Small businesses show the way<br />

Despite the tough financial<br />

climate businesses continue to<br />

thrive in the town.<br />

According to research conducted<br />

by the BBC, the number of<br />

businesses in the town increased<br />

from 3,782 to 4,260 between 2010<br />

and 2012 and <strong>Harlow</strong> also saw a<br />

23.5% increase in the number of<br />

business start-ups.<br />

In March 2013, the Leader of<br />

<strong>Harlow</strong> <strong>Council</strong> Mark Wilkinson<br />

met a number of small local fi rms<br />

as part of a visit to the Greenway<br />

Business Centre, which is home to<br />

over 60 different businesses.<br />

Housing development<br />

wins a building award<br />

A new housing development,<br />

which is helping to create a new<br />

community in Old <strong>Harlow</strong>, has<br />

won a regional building award<br />

for its high-quality construction.<br />

In April 2013 Vince Dunn Mews<br />

in Old <strong>Harlow</strong> won a Local<br />

Authority Building Control Building<br />

Excellence Award (East Anglia)<br />

for the Best Large Housing<br />

Development in the region.<br />

<strong>Council</strong>lor Mark Wilkinson, said:<br />

“The Greenway Business Centre<br />

demonstrates just how small local<br />

businesses continue to grow and<br />

thrive in <strong>Harlow</strong>. I met several<br />

local entrepreneurs who have<br />

shown innovation to grow their<br />

businesses during these diffi cult<br />

times. This shows that <strong>Harlow</strong><br />

continues to be a good place for<br />

business.”<br />

The awards recognise the<br />

forward for the national awards to<br />

be held in November 2013.<br />

<strong>Council</strong> becomes a<br />

Living Wage Employer<br />

<strong>Harlow</strong> <strong>Council</strong> has taken<br />

the first step towards <strong>Harlow</strong><br />

becoming a “Living Wage town”<br />

after it successfully received<br />

Living Wage Employer status.<br />

The Living Wage is an hourly<br />

rate (currently £7.45 per hour)<br />

set independently and updated<br />

annually, based on the cost of<br />

living in the UK. The status means<br />

that low-paid <strong>Council</strong> workers earn<br />

not just the minimum wage but the<br />

Living Wage.<br />

The <strong>Council</strong>, which was offi cially<br />

given the status in May 2013,<br />

hopes that other local businesses<br />

and organisations sign up and<br />

become Living Wage Employers.<br />

Rhys Moore, Director of the Living<br />

Wage Foundation, said: “The<br />

benefi ts the Living Wage brings<br />

to staff and business are clear.<br />

I welcome the leadership shown<br />

by <strong>Harlow</strong> <strong>Council</strong> on this<br />

important issue.”<br />

The Living Wage campaign has<br />

been running for ten years and<br />

has lifted over 45,000 people out<br />

of poverty.<br />

Target reached for<br />

Shakoor family memorial<br />

A £25,000 target for the Shakoor<br />

memorial playground at<br />

Abbotsweld Primary School has<br />

been beaten, with fundraisers<br />

receiving a total of £26,000 in<br />

donations.<br />

The memorial fund, set up<br />

by residents Neil and Donna<br />

Betteridge following the tragic<br />

Barn Mead fi re last October,<br />

aimed to provide benches and<br />

play equipment as a lasting tribute<br />

at the school attended by three of<br />

the Shakoor children.<br />

The playground was built by the<br />

local community, with <strong>Harlow</strong><br />

<strong>Council</strong> partners Kier <strong>Harlow</strong><br />

Limited providing extra manpower,<br />

tools and vehicles to help with<br />

the installation of fi ve benches, a<br />

canopy and a jungle gym.<br />

The extra money raised means<br />

that a further memorial can be<br />

installed in the neighbouring<br />

infants’ school.<br />

The memorial playground is due to<br />

be completed and opened by the<br />

end of June.<br />

In my last column I spoke about the plans<br />

the <strong>Council</strong> has to improve the town and<br />

we are starting to put these plans into<br />

action.<br />

More and better housing is our number<br />

one priority. In <strong>Harlow</strong> Home we unveil our<br />

fi ve-year, £100m programme to modernise<br />

<strong>Council</strong> homes. Around a third of homes<br />

in <strong>Harlow</strong> are <strong>Council</strong>-owned and over the<br />

next year we plan to make improvements<br />

to over 4,000 homes. Proposals for the<br />

building of 10,000 new homes to the north<br />

of <strong>Harlow</strong> have been announced. We will<br />

only support such a development if it is of<br />

benefi t to the town, bringing with it new<br />

homes for local people, infrastructure<br />

improvements to support growth and helps<br />

with <strong>Harlow</strong>’s regeneration.<br />

The <strong>Council</strong> also continues to campaign<br />

for a new M11 Junction 7A. I know that<br />

