measures and asses <strong>the</strong>m, and include a cost/benefit analysis <strong>for</strong> each<br />
program. After June 30, 2014, prohibits any agency from imposing a fee on public bodies,<br />
unless fee is shown necessary by methods adopted by <strong>the</strong> director. Defines certain terms,<br />
and prohibits <strong>the</strong> director from including any funding <strong>for</strong> any agency program in <strong>the</strong><br />
governor’s budget that is not justified by <strong>the</strong> cost/benefit analysis.<br />

by OMES from any surplus funds that are in excess <strong>of</strong> <strong>the</strong> funds required to be deposited<br />
in <strong>the</strong> Constitutional Reserve Fund. If one or more state pension systems has a funded<br />
ratio <strong>of</strong> less than 90%, <strong>the</strong> fund will be allocated, by legislative appropriation, to reduce <strong>the</strong><br />
unfunded liability <strong>of</strong> any one or combination <strong>of</strong> state pension systems. Priority is to be<br />
given to <strong>the</strong> pension system with <strong>the</strong> lowest funded ratio.<br />

state agency to report to OMES & <strong>the</strong> <strong>Legislative</strong> Oversight Committee by Oct. 1 st <strong>of</strong> each<br />
year, an itemized request showing <strong>the</strong> amount needed <strong>for</strong> <strong>the</strong> ensuing fiscal year<br />
beginning with July 1 st . In<strong>for</strong>mation to be provided is at least a budget analysis, a<br />
statement listing similar programs <strong>of</strong> o<strong>the</strong>r agencies, an outline <strong>of</strong> interaction with such<br />
agencies, an itemized estimate <strong>of</strong> needs, request funds, & estimate <strong>of</strong> revenues to be<br />
received; & exemptions. OMES is to evaluate <strong>the</strong> 10 lowest ranking agencies from <strong>the</strong><br />
cost-per<strong>for</strong>mance assessment. Authority given to OMES to require those 10 agencies to<br />
contract with OMES <strong>for</strong> shared financial services, & <strong>for</strong> OMES to establish standards.<br />
Provides <strong>for</strong> an internship eligible <strong>for</strong> appointment to a position. <strong>State</strong> employees sharing<br />
ID #s <strong>of</strong> > 180 days to count in <strong>the</strong> cumulative total <strong>of</strong> FTE positions.<br />

Human trafficking; directs presumption <strong>of</strong> law en<strong>for</strong>cement that a child may be a victim <strong>of</strong><br />
human trafficking and directs <strong>the</strong> child to be in<strong>for</strong>med <strong>of</strong> <strong>the</strong> emergency hotline number<br />
and to give <strong>the</strong> child notice <strong>of</strong> certain human trafficking victims’ rights, including a written<br />
statement <strong>of</strong> rights. Directs <strong>the</strong> law en<strong>for</strong>cement <strong>of</strong>ficer to notify DHS and remand <strong>the</strong><br />
child to <strong>the</strong> custody <strong>of</strong> DHS <strong>for</strong> no longer than 72 hours while a joint investigation is<br />
conducted. If <strong>the</strong> child is more likely than not a victim <strong>of</strong> human trafficking or sexual<br />
abuse, <strong>the</strong>n criminal charges shall be dismissed and DHS services shall proceed.<br />

Public Competitive Bidding Act <strong>of</strong> 1974; raising <strong>the</strong> amounts and allowance <strong>of</strong> unit price<br />
change orders to public construction contracts.<br />

Exempts claims against individual income tax refund claims <strong>for</strong> health care or medical<br />
services. Permits OMES to intercept monies owed to <strong>the</strong> state's flexible benefits plan from<br />
o<strong>the</strong>r state agencies. It permits an active state employee to opt out <strong>of</strong> <strong>the</strong> health and<br />
dental basic plan options only and retain <strong>the</strong> life and disability plan benefits. Provides<br />
disbursement <strong>of</strong> <strong>the</strong> flexible benefit allowance <strong>for</strong> participants on a biweekly payroll<br />
system to be credited over 24 pay periods resulting in two pay periods not reflected.<br />
