On behalf <strong>of</strong> ItS affiliates, the AFL­<br />

CIO has presented platform proposals<br />

to the <strong>1984</strong> Dcmocrallc and Republican<br />

Party National Conventions. The<br />

platform expresses the AFL-CIO's<br />

concerns on jobs, international trade,<br />

monetary policies, mterest rates, labor<br />

law enforcement, social needs, foreign<br />

policics, defense and other national<br />

needs. The following arc excerpts taken<br />

from the AFL-CIO's platform proposals.<br />

After three years <strong>of</strong> favoritism <strong>of</strong><br />

the few at the expense <strong>of</strong> the many,<br />

American workers arc looking for the<br />

redress <strong>of</strong> multiple gn evances. The<br />

AFL-CIO, with 14 million members<br />

m 96 national orgaruzatlons and 50,000<br />

local umons, IS the most inclUSive<br />

cross section <strong>of</strong> the American populauon<br />

that ClUStS. Its members live In<br />

every commumty and work at every<br />

trade and occupation. It IS to that<br />

world <strong>of</strong> work that the current administration<br />

has done ItS worst damage<br />

since II tOok charge. Despite more<br />

than a yea r <strong>of</strong> rccovery In the bUSiness<br />

world, recovery IS nOt even In Sight<br />

for the 8.5 million who arc stili unemployed.<br />

For those sull holdmg a<br />

lob, average real wages arc 3.5 percent<br />

lower than they were four years ago.<br />

The future for most <strong>of</strong> our children IS<br />

gnm. To reach full employment by<br />

1990, defined as 3 percent joblessness,<br />

thiS COUntry will have to generate 20<br />

million more iobs. If Jobs arc created<br />

at a rate no greater than that <strong>of</strong> the<br />

last seven years, the shortfall will be<br />

7.5 million Jobs. As for youngsters<br />

who have been forced to abandon the<br />

dream <strong>of</strong> higher education, thiS<br />

admirustration proposes to throw them<br />

on that depressed Job market at less<br />

than the mmimum wage. We believe<br />

the platforms <strong>of</strong> both major partlcs<br />

must also be concerned with the plight<br />

<strong>of</strong> the poor, working and non-working,<br />

who have been written <strong>of</strong>f and deprived<br />

<strong>of</strong> the help and encou ragement<br />

<strong>of</strong> their government for the past 3.5<br />

years. In early 198 1 when the Reagan<br />

Administration's budget and tax proposals<br />

were unveiled, the AFL-CIO<br />

immediately responded that they posed<br />

a "high-nsk gamble" with the hves<br />

<strong>of</strong> the Amentan people. That analYSIS<br />

grew from pnnclples deeply held by<br />

Amencan workers and their unions.<br />

The labor movement has always opposed<br />

the belief that plimg more bcnefits<br />

on bUSiness and on the wealthy<br />

will allow enough to " trickle down"<br />

to satisfy America's working men and<br />

national transportation policy that would msure<br />

the system's strength and the contmued aval"<br />

ability <strong>of</strong> all forms 01 transportation to clllzens,<br />

business and industry, and both urban and<br />

rural communitieS.<br />

The Reagan AdminlstrallOn has slashed funding<br />

for transportation programs. ignored the<br />

chaos created by deregulation and mounted an<br />

aClJve campaign to destroy salety standards<br />

and other protections for transportatIOn work·<br />

ers.<br />

Mondale, In comparison, has pledged strong<br />

government support 01 programs to rebUild the<br />

transportallon system .<br />

Many workers and thelf commuflltles have<br />

already lelt the devastallng losses <strong>of</strong> jobs,<br />

mcome, stabilrty and publiC resources that come<br />

from corporate or government deCISions to<br />

close or relocate plants<br />

The Afl-CIO supports passage <strong>of</strong> plant cfos·<br />

109 laws reqUiTIng both pnvate and publiC<br />

employers to recogntze thelf responSibilitieS to<br />

workers and their commuOilles before they shut<br />

Mondale is already on record on the Issue<br />

While he was a US senator, he sponsored<br />

plant clOSing legislation that paralleled reforms<br />

sought by labor.<br />

Mondale·s record also IS clear on occupa-<br />

1I0nai safety and health. Throughout hiS career.<br />

he has been labo(s solid ally In seekmg workplace<br />

protecllOn; and he has pledged to continue<br />

that alliance<br />

Beyond the workplace , the future IS clouded<br />

for many workers and their lamilies by the skyhigh<br />

interest rates produced by Reagan poliCies .<br />

These rates have put home ownership beyond<br />

the reach <strong>of</strong> many middle-income Americans<br />

And many jobless workers have suffered or<br />

laced mortgage foreclosure and the loss <strong>of</strong><br />

their hOmes<br />

For the elderfy, mlO<strong>of</strong>llJes, and lOW-income<br />

people, the Reagan Admlfllstrallon·s hOUSing<br />

budget cuts mean that not enough shelter IS<br />

being bUilt to meet their needs.<br />

The AFl·C IO has called for credit controls to<br />

help keep mortgage rates down, relief from<br />

mortgage foreclosures for the lobless, and<br />

government aSSistance In bUilding hOUSing for<br />

