Third Grade Graduation Law • If a third grade student continues to have a reading deficiency indicated by an Unsatisfactory on OCCT and the child does not fit the Six Good Cause Exemptions, then another year is necessary (retention) for the child to have intensive instruction and more time to catch up in reading.
