PURPOSE<br />

The purpose of this <str<strong>on</strong>g>paper</str<strong>on</strong>g> is to brief members <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> latest positi<strong>on</strong><br />

of <str<strong>on</strong>g>the</str<strong>on</strong>g> 20 capital works projects (excluding air-c<strong>on</strong>diti<strong>on</strong>ing (A/C) retro-fitting<br />

projects which is <str<strong>on</strong>g>the</str<strong>on</strong>g> subject of ano<str<strong>on</strong>g>the</str<strong>on</strong>g>r <str<strong>on</strong>g>paper</str<strong>on</strong>g>) that involve food and<br />

envir<strong>on</strong>mental hygiene (FEH) facilities.<br />

BACKGROUND<br />

2. Am<strong>on</strong>g <str<strong>on</strong>g>the</str<strong>on</strong>g> 169 remaining ex-Provisi<strong>on</strong>al Municipal Councils (ex-<br />

PMCs) projects that are at a comparatively early stage of planning and without<br />

all <str<strong>on</strong>g>the</str<strong>on</strong>g> necessary approval from <str<strong>on</strong>g>the</str<strong>on</strong>g> two ex-PMCs, 30 involve FEH facilities.<br />

Out of <str<strong>on</strong>g>the</str<strong>on</strong>g> 30 projects, 10 are <str<strong>on</strong>g>the</str<strong>on</strong>g> projects <strong>on</strong> retro-fitting of A/C system to<br />

existing markets and/or cooked food centres. The progress of which is<br />

reported in a separate <str<strong>on</strong>g>paper</str<strong>on</strong>g>.<br />

deteriorate. Members were also worried that<br />

Aldrich Bay Reclamati<strong>on</strong> Area.<br />

The project with a revised scope has been proceeded with as a<br />

minor building works item. Works started in August 2001 for<br />

completi<strong>on</strong> in mid-2002.<br />

The project has been upgraded to Category B of <str<strong>on</strong>g>the</str<strong>on</strong>g> Public<br />

Works Programme in October 2000. A c<strong>on</strong>sultati<strong>on</strong> <str<strong>on</strong>g>paper</str<strong>on</strong>g> <strong>on</strong><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> proposed project was submitted to <str<strong>on</strong>g>the</str<strong>on</strong>g> Food and<br />

Envir<strong>on</strong>mental Hygiene Committee (Committee) of Kwai Tsing<br />

DC in October 2000 for c<strong>on</strong>siderati<strong>on</strong>. Members raised no<br />

objecti<strong>on</strong> to FEHD’s recommendati<strong>on</strong> to proceed with <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

project. Works were originally scheduled to start in late 2002<br />

for completi<strong>on</strong> in late 2004. However, <str<strong>on</strong>g>the</str<strong>on</strong>g> project was opposed<br />

<str<strong>on</strong>g>by</str<strong>on</strong>g> residents and a school near<str<strong>on</strong>g>by</str<strong>on</strong>g>. In resp<strong>on</strong>se to <str<strong>on</strong>g>the</str<strong>on</strong>g> residents’<br />

request, <str<strong>on</strong>g>the</str<strong>on</strong>g> Architectural Services Department (“Arch SD”)<br />

commissi<strong>on</strong>ed a study <strong>on</strong> swopping <str<strong>on</strong>g>the</str<strong>on</strong>g> sites for <str<strong>on</strong>g>the</str<strong>on</strong>g> RCP and <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

ambulance depot and subsequently c<strong>on</strong>cluded that <str<strong>on</strong>g>the</str<strong>on</strong>g> swop was<br />

feasible. FEHD <str<strong>on</strong>g>the</str<strong>on</strong>g>n c<strong>on</strong>sulted <str<strong>on</strong>g>the</str<strong>on</strong>g> Committee <strong>on</strong> 19.10.2001.<br />

