Public Comment Period<br />
Seven people requested to address <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>HRTPO</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g>. Chairman Sessoms asked <str<strong>on</strong>g>the</str<strong>on</strong>g>m to<br />
limit <str<strong>on</strong>g>the</str<strong>on</strong>g>ir comments to three minutes.<br />
Mr. James Babcock<br />
Thank you, Mr. Chairman, good morning. My name is James Babcock. I am a resident <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
Virginia Beach and I am <str<strong>on</strong>g>the</str<strong>on</strong>g> current Chairman <str<strong>on</strong>g>of</str<strong>on</strong>g> Future <str<strong>on</strong>g>of</str<strong>on</strong>g> Hampt<strong>on</strong> <strong>Roads</strong>. I would like to<br />
add some comments to <str<strong>on</strong>g>the</str<strong>on</strong>g> letter our organizati<strong>on</strong> sent recently to commend this group for<br />
your work <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> l<strong>on</strong>g term high-speed rail visi<strong>on</strong> for Hampt<strong>on</strong> <strong>Roads</strong>. That's a key part <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
your legal resp<strong>on</strong>sibility for <str<strong>on</strong>g>the</str<strong>on</strong>g> regi<strong>on</strong>’s multi-modal transportati<strong>on</strong> plan. In partnering with<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> state <strong>on</strong> this work, you appropriately, very appropriately hired a rail c<strong>on</strong>sultant. However,<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> need for doing this was questi<strong>on</strong>ed and a corresp<strong>on</strong>ding effort has been made to discredit<br />
his work by suggesting he is c<strong>on</strong>troversial, lacks credentials for working in this country, is<br />
swell-headed and so forth. However, such ad hominem comments are irrelevant, and <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
pertinent questi<strong>on</strong>s are, how much experience does he have, how reas<strong>on</strong>able are his analytical<br />
methods, how sound is his selecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> input data, and how has his work been regarded by his<br />
previous American clients. Dr. Metcalf has over 20 years <str<strong>on</strong>g>of</str<strong>on</strong>g> experience in <str<strong>on</strong>g>the</str<strong>on</strong>g> United States and<br />
he has d<strong>on</strong>e over 50 rail forecasting studies for public agencies in Maine, Massachusetts, New<br />
York, New Jersey, Maryland, Florida, Alabama, Louisiana, Ohio, Minnesota, Wisc<strong>on</strong>sin, and for<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> Nine-State Midwest regi<strong>on</strong> working with <str<strong>on</strong>g>the</str<strong>on</strong>g> Federal Railroad Administrati<strong>on</strong>. Last week I<br />
spoke with six <str<strong>on</strong>g>of</str<strong>on</strong>g> his clients. The Executive Director <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Ohio Rail Department said and <str<strong>on</strong>g>the</str<strong>on</strong>g>se<br />
are direct quotati<strong>on</strong>s, “Metcalf did a great job. We had his work vetted by our railroad<br />
companies. We were very pleased.” A Minnesota <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial said, “Metcalf is very sound, he got us<br />
to think outside <str<strong>on</strong>g>the</str<strong>on</strong>g> box.” Ano<str<strong>on</strong>g>the</str<strong>on</strong>g>r Minnesota client said, “Dr. Metcalf is a supporter <str<strong>on</strong>g>of</str<strong>on</strong>g> highspeed<br />
rail and his findings are optimistic but <str<strong>on</strong>g>the</str<strong>on</strong>g>y are realistic. You d<strong>on</strong>'t stay in business<br />
without being credible.” A Maryland executive said: We had his work peer reviewed and it<br />
passed with flying colors.” The head <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Ohio Rail Department and Chairman <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Nine-<br />
State Midwest Rail Initiative said, “To review his work we employed Amtrak’s c<strong>on</strong>sultant, and<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g>y c<strong>on</strong>firmed his numbers as being close to <str<strong>on</strong>g>the</str<strong>on</strong>g>ir own although <str<strong>on</strong>g>the</str<strong>on</strong>g>y use different forecasting<br />
methods. His data sources are sound. He uses existing travel statistics to develop his<br />
<str<strong>on</strong>g>HRTPO</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> <str<strong>on</strong>g>Minutes</str<strong>on</strong>g> – September 15, 2010 - Page 2<br />

equati<strong>on</strong>s. He uses <str<strong>on</strong>g>the</str<strong>on</strong>g> same forecasting black box that we use to build highways. We are very<br />
pleased with his work.” I encourage you to extend Dr. Metcalf's c<strong>on</strong>tract without delay, not<br />
