GENERAL SERVICES ADMINISTRATION<br />
BLANKET PURCHASE AGREEMENT<br />
Pursuant to the <strong>GSA</strong> Federal Supply Schedule (FSS) MOBIS contracts listed on Page 1 of this document and Federal<br />
Acquisition Regulation (FAR) 8.405-3, Blanket Purchase Agreements (BPAs), the Contractor agrees to the following terms<br />
of a BPA, established and administered by the <strong>GSA</strong>, and hereby made available for use by all <strong>DHS</strong> Components,<br />
agencies and organizations:<br />
1. The following contract services/products can be ordered under this BPA. All orders placed against this BPA are subject<br />
to the terms and conditions of the basic <strong>GSA</strong> Multiple Award Schedule (MAS) contract in addition to the terms and<br />
conditions listed in this BPA.<br />

SPECIAL BPA DISCOUNT/PRICE<br />
The awarded team discount<br />
of 22% shall apply to each of<br />
the FSS MOBIS Contracts<br />
listed on Page 1.<br />
Specific Functional Areas within each SIN is listed in the Statement of Work (SOW),<br />
included as Attachment 1.<br />
2. Delivery:<br />

3. This BPA does not obligate any funds.<br />

individual task order(s).<br />
4. The base period of performance under this BPA will be June 2, 2006 through June 1, 2007, with 4 option periods of 12<br />
months each.<br />
5. The requirements for invoicing and payment will be specified at the task order level.<br />
6. The following is a list of changes to the Request for Quote (RFQ) (RFQ of 4/19/06 included as Attachment 2):<br />
a. Orders will be placed against this BPA in accordance with <strong>GSA</strong> Schedule BPA Ordering Procedures for Strategic<br />
Sourcing, which is included in this award document as Attachment 3.<br />
b. The Strategic Sourcing Procurement Spend Data DID referenced in the RFQ is replaced by Procurement Price<br />
Reduction & Usage Tracking System (PPRUTS) Report, which is included as Attachment 4 of this document.<br />
c. The Statement of Work (Attachment 1) is revised with the following language:<br />
“Offerors shall be made aware that although each Task Order will specify any travel and<br />
ODC requirements, the Government will not allow for the inclusion of any profit<br />
whatsoever on travel and ODCs, and will not allow any G&A or material handling charges<br />
based upon a percentage of cost, unless such a manner of allocating G&A is already<br />
permitted per the terms and conditions of the contractor’s underlying basic <strong>GSA</strong> MOBIS<br />
Schedule.”<br />
During Oral Presentations, the Contractor stated that their MOBIS Contracts do not allow for percentage based<br />
G&A applications, therefore they will comply with the language of the original RFQ (i.e. not provide for any G&A or<br />
material handling charges based upon a percentage of cost).<br />