After careful deliberati<strong>on</strong>, <str<strong>on</strong>g>the</str<strong>on</strong>g> Committee eventually agreed at its<br />

meeting <strong>on</strong> 14.12.2001 that <str<strong>on</strong>g>the</str<strong>on</strong>g> proposed project should be<br />

implemented as so<strong>on</strong> as possible. Works are now scheduled to<br />

start in early 2003 for completi<strong>on</strong> in early 2005.<br />

Arch SD has assessed <str<strong>on</strong>g>the</str<strong>on</strong>g> proposal to redevelop <str<strong>on</strong>g>the</str<strong>on</strong>g> existing<br />

public toilet in-situ but has reservati<strong>on</strong> <strong>on</strong> its technical feasibility<br />

in view of <str<strong>on</strong>g>the</str<strong>on</strong>g> proximity of <str<strong>on</strong>g>the</str<strong>on</strong>g> proposed site to <str<strong>on</strong>g>the</str<strong>on</strong>g> existing<br />

water catchment area and <str<strong>on</strong>g>the</str<strong>on</strong>g> involvement of substantial<br />

geotechnical works. Meanwhile, Planning Department is<br />

c<strong>on</strong>ducting a comprehensive land use review for <str<strong>on</strong>g>the</str<strong>on</strong>g> Ng<strong>on</strong>g Ping<br />

area and will assist in identifying a suitable site in <str<strong>on</strong>g>the</str<strong>on</strong>g> vicinity for<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>structi<strong>on</strong> of a new toilet cum RCP block. The review is<br />

scheduled to be completed in mid-2002.<br />

FEHD recommends to review <str<strong>on</strong>g>the</str<strong>on</strong>g> residents’ need for <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

proposed market facilities.<br />

The existing air-c<strong>on</strong>diti<strong>on</strong>ed Housing Authority market in Siu<br />

Sai Wan Estate had just been expanded in late 1999. The<br />

additi<strong>on</strong>al market stalls sell wet goods and dry goods and <str<strong>on</strong>g>the</str<strong>on</strong>g>ir<br />

sizes are quite large. In additi<strong>on</strong>, a big superstore (4,100m²)<br />

has been opened in <str<strong>on</strong>g>the</str<strong>on</strong>g> area in August 2001. Given <str<strong>on</strong>g>the</str<strong>on</strong>g>se<br />

additi<strong>on</strong>al market facilities, FEHD needs to be prudent in<br />

c<strong>on</strong>sidering <str<strong>on</strong>g>the</str<strong>on</strong>g> need of <str<strong>on</strong>g>the</str<strong>on</strong>g> proposed market.<br />

A survey to assess <str<strong>on</strong>g>the</str<strong>on</strong>g> need for <str<strong>on</strong>g>the</str<strong>on</strong>g> proposed market is now<br />

underway. The findings will be available in early 2002.<br />

DC will be informed of <str<strong>on</strong>g>the</str<strong>on</strong>g> survey findings in due course.<br />

indicate that <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>tracting out of FEHD’s services would<br />

reduce <str<strong>on</strong>g>the</str<strong>on</strong>g> size of <str<strong>on</strong>g>the</str<strong>on</strong>g> vehicle fleet to be accommodated in this<br />

project from 100 to 72. In <str<strong>on</strong>g>the</str<strong>on</strong>g> light of <str<strong>on</strong>g>the</str<strong>on</strong>g> review results,<br />

FEHD is now reviewing <str<strong>on</strong>g>the</str<strong>on</strong>g> schedule of accommodati<strong>on</strong>.<br />

Meanwhile, FEHD has requested <str<strong>on</strong>g>the</str<strong>on</strong>g> Government Property<br />

Agency to explore if <str<strong>on</strong>g>the</str<strong>on</strong>g> proposed FEH facilities could be<br />

accommodated in <str<strong>on</strong>g>the</str<strong>on</strong>g> Chai Wan East Industrial Area.<br />

A few members held <str<strong>on</strong>g>the</str<strong>on</strong>g> opposite views and<br />

c<strong>on</strong>sidered that <str<strong>on</strong>g>the</str<strong>on</strong>g> shopping habits of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

public were changing and agreed that if<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g>re would be <str<strong>on</strong>g>the</str<strong>on</strong>g> provisi<strong>on</strong> of superstore,<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> Government should review whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r it<br />

was still required to provide a traditi<strong>on</strong>al<br />

market in <str<strong>on</strong>g>the</str<strong>on</strong>g> same area. Competiti<strong>on</strong><br />

would also exist am<strong>on</strong>gst superstores and<br />

not necessarily with traditi<strong>on</strong>al markets.<br />

Reas<strong>on</strong>s being :<br />

(a) <str<strong>on</strong>g>the</str<strong>on</strong>g> existing Tung Chau Street Temporary Market (TCSTM),<br />

which is about 10 to 15 minutes’ walking distance away<br />

from <str<strong>on</strong>g>the</str<strong>on</strong>g> project site, has serious viability problem (at<br />

present, about 220 of <str<strong>on</strong>g>the</str<strong>on</strong>g> 359 market stalls at TCSTM are<br />

vacant, representing a 60% vacancy rate); and<br />

(b) according to <str<strong>on</strong>g>the</str<strong>on</strong>g> Housing Department, <str<strong>on</strong>g>the</str<strong>on</strong>g>re will be a<br />

supermarket with provisi<strong>on</strong> of fresh food of size about<br />

960m² located at <str<strong>on</strong>g>the</str<strong>on</strong>g> commercial centre of Phase 3 of <str<strong>on</strong>g>the</str<strong>on</strong>g> Fu<br />