<strong>on</strong>ly complete <str<strong>on</strong>g>the</str<strong>on</strong>g> supporting data for <str<strong>on</strong>g>the</str<strong>on</strong>g> overall visi<strong>on</strong> but also to help with <str<strong>on</strong>g>the</str<strong>on</strong>g> detailed plans<br />
for stati<strong>on</strong>s and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r parts <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> system. Data that is needed by next year to ensure that<br />
Hampt<strong>on</strong> <strong>Roads</strong> passenger rail system is planned, funded, and built at <str<strong>on</strong>g>the</str<strong>on</strong>g> same time and to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
same level <str<strong>on</strong>g>of</str<strong>on</strong>g> quality as <str<strong>on</strong>g>the</str<strong>on</strong>g> rest <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Sou<str<strong>on</strong>g>the</str<strong>on</strong>g>ast High Speed Rail Corridor which is a goal that<br />
is amply justified by our large populati<strong>on</strong>, our port, and our nati<strong>on</strong>al defense establishment.<br />

final paragraph where we recommend that <str<strong>on</strong>g>the</str<strong>on</strong>g>re is a c<strong>on</strong>tinuous, rigorous, and transparent<br />
peer review <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> sec<strong>on</strong>d phase <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> study. I too sat in, a couple weeks ago with <str<strong>on</strong>g>the</str<strong>on</strong>g> Chief<br />
Executive Officers and <str<strong>on</strong>g>the</str<strong>on</strong>g>ir technical staff and I can say that reck<strong>on</strong>ing back to my day as a<br />
JMU student that we, <str<strong>on</strong>g>the</str<strong>on</strong>g>re was a 600 level Ec<strong>on</strong> class and I would submit to you that obviously<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> gentleman that is c<strong>on</strong>ducting this study is a very qualified gentleman, and maybe<br />
sometimes we didn't get what he was trying to say, but in <str<strong>on</strong>g>the</str<strong>on</strong>g> l<strong>on</strong>g run, he knows what he is<br />
doing, and he reck<strong>on</strong>ed back to Lake Gast<strong>on</strong>, sometimes it takes a little visi<strong>on</strong>, a little bit <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
m<strong>on</strong>ey to get us to where we want to be in <str<strong>on</strong>g>the</str<strong>on</strong>g> l<strong>on</strong>g run. So <strong>on</strong> behalf <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Chamber, I want to<br />
express our support for <str<strong>on</strong>g>the</str<strong>on</strong>g> sec<strong>on</strong>d phase <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> study. Thank you.<br />
Mr. Mike Barrett<br />
Thank you, Mayor Sessoms, members <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> TPO. I am speaking <strong>on</strong> behalf <str<strong>on</strong>g>of</str<strong>on</strong>g> Virginia Beach<br />
Visi<strong>on</strong>, a group <str<strong>on</strong>g>of</str<strong>on</strong>g> about 120 regi<strong>on</strong>al business leaders at <str<strong>on</strong>g>the</str<strong>on</strong>g> Beach. We, too, endorse <str<strong>on</strong>g>the</str<strong>on</strong>g> highspeed<br />
rail and intercity passenger rail c<strong>on</strong>necti<strong>on</strong>s to Hampt<strong>on</strong> <strong>Roads</strong>. We believe that will be<br />
transformati<strong>on</strong>al for our regi<strong>on</strong> and are absolutely essential. I need not remind any <str<strong>on</strong>g>of</str<strong>on</strong>g> you<br />
about our c<strong>on</strong>necti<strong>on</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g> Federal Government, sixteen departments and agencies, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
largest c<strong>on</strong>centrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> federal agencies anywhere outside <str<strong>on</strong>g>of</str<strong>on</strong>g> Washingt<strong>on</strong>, DC. High-speed<br />
rail will immediately c<strong>on</strong>nect our military folks and our citizens to DC. We know from a survey<br />
that we have d<strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> our business members, just 200 firms, indicated <str<strong>on</strong>g>the</str<strong>on</strong>g>re would be at least<br />
1,200 passenger trips per m<strong>on</strong>th from Hampt<strong>on</strong> <strong>Roads</strong> to Washingt<strong>on</strong> and back. I think most<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>m, I hope so. We are also a major tourism regi<strong>on</strong> as you well know – five milli<strong>on</strong> tourists<br />
annually come to Hampt<strong>on</strong> <strong>Roads</strong> to enjoy our many benefits and <str<strong>on</strong>g>the</str<strong>on</strong>g>y will benefit as well from<br />
high-speed rail. We believe that <str<strong>on</strong>g>the</str<strong>on</strong>g> original study proves that our regi<strong>on</strong> is <str<strong>on</strong>g>the</str<strong>on</strong>g> best in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
