I 

The Government, based on the recommendations of the 13 th Finance Commission 

under the Scheme “Court Managers”, have issued orders sanctioning 33 posts of Court 

Manager i.e., 2 posts for the Principal Seat of Madras High Court and one post for Madurai 

Bench of Madras High Court and 30 posts to each Principal District and Sessions Court in 

30 Judicial Districts in the Scale of Pay of Rs.15600 - 39100 + GP 6600 in the cadre of 

Assistant Registrar vide G.O.(Ms) No.202, Home(Cts.V) Department, dated 23.03.2011. 

Subsequently, the Government have issued orders sanctioning 2 posts of Court Manager, one 

each to the newly formed Ariyalur and Tiruppur Districts in the Scale of Pay of Rs.15600 - 

39100 + GP 6600 in the cadre of Assistant Registrar vide G.O.Ms.No.507, Home(Cts.V) 

Department, dated 05.07.2012. 

The High Court has invited applications for filling up of the said posts of Court 

Manager by direct recruitment, purely on temporary basis i.e till the plan period of 13 th 

Finance Commission (i.e., till 31.03.2015). 

The Tamil Nadu Public Service Commission, after conducting prescribed competitive 

examination comprising both written examination and oral test in the shape of an interview, 

has forwarded the list of 35 candidates selected provisionally for appointment to the post of 

Court Manager, by direct recruitment.

The Hon'ble The Chief Justice is pleased to appoint the candidates mentioned in 

column (2) below to the post of Court Manager, purely on temporary basis i.e till the plan 

period of 13 th Finance Commission (i.e., till 31.03.2015) and they are posted to the post noted

The list of aforesaid selected candidates is drawn by the Tamil Nadu Public Service 

Commission as per the turns arising in the roster in the order mentioned above. 

The appointments of the above mentioned candidates are purely temporary basis 

i.e., till the plan period of 13 th Finance Commission (i.e., till 31.03.2015). The services of such 

persons temporarily appointed shall be liable to be terminated by the Appointing Authority at 

any time without notice and without any reason being assigned. 

As the appointment is purely on temporary basis till the expiry of the Plan period, such 

appointment shall not be regarded as having acquired preferential right to future appointment 

in such service, class or category or seek for regularisation in such post. 

The candidates appointed as Court Manager in the High Court shall assist the Registrar 

General and other Registrars and Officers in the High Court, Madras in administrative 

functioning of the Courts to enhance the efficiency of the Court Management and they shall 

work under the control of Registrar General / Registrar (Judicial) / Registrar (Administration) / 

Registrar (Management). 

The candidates appointed as Court Manager in the Judicial Districts shall assist the 

Principal District Judges / District Judges in the Districts in administrative functioning of the 

Courts to enhance the efficiency of the Court Management and they shall work under the 

control of Principal District Judges / District Judges. 

The candidates appointed as Court Manager shall maintain professional secrecy and 

shall not divulge any information which may come to his / her knowledge to any one under 

any circumstances. Breach of this condition shall make him / her liable to be removed / 

reverted, forthwith.

The Court Managers shall be liable for disciplinary action / removal / reversion from

the post at any time, on the orders of the Hon'ble The Chief Justice 

1. on noticing any misconduct, or / and 

2. on noticing any lapses, or / and 

3. on his / her disqualification, or / and 

4. on finding him / her unsuitable on periodical assessment, or / and 

5. on finding his / her performance not satisfactory 

and upon such termination the holder of the post of Court Manager shall immediately cease to 

hold such office. 

The post of Court Manager is transferable between the Principal Seat at Madras, 

Madurai Bench of Madras High Court, Madurai and to other Judicial Districts in the State of 

Tamil Nadu and the High Court has the prerogative to transfer a Court Manager at any time. 

The holders of the post of Court Manager cannot claim lien over any of the post in the 

Madras High Court Service/Tamil Nadu Judicial Ministerial Service (except the staff members 

of Madras High Court Service/Tamil Nadu Judicial Ministerial Service, who have been 

appointed as Court Managers). 

The staff members of Madras High Court Service and Tamil Nadu Judicial Ministerial 

Service, who have been appointed as Court Managers shall have the lien in their respective 

parent departments. 

The candidates appointed as Court Manager shall undergo training prescribed by the 

High Court from time to time. 

The allocation of work to the Court Managers will be issued separately.
