europe Division (2001-04). His other<br />

headquarters assignments were in the Environment Division,<br />

Eastern Europe Division and Export Finance Division.<br />

The Russian Federation, the world's largest and most<br />

mineral-rich nation, has quickly reshaped its mining<br />

industry in response to the global financial crisis.<br />

Recent legislative and policy changes have sought to<br />

address the demands of foreign mining companies in<br />

order to attract new investment. Other CIS countries<br />

such as Kazakhstan are also actively promoting additional<br />

investment in their mining sectors.<br />

<strong>CERBA</strong>'s annual mining conference offers a full day<br />

program dedicated to developments in the Russian<br />

and CIS mining sector, identifying and explaining mining<br />

investment opportunities in Russia and the CIS for<br />

Canadian companies. Participants include representatives<br />

of leading Canadian and Russian mining companies,<br />

investors, suppliers, Russian and Canadian<br />

government officials and officials from the most significant<br />

mineral producing regions of Russia and<br />

some of the CIS countries.

<strong>CERBA</strong> and the Russian Union of Entrepreneurs<br />

and Industrialists, in co-ordination<br />

with the Government of Canada and<br />

the Government of Russia, organized the<br />

«2011 Canada-Russia Business Summit»<br />

in Ottawa on June 1, 2011.<br />

The event was co-chaired on the government<br />

level by the Russian First Deputy<br />

Prime Minister Viktor Zubkov, and the<br />

Canadian Minister of International Trade,<br />

Edward Fast. The summit provided a forum<br />

for business leaders of Canada and Russia<br />

to discuss bilateral trade and investment<br />

issues. The event brought together CEOs<br />

from major Canadian players in the Russian<br />

market as well as shareholders and<br />

top management from their leading Russian<br />

partners. Interest and attendance from<br />

both sides was high with over 300 participants.<br />

June 1st was a prelude to the meetings<br />

of the Intergovernmental Economic<br />

Commission (IEC) organized by Department<br />

of Foreign Affairs and International<br />

Trade Canada on June 2nd at the same<br />

venue, hotel Chateaux Laurier in Ottawa.<br />

Opening the Summit, Victor A. Zubkov,<br />

First Deputy Prime Minister of the Russian<br />

Federation noted: «Perspectives of the<br />

investment cooperation between our<br />

countries will continue to be defined by<br />

new projects in the main segments of our<br />

interaction – mining, metallurgy and machinery,<br />

agriculture».<br />

V. Zubkov urged to strive for greater<br />

diversification of the bilateral trade relations,<br />

and more active involvement of the<br />

two countries' regions in this process. As<br />

well, the First Deputy Minister noted that<br />

necessary agreements and protocols had<br />

already been signed between the Russian<br />

regions and Canadian provinces.<br />

«Concerning Russia-Canada investment<br />

cooperation, we can confidently talk about<br />

growing opportunities for the realization of<br />

many joint projects in various spheres.<br />

Especially in those that are bound by economic,<br />

nature, and climate similarities of<br />

our countries», – he said.<br />

Quite a number of positive developments<br />

occurred on both June 1st and 2nd including<br />

partnerships and perspective agreements<br />

in nanotechnology, aerospace, energy<br />

efficiency, construction, innovation and<br />