traffi c congestion is a major frustration<br />

for residents and businesses. A new<br />

junction in the right place and with the<br />

right connection to the town would reduce<br />

congestion. We continue to make our<br />

case to Government, standing up for<br />

<strong>Harlow</strong> to ensure the town gets the<br />

investment it needs.<br />

Opposite you will read that the <strong>Council</strong><br />

has achieved Living Wage Employer<br />

status. I hope other businesses and<br />

organisations follow our lead to make<br />

<strong>Harlow</strong> a “Living Wage town”. Paying<br />

the Living Wage would make such a<br />

difference in lifting low-paid workers out<br />

of poverty.<br />

With this being the summer edition, on<br />

pages 8 and 9 you will fi nd a guide to<br />

what’s on. This includes activities at<br />

former <strong>Council</strong>-run facilities – The Gibberd<br />

Gallery, <strong>Harlow</strong> Museum and Parndon<br />

Wood Nature Reserve – as well as events<br />

at <strong>Harlow</strong> Playhouse and Pets’ Corner.<br />

The paddling pools will be open for the<br />

holidays and there’s a full line-up of events<br />

taking place in the Town Park. Whatever<br />

you do this summer I hope you take the<br />

opportunity to support these local events.<br />

Clean and safe streets<br />

Crucial safety lessons<br />

for young people<br />

Moving from primary to senior school is an<br />

important time in a child’s life. This is when<br />

children start to become independent and are<br />

out and about much more without an adult.<br />

To help young people on their way, <strong>Harlow</strong><br />

<strong>Council</strong> leads on the delivery of an interactive<br />

event called Crucial Crew, which is designed to<br />

highlight the potential dangers children can face<br />

in everyday life.<br />

In March 2013, more than 950 Year Six pupils took<br />

part in the event which was held at the Latton Bush<br />

Centre. The interactive scheme saw the primary<br />

school pupils take part in a number of scenarios<br />

which required them to make decisions relating to<br />

fi re safety, road safety and personal safety. The<br />

scheme also covers other serious issues such as<br />

how alcohol affects behaviour and judgement.<br />

This year, the event was sponsored by <strong>Harlow</strong><br />

Education Consortium and Kier <strong>Harlow</strong> Limited.<br />

Staff from Kier <strong>Harlow</strong> delivered a scenario focused<br />

on information around recycling and environmental<br />

issues, to teach awareness of how to dispose of<br />

rubbish in a responsible way.<br />

Since the scheme began, Crucial Crew has become<br />

a popular event for local schoolchildren, and is held<br />

over two weeks ensuring all primary schools in<br />

<strong>Harlow</strong> have a chance to participate.<br />

“I learned valuable skills and lessons –<br />

my favourite was the fire one, I learned a<br />

lot from it.” Crucial Crew participant<br />

<strong>Council</strong>lor Emma Toal, Cabinet Portfolio Holder<br />

for Youth & Citizenship, said: “The Crucial Crew<br />

experience raises awareness of issues relating<br />

to personal safety at a time when children are<br />

beginning to think about the transition from<br />

primary to senior school. What children learn will<br />

undoubtedly help keep themselves<br />

and others safe in future.”<br />

Youth <strong>Council</strong><br />

Celebrating ten years of<br />

<strong>Harlow</strong> Youth <strong>Council</strong><br />

<strong>Harlow</strong> Youth <strong>Council</strong>, a locally elected<br />

body of young people, reached an<br />

important milestone recently when it<br />

celebrated its tenth anniversary.<br />

Since being set up in 2003, the Youth<br />

<strong>Council</strong> has been actively involved in the<br />

development of the Skatepark and Café<br />

Youth, which have both given young people<br />

in the town places to go. The Youth <strong>Council</strong><br />

has also championed youth issues, holding<br />

conferences in 2009 and 2012, and has<br />

been involved in projects to reduce antisocial<br />

behaviour and raise pride in the town.<br />

More than 120 young people have stood as<br />

Youth <strong>Council</strong>lors, including Emma Toal who<br />

made the transition to adult <strong>Council</strong>lor and<br />

is now <strong>Harlow</strong> <strong>Council</strong>’s Portfolio Holder for<br />

Youth & Citizenship.<br />

<strong>Council</strong>lor Emma Toal said: “When you look<br />

back at the last ten years the Youth <strong>Council</strong><br />

has achieved so much and played a big role<br />

in championing youth issues in the town.<br />

The development of the Skatepark and Café<br />

Youth stand out as the big achievements and<br />

both projects continue to be a huge success.<br />

The Youth <strong>Council</strong> is closely supported by<br />

<strong>Harlow</strong> <strong>Council</strong> and it will continue to play<br />

