Given the paucity <strong>of</strong> <strong>in</strong>formation that exists on health governance structures such as cl<strong>in</strong>ic committees and<br />

community health committees, and specifically s<strong>in</strong>ce the promulgation <strong>of</strong> the National <strong>Health</strong> Act <strong>in</strong> 2004<br />

which formally provided for their establishment, this study aimed to provide a more up to date account <strong>of</strong> the<br />

existence and function<strong>in</strong>g <strong>of</strong> cl<strong>in</strong>ic committees <strong>in</strong> the 9 prov<strong>in</strong>ces <strong>in</strong> South Africa.<br />

1.4 Study purpose<br />

<strong>The</strong> study took the form <strong>of</strong> an audit <strong>of</strong> all cl<strong>in</strong>ics and community health centres with reliable telephone numbers<br />

<strong>in</strong> the country <strong>in</strong> order to ascerta<strong>in</strong> whether cl<strong>in</strong>ic committees existed at each <strong>of</strong> the public health facilities<br />

at a primary care level. In addition to this, the study also sought to gather <strong>in</strong>formation on the composition,<br />

membership and activities <strong>of</strong> exist<strong>in</strong>g cl<strong>in</strong>ic committees. F<strong>in</strong>ally, the study also sought to gather <strong>in</strong>formation on<br />

the factors that h<strong>in</strong>der or facilitate the effective function<strong>in</strong>g <strong>of</strong> cl<strong>in</strong>ic committees.<br />

<strong>The</strong> collection <strong>of</strong> such <strong>in</strong>formation is considered to be particularly useful for the various stakeholders with<strong>in</strong> the<br />

public health sector given that there is currently no updated national <strong>in</strong>formation, subsequent to the promulgation<br />

<strong>of</strong> the National <strong>Health</strong> Act, on how many cl<strong>in</strong>ic committees exist <strong>in</strong> the country. It was envisaged that both the<br />

quantitative and qualitative <strong>in</strong>formation collected <strong>in</strong> this study would provide some salutary <strong>in</strong>sights <strong>in</strong>to the<br />

extent and nature <strong>of</strong> community participation through the mechanism <strong>of</strong> cl<strong>in</strong>ic committees.<br />

Additionally, the f<strong>in</strong>d<strong>in</strong>gs <strong>of</strong> this study will help to identify those cl<strong>in</strong>ics and community health centres that<br />

might possibly be <strong>in</strong> need <strong>of</strong> some support <strong>in</strong> form<strong>in</strong>g their cl<strong>in</strong>ic committees, which will subsequently assist<br />

<strong>in</strong> the community tak<strong>in</strong>g an active role <strong>in</strong> the needs analysis, plann<strong>in</strong>g and prioritisng <strong>of</strong> health <strong>of</strong> services,<br />

development <strong>of</strong> Integrated District Plans (IDPs) and implementation <strong>of</strong> general primary health care <strong>in</strong> their<br />

catchment areas.<br />
