Allows DPS to enter into agreements with persons whose license has been suspended or
revoked for reinstatement that would allow such persons to drive between their place of
residence and a college, university, or technology center; place of worship; any courtordered
treatment program; with the condition that such persons pay a minimum of
$25/month toward the satisfaction of all outstanding reinstatement fees. Certain violations
will result in ineligible future applications for a provisional driver license.

Board to establish procedures; and prohibits the Board from approving a statewide virtual

Requires OMES to develop a method of accountability for performance and efficiency to
be used by state govtal agencies. Requires the method to, at a minimum, determine the
actual cost of each agency program, detail the agency’s cost-containment & other costavoidance
measures and asses them, and include a cost/benefit analysis for each
program. After June 30, 2014, prohibits any agency from imposing a fee on public bodies,
unless fee is shown necessary by methods adopted by the director. Defines certain terms,
and prohibits the director from including any funding for any agency program in the
governor’s budget that is not justified by the cost/benefit analysis.

Sole source purchase contracts; Competitive bidding procedures. Requires any bid
submissions made by a state agency or any political subdivision that substitute an item
with one that is alike in quality and design or which meets the required specs of the bid, be
considered and not be prohibited. Provides no sole source bid proposal can require any
limitation that materials must be supplies from a vendor within any specific geographical
area. Permits geographic preference for vendors when cost is the same or similar;
Authorizes OMES to promulgate rules necessary for the bill’s implementation.

Provides if any service or transaction which a motor license agent is authorized by law to
provide is admind through any state agency by means of an electronic transaction or
online sys, such agency shall include a stop where the individual must select between any
motor license agent in the state & the agency for processing the service or transaction.
Provides that motor license agents selected will receive all fees provided by statute for the
service or transaction processed by the motor license agent through any electronic
transaction or online system admind by a state agency.

assessment, risk and needs assessments, sanctions, seal records, community-based

Creating the OK Pension Stabilization Fund; surplus funds. Creates a revolving fund for
OMES; funds are not subject to fiscal year limitations and consists of amounts allocated
by OMES from any surplus funds that are in excess of the funds required to be deposited
in the Constitutional Reserve Fund. If one or more state pension systems has a funded
ratio of less than 90%, the fund will be allocated, by legislative appropriation, to reduce the
unfunded liability of any one or combination of state pension systems. Priority is to be
given to the pension system with the lowest funded ratio.

Creates the OK Privatization Act; creates the OK Office of Privatization under regulatory
authority of OMES. Establishes purpose is to establish an entity to be the repository of the

services for privatization, capable of rapid evaluation & response to unsolicited
privatization proposals, and ability to oversee the contracting for opportunities. Requires
an organized governing board to assist in the functions. Initial board appointments by
Sept. 1, 2013; provides the Gov shall determine the number of members & qualifications
necessary. The director of OMES is authorized to report legislative recommendations.

State Government; creating the Cost Reduction and Savings Act of 2013. Requires each
state agency to report to OMES & the Legislative Oversight Committee by Oct. 1 st of each
year, an itemized request showing the amount needed for the ensuing fiscal year
beginning with July 1 st . Information to be provided is at least a budget analysis, a
statement listing similar programs of other agencies, an outline of interaction with such
agencies, an itemized estimate of needs, request funds, & estimate of revenues to be
received; & exemptions. OMES is to evaluate the 10 lowest ranking agencies from the
cost-performance assessment. Authority given to OMES to require those 10 agencies to
contract with OMES for shared financial services, & for OMES to establish standards.
Provides for an internship eligible for appointment to a position. State employees sharing
ID #s of > 180 days to count in the cumulative total of FTE positions.

Human trafficking; directs presumption of law enforcement that a child may be a victim of
human trafficking and directs the child to be informed of the emergency hotline number
and to give the child notice of certain human trafficking victims’ rights, including a written
statement of rights. Directs the law enforcement officer to notify DHS and remand the
child to the custody of DHS for no longer than 72 hours while a joint investigation is
conducted. If the child is more likely than not a victim of human trafficking or sexual
abuse, then criminal charges shall be dismissed and DHS services shall proceed.