Che<strong>on</strong>g Estate. This residential development will be<br />

located next to <str<strong>on</strong>g>the</str<strong>on</strong>g> project site and completed in 2002.<br />

In <str<strong>on</strong>g>the</str<strong>on</strong>g> light of <str<strong>on</strong>g>the</str<strong>on</strong>g> above, FEHD needs to review whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r <str<strong>on</strong>g>the</str<strong>on</strong>g>re is a<br />

real need for <str<strong>on</strong>g>the</str<strong>on</strong>g> proposed market in late 2001 after <str<strong>on</strong>g>the</str<strong>on</strong>g> first batch<br />

Planning Board approved KCRC’s comprehensive<br />

Since <str<strong>on</strong>g>the</str<strong>on</strong>g> market would be within <str<strong>on</strong>g>the</str<strong>on</strong>g> CDA development<br />

area, <str<strong>on</strong>g>the</str<strong>on</strong>g> planning of <str<strong>on</strong>g>the</str<strong>on</strong>g> market project needed to<br />

dovetail with KCRC’s CDA development; and<br />

<strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> development programme of <str<strong>on</strong>g>the</str<strong>on</strong>g> CDA, KCRC<br />

FEHD has c<strong>on</strong>ducted a comprehensive review <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> size of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

vehicular fleet up<strong>on</strong> outsourcing of <str<strong>on</strong>g>the</str<strong>on</strong>g> cleansing services. The<br />

study results reveal that although <str<strong>on</strong>g>the</str<strong>on</strong>g> overall size of <str<strong>on</strong>g>the</str<strong>on</strong>g> vehicular<br />

fleet will ultimately be reduced <str<strong>on</strong>g>by</str<strong>on</strong>g> 20%, <str<strong>on</strong>g>the</str<strong>on</strong>g>re will not be a<br />

substantial reducti<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g> number of vehicles to be<br />

accommodated in <str<strong>on</strong>g>the</str<strong>on</strong>g> Sai Yee Street Depot. FEHD is now<br />

reviewing <str<strong>on</strong>g>the</str<strong>on</strong>g> Schedule of Accommodati<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g> proposed new<br />

On FEH Facilities<br />

FEHD is of <str<strong>on</strong>g>the</str<strong>on</strong>g> view that <str<strong>on</strong>g>the</str<strong>on</strong>g>re is no need to proceed with <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

market in <str<strong>on</strong>g>the</str<strong>on</strong>g> proposed Tseung Kwan O Complex project, reas<strong>on</strong>s<br />

being:<br />

(a) In 1997, when <str<strong>on</strong>g>the</str<strong>on</strong>g> former ProRC planned to add a market to<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> complex project, <str<strong>on</strong>g>the</str<strong>on</strong>g> area <strong>on</strong>ly had <strong>on</strong>e market (i.e.<br />

Housing Authority’s Hau Tak Market). However, with <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

lapse of time, additi<strong>on</strong>al market facilities have emerged (i.e.<br />

Jusco superstore in late 1997, <str<strong>on</strong>g>the</str<strong>on</strong>g> expansi<strong>on</strong> of Hau Tak<br />

Market in early 1998, Park’N Shop superstore in late 1998<br />

and Ming Tak Market in 1999) to serve <str<strong>on</strong>g>the</str<strong>on</strong>g> residents;<br />

(b)<br />

It was pointed out in <str<strong>on</strong>g>the</str<strong>on</strong>g> Director of Audit’s report titled<br />

“Value for M<strong>on</strong>ey Audit Report <strong>on</strong> Urban Council<br />

