IMPORTANT NOTIFICATIONS<br />

APPLICATION<br />

» Application deadl<strong>in</strong>es<br />

– Fall Semester (September <strong>to</strong> December) – Application and<br />

all support<strong>in</strong>g documents must have been received by the<br />

Direc<strong>to</strong>rate of Immigration no later than 15 July each year.<br />

– Spr<strong>in</strong>g Semester (January <strong>to</strong> May) – Application and all<br />

support<strong>in</strong>g documents must have been received by the<br />

Direc<strong>to</strong>rate of Immigration no later than 15 November<br />

each year.<br />

» An application <strong>for</strong> a <strong>student</strong> <strong>permit</strong> shall have been approved<br />

BEFORE the applicant arrives <strong>in</strong> the country. This means that<br />

if an applicant is <strong>in</strong> <strong>Iceland</strong> be<strong>for</strong>e the visa has been issued,<br />

he must, without exception, leave the country while the<br />

application is be<strong>in</strong>g processed.<br />

» A <strong>student</strong> residence <strong>permit</strong> is <strong>in</strong>tended <strong>for</strong> a <strong>for</strong>eigner <strong>to</strong><br />

be able <strong>to</strong> study at a secondary school or university <strong>in</strong> <strong>Iceland</strong>.<br />

The <strong>permit</strong> is granted on the condition that the <strong>in</strong>dividual is a<br />

full-time <strong>student</strong> and/or the study course is recognised by the<br />

<strong>Iceland</strong>ic Student Loan Fund. Full-time studies at a university<br />

<strong>in</strong> <strong>Iceland</strong> are 30 ECTS credits per semester. Satisfac<strong>to</strong>ry<br />

progress at a university is deemed <strong>to</strong> be 75% a semester,<br />

or at least 22 ECTS credits a semester.<br />

» The applicant may <strong>apply</strong> <strong>for</strong> a work <strong>permit</strong> upon complet<strong>in</strong>g the<br />

first term, provided that the progress of his studies is<br />

satisfac<strong>to</strong>ry.<br />

The follow<strong>in</strong>g documentation must be submitted with the<br />

application<br />

IMPORTANT: All these documents must be sent <strong>to</strong>gether and<br />

<strong>in</strong> right order. If sufficient documentation has not been<br />

submitted, the application process<strong>in</strong>g time will be<br />

considerably longer.<br />

1. A completed application <strong>for</strong>m <strong>for</strong> a residence <strong>permit</strong><br />

signed by the applicant<br />

2. One passport-size pho<strong>to</strong><br />

» 35mm x 45mm<br />

» The pho<strong>to</strong> must be attached <strong>to</strong> the application.<br />

3. A pho<strong>to</strong>copy of the applicant’s passport<br />

» The validity of the passport shall extend at least three<br />

months beyond the expected stay <strong>in</strong> <strong>Iceland</strong>.<br />

» The copy must show:<br />

– Personal <strong>in</strong><strong>for</strong>mation about the applicant<br />

– Validity period of the passport<br />

– Signature of the passport holder<br />

– Visas applied <strong>to</strong> the passport<br />

– Entry stamp, if the applicant has arrived <strong>in</strong> <strong>Iceland</strong><br />

4. Crim<strong>in</strong>al record check<br />

» The certificate must be issued by the country/countries where<br />

the applicant has resided <strong>for</strong> the past five years. It should not be<br />

issued more than 6 months prior <strong>to</strong> submitt<strong>in</strong>g the application<br />

<strong>for</strong> a <strong>student</strong> <strong>permit</strong>.<br />

5. Medical <strong>in</strong>surance<br />

» Insurance must cover at least 2,000,000 ISK and shall be issued<br />

by an <strong>in</strong>surance company authorised <strong>to</strong> provide services <strong>in</strong><br />

<strong>Iceland</strong>. If your <strong>in</strong>surance company is not on this list: http://fme.<br />

is/lisalib/getfile.aspx?itemid=3219, you need, without<br />

exception, <strong>to</strong> buy <strong>Iceland</strong>ic <strong>in</strong>surance. The name of your<br />

<strong>in</strong>surance company has <strong>to</strong> be 100% correct <strong>in</strong> the list, i.e. if you


see Sun Life, London on the list but you are <strong>in</strong>sured at Sun Life,<br />