its role in giving a voice to young people.”<br />

Today’s Youth <strong>Council</strong><br />

The 24-member strong Youth <strong>Council</strong> holds public<br />

meetings on the fi rst working Monday of each<br />

month at the Civic Centre from 6.30pm to 8pm.<br />

Youth <strong>Council</strong>lors have the ears of local politicians<br />

and community leaders who they meet regularly<br />

to ensure that young people’s issues are heard.<br />

The Youth <strong>Council</strong>’s priorities for 2013/14:<br />

Education and employment – improving<br />

education at school and encouraging more<br />

employers to offer apprenticeships and<br />

volunteering opportunities for young people.<br />

Youth <strong>Council</strong> Community Clean-Up Day<br />

The Youth <strong>Council</strong> is holding a community<br />

clean-up on 29 June 2013 and is inviting community<br />

groups, residents’ associations and individuals to<br />

join in. Litter pickers, bags and protective clothing<br />

Promoting health for young people –<br />

encouraging leisure providers to operate<br />

fundraising – Youth <strong>Council</strong>lors will be attending<br />

many events and organising activities to raise<br />

their profi le around <strong>Harlow</strong> and Essex.<br />

maximise your recycling<br />

<strong>Harlow</strong> <strong>Council</strong> is working hard<br />

to encourage residents to be<br />

responsible with their rubbish<br />

and it now has a new face to<br />

head up its efforts – Reece Icle.<br />

The <strong>Council</strong> spends around<br />

£800,000 a year on street<br />

cleaning services, which includes<br />

picking up litter that doesn’t make<br />

it into a bin.<br />

In order to minimise littering<br />

and increase awareness about<br />

recycling and its benefits, the<br />

<strong>Council</strong> launched a competition<br />

in October of last year, available<br />

to all Year Six school students in<br />

<strong>Harlow</strong>, which involved designing<br />

a mascot to support its campaign.<br />

The competition was a great<br />

opportunity for the young people<br />

of <strong>Harlow</strong> to get involved in<br />

looking after the environment and<br />

the <strong>Council</strong> received over 300<br />

entries.<br />

The winning design, Reece<br />

Icle, was unveiled at a special<br />

presentation assembly in May and<br />

was created by ten-year-old Nisha<br />

Ramphal of William Martin Junior<br />

School. As the competition winner<br />

Nisha received a Litter Bugs<br />

game, a trip for her whole class to<br />

a Recycling Centre and a framed<br />

certificate – congratulations<br />

said: “Reece Icle will play an<br />

active role in helping <strong>Harlow</strong><br />

and recycle it where you can.”<br />

neighbourhoods are really<br />

important to us all and reducing<br />

play a part in changing.”<br />

a familiar face around <strong>Harlow</strong>.<br />

The mascot will be making<br />

appearances at schools and<br />

community events around <strong>Harlow</strong><br />

to promote the use of recycling<br />

residents on the importance of<br />

reducing litter.<br />

Dropping litter is an offence<br />

and carries an £80 fine with a<br />

maximum penalty<br />

Programme agreed for modernising <strong>Council</strong> homes<br />

