Small businesses show the way
Despite the tough financial
thrive in the town.
According to research conducted
by the BBC, the number of
businesses in the town increased
from 3,782 to 4,260 between 2010
and 2012 and Harlow also saw a
23.5% increase in the number of
business start-ups.
In March 2013, the Leader of
Harlow Council Mark Wilkinson
met a number of small local fi rms
as part of a visit to the Greenway
Business Centre, which is home to
over 60 different businesses.
News in Brief
Council becomes a
Living Wage Employer
Harlow Council has taken
the first step towards Harlow
becoming a “Living Wage town”
after it successfully received
Living Wage Employer status.
The Living Wage is an hourly
rate (currently £7.45 per hour)
set independently and updated
annually, based on the cost of
living in the UK. The status means
that low-paid Council workers earn
not just the minimum wage but the
Living Wage.
The Council, which was offi cially
given the status in May 2013,
hopes that other local businesses
and organisations sign up and
become Living Wage Employers.
Rhys Moore, Director of the Living
Wage Foundation, said: “The
benefi ts the Living Wage brings
to staff and business are clear.
I welcome the leadership shown
by Harlow Council on this
important issue.”
The Living Wage campaign has
been running for ten years and
has lifted over 45,000 people out
of poverty.
For more information on
the Living Wage please visit
www.livingwage.org.uk
Target reached for
Shakoor family memorial
A £25,000 target for the Shakoor
memorial playground at
Abbotsweld Primary School has
been beaten, with fundraisers
receiving a total of £26,000 in
donations.
The memorial fund, set up
by residents Neil and Donna
Betteridge following the tragic
Barn Mead fi re last October,
aimed to provide benches and
play equipment as a lasting tribute
at the school attended by three of
the Shakoor children.
The playground was built by the
local community, with Harlow
Council partners Kier Harlow
Limited providing extra manpower,
tools and vehicles to help with
the installation of fi ve benches, a
canopy and a jungle gym.
The extra money raised means
that a further memorial can be
installed in the neighbouring
infants’ school.
The memorial playground is due to
be completed and opened by the
end of June.
In my last column I spoke about the plans
the Council has to improve the town and
we are starting to put these plans into
action.
More and better housing is our number
one priority. In Harlow Home we unveil our
fi ve-year, £100m programme to modernise
Council homes. Around a third of homes
in Harlow are Council-owned and over the
next year we plan to make improvements
to over 4,000 homes. Proposals for the
building of 10,000 new homes to the north
of Harlow have been announced. We will
only support such a development if it is of
benefi t to the town, bringing with it new
homes for local people, infrastructure
improvements to support growth and helps
with Harlow’s regeneration.
The Council also continues to campaign
for a new M11 Junction 7A. I know that
traffi c congestion is a major frustration
for residents and businesses. A new
junction in the right place and with the
right connection to the town would reduce
congestion. We continue to make our
case to Government, standing up for
Harlow to ensure the town gets the
investment it needs.
Opposite you will read that the Council
has achieved Living Wage Employer
status. I hope other businesses and
organisations follow our lead to make
Harlow a “Living Wage town”. Paying
the Living Wage would make such a
difference in lifting low-paid workers out
of poverty.
With this being the summer edition, on
pages 8 and 9 you will fi nd a guide to
what’s on. This includes activities at
former Council-run facilities – The Gibberd
Gallery, Harlow Museum and Parndon
Wood Nature Reserve – as well as events
at Harlow Playhouse and Pets’ Corner.
The paddling pools will be open for the
holidays and there’s a full line-up of events
taking place in the Town Park. Whatever
you do this summer I hope you take the
opportunity to support these local events.
Clean and safe streets
Crucial safety lessons
for young people
Moving from primary to senior school is an
important time in a child’s life. This is when
children start to become independent and are
out and about much more without an adult.
To help young people on their way, Harlow
Council leads on the delivery of an interactive
event called Crucial Crew, which is designed to
highlight the potential dangers children can face
in everyday life.
In March 2013, more than 950 Year Six pupils took
part in the event which was held at the Latton Bush
Centre. The interactive scheme saw the primary
school pupils take part in a number of scenarios
which required them to make decisions relating to
fi re safety, road safety and personal safety. The
scheme also covers other serious issues such as
how alcohol affects behaviour and judgement.
This year, the event was sponsored by Harlow
Education Consortium and Kier Harlow Limited.
Staff from Kier Harlow delivered a scenario focused
on information around recycling and environmental
issues, to teach awareness of how to dispose of
rubbish in a responsible way.
Since the scheme began, Crucial Crew has become
a popular event for local schoolchildren, and is held
over two weeks ensuring all primary schools in
Harlow have a chance to participate.
