1.10 Fees And Fee Schedules Tonnage Administrative Policy<br />
(a) FLAG CHANGE<br />
The vessel changes flag to another State. Under the provisions of Article 10 of the International<br />
Convention on Tonnage Measurement of Ships, 1969, an International Tonnage Certificate issued<br />
under the provisions of this document remains valid for a period not exceeding three months<br />
following the change of flag State, or until the Administration of the new flag State issues an<br />
International Tonnage Certificate to replace it, whichever comes first.<br />
(b) MEASUREMENT UNDER SIMPLIFIED SYSTEM<br />
The vessel’s owner elects to have the vessel measured only under 46 CFR 69 Subpart E,<br />
Simplified Measurement.<br />
(c) TONNAGE VIOLATIONS<br />
The vessel has been altered, undergone a change in the use of its spaces, or undergone a change in<br />
service that resulted in its operation in violation of the tonnage laws of the United States (e.g.,<br />
was altered to the extent that the vessel should have been remeasured, per the requirements of 46<br />
CFR 69.19).<br />
(d) TONNAGE LAWS OF THE U.S. NO LONGER APPLICABLE<br />
The tonnage laws of the United States no longer apply to the vessel (e.g., the vessel changed<br />
operations or service, was scrapped, or was otherwise rendered in such a condition that it no<br />
longer is considered a “vessel” as defined in Section 8).<br />
1.10 FEES AND FEE SCHEDULES<br />
Measurement organizations are authorized to charge fees for the measurement services they perform.<br />
These services may include the development of the necessary drawings, sketches and/or computer models<br />
in the event that required drawings are not included in the application package. The MSC does not<br />
review or control fees charged by authorized measurement organizations. However, measurement<br />
organizations shall provide copies of the current schedules of measurement fees and related charges to the<br />
MSC following any changes to those schedules.<br />