<strong>Harlow</strong> <strong>Council</strong> has unveiled a £22m<br />

programme for the next year (June 2013<br />

to March 2014) which paves the way for<br />

the start of modernising <strong>Council</strong> homes<br />

as part of a five-year, £100m housing<br />

investment programme.<br />

The next two years will see the investment<br />

programme concentrate on internal<br />

improvements to bring around 1,800 homes<br />

up to the Government’s Decent Homes<br />

Standard and in addition 4,500 homes will<br />

get new high-security front doors.<br />

Years three, four and fi ve of the investment<br />

programme will focus on maintaining the<br />

Decent Homes Standard and modernising<br />

other homes. This will include both internal<br />

and external improvement works.<br />

Houses, fl ats, maisonettes and sheltered<br />

accommodation are all included in the<br />

programme.<br />

Starting next month and over the next year<br />

the <strong>Council</strong> plans to make improvements to<br />

4,188 <strong>Council</strong> homes.<br />

Over the next year the <strong>Council</strong><br />

will be:<br />

The fi ve-year £100m investment<br />

programme will be funded by rents<br />

and additional grants secured by<br />

the <strong>Council</strong>. Changes to the way<br />

<strong>Council</strong> housing is now fi nanced<br />

means the <strong>Council</strong> can reinvest<br />

money back into improving<br />

homes.<br />

The programme has been<br />

prioritised following an<br />

independent condition survey<br />

of <strong>Council</strong> homes carried out<br />

last year. The homes that will<br />

benefi t fi rst are those that require<br />

improvement to meet the Decent<br />

Homes Standard by 2015. These<br />

homes will receive a letter from the<br />

<strong>Council</strong> outlining the work that will<br />

be undertaken.<br />

most in need of improving to meet<br />

the Decent Homes Standard. Over<br />

Annual Tenants Survey 2012<br />

Thank you to all tenants who filled in a Housing Services Annual<br />

Tenants Survey which was carried out by BMG research.<br />

Over 290 surveys were returned and the data is now being analysed.<br />

The results will be shared with you in the September edition of <strong>Harlow</strong><br />

Home.<br />

The winner of the survey prize draw was Miss Worth of Great Parndon<br />

who wins £100 of shopping vouchers after her name was randomly<br />

selected by BMG Research.<br />

New appointments to Housing Standards Panels<br />

The Standards Panels recently elected their annual<br />

Chairs for 2013/14.<br />

Standards Panels meetings, which are open to the public,<br />

are where your tenant and leaseholder representatives<br />

meet up with <strong>Council</strong> Offi cers and <strong>Council</strong>lors to work<br />

together and discuss housing-related issues.<br />

The panels meet monthly and your representatives are<br />

always happy to hear from you.<br />

Care agency celebrates<br />

anniversary<br />

John Stanley’s Care Agency, which is based at<br />

Sumners Farm Close, is to celebrate its first year<br />

of operation in <strong>Harlow</strong>.<br />

The agency provides 24-hour care services in<br />

a joint venture with <strong>Harlow</strong> <strong>Council</strong> and Essex<br />