sports infrastructure.<br />

ECONOMIC COMMISSION REPORT:<br />

Following the <strong>CERBA</strong> Canada-Russian<br />

Business council sessions the Honourable<br />

Ed Fast, Minister of International Trade<br />

and Minister for the Asia-Pacific Gateway,<br />

concluded the eighth Canada-Russia Intergovernmental<br />

Economic Commission<br />

(IEC) session with First Deputy Prime Minister<br />

Viktor Zubkov of Russia. The two ministers<br />

signed a joint ministerial statement<br />

and witnessed the signings of commitments<br />

that will increase bilateral trade, and<br />

commercial and scientific collaboration<br />

between Canada and Russia.<br />

«Jobs and economic growth to benefit<br />

Canadians continue to be our government's<br />

top priority. With trade representing<br />

some 60 percent of our economy, deepening<br />

our relationship with key countries<br />

like Russia is vital to our economic recovery,»<br />

said Minister Fast.<br />

In addition to the joint ministerial statement,<br />

a statement on science and technology<br />

cooperation was signed that commits<br />

Canada and Russia to meet one year<br />

from now to map out possible areas of collaboration,<br />

including climate and arctic<br />

research, energy, nanotechnology and biomedicine.<br />

Also, Canada and Russia signed a memorandum<br />

of understanding (MOU) on<br />

aerospace. This MOU will see people from<br />

the Aerospace Industries Association of<br />

Canada working side by side with their<br />

counterparts from Russia's Union of<br />

Aviation Industrialists to develop strategies<br />

that will make both countries' aerospace<br />

sectors more globally competitive in the<br />

years to come.<br />

Bilateral merchandise trade with Russia<br />

totaled $2.8 billion in 2010, an increase of<br />

12.3 percent from the previous year.<br />

Canadian merchandise exports to Russia<br />

totaled $1.2 billion in 2010, an increase of<br />

33.8 percent from 2009.<br />

Canadian companies, which would strengthen<br />

our economic growth and lead to<br />

more jobs».<br />

The IEC is Canada's most important<br />

forum for bilateral exchanges on trade and<br />

investment issues with Russia.<br />

The forms of cooperation mentioned in<br />

the statement include the exchange of scientific<br />

and technological information; joint<br />

scientific seminars, conferences and<br />

workshops; the exchange or shared use of<br />

equipment and materials; the exchange of<br />

scientists and engineers; and joint<br />

research and development.<br />

The Canada-Russia Intergovernmental<br />

Economic Commission (IEC) was created<br />

by the 1993 Canada-Russia Agreement on<br />

Economic Cooperation to promote economic<br />

relations between Canada and<br />

Russia and to address issues affecting<br />

bilateral trade.<br />

The IEC, which convenes every two<br />

years, consists of a plenary session and<br />

meetings of various working groups and<br />

round tables.<br />

Five working groups normally report to<br />

the IEC. These groups discuss agriculture,<br />

energy, construction, mining, and the<br />

Arctic and the North. This year's event features<br />

the inaugural meeting of the space<br />

working group. The 2011 IEC also included<br />

round tables on science and technology,<br />

and investment. At these round tables,<br />

both government and industry are represented.<br />

Investing in Russia: Myths and Facts,<br />

Risks and Opportunities<br />

On Thursday, Sept 22, 2011 for the first time in history <strong>CERBA</strong><br />

