<strong>in</strong>itiated clearer shifts <strong>in</strong> <strong>the</strong> <strong>role</strong> <strong>of</strong> EPs.<br />

<strong>Educational</strong> policy context<br />

Perhaps <strong>in</strong> part l<strong>in</strong>ked to <strong>the</strong> <strong>the</strong>oretical stance <strong>of</strong> psychology <strong>in</strong> <strong>the</strong> country is <strong>the</strong> context <strong>of</strong><br />

education. With EPs <strong>in</strong> most <strong>in</strong>stances directly servic<strong>in</strong>g education or its learners, <strong>the</strong> policy<br />

around education is important. Shifts <strong>in</strong> policy around education are noted <strong>in</strong> this document<br />

both by participants and <strong>in</strong> a review <strong>of</strong> recent literature and policy documents concern<strong>in</strong>g<br />

education <strong>in</strong> South Africa. Ultimately, <strong>the</strong>se shifts <strong>in</strong> policy have resulted <strong>in</strong> one primary<br />

change <strong>in</strong> <strong>the</strong> <strong>role</strong> <strong>of</strong> EPs. Inclusive education as outl<strong>in</strong>ed <strong>in</strong> White Paper 6 (Department <strong>of</strong><br />

Education, 2001) emphasises <strong>the</strong> <strong>in</strong>clusion <strong>of</strong> special needs learners <strong>in</strong> ma<strong>in</strong>stream schools.<br />

With EPs <strong>in</strong> place to mediate such <strong>in</strong>clusion and assist <strong>in</strong> district support teams it is clear that<br />

<strong>the</strong> <strong>role</strong> <strong>of</strong> EPs is quite clearly def<strong>in</strong>ed as one <strong>of</strong> collaborative-consultant (Engelbrecht, 2004;<br />

Gillies, 2000; Watk<strong>in</strong>s and Hill, 2000). With White Paper 6 (Department <strong>of</strong> Education, 2001)<br />

emphasis<strong>in</strong>g <strong>the</strong> district support team model, EPs are mov<strong>in</strong>g towards play<strong>in</strong>g a <strong>role</strong> whereby<br />

<strong>in</strong>tervention is undertaken with educators and schools <strong>in</strong> an effort to tra<strong>in</strong>, educate and<br />

provide support around various learn<strong>in</strong>g and emotional difficulties seen <strong>in</strong> <strong><strong>the</strong>ir</strong> learners.<br />

Indeed, EPs perceive <strong><strong>the</strong>ir</strong> <strong>role</strong> to be <strong>in</strong> manag<strong>in</strong>g such multi-discipl<strong>in</strong>ary teams and<br />

consult<strong>in</strong>g with pr<strong>of</strong>essional directly <strong>in</strong>volved <strong>in</strong> children's education.<br />

In addition, as Jansen (1999b) notes, <strong>in</strong>clusive education as presented <strong>in</strong> Curriculum 2005<br />

(Greenste<strong>in</strong>, 1997) requires a vast conceptual leap from traditional learn<strong>in</strong>g <strong>the</strong>ory and<br />

tra<strong>in</strong><strong>in</strong>g <strong>in</strong> new methods. Such assistance <strong>of</strong> educators is ano<strong>the</strong>r, smaller area where<br />

education by EPs is play<strong>in</strong>g a <strong>role</strong>. It can be seen that <strong>the</strong> move away from an <strong>in</strong>dividual<br />

medical model style work towards such community or support based <strong>in</strong>terventions has been<br />

prompted by education policy which advocates for <strong>in</strong>tervention occurr<strong>in</strong>g at <strong>the</strong> level <strong>of</strong> <strong>the</strong><br />
