A message from the Board Chair<br />

As I write this year’s letter for our Annual Report, the board<br />

of directors has just received news of the resignation of our<br />

CEO, Dr. Theresa Mayberry. Theresa has led Grace Hill<br />

Settlement House with diligence, competence, courage and<br />

creativity for the last four years. Under her leadership,<br />

the board has been strengthened and empowered to act<br />

on behalf of our organization in ways it could never have<br />

imagined. Theresa has also assembled a committed and<br />

skilled staff commensurate with the size and complexity<br />

of our administrative needs. And, she has engineered<br />

much needed financial stability. We will miss her greatly,<br />

but I know she will continue to be an inspiration for our<br />

continuing efforts on behalf of our neighbors.<br />

A search committee will be formed as soon as possible and begin its task of appointing<br />

a successor. A sense of hopeful excitement about the future will surely impact their work<br />

and be readily apparent to all candidates.<br />

I hope you also discover that sense of hopeful excitement about the future as you read<br />

this Annual Report. What makes Grace Hill unique is our partnerships with businesses,<br />

other not for profit organizations, civic groups, governments, faith communities and<br />

individuals in order to bring resources for self empowerment into urban neighborhoods<br />

too long neglected. And to partner with Grace Hill means that you begin to understand<br />

the cause of that neglect in more than simple economic terms. In all the issues affecting<br />

the well being of our neighbors, there is also a question of justice.<br />

I am certainly both hopeful and excited about the future of Grace Hill. I invite you to<br />

partner with us in ever new and creative ways, and to share your own sense of hope and<br />

excitement with all of our neighbors.<br />

A message from the President/CEO<br />

I have been thinking a great deal about the power and the hope<br />

of Resilience. Resilience is the ability to remain tough and focused<br />

on the goal and reach it no matter the obstacle. I have observed,<br />

first hand, achievements that come to those who believe in the<br />

power of possibilities.<br />

When I evaluate the life altering events that occurred in 2006,<br />

I am reminded of the whole scale destruction of the Gulf Cost<br />

by Hurricane Katrina which moved families across this nation<br />

to create new lives with nothing. The July thunder storms that<br />

knocked out power for thousands in St. Louis, and the community<br />

of sharing that became a byproduct. I again learned that the<br />

will of a people to survive and face another day is a critical<br />

component to achieving victory.<br />

At Grace Hill Settlement House, resilience has fueled our 104 year existence. Powerful changes<br />

in society, politics, and within the funding community have tested our resolve, shattered some<br />

dreams, and exposed our strength for survival. We weathered every “storm” and rededicated<br />

ourselves to the power in our mission and the commitment of our staff and volunteers. It is the<br />

unwillingness to accept defeat that fuels optimism about the future.<br />

As I write today, I am acutely aware that this is my final communication with you as President<br />

and Chief Executive Officer of Grace Hill Settlement House. In four years, the Settlement House<br />

has enhanced and improved its organizational structure, financial position, brand, and role as<br />

catalyst for community change. With the successful completion of a divesture, we are now fully<br />

independent with an affiliate relationship with Grace Hill Neighborhood Health Centers. The<br />

Settlement House is healthy, vibrant, and ready for the next chapter in its evolution.<br />

I ask you to read this Annual Report with an eye to our resilience. You will find that hope for a<br />

better future is always present. You will also find wonderful stories of achievement. I believe<br />

that victory is a Grace Hill Settlement House legacy, one that I will miss and one that I hope you<br />

will remember. Friends of the work remain a very important part of the legacy.<br />

I am proud to have served as President; it has been a rewarding and challenging opportunity.<br />

As I stated to the board, “I will always be an ambassador because I believe that every person<br />

has the innate ability to change their lives, if given the opportunity to do so. Grace Hill<br />

Settlement House provides that opportunity every day.”<br />

at First Annual Gala.<br />

“NEIGHBORS HELPING NEIGHBORS ® ”<br />

®<br />

In this unique photography project Images of Grace ® , 20 neighbors were Introduced to<br />

the power of the camera. Experienced photographer tutors were<br />

paired with the families to teach photography fundamentals. The results had more impact<br />

than were imagined...not only the photographs, but the moving experience for the<br />

photographers and tutors.<br />

Funds generated from the Gala and Photography Auction further Grace Hill Settlement<br />

House’s and Neighborhood Health Center’s missions to stabilize our neighbors’ lives<br />

through education, social services, community development, and health care resulting in<br />

quality, sustainable neighborhoods.<br />

Never give up.<br />

“It was miserable. My food was spoiled from no<br />

electricity and we had to buy ice to stay cool. The<br />

lights were out for quite awhile, six or seven days, so we<br />

spent our days at Patch. Me and the children came<br />

up here to stay cool while also helping others in need at<br />

the Food Pantry.”<br />

After paralyzing July thunderstorms left over 350,000<br />

St. Louisians without power, the residents of the Patch<br />

Neighborhood had nowhere to go, so they turned to<br />

one another. Staff and neighbors bonded to assess<br />

the damage and evaluate the needs of the community.<br />

Patch became a safe-haven, providing a cool<br />

place with warm meals and opening the doors of the Food Pantry. The Communication<br />