“I learned valuable skills and lessons –
my favourite was the fire one, I learned a
lot from it.” Crucial Crew participant
Councillor Emma Toal, Cabinet Portfolio Holder
for Youth & Citizenship, said: “The Crucial Crew
experience raises awareness of issues relating
to personal safety at a time when children are
beginning to think about the transition from
primary to senior school. What children learn will
undoubtedly help keep themselves
and others safe in future.”
Celebrating ten years of
Harlow Youth Council
Harlow Youth Council, a locally elected
body of young people, reached an
important milestone recently when it
celebrated its tenth anniversary.
Since being set up in 2003, the Youth
Council has been actively involved in the
development of the Skatepark and Café
Youth, which have both given young people
in the town places to go. The Youth Council
has also championed youth issues, holding
conferences in 2009 and 2012, and has
been involved in projects to reduce antisocial
behaviour and raise pride in the town.
More than 120 young people have stood as
Youth Councillors, including Emma Toal who
made the transition to adult Councillor and
is now Harlow Council’s Portfolio Holder for
Youth & Citizenship.
Councillor Emma Toal said: “When you look
back at the last ten years the Youth Council
has achieved so much and played a big role
in championing youth issues in the town.
The development of the Skatepark and Café
Youth stand out as the big achievements and
both projects continue to be a huge success.
The Youth Council is closely supported by
Harlow Council and it will continue to play
its role in giving a voice to young people.”
Clean and safe streets
Minimise your litter,
maximise your recycling
Harlow Council is working hard
to encourage residents to be
responsible with their rubbish
and it now has a new face to
head up its efforts – Reece Icle.
The Council spends around
£800,000 a year on street
cleaning services, which includes
picking up litter that doesn’t make
it into a bin.
In order to minimise littering
and increase awareness about
recycling and its benefits, the
Council launched a competition
in October of last year, available
to all Year Six school students in
Harlow, which involved designing
a mascot to support its campaign.
The competition was a great
opportunity for the young people
of Harlow to get involved in
looking after the environment and
the Council received over 300
entries.
The winning design, Reece
Icle, was unveiled at a special
presentation assembly in May and
was created by ten-year-old Nisha
Ramphal of William Martin Junior
School. As the competition winner
Nisha received a Litter Bugs
game, a trip for her whole class to
a Recycling Centre and a framed
certificate – congratulations
Nisha!
Councillor Phil Waite, Cabinet
Portfolio Holder for Environment,
said: “Reece Icle will play an
active role in helping Harlow
Council to promote recycling and
reduce litter in and around the
local community.”
Reece Icle said: “Please use a
litter bin or take your litter home
and recycle it where you can.”
Kier Harlow operations director,
John Phillips, said; “Kier is
pleased to support Reece Icle
promoting responsible rubbish
disposal, clean streets and
neighbourhoods are really
important to us all and reducing
the quantity of litter being
dropped is something we can all
play a part in changing.”
Nisha with Reece Icle
Reece Icle will quickly become
a familiar face around Harlow.
The mascot will be making
appearances at schools and
community events around Harlow
to promote the use of recycling
at home and educate Harlow
residents on the importance of
reducing litter.
Dropping litter is an offence
and carries an £80 fine with a
maximum penalty
of £2,500.
Issue 34
For Council tenants and leaseholders
home
Investing in your home
Programme agreed for modernising Council homes
Harlow Council has unveiled a £22m
programme for the next year (June 2013
to March 2014) which paves the way for
the start of modernising Council homes
as part of a five-year, £100m housing
investment programme.
The next two years will see the investment
programme concentrate on internal
improvements to bring around 1,800 homes
up to the Government’s Decent Homes
Standard and in addition 4,500 homes will
get new high-security front doors.
Years three, four and fi ve of the investment
programme will focus on maintaining the
Decent Homes Standard and modernising
other homes. This will include both internal
and external improvement works.
Houses, fl ats, maisonettes and sheltered
accommodation are all included in the
programme.
Starting next month and over the next year
the Council plans to make improvements to
4,188 Council homes.
More and better housing
Continued from page 1
Over the next year the Council
will be:
• Upgrading over 1,300
kitchens.
• Modernising over 900
bathrooms.
• Replacing over 3,400 front
and rear doors with highsecurity
products.
• Installing over 1,300 new
energy-effi cient heating
systems.
The fi ve-year £100m investment
programme will be funded by rents
and additional grants secured by
the Council. Changes to the way
Council housing is now fi nanced
means the Council can reinvest
money back into improving
homes.
The programme has been
prioritised following an
independent condition survey
of Council homes carried out
last year. The homes that will
benefi t fi rst are those that require
improvement to meet the Decent
Homes Standard by 2015. These
homes will receive a letter from the
Council outlining the work that will
be undertaken.
