The Cox Center also participated <strong>in</strong> <strong>the</strong> project by coord<strong>in</strong>at<strong>in</strong>g <strong>the</strong> placement <strong>of</strong> computers and<br />

laser pr<strong>in</strong>ters <strong>in</strong> each <strong>of</strong> <strong>the</strong> seven newsrooms and by send<strong>in</strong>g consultants <strong>to</strong> <strong>Albania</strong> on five<br />

occasions <strong>to</strong> provide tra<strong>in</strong><strong>in</strong>g.<br />

The <strong>Free</strong> <strong>Press</strong> Is Launched<br />

The new equipment freed <strong>the</strong> seven newspapers from hav<strong>in</strong>g <strong>to</strong> use <strong>the</strong> services <strong>of</strong> <strong>the</strong><br />

communist party press house for typesett<strong>in</strong>g and lay-out; however, it also created problems <strong>the</strong><br />

<strong>Albania</strong>ns had never faced us<strong>in</strong>g primitive production methods. The same day I delivered<br />

computers <strong>to</strong> one newspaper staff <strong>the</strong>y put aside <strong>the</strong>ir manual typewriters and started enter<strong>in</strong>g<br />

s<strong>to</strong>ries and lay<strong>in</strong>g out pages on <strong>the</strong> term<strong>in</strong>als. Throughout <strong>the</strong> day <strong>the</strong>re were power outages and<br />

result<strong>in</strong>g computer crashes, and by late even<strong>in</strong>g not one page was f<strong>in</strong>ished.<br />

"Mr. Van. When will we get our newspaper out <strong>of</strong> <strong>the</strong> computer?" asked <strong>the</strong> edi<strong>to</strong>r.<br />

"When you get <strong>the</strong> electricity <strong>to</strong> stay on," I said.<br />

"But <strong>the</strong> electricity never stays on for long," he moaned.<br />

The sun was ris<strong>in</strong>g <strong>the</strong> next morn<strong>in</strong>g when <strong>the</strong> last page crept <strong>of</strong>f <strong>the</strong> laser pr<strong>in</strong>ter, and <strong>the</strong><br />

pasteups were rushed <strong>of</strong>f <strong>to</strong> <strong>the</strong> pr<strong>in</strong>t<strong>in</strong>g plant. But <strong>the</strong> <strong>Albania</strong>ns were undaunted by <strong>the</strong><br />

experience. After a few hours sleep, I trudged back <strong>to</strong> <strong>the</strong> <strong>of</strong>fice and found a mach<strong>in</strong>e that looked<br />

like a huge green hot dog stand block<strong>in</strong>g <strong>the</strong> front door. It turned out <strong>to</strong> be a diesel genera<strong>to</strong>r left<br />

beh<strong>in</strong>d by <strong>the</strong> Ch<strong>in</strong>ese some 20 years before. The Red Army's bright star adorned one side, and<br />

several copy edi<strong>to</strong>rs were huddled around a panel <strong>of</strong> knobs and dials try<strong>in</strong>g <strong>to</strong> decipher <strong>the</strong><br />

operat<strong>in</strong>g <strong>in</strong>structions, written <strong>in</strong> Ch<strong>in</strong>ese.<br />

No one knew Ch<strong>in</strong>ese, but no one wanted <strong>to</strong> spend ano<strong>the</strong>r night wait<strong>in</strong>g for <strong>the</strong> electricity <strong>to</strong><br />

come back on, ei<strong>the</strong>r. The genera<strong>to</strong>r was started and a thick cable term<strong>in</strong>ated by two exposed<br />

wires was threaded through a w<strong>in</strong>dow. After several misconnections that caused a shower <strong>of</strong> blue<br />

sparks, <strong>the</strong> lights flickered on and <strong>the</strong> <strong>Albania</strong>n free press lurched forward, courtesy <strong>of</strong><br />

communist Ch<strong>in</strong>a.<br />

By <strong>the</strong> time <strong>the</strong> construction <strong>of</strong> <strong>the</strong> <strong>the</strong> Democratic <strong>Press</strong> pr<strong>in</strong>t<strong>in</strong>g plant was f<strong>in</strong>ished, most <strong>of</strong> <strong>the</strong><br />

newspapers had completed <strong>the</strong> conversion <strong>to</strong> computerized lay out and typesett<strong>in</strong>g. The plant<br />

was dedicated on February 2, 1993, <strong>in</strong> a ceremony attended by President Berisha, representatives<br />

<strong>of</strong> <strong>the</strong> Cox International Center, <strong>the</strong> International Media Fund, USIA and most <strong>of</strong> <strong>the</strong> Tirana<br />

media. Address<strong>in</strong>g <strong>the</strong> crowd, President Berisha said he had encouraged <strong>the</strong> build<strong>in</strong>g <strong>of</strong> <strong>the</strong> plant<br />

because he believed a free and <strong>in</strong>dependent press was essential <strong>to</strong> build<strong>in</strong>g a democratic <strong>Albania</strong>.<br />

However, less than two years later, several journalists were jailed for violat<strong>in</strong>g press laws that<br />

had been passed dur<strong>in</strong>g his adm<strong>in</strong>istration and his political opponents were charg<strong>in</strong>g him with<br />

resort<strong>in</strong>g <strong>to</strong> repressive tactics.<br />

Along with <strong>the</strong>ir desperate need for material and technological assistance, <strong>Albania</strong>n journalists<br />

have had few opportunities for any type <strong>of</strong> formal journalism education. Nor has <strong>Albania</strong>n<br />