Center Leaders worked within the neighborhoods to contact those in need and guide<br />

them to available resources. Patch was instrumental in assisting the neighborhood in a<br />

time of crisis by reaching out to provide care and comfort to those in distress.<br />

The year began with a loss of funding, a leaky roof, limited space, and a small staff. For<br />

the Larry Parker Business Development Center and Women’s Business Center, 2006 was<br />

a year of challenge, change, and triumph. Despite the limitations, programs continued as<br />

planned with the same excellent service. As the staff worked to gain new funding, their<br />

hard work was rewarded. The Women’s Business Center received a grant from Ameren<br />

Community Development Corporation, which allowed $117,000 for building improvement.<br />

The financial support allows for improvements which<br />

will lead to increased vitality of the center and provide<br />

continued success. Today, the Women’s Business<br />

Center is growing stronger with every challenge, accepting<br />

every change with grace, and becoming more<br />

successful through its resilience.<br />

Perseverance<br />

“NEIGHBORS HELPING NEIGHBORS ® ”<br />

Late in 2006, Grace Hill<br />

Settlement House learned<br />

the AmeriCorps Trail Ranger<br />

project had lost its major<br />

funder. The $140,000 cut<br />

not only jeopardized the<br />

program, but the salaries of<br />

15 Trail Rangers, 2 full-time<br />

staff, and the Directors.<br />

In an effort to restore funding,<br />

local, city and state<br />

political leaders vocalized<br />

their support of the project.<br />

With theirs and the efforts<br />

of many others, Grace Hill<br />

regained $95,000 for 2007<br />

with an additional $45,000<br />

for 2008. Because of their<br />

resilience, the Rangers will<br />

continue their efforts to provide<br />

quality programming<br />

and education to the community.<br />

The AmeriCorps Trail Ranger<br />

Project is one of the most<br />

positive forces in North St.<br />

Louis. It provides community<br />

development activities<br />

including bicycle rides for<br />

children, presents information<br />

about capital projects<br />

and educates young and old<br />

about their heritage through<br />

the Mary Meachum Freedom<br />

Crossing. Most importantly<br />

though, it encourages north<br />

side neighbors to become<br />

involved and enables their<br />

voices to be heard.<br />

small children. I have always loved working with kids and the<br />

Teacher’s Aide class gives me the skills to do what I like and<br />

gives me a chance at a career.”<br />

Throughout our existence, giving neighbors the tools<br />

and resources to succeed has been our mission and<br />

challenge. The Teachers’ Aide Program brings together<br />

several of our agency’s services to enhance neighbors’<br />

lives through parenting skills, child development, employment<br />

opportunities and career advancement. This<br />

program was established to teach participants how<br />

to care for children in a structured classroom setting,<br />

especially focusing on Head Start and day care ages. Classes are taught through the<br />

Neighborhood College, an education system offering courses to develop knowledge and<br />

skills so neighbors can help themselves and others. Successful completion of the Teacher’s<br />

Aide Program makes graduates eligible for full and part time positions with Grace Hill<br />

Head Start. Once hired as full time employees, staff can take classes to receive their Child<br />

Development Accreditation.<br />

“NEIGHBORS HELPING NEIGHBORS ® ”<br />

Finding and maintaining facilities that meet the needs of our 1500 Head Start children and<br />

their families has been a consistent challenge. So, in 2006 changes were made to remedy<br />

these problems. One of these changes was the closure of the Virginia Head Start, on the<br />

far south side, due to its inability to serve a large number of children. In its place a larger,<br />

more up-to-date facility with potential for Head Start programming and space for 204<br />

children was secured. Magnolia, located on South Grand in the Tower Grove East neighborhood,<br />

was selected and is meeting the community’s<br />

need for quality early childhood education.<br />

In a response to the many Hispanic American neighbors,<br />

staff is available to work with families in English<br />

and Spanish. As a result, parents are more involved in<br />

the classrooms, have high attendance at parent meetings<br />

and attend classes at the M.O.R.E. Neighborhood<br />

College. St. Louis is a melting pot of cultures and<br />

Magnolia is a direct reflection of the City.<br />

Celebrate.<br />

“NEIGHBORS HELPING NEIGHBORS ® ”<br />

In February of 2006 the<br />

Grace Hill Head Start program<br />

came under intense<br />

review and analysis as a<br />

team of professionals from<br />

the National Office of Head<br />

Start came to St. Louis to<br />

observe our programs for<br />

PRISM (National Program<br />

Review Instrument for Systems<br />

Monitoring).<br />

Staff, volunteers, children<br />

and families demonstrated<br />

through the one week process<br />

that our program continues<br />

to be an asset to the<br />

community. Our program<br />

was highly complimented<br />

for achievement of program<br />

standards, talent of staff,<br />

quality involvement of parents<br />

and effectiveness of this<br />

national program.<br />

These reviews are a valuable<br />

tool for confirming the effectiveness<br />

and assessing the<br />

performance of local programs<br />

serving the children<br />

and families who rely on<br />

Head Start. Required for all<br />

grantees every three years,<br />

the team based their judgment<br />

on meeting or exceeding<br />

over 1000 performance<br />

standards which must be met<br />

to stay in compliance.<br />