the net11y<br />

In hiS poliCIes, Mondate stresses the link<br />

between the Reagan budget dehc.ts and Interest<br />

rates and their Impact on home ownersh1p and<br />

on construction employment . He proposes con·<br />

The Housing Predicament<br />

The state <strong>of</strong> the housing IIldustry<br />

in the United States traditionally<br />

foretells the state <strong>of</strong> the economy.<br />

Because <strong>of</strong> the dependent relationship<br />

between housing and 3 wide<br />

range <strong>of</strong> auxili ary industries, the condition<br />

<strong>of</strong> the housing indus try at any<br />

given time strongly affects the rest<br />

<strong>of</strong> the economy. The ripple effect<br />

from a weak housing industry quickly<br />

reduces demand for durable goods<br />

such as carpeting; furniture; and re ­<br />

frigeratOrs, ranges, freezers, televi ­<br />

sion se ts, and other home appliances.<br />

It also adversely impacts industries<br />

supplying such basic building materials<br />

as electrical wiring, bri ck, cement,<br />

lumber, ro<strong>of</strong>ing, and other<br />

equipment and industries engaged in<br />

the const ruction <strong>of</strong> sewers, roads,<br />

schools, stores, utili ties, etc.<br />

The housing industry, aided by an<br />

Improving domestic autOmobile<br />

manufacturing mdustry and a some·<br />

what·lower imerest rate, was s lowly<br />

leading the econom), out <strong>of</strong> a deep<br />

recession. Housing StartS were up III<br />

1983, and residential construct ion<br />

was mainly responsible fo r the in ·<br />

crease in the va lue <strong>of</strong> to tal co nstruc·<br />

tion put in plaee that year. That old<br />

bugaboo, high interest rates, was sull<br />

hanging in there, however, and now,<br />

the nightmare has worsened. lmcresl<br />

rates are ri sing further, and the hous·<br />

ing industry is reeling.<br />

Interest Rates<br />

During the past year, hom e mon °<br />

gage rates had declined, but far less<br />

than the prime rate, the lower rate<br />

that banks charge for loans to their<br />

best commerc ial cus to mers. The<br />

prime rate has a bearing on the rates<br />

that banks charge on many other<br />

loans, especially on loans to md]v]d·<br />

uals and medium· and small·size<br />

businesses. The prime rate has grown<br />

to the 12.5·to· 13 percent range, as <strong>of</strong><br />

late June, <strong>1984</strong>. Following SUit, 30·<br />

year, fixed·rate mortgages fo r 30·da y<br />

delivery have climbed from a post ·<br />

recession low <strong>of</strong> 12.5 percent to 14.88<br />

other recent ncgal1ve indicators as a<br />

drop in the production <strong>of</strong> construction<br />

supplies, a drop in the price <strong>of</strong><br />

lumber, a drop in the number <strong>of</strong><br />

potential customers looking at builders'<br />

model homes, and a drop in new<br />

.,. home sales clearly point to a slowdown<br />

in housing StartS and money<br />

invested In building new homes.<br />

Builders, after all, tcnd to be morc<br />

cautious about starting new can·<br />

structton when Interest rates climb.<br />

They fear that the bottom Will drop<br />

J out <strong>of</strong> the hOUSing market again.<br />

The prospects for future houslI1g<br />

activity 10 <strong>1984</strong> and 1985, therefo re,<br />

don't look good. Interest rates arc<br />

expected to increase marginally this<br />

year and substantially next year. Af·<br />

starts could plunge.<br />

Housing Stans<br />

It has generally been accepted that<br />

the annual rate <strong>of</strong> housing st:ITtS<br />

~ needed In the Umted States to pro­<br />

numbe r has not been attained. In<br />

1978, when mortgage interest rates<br />

we re at .1n average rate <strong>of</strong> 9.5 pe rcent,<br />

hOUSing starts reached a record high<br />

<strong>of</strong> two-millio n. As interest ratcs rose<br />

in 1979, housing starts dropped back<br />

to 1.7-million; and by thc time the<br />

rates reached an average <strong>of</strong> 1 S. 7 percent<br />

in 1982, the numbe r <strong>of</strong> housing<br />

starts plummeted to 1,062,200.<br />

Mongage rates fell to 12.5 percent<br />

in the summer <strong>of</strong> 1983; and in that<br />

year, housing starts rose to !. 7-mi/­<br />

lion. Although housing starts were<br />

strong ea rl y In <strong>1984</strong>, they like ly will<br />

drop <strong>of</strong>f dunng the second half <strong>of</strong> the<br />

year, primanly because <strong>of</strong> the n sing<br />

interest rates. Houslllg sta rts in<br />

<strong>1984</strong> could total 1.8- mllilon, carried<br />

only by the strong early shOWing;<br />

1985 start s could be as low as 1.57·<br />

million.<br />

Price <strong>of</strong> Hous ing<br />

In Ma y <strong>of</strong> thiS year, ncw ho me<br />

constructton dropped by 10.5 pe r­<br />

ce nt, and sales <strong>of</strong> new, slngle·famlly<br />

homes fell for the third consecutive<br />

month. The IOventory <strong>of</strong> unsold<br />

homes reached ItS highest level since<br />

September, 1982. With mortgage m­<br />

terest rates rising, the prtce <strong>of</strong> housing<br />

conttnues to ri se. The average<br />

sales pnce has now reached SIOI ,OOO.<br />
