programs have been used to identify the contents <strong>of</strong> ecstasy tablets <strong>and</strong> inform users but<br />
again, there is little conclusive evidence on the effectiveness <strong>of</strong> such programs.<br />
Concern about drink-spiking with flunitrazepam (Rohypnol) led the manufacturers to<br />
introduce a blue dye to the drug, however, other br<strong>and</strong>s do not contain the dye.<br />
Flunitrazepam has recently been moved to Schedule 8 to make it harder to obtain.<br />
<br />
There is some promising Australian work that shows that alcohol harm reduction<br />
education in schools is effective in helping young people to prevent some <strong>of</strong> the harmful<br />
aspects <strong>of</strong> alcohol use. A similar approach has been proposed for illicit drug use but has<br />
not, to date, been trialled.<br />

Harm reduction is <strong>of</strong>ten thought <strong>of</strong> only as needle <strong>and</strong> syringe programs but many more<br />
strategies are used <strong>and</strong>, in many cases, have been shown to be effective. Programs for<br />
which there exists the strongest evidence are:<br />

regulations to reduce passive smoking;<br />
r<strong>and</strong>om breath testing;<br />
needle <strong>and</strong> syringe distribution;<br />
treatment <strong>of</strong> opiate dependence to reduce risk <strong>of</strong> overdose <strong>and</strong> blood-borne viruses;<br />
<strong>and</strong><br />
hepatitis B vaccination.<br />
Light cigarettes, staggered closing times <strong>and</strong> retractable syringes are programs that<br />
evidence suggests are contra-indicated.
