(CalHEERS) – Position Description
The vision of the California Health Benefit Exchange is to improve the health of all Californians
by assuring their access to affordable, high quality care. Beginning in 2014, the Exchange will
allow individuals and small business to compare plans and buy health insurance on the private
market. A successful Exchange will provide purchasers with a more stable risk pool, greater
purchasing power, more competition among insurers and detailed information regarding the
price, quality and service of health coverage. The Exchange will increase the number of
insured Californians, improve health care quality, lower costs and reduce health disparities
through an innovative, competitive marketplace that empowers consumers to choose the health
plan and providers that give them the best value.
Under the administrative direction of the Chief Technology Officer of the California Health
Benefit Exchange, the IT Project Director, California Healthcare Enrollment, Eligibility, and
Retention System (CalHEERS) provides executive information technology leadership, project
management and oversight, governance, and policy planning and development responsibilities
for the project. The CalHEERS Project Director will provide executive oversight to provider
planning, development, testing, and implementation of a statewide information technology
solution for eligibility determinations, enrollment and renewal in subsidized or unsubsidized
health coverage through the Health Benefit Exchanges, Medi-Cal or the Healthy Families
Program.
The Project Director will:
• Establish and maintain executive information technology project management and
oversight, strategic visioning and planning, policy planning and development, governance
structure and execution, goal setting, and integration of enterprise architecture into the
CalHEERS project.
• Oversee the Change Control Board meetings. The Project Director has the authority to
make a final decision on all Change Requests unless the magnitude of the change require
review and approval of the Project Sponsors and Control Agencies.
• Review and approve the Project Schedule and key project deliverables such as planning
documents, business requirements, interface specifications, system design and
implementation plans. The Project Director also approves all invoices.
• Represent the Exchange and the CalHEERS project in executive meetings with federal
project partners at the Administration for Children and Families and the Centers for
Medicare and Medicaid Services, the California Technology Agency, the Office of Systems
Integration, and other state information technology partners.
• Brief the Exchange Executive Director and other senior leadership, and the five-member
Board members as necessary on the status of the project.

• Ensure the active participation of the Project Sponsors (Health Benefit Exchange,
Department of Health Care Services, and the Managed Risk Medical Insurance Board) and
other Program Partners. The Project Director serves as the primary liaison between the
project and the Project Sponsors and the Steering Committee, escalating issues, risks, and
decisions as needed.
• Ensure information security practices as defined by the Health Insurance Portability and
Accountability Act and all other state and federal rules and regulations are fully complied
with in all facets of the technical solution for CalHEERS.
Desirable Qualifications:
• Demonstrated experience in leadership, including techniques of organizing and motivating
groups and/or employees
• Demonstrated experience in planning, organizing, and directing the work of multidisciplinary
professional and administrative staff.
• Demonstrated experience in developing and implementing new information technology
infrastructure.
• Experience in the development, management and executive leadership of large information
technology system solutions for health care policies and programs.
• Experience in overseeing and providing policy direction and support to project teams and
staff on federal and state information technology project documents such as: Requests for
Proposals, Feasibility Study Reports, Advance Planning Documents, business process, and
business case justifications.
• Demonstrated knowledge and experience in the health care field (federal, state, local and/or
private), especially as it relates to the Medi-Cal Eligibility Data System (MEDS), Statewide
Automated Welfare Systems (SAWS) and health care reform at the federal and state level.
• Demonstrated knowledge of the project and system development life cycle methodologies
of implementing large-scale business solutions and application systems.
• Knowledge and experience in the information technology procurement process at the state
level.
• Knowledge of the principles and practices of public administration, organization, and
management.
• Knowledge of complex information technology enterprise systems and their inherent
challenges.
• Knowledge of matrix organization management.
• Demonstrated ability in developing, implementing, operating, and maintaining a multi-tiered
architecture technical solution to solve business problems.
• Ability to deal effectively with a variety of individuals, organizations, state agencies, local
government, and contractors.
• Ability to analyze complex problems and recommend effective courses of action.
• Comprehensive understanding of governance, IT governance, and project governance, as
well as the ability to implement and execute governance that crosses multiple state
agencies, departments, and county interests.
• Demonstrated ability to provide leadership and work in a team-based, collaborative
environment that promotes diversity.
• Experience working under demanding time pressure and under public scrutiny, while

maintaining composure and a sense of humor.