Canada, it is not valid. If you are unsure whether your <strong>in</strong>surance<br />

company is on the list, you can send an enquiry <strong>to</strong> The F<strong>in</strong>ancial<br />

Supervisory Authority <strong>in</strong> <strong>Iceland</strong> (www.fme.is). The address is:<br />

6. Support<br />

» An applicant <strong>for</strong> a residence <strong>permit</strong> shall prove secure support<br />

<strong>for</strong> the period of time of the <strong>in</strong>tended stay <strong>in</strong> <strong>Iceland</strong>. Without<br />

secure support, a residence <strong>permit</strong> will not be issued.<br />

» M<strong>in</strong>imum support shall be comparable <strong>to</strong> the m<strong>in</strong>imal support<br />

guidel<strong>in</strong>es set by the M<strong>in</strong>istry <strong>for</strong> Social Affairs (January 2007<br />

guidel<strong>in</strong>es). M<strong>in</strong>imum support <strong>for</strong> a s<strong>in</strong>gle person is ISK 99,329<br />

per month <strong>for</strong> the expected stay <strong>in</strong> <strong>Iceland</strong>. Please check this<br />

website <strong>to</strong> make sure the m<strong>in</strong>imum support has not changed:<br />

The document submitted must be an orig<strong>in</strong>al copy.<br />

» IMPORTANT: Applicants over the age of 18, without<br />

exceptions, must show their own support; it is not<br />

sufficient that parents support the applicant.<br />

» With respect <strong>to</strong> security of support, an applicant’s support shall<br />

be deemed secure if:<br />

– The applicant receives wages or <strong>in</strong>come from selfemployment,<br />

adequate <strong>for</strong> his support.<br />

– The applicant receives regular payments adequate <strong>for</strong> support.<br />

– The applicant possesses adequate funds <strong>for</strong> support dur<strong>in</strong>g<br />

his stay, <strong>in</strong> a currency registered by the Central Bank of <strong>Iceland</strong>.<br />

– The applicant receives a <strong>student</strong> loan or grant adequate <strong>for</strong><br />

his support, <strong>in</strong> a currency registered by the Central bank of<br />

<strong>Iceland</strong>.<br />

– Support may be derived from more than one source and<br />

shall be deemed adequate if the applicant demonstrates that<br />

the <strong>to</strong>tal amount suffices <strong>for</strong> support.<br />

– Payment of social support from the state or a municipality<br />

shall not make a person entitled <strong>to</strong> a residence <strong>permit</strong>.<br />

7. Hous<strong>in</strong>g certificate<br />

» The applicant must prove that he has secure hous<strong>in</strong>g <strong>for</strong> the<br />

period of <strong>in</strong>tended stay <strong>in</strong> the country. Ask your landlord <strong>for</strong> this<br />

document.<br />

8. School confirmation<br />

» The applicant shall provide a written confirmation from the<br />

school he has enrolled <strong>in</strong>. A copy of your acceptance letter is<br />

sufficient.<br />

» Confirmation of registration of full-time studies. If you are<br />

<strong>apply</strong><strong>in</strong>g as an exchange <strong>student</strong> at the University of <strong>Iceland</strong>, the<br />

Office of International Education (OIE) will provide this<br />

<strong>in</strong><strong>for</strong>mation <strong>to</strong> the Direc<strong>to</strong>rate of Immigration directly.<br />

International degree-seek<strong>in</strong>g <strong>student</strong>s should consult their<br />

authorised person.<br />

9. Authorisation<br />

» The applicant may grant a person or organisation <strong>in</strong> <strong>Iceland</strong><br />

authorisation <strong>to</strong> enquire about his application. The University of<br />

<strong>Iceland</strong> will provide all <strong>student</strong>s <strong>in</strong> need of a <strong>student</strong> <strong>permit</strong><br />

be<strong>for</strong>e arrival with a contact person <strong>for</strong> this application.<br />

Attached <strong>to</strong> the application must be certified orig<strong>in</strong>als of<br />

documentation as applicable. The Direc<strong>to</strong>rate requires that all<br />

<strong>for</strong>eign documentation issued <strong>in</strong> languages other than English or<br />

one of the Scand<strong>in</strong>avian languages be translated by an accredited<br />

transla<strong>to</strong>r.<br />

PROCESSING FEE<br />

IMPORTANT: An application will not be processed until it has<br />

been paid <strong>for</strong>. All applications submitted <strong>to</strong> the Direc<strong>to</strong>rate of<br />