country, <str<strong>on</strong>g>the</str<strong>on</strong>g> most competitive for a public/private venture. Therefore, we know we have been<br />
late in joining this competiti<strong>on</strong>, but we think high-speed rail funding is absolutely essential.<br />
We must not let this opportunity slip away due to inertia, so we encourage <str<strong>on</strong>g>the</str<strong>on</strong>g> TPO to<br />
authorize <str<strong>on</strong>g>the</str<strong>on</strong>g> next phase <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> study. Thank you so much.<br />

I am also here to urge <str<strong>on</strong>g>the</str<strong>on</strong>g> completi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> study. I was part <str<strong>on</strong>g>of</str<strong>on</strong>g> a little group – I<br />
am representing <str<strong>on</strong>g>the</str<strong>on</strong>g> Greater Norfolk Corporati<strong>on</strong> today. I was part <str<strong>on</strong>g>of</str<strong>on</strong>g> a little group some 15<br />
years ago that I think went to each jurisdicti<strong>on</strong> representative at this table asking support for<br />
legislati<strong>on</strong> that we were going to put forward in <str<strong>on</strong>g>the</str<strong>on</strong>g> legislature to put Hampt<strong>on</strong> <strong>Roads</strong> <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
high-speed map because at that time we weren't <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> FRA map at all. So, 15 years ago that<br />
was a c<strong>on</strong>cept which was visi<strong>on</strong>ary and in <str<strong>on</strong>g>the</str<strong>on</strong>g> ensuing years many people thought it had<br />
absolutely no chance <str<strong>on</strong>g>of</str<strong>on</strong>g> ever finding itself. Well, now we have <str<strong>on</strong>g>the</str<strong>on</strong>g> first part <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> study that<br />

pr<str<strong>on</strong>g>of</str<strong>on</strong>g>itable major corridor, high-speed rail corridor in <str<strong>on</strong>g>the</str<strong>on</strong>g> United States. We are a market that<br />
is focused <strong>on</strong> Washingt<strong>on</strong>, DC. The good Lord put us here and we have a unique opportunity.<br />
So I guess my point having worked <strong>on</strong> this 15 years, al<strong>on</strong>g with lot <str<strong>on</strong>g>of</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r people, is this is not<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> time to questi<strong>on</strong> little details and to w<strong>on</strong>der about a relatively small investment. I can't<br />
think <str<strong>on</strong>g>of</str<strong>on</strong>g> many transportati<strong>on</strong> opportunities that this regi<strong>on</strong> has in fr<strong>on</strong>t <str<strong>on</strong>g>of</str<strong>on</strong>g> it that could be<br />
transformati<strong>on</strong>al in nature and certainly if <str<strong>on</strong>g>the</str<strong>on</strong>g> data that has been put forth in <str<strong>on</strong>g>the</str<strong>on</strong>g> first part <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> study is true this is such a project that can be funded, again if <str<strong>on</strong>g>the</str<strong>on</strong>g> data is true, in large<br />
measure with private sector dollars than with federal dollars and it is something that we can<br />
see in <str<strong>on</strong>g>the</str<strong>on</strong>g> next ten to thirty years, so I urge you not to look at this as a difficult decisi<strong>on</strong> to<br />
make, but as an opportunity that as a community we get toge<str<strong>on</strong>g>the</str<strong>on</strong>g>r and aggressively pursue, not<br />
hesitantly, but aggressively pursue because it is simply a very simple questi<strong>on</strong>, do we want to<br />
know whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r this data is true and whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r this opportunity is real and <str<strong>on</strong>g>the</str<strong>on</strong>g> cost <str<strong>on</strong>g>of</str<strong>on</strong>g> finding out<br />
that answer is very small and <str<strong>on</strong>g>the</str<strong>on</strong>g> idea <str<strong>on</strong>g>of</str<strong>on</strong>g> not knowing that answer is just unthinkable. Thank<br />

Good morning, Chris Malendoski, commercial broker, real estate broker, and I live in Norfolk.<br />
Recently, <strong>on</strong> a particular science blog that I frequent, I chimed in <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> feeding frenzy <str<strong>on</strong>g>of</str<strong>on</strong>g> a<br />
discussi<strong>on</strong> that New Orleans should be aband<strong>on</strong>ed and why should any American taxpayer foot<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> bill to rebuild. I countered quickly <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> significant geopolitical importance <str<strong>on</strong>g>of</str<strong>on</strong>g> New<br />
Orleans as an important port city. In o<str<strong>on</strong>g>the</str<strong>on</strong>g>r words, it is <str<strong>on</strong>g>the</str<strong>on</strong>g>re for a reas<strong>on</strong>. I <str<strong>on</strong>g>the</str<strong>on</strong>g>n said, you can<br />