Markets” published in October 1997 that “viability should<br />

be <str<strong>on</strong>g>the</str<strong>on</strong>g> overriding c<strong>on</strong>siderati<strong>on</strong> in planning public<br />

markets”, and that “every new public market should be<br />

justified <str<strong>on</strong>g>by</str<strong>on</strong>g> a comprehensive review of <str<strong>on</strong>g>the</str<strong>on</strong>g> demand for such<br />

market facilities.”. At present, <str<strong>on</strong>g>the</str<strong>on</strong>g>re are two estate markets<br />

and two superstores operating within a radius of <strong>on</strong>ly a few<br />

minutes’ walk from <str<strong>on</strong>g>the</str<strong>on</strong>g> project site. Competiti<strong>on</strong> am<strong>on</strong>g<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g>se market facilities is already very keen. The proposed<br />

new market will likely have a serious viability problem.<br />

Lessees of <str<strong>on</strong>g>the</str<strong>on</strong>g> existing Hau Tak Market have written to<br />

FEHD in July 2000 to object to <str<strong>on</strong>g>the</str<strong>on</strong>g> building of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

proposed market. According to <str<strong>on</strong>g>the</str<strong>on</strong>g>m, competiti<strong>on</strong> is<br />

already very keen and if a new market is built, it would<br />

worsen <str<strong>on</strong>g>the</str<strong>on</strong>g>ir business and seriously affect <str<strong>on</strong>g>the</str<strong>on</strong>g>ir livelihood;<br />

departments to incorporate <str<strong>on</strong>g>the</str<strong>on</strong>g>ir facilities in <str<strong>on</strong>g>the</str<strong>on</strong>g> Tseung Kwan O<br />

Complex project in additi<strong>on</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g> facilities of <str<strong>on</strong>g>the</str<strong>on</strong>g> Leisure &<br />

Cultural Services Department. According to <str<strong>on</strong>g>the</str<strong>on</strong>g> initial<br />

assessment of Arch SD, <str<strong>on</strong>g>the</str<strong>on</strong>g> project may fully utilize <str<strong>on</strong>g>the</str<strong>on</strong>g> site<br />

The existing market stalls at Lai Wan Market<br />

Moreover, as <str<strong>on</strong>g>the</str<strong>on</strong>g> local populati<strong>on</strong> would<br />

increase significantly as a result of <str<strong>on</strong>g>the</str<strong>on</strong>g> new<br />

residential developments near<str<strong>on</strong>g>by</str<strong>on</strong>g>, <str<strong>on</strong>g>the</str<strong>on</strong>g>re was a<br />

need to provide additi<strong>on</strong>al market facilities in<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> area.<br />

The existence of <str<strong>on</strong>g>the</str<strong>on</strong>g> privately-run wet goods<br />

stalls outside <str<strong>on</strong>g>the</str<strong>on</strong>g> existing Lai Wan Market<br />

indicated a need for additi<strong>on</strong>al market<br />

facilities, and such wet goods stalls had<br />

caused envir<strong>on</strong>mental hygiene problems to<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> surroundings.<br />

Though <str<strong>on</strong>g>the</str<strong>on</strong>g> total number of market stalls in<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> district has exceeded <str<strong>on</strong>g>the</str<strong>on</strong>g> standard required<br />

in <str<strong>on</strong>g>the</str<strong>on</strong>g> H<strong>on</strong>g K<strong>on</strong>g Planning Standards and<br />

Guidelines, <str<strong>on</strong>g>the</str<strong>on</strong>g> distributi<strong>on</strong> of <str<strong>on</strong>g>the</str<strong>on</strong>g>se stalls in<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> district should also be taken into account<br />

when evaluating <str<strong>on</strong>g>the</str<strong>on</strong>g> overall provisi<strong>on</strong> of<br />

market facilities in <str<strong>on</strong>g>the</str<strong>on</strong>g> district.<br />

mainly outside <str<strong>on</strong>g>the</str<strong>on</strong>g> existing market (some of <str<strong>on</strong>g>the</str<strong>on</strong>g>m are big<br />

shops, selling more than <strong>on</strong>e type of food like fish, fresh<br />

meat, vegetables in <strong>on</strong>e shop). Hence, market facilities<br />

in <str<strong>on</strong>g>the</str<strong>on</strong>g> area are adequately <str<strong>on</strong>g>provided</str<strong>on</strong>g>;<br />

indicates that <str<strong>on</strong>g>the</str<strong>on</strong>g>re will be a market of size not less than<br />

this residential development. Hence, <str<strong>on</strong>g>the</str<strong>on</strong>g> needs of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

new populati<strong>on</strong> will also be well looked after;<br />

Kam Tin Market is a rural type market. Its normal operati<strong>on</strong><br />

hours are from 6am to 8pm but its market stalls <strong>on</strong>ly operate<br />

in <str<strong>on</strong>g>the</str<strong>on</strong>g> morning sessi<strong>on</strong>. Its utilizati<strong>on</strong> rate is low and its<br />

existing facilities (i.e. 38 market stalls and 5 cooked food<br />

stalls) are adequate to meet <str<strong>on</strong>g>the</str<strong>on</strong>g> local demand;<br />

