Partnerships <strong>in</strong> forest governance<br />

Ingrid Visseren-Hamakers’ <strong>and</strong> Pieter Glasbergen’s paper on “Partnerships <strong>in</strong> forest<br />

governance” (2006), which describes five major forest certification schemes, states that<br />

“The <strong>FSC</strong> is the only scheme <strong>in</strong> which social <strong>and</strong> environmental <strong>in</strong>terests have their own<br />

formal place <strong>in</strong> the organization. In other partnerships (…) the relative <strong>in</strong>fluence of civil society<br />

is smaller. It could even mean that st<strong>and</strong>ards are adopted without the support of specific<br />

<strong>in</strong>terest groups <strong>in</strong> civil society (…).” 306<br />

More participatory forest policy process <strong>in</strong> several countries<br />

Michael Richards summarizes (2004) 307 that<br />

“Positive impacts have been obta<strong>in</strong>ed from the <strong>FSC</strong> national st<strong>and</strong>ard-sett<strong>in</strong>g processes.<br />

These have facilitated a more participatory forest policy process <strong>in</strong> several countries, most<br />

notably Bolivia, Brazil <strong>and</strong> South Africa. The benefits <strong>in</strong>clude <strong>in</strong>creased acceptance of<br />

community representatives <strong>in</strong> local <strong>and</strong> national policy fora; raised awareness of the potential<br />

of SFM; a more participatory <strong>and</strong> decentralized forest policy process; better policy<br />

def<strong>in</strong>ition result<strong>in</strong>g from discussions of certification st<strong>and</strong>ards; <strong>and</strong> <strong>in</strong>creased company <strong>and</strong><br />

supply-cha<strong>in</strong> transparency (Bass et al. 2001). A key question for countries like Brazil <strong>and</strong><br />

Bolivia is whether these national certification processes stimulated key policy, regulatory<br />
