What Is the <strong>CESDRRC</strong>?<br />

The <strong>CESDRRC</strong> (China Environment and Sustainable Development Reference and Research Centre)<br />

is the largest public library and information centre in China focusing on issues concerning the current<br />

environmental situation, environmental problems, protection methods, and sustainable development.<br />

The centre is part of the CEEC (Centre for Environmental Education and Communication), which<br />

itself belongs to the SEPA (State Environmental Protection Administration).<br />

The purpose of the <strong>CESDRRC</strong> is to give the public access to environmental information by sharing<br />

knowledge, providing information, and building networks.<br />

the delegation about the challenges and opportunities faced by environmental NGOs and<br />

institutions such as the <strong>CESDRRC</strong> in China.<br />

Dec.8: Tanja Ploetz followed the invitation by the GTZ (German technical Cooperation) Beijing<br />

Office to join their pre-Christmas get together and networking event.<br />

Dec.13: Tanja Ploetz met up with the Green Choice team and Xicheng Tourism Office in quest<br />

of an upcoming Green Choice event, a ‘Future Search Conference’, which is in planning at this<br />

stage. We will provide more information shortly.<br />

Until Dec. 15, Eva Sternfeld participated in a feasibility study ‘Watershed Management on<br />

Forest Land’ on behalf of the German KfW. In four weeks, the investigation team assessed 20<br />

proposed watershed projects in four counties in Beijing as well as neighbouring Hebei Province<br />

Building a Sustainable Future: the Role of Botanic Gardens<br />

April 16-20, 2007, Wuhan<br />

Organisers: Botanic Gardens Conservation International (BGCI), CAS, Hubei Provincial and<br />

Wuhan Municipal Governments<br />

The main aim of the congress is to review the contributions of botanic gardens to the Global<br />

Strategy for Plant Conservation through the implementation of the 2010 Botanic Garden Targets.<br />

The congress will aim to highlight success stories and identify gaps, providing opportunities for<br />

botanic gardens to exchange experiences and learn from each other. By evaluating progress so<br />

far, the congress also aims to provide a framework and guidance for the work of botanic<br />

OECD Environmental Performance Review of China, Final Conclusions and<br />

Recommendations<br />

The OECD report examines progress made by China since 1990, and evaluates the extent to<br />

which the country’s domestic objectives and international commitments are being met. Some 51<br />

recommendations are made that could help strengthen China’s environmental performance in<br />

Abstract: Official Development Assistance has been the most important instrument of Japan’s<br />

foreign policy towards China since 1979 and has been useful in softening many difficulties in<br />

the bilateral relationship. Most of Japan’s ODA to China consists of yen loans. Usually the<br />

Japanese government adheres to certain economic indicators set by the international banking<br />

institutions in order to phase out ODA programmes. However, in 2005 the Japanese government<br />

decided abruptly without applying the usual guidelines to end its loan aid to China in 2008, the<br />

year China will stage the Olympic Games. The article concludes that the decision was taken for<br />

political reasons, taking into consideration the criticism of certain Chinese policies, the<br />

deterioration of Japan’s relations with China, the fast economic development of China with its<br />

implications for Japan’s interests, and a general aid fatigue of public opinion against the<br />

backdrop of Japan’s economic and budgetary problems. The process leading to this decision<br />

throws an additional light on all the complexities of the bilateral relationship, including the<br />

New Electronic Mailing List: "China Global"<br />

As part of its impressive economic expansion, China is rapidly investing in mining, oil and<br />

infrastructure projects around the world. Chinese companies and financial institutions are<br />

currently developing dam projects in Burma, Cambodia, Congo-Brazzaville, Ethiopia, Laos,<br />

Sudan and Zambia, among other countries. Some of these projects, such as the Merowe Dam in<br />

Sudan, have massive social and environmental impacts, and have triggered protests among the<br />

affected people. In cooperation with partners in China and internationally, International Rivers<br />

Network is encouraging a public dialogue about China's new international role and about the<br />

role and responsibilities of Chinese dam builders and financiers in particular. A new listserv of<br />

International Rivers Network will inform interested readers about China's expanding<br />

international role, and China's involvement in international dam projects. The electronic mailing<br />

list will disseminate relevant government documents, news stories, NGO case studies and<br />

position papers, and other documents. Please subscribe by sending a blank message to<br />

The baiji.org Foundation – Networking Expertise for Conservation of Freshwater<br />