• 1 air-c<strong>on</strong>diti<strong>on</strong>ed market (140<br />

stalls)<br />

• 5 cooked food stalls<br />

(b) <str<strong>on</strong>g>the</str<strong>on</strong>g> existing populati<strong>on</strong> of Kam Tin area is about 10,000.<br />

The existing Kam Tin Market could meet <str<strong>on</strong>g>the</str<strong>on</strong>g> current local<br />

needs. According to <str<strong>on</strong>g>the</str<strong>on</strong>g> Planning Department, <str<strong>on</strong>g>the</str<strong>on</strong>g>re will not<br />

be significant populati<strong>on</strong> growth in Kam Tin area in <str<strong>on</strong>g>the</str<strong>on</strong>g> next<br />

ten years;<br />

according to Director of Audit’s advice given in his report<br />

titled “Value for M<strong>on</strong>ey Audit Report <strong>on</strong> Urban Council<br />

Markets” published in October 1997, viability should be <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

overriding c<strong>on</strong>siderati<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g> planning of public markets<br />

and every new public market should be justified <str<strong>on</strong>g>by</str<strong>on</strong>g> a<br />

comprehensive review of <str<strong>on</strong>g>the</str<strong>on</strong>g> demand for such market<br />

facilities. Hence, FEHD has to be prudent in c<strong>on</strong>sidering<br />

this project which has proposed to increase <str<strong>on</strong>g>the</str<strong>on</strong>g> number of<br />

market stalls from <str<strong>on</strong>g>the</str<strong>on</strong>g> existing level of 38 to 140;<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g>re is no hawker resiting commitment for <str<strong>on</strong>g>the</str<strong>on</strong>g> project.; and<br />

if any of <str<strong>on</strong>g>the</str<strong>on</strong>g> existing facilities needs to be improved, it could<br />

be d<strong>on</strong>e through minor improvement works. Actually,<br />

improvement works to <str<strong>on</strong>g>the</str<strong>on</strong>g> sewage treatment and fire<br />

preventi<strong>on</strong> facilities in <str<strong>on</strong>g>the</str<strong>on</strong>g> market are now in progress.<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> existing Lau Fau Shan Market is a small <strong>on</strong>e with<br />

<strong>on</strong>ly 25 stalls. The need of <str<strong>on</strong>g>the</str<strong>on</strong>g> project originated from<br />

a proposal to reprovisi<strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> market which is situated<br />

near to <str<strong>on</strong>g>the</str<strong>on</strong>g> coast to ano<str<strong>on</strong>g>the</str<strong>on</strong>g>r locati<strong>on</strong> so as to give way to<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> development of a fish wholesale market. In late<br />

1998, <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>n Agriculture and Fisheries Department<br />

decided not to proceed with development of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

proposed fish wholesale market. Hence, <str<strong>on</strong>g>the</str<strong>on</strong>g> need to<br />

relocate <str<strong>on</strong>g>the</str<strong>on</strong>g> existing Lau Fau Shan Market has fallen<br />

away;<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> utilizati<strong>on</strong> rate of <str<strong>on</strong>g>the</str<strong>on</strong>g> existing market is low. The<br />

stalls are mainly c<strong>on</strong>fined to wholesale activities in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

early morning sessi<strong>on</strong>s. The existing market facilities<br />

are adequate to meet local needs; and<br />

at present, <str<strong>on</strong>g>the</str<strong>on</strong>g> proposed project site for <str<strong>on</strong>g>the</str<strong>on</strong>g> new Lau Fau<br />

Shan Market has not been formed.<br />

(a)<br />

It was <str<strong>on</strong>g>the</str<strong>on</strong>g> former Pro RC’s decisi<strong>on</strong> to<br />

redevelop <str<strong>on</strong>g>the</str<strong>on</strong>g> Fo Tan CFM. Therefore, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Government should not scrap <str<strong>on</strong>g>the</str<strong>on</strong>g> project.<br />

