Hav<strong>in</strong>g regard to <strong>the</strong> Commission Communication “S<strong>in</strong>gle Market Act II”<br />
(COM(2012) 573), and <strong>in</strong> particular Key Action II <strong>the</strong>reof, regard<strong>in</strong>g maritime<br />
transport,<br />
I. The Fourth Railway Package<br />
1. Welcomes <strong>the</strong> ma<strong>in</strong> objectives of <strong>the</strong> Commission’s Fourth Railway Package to<br />
deliver better quality and more choice <strong>in</strong> railway services <strong>in</strong> Europe;<br />
2. Reiterates its support for <strong>the</strong> separation of <strong>the</strong> organisation of <strong>in</strong>frastructure<br />
management and transport operators <strong>in</strong> order to prevent conflicts of <strong>in</strong>terest and to<br />
ensure that <strong>in</strong>frastructure managers better respond to <strong>the</strong> needs of <strong>the</strong> market;<br />
3. Stresses <strong>the</strong> importance of <strong>in</strong>frastructure development of railways and improved<br />
<strong>in</strong>teroperability <strong>in</strong> Europe, <strong>in</strong>clud<strong>in</strong>g to assure smooth transalp<strong>in</strong>e transit, and agrees<br />
that a higher level of cooperation is needed at <strong>European</strong> level to achieve this;<br />
4. Underl<strong>in</strong>es that a s<strong>in</strong>gle railway area based solely on deregulation and competition<br />
does not solve <strong>the</strong> problems; considers that more <strong>in</strong>vestments <strong>in</strong> <strong>in</strong>frastructure and a<br />
common traveller's perspective are essential;<br />
5. Notes <strong>the</strong> different op<strong>in</strong>ions among EEA States and among political parties and o<strong>the</strong>r<br />
stakeholders with<strong>in</strong> <strong>the</strong> EEA States on whe<strong>the</strong>r open<strong>in</strong>g of <strong>the</strong> market for domestic<br />
passenger transport services by rail is an appropriate measure;<br />
II The Roadworth<strong>in</strong>ess Package<br />
6. Fully supports <strong>the</strong> objectives of <strong>the</strong> Roadworth<strong>in</strong>ess Package to reduce road accidents<br />
and deaths and contribute to reduc<strong>in</strong>g emissions of greenhouse gas and air pollutants;<br />
7. Supports <strong>the</strong> harmonisation of rules on periodic roadworth<strong>in</strong>ess test<strong>in</strong>g of motor<br />
vehicles and <strong>the</strong>ir trailers;<br />
8. Asks <strong>the</strong> Commission to undertake fur<strong>the</strong>r studies regard<strong>in</strong>g <strong>the</strong> l<strong>in</strong>k between<br />
accidents and technical failures of two-wheelers <strong>in</strong> order to better assess <strong>the</strong> need for<br />
periodic roadworth<strong>in</strong>ess test<strong>in</strong>g of <strong>the</strong>se vehicles; and believes that light trailers are<br />
better targeted at roadside checks;<br />
9. Highlights that technical requirements and test methods as laid down <strong>in</strong> <strong>the</strong> Annexes<br />
to <strong>the</strong> proposal on periodic roadworth<strong>in</strong>ess tests should be considered as EU m<strong>in</strong>imum<br />
standards, and that <strong>the</strong> Member States should be allowed to ma<strong>in</strong>ta<strong>in</strong> or <strong>in</strong>troduce<br />
higher standards;<br />
10. Supports demands for m<strong>in</strong>imum competence and appropriate tra<strong>in</strong><strong>in</strong>g requirements<br />
for <strong>in</strong>spectors; and stresses <strong>the</strong> need for <strong>in</strong>dependence of <strong>in</strong>spectors to elim<strong>in</strong>ate<br />
potential conflicts of <strong>in</strong>terest; however, underl<strong>in</strong>es that rules on <strong>in</strong>dependence should<br />
not h<strong>in</strong>der <strong>in</strong>spectors from perform<strong>in</strong>g periodic tests on vehicles that <strong>the</strong>y have<br />
previously repaired and/or ma<strong>in</strong>ta<strong>in</strong>ed;