County <strong>Council</strong> at Sumners Farm Close Extra Care<br />

Supported Housing Scheme. Extra care provides<br />

additional support for vulnerable elderly people<br />

that is not available within other supported housing<br />

schemes. This type of scheme is seen as a genuine<br />

alternative to residential care for those tenants<br />

wishing to retain their independence.<br />

John Stanley’s has been successfully operating<br />

within the scheme since moving to Sumners Farm<br />

Close in June 2012; in fact it has been so successful<br />

that it is expanding its operation by renting offi ce<br />

space at the Leah Manning Centre, which is where<br />

<strong>Harlow</strong> <strong>Council</strong>’s Supported Housing Team is based.<br />

A joint celebratory event is planned to mark the fi rst<br />

anniversary of the extra care service at Sumners<br />

Farm Close, which will take place in July.<br />

Allocation to properties at Sumners Farm Close<br />

is made by a joint allocations panel consisting of<br />

offi cers from <strong>Harlow</strong> <strong>Council</strong> and Essex County<br />

<strong>Council</strong>. To be eligible you must be over 65 and in<br />

receipt of a care package, although each allocation<br />

is assessed on the need of the individual.<br />

Renewing <strong>Harlow</strong><br />

England World Cup<br />

stars open new pavilion<br />

A new £290,000 pavilion which provides one of the best facilities for an amateur<br />

cricket club in Essex has officially opened.<br />

<strong>Harlow</strong> Town Cricket Club’s new<br />

pavilion at Ash Tree Field was<br />

opened in April 2013 by England<br />

World Cup-winning female<br />

cricketers Lydia Greenway and<br />

Beth Morgan.<br />

The Frank Pavesi Pavilion, which<br />

was previously a football changing<br />

room, has been given a complete<br />

revamp thanks to funding from the<br />

Gateway Partnership and grants<br />

from Sport England and Essex<br />

County <strong>Council</strong>.<br />

The improvements have largely<br />

been to improve access for all<br />

facility users and include:<br />

• Installation of four unisex<br />

changing rooms.<br />

• Improved facilities for people<br />

with disabilities.<br />

• Access improvements which<br />

include pedestrian steps down<br />

to the pavilion and an access<br />

road with a drop-off point for<br />

people with mobility issues.<br />

been transformed into a modern<br />

cricket pavilion, providing the club<br />

with some of the best facilities<br />

for an amateur club in Essex.<br />

town with facilities like <strong>Harlow</strong><br />

Leisurezone, the <strong>Council</strong> and<br />

its partners continue to invest in<br />

improving sports facilities.”<br />

The improvements are already<br />

having a positive impact on the<br />

development of <strong>Harlow</strong> Cricket<br />

Club.<br />

Club Chairman, Stuart Alderson,<br />

said: “This is all part of a fi ve- to<br />

six-year plan for improvement at<br />

the club and these facilities mean<br />

we can host disabled cricket as<br />

well as Essex Women’s cricket<br />

matches.”<br />

The project was overseen by<br />

<strong>Harlow</strong> <strong>Council</strong>, which owns the<br />

pavilion, and was completed in<br />

time for the start of the cricket<br />

season.<br />

Stuart Alderson added: “<strong>Harlow</strong><br />

<strong>Council</strong> has been extremely<br />

helpful and ensured the project<br />

was done to a very high<br />

standard.”<br />

Science Alive, <strong>Harlow</strong>’s very own learning laboratory, is cooking up a super Science of<br />

<strong>Summer</strong> at its Time Machine gallery in <strong>Harlow</strong>’s Leisurezone.<br />

Each week during the summer holidays there are shows and workshops covering themes<br />

ranging from space to energy and some truly disgusting bits of body science!<br />

Opening times are 10am-4pm, Monday to Saturday, with a special holiday family saver<br />

ticket for only £10 (up to four people). Shows are free and the wacky workshops cost just<br />

£1.50 per participant.<br />

collections or pest control treatments without having to speak to someone over the phone or<br />

make a trip to the Civic Centre.<br />
