1. Background<br />
The <strong>International</strong> <strong>Labour</strong> <strong>Organization</strong> has recently entered into a partnership with the MasterCard<br />
Foundation called the "Work4Youth" (W4Y) Project. The project, which began in June 2011 and will<br />
run through May 2016, will be instrumental in strengthening the capacity of the ILO to deliver<br />
services to constituents in the priority area of youth employment. 28 target countries – five<br />
countries across four regions and eight countries in sub-Saharan Africa – have been invited to<br />
engage with the ILO in the programme.<br />
The immediate objective of the project is to "strengthen knowledge of the youth employment<br />
challenge at global, regional and national levels supports the shaping of evidence-based policies<br />
and programmes". The main topic is the transition of young people from school to the labour<br />
market. One of the core outputs that will help to meet the objective is the running of the ILO's<br />
school-to-work transition survey (SWTS). The surveys – one household survey of young men and<br />
women aged 15 to 29 years and one establishment survey of employers of youth – are to be run<br />
twice in each selected country over the five-year period of the project. Final reports, presenting<br />
and analysing survey results will be written in association with each survey; national workshops to<br />
discuss findings and develop progress in policy design and implementation will be organized in each<br />
of the target countries; regional reports will be written to broadcast a synthesis of regional trends<br />
(ten reports in total); five thematic reports will be written that explore particular transition-related<br />
topics in greater depth; a global database of SWTS indicators will be developed; and all of this will<br />
feed into the ILO flagship publication, the Global Employment Trends for Youth reports of 2012 and<br />
2014.<br />
The candidate will be based in Dar es Salaam but will oversee the school-to-work transition surveys<br />
in five countries, Kenya, Malawi, Uganda, Tanzania and Zambia. S/he will report administratively to<br />
the Director of the ILO Country Office for the United Republic of Tanzania, Kenya, Rwanda and<br />
Uganda, but for technical work, will report to the Senior Research Specialist of the Work4Youth<br />
project at the ILO Headquarters in Geneva
2. <strong>Description</strong> of the position and specific duties<br />
Duties:<br />
Coordination, planning and implementation of school-to-work transition surveys (SWTS) in<br />
the above-mentioned countries, both on technical and administrative/financial sides.<br />
Strengthening capacities and assistance to the ILO partners involved in the project: assisting<br />
in design of sampling frames, adaptation of survey questionnaires; providing training on<br />
data entry and tabulation, if needed.<br />
Organize hiring of final report writers of the SWTS in each country covered by the project<br />
and oversee production of reports.<br />
Develop partnerships with Government Ministries (especially Ministry of <strong>Labour</strong> and<br />
National Statistical Offices), employers’ organizations and trade unions, civil society<br />
organizations, including youth organizations, research institutions and various United<br />
Nations agencies.<br />
Technical support, advice, and coaching provided to the tripartite partners to ensure that<br />
capacities- both functional and substantive - are in built to enable them to carry out their<br />
mandates and functions more effectively.<br />
Adapt ILO global tools to national circumstances, as well as apply them and monitor their<br />
application.<br />
Prepare, manage and keep up to date a finance and administration system that facilitates a<br />
proper reporting and effective interface with the administration and finance system of the<br />
ILO.<br />
Develop a knowledge management and sharing strategy of the programme, including<br />
information materials and research.<br />
Perform other tasks related to project objectives as requested by the ILO Country Director.<br />
3. Required qualifications/application process<br />
Education:<br />
Advanced university degree in Statistics or Economy with a specialization in quantitative techniques<br />
(preferably in statistics) or any other degree considered equivalent<br />
Languages: Excellent command of English is required.<br />
Experience: The candidate should have at least Three years relevant knowledge and experience in<br />
the design, the collection and the analysis of statistical data, especially data coming from<br />
household and/or establishment surveys
Competencies:<br />
He/she must have the ability to work with statistical software as SPSS and STATA and to write<br />
statistical reports and other technical documents. Work experience with governmental and/or<br />
international organizations in the area of labour statistics. The candidate must be available to travel<br />
abroad. Candidates having solid experience in the design and implementation of labour force<br />
surveys will be an asset.<br />