Biodiversity: www.baiji.org<br />

The Baiji (Yangtze River Dolphin) occurs only in freshwater in the Yangtze River of China and<br />

it is on the brink of extinction. It has suffered a rapid and possibly irreversible decline due to<br />

extensive human exploitation of the Yangtze River. The baiji is classified as ‘Critically<br />

Endangered’ by the International Union for the Conservation of Nature (IUCN). This means<br />

that the species faces a very high risk of extinction in the wild in the near future. The baiji, and<br />

in general freshwater dolphins and porpoises as symbols for the over-exploitation of freshwater<br />

ecosystems are the flagships for biodiversity conserving on this website.<br />

International Assessment of Agricultural Science and Technology for Development<br />

(IAASTD): http://www.agassessment.org/<br />

IAASTD is a unique international effort that evaluates the relevance, quality and effectiveness<br />

of agricultural knowledge, science, and technology (AKST), and the effectiveness of public and<br />

private sector policies as well as institutional arrangements in relation to AKST. IAASTD is a<br />

three-year collaborative effort (2005-2007) to assess AKST in relation to meeting development<br />

and sustainability goals of:<br />

- Reducing hunger and poverty<br />

- Improving nutrition, health and rural livelihoods<br />

- Facilitating social and environmental sustainability<br />

Institute for Agriculture and Trade Policy (IATP): www.iatp.org<br />

IATP promotes resilient family farms, rural communities and ecosystems around the world<br />

through research and education, science and technology, and advocacy. Working with<br />

organizations around, IATP analyses how global trade agreements impact domestic farm and<br />

food policies. Alongside a global coalition, IATP advocates for fair trade policies that promote<br />

strong health standards, labour and human rights, the environment and, most fundamentally,<br />

democratic institutions. IATP is moreover developing alternative economic models that include<br />

clean sources of energy such as wind power and biofuel that would spur rural development.<br />

Working with landowners to form cooperatives that promote sustainable forest management,<br />

IATP is advocating for green businesses and farms that reduce toxic runoff. They are also<br />

working to stop the overuse of antibiotics in agriculture and aquaculture, while limiting the<br />

release of mercury and other toxic pollutants that fall onto farmland and enter the food supply.<br />

IATP is monitoring the impact of genetically engineered crops on the environment, human<br />

health and farmer income.<br />

SWITCH Project ‘Sustainable Urban Water Management’: http://www.switchurbanwater.eu/<br />

The SWITCH project aims to achieve a paradigm shift in urban water management to get<br />

sustainable, healthy and safe urban water systems. This paradigm shift will be realized by a<br />

consortium of 32 organisations from 13 countries under coordination of UNESCO-IHE in<br />

5. Projects<br />

Creation of a New Think Tank: CHANGES<br />

This new environmental think tank, the Institute for China and Global Environmental<br />

Sustainability (CHANGES), is geared at improving environmental decision making efforts in<br />

China. It brings together best interdisciplinary talents in environmental science and policy<br />

worldwide, and operates in close collaboration with internationally esteemed environmental<br />

institutes and Chinese partners. The institute is non-profit, independent, and follows the pattern<br />

of international sustainability institutes, taking the policy-oriented participatory approach to<br />

conduct interdisciplinary and interactive research which integrates ecological, economic and<br />

social systems. CHANGES, located in Beijing with several centres in different parts of the<br />

globe, will coordinate and facilitate the development and implementation of multilateral and<br />

ilateral environmental projects. Its mission is to enhance global sustainability by supporting<br />

environmental decision making to improve China’s environmental quality, and thus to enhance<br />

global sustainability.<br />

Environmental Pollution Hotline<br />

Did you know that there is an environmental pollution telephone hotline? The number to dial is<br />

12369. According to SEPA who asked local governments to open the hotline to receive<br />

complaints on pollution issues in 2001, the hotline has received more and more complaints over<br />

the years, with an increasing number of citizens voicing their anger and concerns. According to<br />

the Office of the Leading Group for Transparency in Administrative Affairs (LGTAA), the<br />

hotline received 331,000 complaints on pollution issues from the public in 2003, 390,000 in<br />

