COUNCIL MINUTES 23 January 12, 1999<br />

Commenting on the concerns raised by <strong>Council</strong>lor Hetherington, <strong>Council</strong>lor Greenough<br />

pointed out that the application will be the subject of a public participation process and, as<br />

such, will be considered on its own merits.<br />

12. MOTIONS<br />

12.1 <strong>Council</strong>lor Kelly Re: Non-Alcohol Purchasing Policy<br />

During the January 5, 1999 meeting of <strong>Halifax</strong> <strong>Regional</strong> <strong>Council</strong>, <strong>Council</strong>lor Kelly gave<br />

Notice that he intended to introduce a motion to implement a <strong>Halifax</strong> <strong>Regional</strong> <strong>Municipality</strong><br />

non-alcohol purchasing policy for all departments, boards and commissions.<br />

At <strong>Council</strong>lor Kelly’s request, it was agreed that this matter would be deferred for a<br />

two-week period (i.e., to the regular meeting of <strong>Halifax</strong> <strong>Regional</strong> <strong>Council</strong> scheduled<br />

for Tuesday, January 26, 1999).<br />

13. ADDED ITEMS<br />

13.1 <strong>Council</strong>lor Kelly - Retaining Wall<br />

<strong>Council</strong>lor Kelly submitted a letter from Mrs. Dorothy Christopher concerning her request<br />

for a retaining wall. Noting that this matter was of some long standing, it was MOVED by<br />

<strong>Council</strong>lor Kelly, seconded by <strong>Council</strong>lor Walker that a staff report be provided<br />

including recommendations on possible solutions to the problem. MOTION WAS<br />

PUT AND PASSED.<br />

13.2 <strong>Council</strong>lor Rankin - Naming of Entrance Road (Otter Lake Facility)<br />

On behalf of <strong>Council</strong>lor Rankin, it was MOVED by <strong>Council</strong>lor Mitchell, seconded by<br />

<strong>Council</strong>lor Dooks that a staff report be requested regarding the feasibility of naming<br />

the entrance roadway to the Otter Lake facility in memory of the late Mr. Peter Kidd<br />

in recognition of his contribution to the <strong>Municipality</strong>’s waste management initiative.<br />

MOTION WAS PUT AND PASSED.<br />

13.3 Acquisition of Federal Lands - Bald Rock, Sambro Harbour<br />

This matter had been considered during an In Camera meeting of <strong>Halifax</strong> <strong>Regional</strong> <strong>Council</strong><br />

held earlier in the day.
