As the week-long stand-off between the security forces and<br />
rebels continues, the rebellion stands at a turning point<br />

After the abduction of70 police personnel<br />
from the Holeri Police Station<br />
by Maoist rebels. the Royal Nepalese<br />
Army (<strong>RNA</strong>) has for the first time joined<br />
search-and-rescue operations against the<br />
insurgents.<br />
As the stand-off between the army<br />
and <strong>Maoists</strong> continues. a group of human<br />
rights activists have reached Rolpa to find<br />
a peaceful solu tion to the crisis.<br />
"We will bring the <strong>Maoists</strong> and the<br />
security personnel on the table for negotiations<br />
to cnd the siege peacefully." said<br />

to start negotiations with the government<br />
The Maoist are demanding the rclease<br />
of their leaders and workers held in<br />
different jails in exchange for the police<br />
they have abducted. The government is,<br />
however, demanding the release of police<br />
personnel along with lheir arms unconditionally.<br />
As the standoff continues, major political<br />
partics have called upon both the<br />
government and the <strong>Maoists</strong> to exercise<br />
restraint and have urged the rebels to<br />
release alllhe police personnel. The government<br />
is also pressing the <strong>Maoists</strong> to<br />
release the captives and ensure safe passage<br />
for them. For the Maoist insurgents,<br />
releasing the police would have implications<br />
for their survival as a movement.<br />
Amid the growing debate over the<br />
mobilization of the anny, some fonner<br />
army chiefs came out in support of the<br />
government'~ decision. '·Anny IS an integral<br />
part of the governmenl and it can<br />
mobilize them if the need arises," said<br />
Guna Shumshcr JB Rana. former chief of<br />
army staff of the Royal Nepalese Army.<br />

emerged, but the place is said to bea major<br />
training base forthe <strong>Maoists</strong> in their stronghold<br />
of mid-western Nepal. The army<br />
located the area when Maoist-fired bullets<br />
hit low-tlying army helicopters. injuring<br />
three armymen onboard.<br />
Soon after the attack on the army's<br />
helicopters, the <strong>RNA</strong> started 10 drop additional<br />
forces in the area. The <strong>RNA</strong> has<br />
already dropped special commando forces<br />
over there. It is said the numbcrofsecurity<br />
forces in the area IS over 2.000.<br />

Wednesday. security personnel were still<br />
cordoning Nuwagaun and the surrount<br />
ing areas. The <strong>RNA</strong> began its operation<br />
swiftly on Friday following the abduction<br />
of 70 police personnel from the Holeri<br />
Police Station a day earlier.<br />
<strong>RNA</strong> personnel are now surrounding<br />
lhc <strong>Maoists</strong>' Nuwagaun base whcre the<br />
rebels are believed to have placed the<br />
abducted police personnel. As the standoff<br />
between the <strong>RNA</strong> and the insurgents<br />
continues. nobody knows how the impasse<br />
will end.<br />

personnel back with their seilcd weapons<br />
and other materials:' said a spokesman at<br />