2004, 420,000 in 2005 and 113,000 in the first quarter of 2006.<br />

Success of the Rapid Transit System in Mexico City, Model for Beijing?<br />

In Nov. 2006, Mexico City Bus Rapid Transit System celebrated its 100 millionth passenger. This<br />

innovative system cuts travel times and exposure to pollution for many passengers daily. The<br />

system began operations in June 2005. Since then bus travel times have been cut in half, with<br />

significant reductions in congestion, noise, and air pollution. Passenger exposure to carbon<br />

monoxide, benzene, and particulate matter (soot) has dropped by 50% compared to exposure on<br />

the older buses, many of which are still in use on other routes. The system uses 97 new, dieselpowered<br />

articulated buses to move 263,000 people daily at an average speed of 19 km/h along the<br />

famed Avenida Insurgentes. The new buses have replaced hundreds of smaller buses and<br />

alleviated the legendary traffic jams that afflicted Mexico City's longest avenue. Based on figures<br />

from the non-profit Mexican National Institute of Ecology, increased productivity due to time<br />

saved with the new system could approach $15 million per year. More at<br />

III. Library News<br />

Our library not only provides books about environmental science in Chinese, Japanese and<br />

English, but also materials dealing with related sciences, such as agriculture, industry, biology,<br />

chemistry, and astronomy. There is also a wide range of material dealing with environmental<br />

issues in social, economic and cultural terms.<br />

There are English magazines in our collection, including Tomorrow, Nature, Environmental<br />

Policy and Law, Time, and National Geographic and also 56 Chinese journals dealing with<br />

environmental topics. A number of daily newspapers (mostly in Chinese) are available, and we<br />

receive newsletters and information from several organizations, including the International<br />

Centre for Trade and Sustainable Development (ICTSD), the United Nations Environment<br />

Programme (UNEP), the International Human Dimensions Programme on Global<br />

Dr. Eva Sternfeld is a German CIM (Centre for International Migration & Development,<br />

see section ‘Our Supporters’ below) integrated expert working as the director of reference,<br />

research & institutional exchange in the <strong>CESDRRC</strong>. Her main fields of expertise are<br />

Ms. Tanja Plötz, M.A., graduate from Free University Berlin, Germany in the two majors of<br />

Sinology and Business Economics joined the <strong>CESDRRC</strong> in March 2002. As CIM integrated<br />

expert she is responsible for information management and digital research. Contact:<br />

Ms. LIU Qin and Ms. Gao Xiuqing run the bookshop.<br />

Ms. HOU Yaoxia is responsible for cataloguing the Chinese publications.<br />

Our Supporters: A Brief Introduction<br />

EETPC (The Environmental Education Television Project for China) helped to set up the<br />

centre and supported <strong>CESDRRC</strong> in the initial phase in 1998/99 with furniture and a<br />

considerable stock of books. They also established the contact with CIM (Centrum fuer<br />

international Migration und Entwicklung – Centre for International Migration and<br />

Development), and helped CEEC to apply for two CIM positions. CIM is a German<br />

developmental cooperation institution, largely financed by the German Federal Ministry for<br />

Economic Cooperation and Development (BMZ- Bundesministerium für wirtschaftliche<br />

Zusammenarbeit und Entwicklung), that places so-called ‘Integrated Experts’ within an<br />

institution or enterprise in a partner country upon request. CIM experts are "integrated" in that<br />

they are legally and professionally answerable to a local partner employer, with whom they<br />

enter into a contract of employment in line with local terms and conditions. Tanja Ploetz and<br />

Eva Sternfeld are both working as Integrated Experts in the <strong>CESDRRC</strong>. A large part of the<br />

<strong>CESDRRC</strong>’s up-to-date electrical equipment was financed by CIM/the BMZ.<br />

The Japan Foundation Office, Beijing donated books and a copy machine. Furniture and other<br />

equipment were given by Nissho IWAI China. The Asian Development Bank supported us<br />

with the donation of English books and technical equipment. Mitsubishi Corporation, Beijing<br />

financially supported the <strong>CESDRRC</strong> in book purchases. The additional purchase of technical<br />

equipment was made possible by the financial support of NEC.<br />

The German Heinrich-Böll-Foundation has been supporting the <strong>CESDRRC</strong> financially in a<br />

number of projects, like the environmental education and ‘Profitable Environmental<br />

<strong>CESDRRC</strong> News Page 9 of 11


Management (PREMA) for Schools’ workshops, publications like ‘Desert Witness’ or the<br />

‘Water Guide for Beijing’, etc.<br />

In November 2003, the Ford Motor Company awarded the <strong>CESDRRC</strong> the third prize of their<br />

2003 Ford Motor Conservation and Environmental Grants, China, ‘Environmental Education’<br />

category. With Nuernberg Global Fairs Biofach China, the <strong>CESDRRC</strong>/ CEEC cooperates in<br />

an information campaign on organic farming and food.<br />