Immigration that do not have a payment receipt attached will be<br />

returned <strong>to</strong> the applicant / authorised agent.<br />

Cost of <strong>permit</strong>s <strong>for</strong> a person over the age of 18:<br />

First <strong>permit</strong>:<br />

8,000 ISK<br />

Renewal of a <strong>permit</strong>:<br />

4,000 ISK<br />

Permanent residence <strong>permit</strong>:<br />

8,000 ISK<br />

NOTE: The process<strong>in</strong>g fee is not refundable!<br />

IMPORTANT: To submit an application, the applicant has <strong>to</strong> deposit<br />

the correct amount <strong>to</strong> the account of the Direc<strong>to</strong>rate of Immigration<br />

and submit the payment receipt with the application. Please be<br />

aware that banks may take various fees <strong>for</strong> the process, and<br />

if the payment the Direc<strong>to</strong>rate of Immigration receives is<br />

<strong>to</strong>o low, the application will be returned <strong>to</strong> the applicant /<br />

authorised agent without be<strong>in</strong>g processed. The fees <strong>in</strong> <strong>Iceland</strong><br />

are about ISK 600; you will have <strong>to</strong> ask the bank <strong>in</strong> your home<br />

country about their fees and make sure you cover all costs.<br />

When deposit<strong>in</strong>g <strong>to</strong> the account of the Direc<strong>to</strong>rate of Immigration<br />

from overseas, the follow<strong>in</strong>g <strong>in</strong><strong>for</strong>mation must be provided as<br />

explanation: The applicant’s ID number and name if available.<br />

This must match the applicant’s passport, e.g. 010185-4679, John<br />

Smith-Brown.<br />

UPON ARRIVAL IN ICELAND<br />

1. Register a domicile <strong>in</strong> <strong>Iceland</strong> at the National Registry<br />

» The office of the National Registry (i. Þjóðskrá) is located <strong>in</strong><br />

Borgartún 24a, 105 Reykjavík. Open<strong>in</strong>g hours are from<br />

8:30–16:00, Monday–Friday. (www.thjodskra.is)<br />

APPROVAL – D-VISA<br />

If the application <strong>for</strong> a <strong>student</strong> <strong>permit</strong> is approved, the applicant<br />

needs <strong>to</strong> obta<strong>in</strong> a D-Visa <strong>in</strong> the closest embassy issu<strong>in</strong>g such visas on<br />

behalf of <strong>Iceland</strong>. The application must state at which embassy the<br />

applicant <strong>in</strong>tends <strong>to</strong> obta<strong>in</strong> the visa. Please see the follow<strong>in</strong>g website<br />

<strong>for</strong> a list of embassies: http://utl.is/english/visas/<strong>apply</strong>/. Contact<br />

your nearest embassy <strong>for</strong> <strong>in</strong><strong>for</strong>mation on how <strong>to</strong> receive your D-Visa.<br />

2. Get a health check<br />

» Applicants <strong>for</strong> a residence <strong>permit</strong> com<strong>in</strong>g from Central and<br />

South America, <strong>in</strong>clud<strong>in</strong>g Mexico, non-EEA European countries,<br />

Asia or Africa must undergo a medical exam<strong>in</strong>ation with respect<br />

<strong>to</strong> <strong>in</strong>fectious diseases. If the applicant, <strong>in</strong> the op<strong>in</strong>ion of a<br />

physician, has a valid medical certificate from abroad which has<br />

been issued less than three months be<strong>for</strong>e, no further medical<br />

exam<strong>in</strong>ation is needed. Applicants from the EEA (other than<br />

Romania and Bulgaria), Australia, New Zealand, Switzerland, the<br />

USA and Canada do not have <strong>to</strong> submit such a medical<br />

» Students <strong>in</strong> need of a health check should go <strong>to</strong> the Health<br />

Centre, at Þönglabakki 1, 109 Reykjavík. The purpose of the visit<br />

is a blood test and tuberculosis test. The results of these tests<br />

are sent directly <strong>to</strong> the Direc<strong>to</strong>rate of Immigration. The costs of<br />

these medical tests vary depend<strong>in</strong>g on the applicant’s nationality:<br />