brought together economists, analysts, investors, industrial companies<br />

and the financial sector representatives to discuss investment<br />

in the Russian Federation. The purpose of the conference<br />

was to demystify the political, legal and regulatory environment in<br />

Russia, assess economic prospects, explain the formula for success<br />

in the Russian market, and examine the prospects for<br />

increased Canadian and other foreign investment in Russia.<br />

The conference was ably managed by economic guru Daniel<br />

Thorniley whose consulting group DT-Global is widely recognized<br />

as one of the foremost authorities on Russian and Eastern European<br />

economies. Conference participants heard that doing business<br />

in Russia is never easy but usually profitable. And these profits<br />

and income statements of some of the world's largest multinationals.<br />

As advertising executive Alex Shifrin pointed out (Saatchi<br />

& Saatchi), «Russia is a challenging place to do business and a<br />

great place to make money».<br />

Presentations were made in four general sessions, the first covering<br />

the overall political landscape, the second discussing investment<br />

success stories, and the third and fourth covering capital markets<br />

from the Canadian and Russian point of view, respectively.<br />

The marquee included speakers from Troika Dialog, Carleton<br />

University, the New Economic School, Kinross Gold, Metalloinvest,<br />

Research in Motion, Onexim Group, VTB, Sberbank, TMX<br />

The Joint Canadian-Russian Ministerial<br />

Statement on Co-operation in the Area of<br />

Science, Technology and Innovation commits<br />

the two governments to encourage<br />

and facilitate the pursuit of collaborative<br />

opportunities in emerging fields among<br />

government bodies, the private sector and<br />

academia. These fields include nanotechnology,<br />

arctic and climate research, energy<br />

and energy efficiency, advanced materials,<br />

life sciences and aerospace.<br />

Memorandum of Understanding on<br />

Main Cooperation Initiatives between<br />

the Aerospace Industries Association<br />

of Canada and the Union of Aviation<br />

Industrialists of Russia.<br />

This memorandum of understanding will<br />

allow the two countries to be more globally<br />

competitive in the aerospace sector. It will<br />

enhance cooperation in developing and<br />

producing advanced aerospace products<br />

and improving access to respective aerospace<br />

markets with a view to increasing<br />

trade. It will also encourage the exchange<br />

of information and promotion of aeronautical<br />

products as well as support the practical<br />

implementation of advanced standards<br />

and regulations. The Aerospace Industries<br />

Association of Canada is a member-driven,<br />

not-for-profit national organization.<br />

Information reaching Canadians on the Russian market potential<br />

is too often tinged with negative emphasis, and sometimes<br />

clearly lacks basis in fact. The Investment Conference went a<br />

long way towards dispelling myths that have abounded in Canada<br />

and other countries about foreign investment in Russia and the<br />

risk-to-reward ratio. <strong>CERBA</strong> is dedicated to developing and<br />

enhancing the Canada-Russia trade and economic relationship<br />

and is proud to have organized such a relevant forum for<br />

On July 14, <strong>CERBA</strong>'s Vancouver Chapter, in<br />

This was the first Canadian mission of such<br />

scale to the Urals and helped Canadian companies<br />

develop strong links with the regional government.<br />

At the Exhibition, Canadian business delegates<br />

displayed their promotional material at the<br />

<strong>CERBA</strong> booth provided by INNOPROM.<br />

The delegation had an extensive program,<br />

including official meetings with the Governor of<br />

the Sverdlovsk region, Mr. Misharin; Minister of<br />

International and Foreign Economic Relations,<br />

Mr. Kharlov; Minister of Industry and Science of<br />

Sverdlovsk Oblast, Mr. Petrov; and Minister of<br />

Natural Resources, Mr. Kryutchkov. The group<br />

also met with the General Director of Corporation<br />

Ural Industrial – Ural Polar, Mr. Beletsky.<br />

Ural Polar is a federal project for development of<br />

the Mid and North Ural area and can potentially<br />

be great grounds for cooperation within Canada-<br />

Russia circumpolar areas. The delegates also<br />

met with Victor Koksharov, Rector of the United<br />

Federal University. This visit highlighted opportunities<br />

for developing a student exchange program<br />

and joint educational programs with<br />

Canadian Universities.<br />

One unique feature of this mission was <strong>CERBA</strong><br />

Vancouver's initiative to make direct business<br />

connections for BC companies – Vitech Engineering<br />

and CWS Industries. With support from<br />

the Sverdlovsk regional Union of construction<br />

industry enterprises, Vitech Engineering (wood<br />

processing consultants) successfully visited the<br />

Tavda Wood Processing Plant and met with manufacturers<br />

of wood-based building materials.<br />

CWS Industries (manufacturing of heavy duty<br />

equipment for mining and forestry) met with<br />

Mantrac-Vostok and URALMASH. Mantrac-<br />

Vostok is a major Western distributer of mining<br />

and forestry machinery in Russia and URALMASH<br />

is a major Russian producer of heavy equipment<br />

for open pit mining. Both Canadian companies<br />

discussed potential business opportunities and<br />

will further explore these new contacts for<br />

expanding into the Russian market.<br />

The mission concluded with the signing of a<br />

Collaboration Agreement between <strong>CERBA</strong>-Vancouver<br />

(represented by Nathan Hunt) and the<br />

Sverdlovsk Oblast Union of Industrialists and<br />

Entrepreneurs (represented by Dmitry<br />

Pumpyansky). This cooperation framework<br />

establishes the facilitation of future business<br />

collaboration between Canada and Russia.<br />

Overall, the mission resulted in the development<br />

of a strong partnership and cooperative working<br />

relationship between the government of the<br />

Sverdlovsk Oblast and Canadian businesses.<br />