© Fotolia.com
Councillor Rod Truan, Cabinet
Portfolio Holder for Housing, said:
“This is the biggest investment
ever made in modernising Council
housing in Harlow, which will
improve our tenants’ quality of
life. The programme has been
prioritised so we make sure the
homes that benefi t fi rst are those
most in need of improving to meet
the Decent Homes Standard. Over
the next fi ve years the plan is that
nearly every Council home will
receive some form of improvement
work.
“Improvements like making homes
warmer and more economical
to run, updating kitchens and
bathrooms and replacing old
windows and doors with highsecurity
products will all help
provide better housing in Harlow.”
The Council has published a
two-year programme showing the
number of homes in each area
and types of improvement work
which will be completed.
An outline programme for years
three, four and fi ve has also been
agreed and before each of those
years a detailed programme will
be published.
More information on the
investment programme can be
found at www.harlow.gov.uk/
housing-investment-programme
Over the next fi ve years the
Council plans to:
Internal modernisations
and replacements:
• Upgrade over 4,600
kitchens.
• Modernise over 4,400
bathrooms.
Care agency celebrates
anniversary
Advertisement
John Stanley’s Care Agency, which is based at
Sumners Farm Close, is to celebrate its first year
of operation in Harlow.
The agency provides 24-hour care services in
a joint venture with Harlow Council and Essex
County Council at Sumners Farm Close Extra Care
Supported Housing Scheme. Extra care provides
additional support for vulnerable elderly people
that is not available within other supported housing
schemes. This type of scheme is seen as a genuine
alternative to residential care for those tenants
wishing to retain their independence.
John Stanley’s has been successfully operating
within the scheme since moving to Sumners Farm
Close in June 2012; in fact it has been so successful
that it is expanding its operation by renting offi ce
space at the Leah Manning Centre, which is where
Harlow Council’s Supported Housing Team is based.
A joint celebratory event is planned to mark the fi rst
anniversary of the extra care service at Sumners
Farm Close, which will take place in July.
Allocation to properties at Sumners Farm Close
is made by a joint allocations panel consisting of
offi cers from Harlow Council and Essex County
Council. To be eligible you must be over 65 and in
receipt of a care package, although each allocation
is assessed on the need of the individual.
Renewing Harlow
England World Cup
stars open new pavilion
A new £290,000 pavilion which provides one of the best facilities for an amateur
cricket club in Essex has officially opened.
Harlow Town Cricket Club’s new
pavilion at Ash Tree Field was
opened in April 2013 by England
World Cup-winning female
cricketers Lydia Greenway and
Beth Morgan.
The Frank Pavesi Pavilion, which
was previously a football changing
room, has been given a complete
revamp thanks to funding from the
Gateway Partnership and grants
from Sport England and Essex
County Council.
The improvements have largely
been to improve access for all
facility users and include:
• Installation of four unisex
changing rooms.
• Improved facilities for people
with disabilities.
• Access improvements which
include pedestrian steps down
to the pavilion and an access
road with a drop-off point for
people with mobility issues.
Councillor Jean Clark, Portfolio
Holder for Community & Social
Inclusion said: “The building has
been transformed into a modern
cricket pavilion, providing the club
with some of the best facilities
for an amateur club in Essex.
By using Gateway Partnership
funding, which has provided the
town with facilities like Harlow
Leisurezone, the Council and
its partners continue to invest in
improving sports facilities.”
The improvements are already
having a positive impact on the
development of Harlow Cricket
Club.
Club Chairman, Stuart Alderson,
said: “This is all part of a fi ve- to
six-year plan for improvement at
the club and these facilities mean
we can host disabled cricket as
well as Essex Women’s cricket
matches.”
The project was overseen by
Harlow Council, which owns the
pavilion, and was completed in
time for the start of the cricket
season.
Stuart Alderson added: “Harlow
Council has been extremely
helpful and ensured the project
was done to a very high
standard.”
If you are interested in getting
involved with the club, email
paul.morrell@harlowtowncc.co.uk
Go online and save yourself time!
Check out our website – www.harlow.gov.uk
It is now easier for you to fi nd Council information 24 hours a day, seven days a week or to
pay a Council bill. You can also now book and pay for green waste collections, bulky waste
collections or pest control treatments without having to speak to someone over the phone or
make a trip to the Civic Centre.
The website can also be accessed on a smartphone or tablet.
Harlow Times is published quarterly by Harlow Council to help keep you informed.
This magazine is distributed by Royal Mail. In some areas where postcodes overlap the boundaries of Harlow and other Councils, a small
number of residents outside Harlow will also receive this magazine. We hope our residents will appreciate that this system of delivery is one
of the most efficient and that our extra readers on the borders of the town will enjoy their complimentary copies and news about their nearest
important town.
