Huntsville, Texas<br />
2.1 Description of City<br />
The City of Huntsville is the seat of Walker County <strong>and</strong> is centrally located within the<br />
County at the junction of Interstate Highways 45 <strong>and</strong> 75, U.S. Highway 190, <strong>and</strong> State<br />
Highway 30.<br />
The city’s population has grown from 35,078 in 2000 to an estimated 37,537 in 2006,<br />
representing an average annual growth rate of 1.1 percent. 1 It is projected that by the<br />
year 2010, the City of Huntsville’s population will reach 40,236 or an additional 2,699<br />
residents. 2 It is important to note that a significant portion of Huntsville’s population<br />
lives within institutionalized group quarters (Texas Department of Criminal Justice<br />
population) <strong>and</strong> non-institutionalized group quarters (Sam <strong>Houston</strong> State University<br />
students in college dormitories). As of the 2000 U.S. Census, these persons accounted<br />
for approximately 32 percent of the city’s total population. Table 2-1 outlines the<br />
historical <strong>and</strong> projected population of the City of Huntsville in total <strong>and</strong> adjusted for<br />
institutionalized <strong>and</strong> non-institutionalized group quarters.<br />

The City of Huntsville was selected by the <strong>Houston</strong>-Galveston Area Council (H-GAC)<br />
to participate in this <strong>Recycling</strong> <strong>and</strong> <strong>Waste</strong> <strong>Minimization</strong> <strong>Case</strong> Study project because of<br />
its long-st<strong>and</strong>ing recycling programs, unique building materials reuse program <strong>and</strong> its<br />
long-term commitment to recycling <strong>and</strong> waste minimization efforts.<br />