(b) For attracting tourists, FEHD should enhance<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> trading envir<strong>on</strong>ment of <str<strong>on</strong>g>the</str<strong>on</strong>g> CFM.<br />

(c)<br />

For better c<strong>on</strong>trol of illegal extensi<strong>on</strong> of<br />

business, FEHD should improve <str<strong>on</strong>g>the</str<strong>on</strong>g> existing<br />

undersized seating accommodati<strong>on</strong> and kitchen<br />

area of <str<strong>on</strong>g>the</str<strong>on</strong>g> CFM.<br />

The meeting <str<strong>on</strong>g>the</str<strong>on</strong>g>n passed <str<strong>on</strong>g>the</str<strong>on</strong>g> following moti<strong>on</strong>:<br />

“The Health and Envir<strong>on</strong>ment Committee of <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Shatin District Council request <str<strong>on</strong>g>the</str<strong>on</strong>g> Government to<br />

develop <str<strong>on</strong>g>the</str<strong>on</strong>g> Fo Tan Cooked Food Market into an<br />

eating establishment site with territory-wide tourist<br />

attracti<strong>on</strong>. An indoor sports centre should also be<br />

<str<strong>on</strong>g>provided</str<strong>on</strong>g> atop <str<strong>on</strong>g>the</str<strong>on</strong>g> development c<strong>on</strong>cerned to serve<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> public.”<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g>re is no l<strong>on</strong>ger a need for <str<strong>on</strong>g>the</str<strong>on</strong>g> Government to use public<br />

m<strong>on</strong>ey to provide eating outlets in view of <str<strong>on</strong>g>the</str<strong>on</strong>g> following :<br />

(i) abundancy of eating establishments (new dining<br />

facilities such as fast food shops, restaurants have<br />

been <str<strong>on</strong>g>provided</str<strong>on</strong>g> in newly developed industrial and<br />

commercial complexes in <str<strong>on</strong>g>the</str<strong>on</strong>g> area, e.g. <str<strong>on</strong>g>the</str<strong>on</strong>g> Shatin<br />

Galleria next to <str<strong>on</strong>g>the</str<strong>on</strong>g> existing cooked food market);<br />

(ii) decline in demand for CFCs (because Fo Tan is<br />

basically an industrial area and <str<strong>on</strong>g>the</str<strong>on</strong>g> number of local<br />

workers is dwindling in <str<strong>on</strong>g>the</str<strong>on</strong>g> past years); and<br />

(iii) <str<strong>on</strong>g>the</str<strong>on</strong>g>re is no resiting commitment for <str<strong>on</strong>g>the</str<strong>on</strong>g> project.<br />

in <str<strong>on</strong>g>the</str<strong>on</strong>g> past four years, FEHD has completed a series of<br />

improvement works to <str<strong>on</strong>g>the</str<strong>on</strong>g> existing cooked food market<br />

(including upgrading electricity supply, c<strong>on</strong>necting all surface<br />

channels and floor drains to <str<strong>on</strong>g>the</str<strong>on</strong>g> public foul sewer, replacing<br />

floor tiles of passageways, re-painting parapet walls and<br />

replacing <str<strong>on</strong>g>the</str<strong>on</strong>g> aging gates and wire fencing, repairing <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

defective rainwater gutters, upgrading <str<strong>on</strong>g>the</str<strong>on</strong>g> exhaust system<br />

over <str<strong>on</strong>g>the</str<strong>on</strong>g> stoves etc.). The envir<strong>on</strong>mental hygiene c<strong>on</strong>diti<strong>on</strong><br />

of <str<strong>on</strong>g>the</str<strong>on</strong>g> existing cooked food market has been greatly enhanced<br />

after <str<strong>on</strong>g>the</str<strong>on</strong>g> improvement works; and<br />

(c)<br />

FEHD would step up maintenance for <str<strong>on</strong>g>the</str<strong>on</strong>g> cooked food<br />

market with a view to improving <str<strong>on</strong>g>the</str<strong>on</strong>g>ir trading envir<strong>on</strong>ment.<br />

On <str<strong>on</strong>g>the</str<strong>on</strong>g> DC’s proposal to develop <str<strong>on</strong>g>the</str<strong>on</strong>g> cooked food market into an<br />

eating establishment site with territory-wide tourist attracti<strong>on</strong>,<br />
