CALL TO ORDER: Rep. Jim Greendeer called the meeting to order at 6:00 p.m.<br />

MOTION by Joanne Jones second by Amy Delong to approve the agenda with additions:<br />
Department of Health, Beloit Update, Separation of Business from Government Update, Dejope,<br />
Oak Park Basketball request, Baraboo soccer club.<br />

REPORTS:<br />
Legislative Happenings: Rep. Andrea Estebo read the Legislative Happenings. Reps. Greendeer<br />
& Estebo answered questions from the members regarding the report.<br />
MOTION by Robert Funmaker second by Heath Mrotek that the Legislator’s take immediate<br />
action to address all facility maintenance issues. 10-0-0 Motion Carried<br />
General Council: Roberta Funmaker reported that the GCA is still without an attorney and no<br />
longer has an administrator. Roberta stated the Legislators are not on an even playing field as it<br />
pertains to the General Council. Attorney Swimmer was the attorney to apply for the GCA<br />
position. GCA currently has four court issues right now that they are working on.<br />
MOTION by Roberta Funmaker second by Heath Mrotek to have an update on all District 2<br />
meeting motion’s that have been made in the last two years. 10-0-1 Motion Carried<br />
CRTF: No Report<br />
TAU: JoAnn Jones reported that TAU is hiring a Nutritionist. TAU is working on the three bid<br />
process to assist elders with contractors. JoAnn stated that she and other elders were<br />
appreciative of the additional Christmas bonus they received.<br />

<strong>Ho</strong>using Board/HHCDA: No Report<br />
Election Board: Lucinda Lonetree stated the Election Board is currently working on the<br />
upcoming election on March 5, 2013 and reminded everyone to vote.<br />
L.E.C: JoAnn Jones stated that $750,000 was being cut from the Attorney Generals budget.<br />
MOTION by JoAnn Jones second by Robert Funmaker that the Legislature not cut the Attorney<br />
General’s budget and instead increase the budget with an additional $1,000,000.00 for the Law<br />
Enforcement Committee. 9-0-0 Motion Carried<br />
<strong>Ho</strong>-<strong>Chunk</strong> Preference Taskforce: No Report<br />
Ethics Review Board: Dr Amy Delong reported that the ERB has submitted proposal of changes<br />
to the Code of Ethics and was defeated by the legislature. Currently working on language to<br />
collect per capita payments for fines imposed on employees. Code of Ethics is only for<br />
employees that are either; contract, appointed, or elected.<br />
UNFINISHED BUSINESS:<br />
Beloit-JoAnn Jones: JoAnn was wondering if the tribe is vesting interest in purchasing the<br />
surrounding areas of the already purchased land in the Beloit area.<br />
Separation of Business from Government-JoAnn Jones: JoAnn was wondering if the Chapter<br />
17 will be presented before the General Council. JoAnn stated the Legislators should not oversee<br />
the Separation of Business from Government.<br />
De Jope-Dan Brown: Dan Brown District 2 resident from Madison was present to discuss his<br />
termination as the General Manager of Dejope Casino, Dan went into detail regarding the extent<br />
of the investigation and findings of his report and of the wrong doings of the former General<br />
Manager of Dejope who is now the current Executive Director of Business, Innovative Gaming<br />
Solutions, current and former staff of the Department of Business, current and former staff of the<br />
Office of the President, and current and former staff of Dejope Casino.<br />
MOTION by Robert Funmaker second by Harrison Funmaker to have the Legislature direct the<br />
Vice President to direct the Gaming Commission to immediately suspend the gaming license of<br />
Executive Director of Business Director Carole Laustrup. 12-0-0 Motion Carried<br />
MOTION by Jon Warner second by Heath Mrotek that the Legislator’s perform a hearing and<br />
review per the Constitution Article 5 Section 2 (b) regarding the Executive Director of Business.<br />

MOTION by Robert Funmaker second by Harrison Funmaker that the Legislators request from<br />
the President an official response to the allegations and to assist in the ongoing investigation of<br />
his Executive Branch and staff members 10-0-0 Motion Carried<br />

MOTION by Robert Funmaker second by Kim Crowley to direct the Vice President to direct<br />
the Gaming Commissioners to suspend the gaming license of CFO Chris Lipke<br />
9-0-0 Motion Carried<br />
MOTION by Robert Funmaker second by Kim Crowley to have the Legislators retain the<br />
service of a credible independent outside investigative agency with experience in investigating,<br />
auditing and interrogating to conduct a comprehensive investigation into the allegation that the<br />
Business Director authorized (2) Department of Business employees to go on an all expense paid<br />
excursion to the Caribbean for alleged purpose of discussing a cigarette distribution contract with<br />
the <strong>Ho</strong>-<strong>Chunk</strong> <strong>Nation</strong> and furthermore investigate whether or not contract was executed by the<br />
President. 9-0-0 Motion Carried<br />
Oak Park Basketball request- Roberta Funmaker: Roberta would like a follow up on last<br />
month’s motion to approve the Oak Park Basketball request.<br />
NEW BUSINESS:<br />
Department of Health-Dr. Amy Delong: Dr. Delong was present to discuss the status of<br />
resignation of the Director of Health Alec Thundercloud. Dr. Delong mentioned his ongoing<br />
service to the <strong>Ho</strong>-<strong>Chunk</strong> <strong>Nation</strong> and his dedication and support of his staff.<br />
MOTION by Roberta Funmaker second by Kim Crowley to retain Dr Alec Thundercloud as the<br />
Director of Health 9-0-2 Motion Carried<br />
MOTION by Robert Funmaker second by Kim Crowley to order an investigation of the actions<br />
taken against Dr Alec Thundercloud under Article 5 Section 2 (b) of the Constitution.<br />
9-0-2 Motion Carried<br />
Baraboo Soccer Club-Jon Warner: Jon was present to seek support of the Baraboo area in<br />
obtaining a 25 year land lease of parcel 13 located in Baraboo for the Baraboo Soccer Club. The<br />
Baraboo Soccer Club is a non-profit organization that supports local athletes from the area with<br />
the goal is to find a permanent home for the club. If approved the Baraboo Soccer Club will pay<br />
the land lease costs associated to the HCN and also the property taxes and will do all of their<br />
own fundraising.<br />
MOTION by JoAnn Jones second by Dr. Amy Delong to support the land use agreement of<br />
parcel #13 between the Baraboo Soccer Club and the <strong>Ho</strong>-<strong>Chunk</strong> <strong>Nation</strong> 10-0-0 Motion Carried<br />