ISK 6,700–21,200. You need <strong>to</strong> make an appo<strong>in</strong>tment by call<strong>in</strong>g:<br />

+354 585 1390 (open on weekdays 08:20–16:15). For more<br />

<strong>in</strong><strong>for</strong>mation, see www.heilsugaeslan.is or ask the authorised<br />

agent <strong>for</strong> advice.<br />

3. All applicants are <strong>to</strong> come <strong>to</strong> the Direc<strong>to</strong>rate of<br />

Immigration, or <strong>to</strong> the District Magistrate/Police<br />

Authorities <strong>in</strong> the area where the applicant resides, with<br />

their passport or travel documents and have their pho<strong>to</strong><br />

taken.<br />

Upon fulfill<strong>in</strong>g those obligations, the <strong>permit</strong> is issued and <strong>for</strong>warded<br />

<strong>to</strong> the District Magistrate/Police Authorities <strong>in</strong> the area where the<br />

applicant resides and a written notification is sent <strong>to</strong> the<br />

applicant/authorised person. After receiv<strong>in</strong>g the letter, the<br />

applicant needs <strong>to</strong> br<strong>in</strong>g it <strong>to</strong> the District Magistrate/Police<br />

Authorities along with his/her passport. The first day of the <strong>permit</strong><br />

is counted as the date the residence <strong>permit</strong> is issued.


RENEWAL OF A STUDENT PERMIT<br />

Applicant <strong>for</strong> a renewal of a <strong>student</strong> <strong>permit</strong> must br<strong>in</strong>g the<br />

passport/travel document which he presented when enter<strong>in</strong>g <strong>Iceland</strong>.<br />

The application is submitted <strong>in</strong> person at the Direc<strong>to</strong>rate of Immigration<br />

and the application fee paid at the same time. A pho<strong>to</strong>graph<br />

of the applicant will be taken by the officer accept<strong>in</strong>g the<br />

application.<br />

If there are grounds <strong>for</strong> renew<strong>in</strong>g the <strong>student</strong> residence <strong>permit</strong>, it is<br />

done upon consider<strong>in</strong>g the application of the <strong>for</strong>eigner. The <strong>permit</strong><br />

is usually renewed <strong>for</strong> one term. It is permissible <strong>to</strong> grant the<br />

applicant cont<strong>in</strong>ued residency on the same conditions until the<br />

application has been processed. This permission is cont<strong>in</strong>gent upon<br />

the application be<strong>in</strong>g submitted <strong>to</strong> the Direc<strong>to</strong>rate at least 30 days<br />

be<strong>for</strong>e the first <strong>permit</strong> expires.<br />

» The applicant must submit a certificate from the applicable<br />

municipal services, <strong>in</strong>dicat<strong>in</strong>g whether or not he has received<br />

any f<strong>in</strong>ancial social support.<br />

6. Confirmation of registration of full-time studies<br />

» This document should be requested from the Service Desk <strong>in</strong><br />

Háskóla<strong>to</strong>rg.<br />

7. Progress of studies<br />

» The applicant needs <strong>to</strong> prove that the progress of his studies <strong>for</strong><br />

the previous semester has been satisfac<strong>to</strong>ry. A copy of your<br />

transcript of records is satisfac<strong>to</strong>ry.<br />

8. Medical <strong>in</strong>surance<br />

» When a residence <strong>permit</strong> is renewed <strong>for</strong> the first time, the<br />

applicant needs <strong>to</strong> prove that he has valid medical <strong>in</strong>surance <strong>for</strong><br />

the requested period. This can be either a certificate from the<br />

<strong>Iceland</strong>ic Social Insurance (i. Trygg<strong>in</strong>gas<strong>to</strong>fnun ríkis<strong>in</strong>s) or medical<br />

<strong>in</strong>surance, <strong>for</strong> a m<strong>in</strong>imum of ISK 2,000,000 from an <strong>in</strong>surance<br />

company authorised <strong>to</strong> provide services <strong>in</strong> <strong>Iceland</strong>.<br />

Attached <strong>to</strong> the application must be certified orig<strong>in</strong>als of<br />

documentation as applicable. The Direc<strong>to</strong>rate requires that all<br />

<strong>for</strong>eign documentation issued <strong>in</strong> languages other than English or<br />