Public Competitive Bidding Act of 1974; raising the amounts and allowance of unit price
change orders to public construction contracts.

Exempts claims against individual income tax refund claims for health care or medical
services. Permits OMES to intercept monies owed to the state's flexible benefits plan from
other state agencies. It permits an active state employee to opt out of the health and

disbursement of the flexible benefit allowance for participants on a biweekly payroll
system to be credited over 24 pay periods resulting in two pay periods not reflected.

Allows a student who has been the victim of harassment, intimidation, and bullying to
receive an emergency transfer to another school district. The sending district must have
been notified of the incident(s) prior to the filing of the application for transfer and the
receiving district must verify that the student has been a victim of such acts.

Adds any person who attempts to prevent another person from giving testimony or
producing any record, document or other object, who has been duly summoned or
subpoenaed or, endorsed on the criminal information or juvenile petition as a witness or

one year nor more than 10 years in the custody of the Department of Corrections.

to pay $500 of the bonus from efficiencies and savings. Provides OMES to make a report
on the proposed salary ranges every 3 years beginning with FY-13, instead of 2 years.

State Government; relates to OK State Govt Asset Reduction and Cost Savings Program.
Adds to the requirement for the annual report of state owned facilities by OMES to include
utilization or occupancy rates and identification of the most underutilized or under
occupied state owned properties. OMES is to make recommendations for sale of
properties based upon the value and potential net gain. OMES, along with the Long
Range Capital Planning Commission, will work to decrease the amount of property owned.
Each agency shall receive approval from OMES prior to entering into or renewing a lease.
OMES may approve certain projects in order of priority & the project may not commence
unless full funding is identified to include rent, etc.

Public Buildings and Construction Act; Creates the Dept. of Real Estate Services with the
State Facilities Director within OMES, who will have authority over planning, procurement,

services. Facilities Director to establish standards & policies, monitor operations and
programs, solicite and award statewide contracts for managed construction service, and
provide facility management, operations, and maintenance services for any state agency
on a cost-recovery basis when the state agency requests it, or beginning on or after July
1, 2016 if the agency is determined to be in the bottom 10% of all agencies in regard to
performance measures established by OMES.

Revenue and Taxation; reduces the top individual income tax rate from 5.25% to 5.0% for
tax year 2015; & from 5.0% to 4.85% on Jan. 1, 2016, provided the State Board of
Equalization determines that the amount of General Revenue Fund growth exceeds the
anticipated amount. Creates the OK State Capitol Repair and Restoration Fund and
appoints $60 million to the fund in FY-2014 and FY-2015.

Administrative Procedures Act; allows Legislature, when creating agencies and
designating their functions and purpose, to delegate rulemaking authority to executive
branch agencies to facilitate admin of legislative policy. Each house is to assign rules to
the appropriate committees of each house for review. If rules are received on or before
April 1, the Legislature will have until the last day of the next year session to review. Any
rules received prior to Nov. 1, 2013 will be reviewed during the regular ’14 session. If joint
resolution fails to pass both houses & be signed by Gov or is found by Gov to have legal
defect, the Gov is to declare all rules to be approved by publishing a single declaration by
June 15, without meeting requirements of the bill. If legal defect with the bill is found, the
Gov is required to make written finding & submit it to the Legislature.

Technology; county purchasing agent, attend training seminars & promote contracts &
provide a uniform id system for all IT goods. Authorizes solicitation of bids; CIO to
negotiate consolidation contracts with bidding procedures. At the end of each month, the
IS Division of OMES shall render a statement of charges to all state agencies for
furnishing processing services for the direct costs of the Data Service Center. If not timely
paid, the IS Division may request the Central Acctg & Reporting Division of OMES to take
