(CalHEERS) – Position Description<br />
The vision of the <strong>California</strong> <strong>Health</strong> <strong>Benefit</strong> <strong>Exchange</strong> is to improve the health of all <strong>California</strong>ns<br />
by assuring their access to affordable, high quality care. Beginning in 2014, the <strong>Exchange</strong> will<br />
allow individuals and small business to compare plans and buy health insurance on the private<br />
market. A successful <strong>Exchange</strong> will provide purchasers with a more stable risk pool, greater<br />
purchasing power, more competition among insurers and detailed information regarding the<br />
price, quality and service of health coverage. The <strong>Exchange</strong> will increase the number of<br />
insured <strong>California</strong>ns, improve health care quality, lower costs and reduce health disparities<br />
through an innovative, competitive marketplace that empowers consumers to choose the health<br />
plan and providers that give them the best value.<br />
Under the administrative direction of the Chief Technology Officer of the <strong>California</strong> <strong>Health</strong><br />
<strong>Benefit</strong> <strong>Exchange</strong>, the IT Project Director, <strong>California</strong> <strong>Health</strong>care Enrollment, Eligibility, and<br />
Retention System (CalHEERS) provides executive information technology leadership, project<br />
management and oversight, governance, and policy planning and development responsibilities<br />
for the project. The CalHEERS Project Director will provide executive oversight to provider<br />
planning, development, testing, and implementation of a statewide information technology<br />
solution for eligibility determinations, enrollment and renewal in subsidized or unsubsidized<br />
health coverage through the <strong>Health</strong> <strong>Benefit</strong> <strong>Exchange</strong>s, Medi-Cal or the <strong>Health</strong>y Families<br />
Program.<br />
The Project Director will:<br />
• Establish and maintain executive information technology project management and<br />
oversight, strategic visioning and planning, policy planning and development, governance<br />
structure and execution, goal setting, and integration of enterprise architecture into the<br />
CalHEERS project.<br />
• Oversee the Change Control Board meetings. The Project Director has the authority to<br />
make a final decision on all Change Requests unless the magnitude of the change require<br />
review and approval of the Project Sponsors and Control Agencies.<br />
• Review and approve the Project Schedule and key project deliverables such as planning<br />
documents, business requirements, interface specifications, system design and<br />
implementation plans. The Project Director also approves all invoices.<br />
• Represent the <strong>Exchange</strong> and the CalHEERS project in executive meetings with federal<br />
project partners at the Administration for Children and Families and the Centers for<br />
Medicare and Medicaid Services, the <strong>California</strong> Technology Agency, the Office of Systems<br />
Integration, and other state information technology partners.<br />
• Brief the <strong>Exchange</strong> Executive Director and other senior leadership, and the five-member<br />
Board members as necessary on the status of the project.<br />

• Ensure the active participation of the Project Sponsors (<strong>Health</strong> <strong>Benefit</strong> <strong>Exchange</strong>,<br />
Department of <strong>Health</strong> Care Services, and the Managed Risk Medical Insurance Board) and<br />
other Program Partners. The Project Director serves as the primary liaison between the<br />
project and the Project Sponsors and the Steering Committee, escalating issues, risks, and<br />
decisions as needed.<br />
• Ensure information security practices as defined by the <strong>Health</strong> Insurance Portability and<br />
Accountability Act and all other state and federal rules and regulations are fully complied<br />
with in all facets of the technical solution for CalHEERS.<br />
Desirable Qualifications:<br />
• Demonstrated experience in leadership, including techniques of organizing and motivating<br />
groups and/or employees<br />
• Demonstrated experience in planning, organizing, and directing the work of multidisciplinary<br />
professional and administrative staff.<br />
• Demonstrated experience in developing and implementing new information technology<br />
infrastructure.<br />
• Experience in the development, management and executive leadership of large information<br />
technology system solutions for health care policies and programs.<br />
• Experience in overseeing and providing policy direction and support to project teams and<br />
staff on federal and state information technology project documents such as: Requests for<br />
Proposals, Feasibility Study Reports, Advance Planning Documents, business process, and<br />
business case justifications.<br />
• Demonstrated knowledge and experience in the health care field (federal, state, local and/or<br />
private), especially as it relates to the Medi-Cal Eligibility Data System (MEDS), Statewide<br />
Automated Welfare Systems (SAWS) and health care reform at the federal and state level.<br />
• Demonstrated knowledge of the project and system development life cycle methodologies<br />
of implementing large-scale business solutions and application systems.<br />
• Knowledge and experience in the information technology procurement process at the state<br />
level.<br />
• Knowledge of the principles and practices of public administration, organization, and<br />
management.<br />
• Knowledge of complex information technology enterprise systems and their inherent<br />
challenges.<br />
• Knowledge of matrix organization management.<br />
• Demonstrated ability in developing, implementing, operating, and maintaining a multi-tiered<br />
architecture technical solution to solve business problems.<br />
• Ability to deal effectively with a variety of individuals, organizations, state agencies, local<br />
government, and contractors.<br />
• Ability to analyze complex problems and recommend effective courses of action.<br />
• Comprehensive understanding of governance, IT governance, and project governance, as<br />
well as the ability to implement and execute governance that crosses multiple state<br />
agencies, departments, and county interests.<br />
• Demonstrated ability to provide leadership and work in a team-based, collaborative<br />
environment that promotes diversity.<br />
• Experience working under demanding time pressure and under public scrutiny, while

maintaining composure and a sense of humor.<br />