rant in a similar fashi<strong>on</strong> about <str<strong>on</strong>g>the</str<strong>on</strong>g> very vulnerable and heavily populated Virginia coast where<br />
I live. And yeah Norfolk proper has <str<strong>on</strong>g>the</str<strong>on</strong>g> highest “sea level rise” <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> East Coast but more aptly<br />
termed land level sink. Tidewater sits <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> coastal plain muck. We are also victims <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
“isostatic rebound” from <str<strong>on</strong>g>the</str<strong>on</strong>g> last glaciati<strong>on</strong>. Add to that <str<strong>on</strong>g>the</str<strong>on</strong>g> fact that we sit <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> edge <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>on</strong>e<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> largest meteor impact craters <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> planet, and <str<strong>on</strong>g>the</str<strong>on</strong>g>n aquifer depleti<strong>on</strong> and land use<br />
issues, land level sink. Point is, we are sinking a bit but this is not a disaster. We need to learn<br />
to adapt and build accordingly. I went <strong>on</strong> to say we have <str<strong>on</strong>g>the</str<strong>on</strong>g> largest Navy base in <str<strong>on</strong>g>the</str<strong>on</strong>g> world,<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> largest master jet base in North America, and <str<strong>on</strong>g>the</str<strong>on</strong>g> largest military c<strong>on</strong>centrati<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
country outside <str<strong>on</strong>g>of</str<strong>on</strong>g> DC. Our ships dispatch to every crisis, including September 11, and<br />
Hampt<strong>on</strong>’s F16s scrambled to protect <str<strong>on</strong>g>the</str<strong>on</strong>g> nati<strong>on</strong>'s capitol <strong>on</strong> that fateful day. We are <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
largest natural deepwater harbor in <str<strong>on</strong>g>the</str<strong>on</strong>g> world which guards <str<strong>on</strong>g>the</str<strong>on</strong>g> entrance <str<strong>on</strong>g>of</str<strong>on</strong>g> <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> busiest<br />
and largest estuaries in <str<strong>on</strong>g>the</str<strong>on</strong>g> world, <str<strong>on</strong>g>the</str<strong>on</strong>g> Chesapeake Bay. They have to come through us to get<br />
to DC, Philadelphia, Annapolis, and Baltimore, yet we are woefully, woefully underfunded by<br />
our own state and Federal Government in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> transportati<strong>on</strong>, infrastructure, and<br />
evacuati<strong>on</strong> routes. There is a good reas<strong>on</strong> all <str<strong>on</strong>g>of</str<strong>on</strong>g> this is here, and it ain't going away any time<br />
so<strong>on</strong>. Nor would any<strong>on</strong>e in <str<strong>on</strong>g>the</str<strong>on</strong>g>ir right mind want it to. Do you think <str<strong>on</strong>g>the</str<strong>on</strong>g> American taxpayer<br />
should foot our bill? You damn well better believe it. We have nothing to apologize for. In <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
interest <str<strong>on</strong>g>of</str<strong>on</strong>g> our area, but also in <str<strong>on</strong>g>the</str<strong>on</strong>g> interest <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> health and security <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> free world, we<br />
should (and have no qualms for doing so) be asking for <str<strong>on</strong>g>the</str<strong>on</strong>g> world. I understand <str<strong>on</strong>g>the</str<strong>on</strong>g>re has been<br />
some c<strong>on</strong>troversy as <str<strong>on</strong>g>of</str<strong>on</strong>g> late as to whe<str<strong>on</strong>g>the</str<strong>on</strong>g>r we should c<strong>on</strong>tinue funding this c<strong>on</strong>sultant<br />
regarding high-speed rail. My questi<strong>on</strong> to you is: Can we afford not to? Have we ever, in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
history <str<strong>on</strong>g>of</str<strong>on</strong>g> our existence, truly marketed ourselves to this vast country in which we live in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
correct way? Have we ever linked toge<str<strong>on</strong>g>the</str<strong>on</strong>g>r in true symbiosis to get what we need for our<br />
service people and our valuable citizens what <str<strong>on</strong>g>the</str<strong>on</strong>g>y deserve? We are definitely moving that<br />

My name is Natalie Balingit, and I am actually just a Virginia Beach resident, raised in Norfolk<br />
with my childhood, and I have had many opportunities to live elsewhere with my career. I am<br />
actually a business owner and chose above <str<strong>on</strong>g>of</str<strong>on</strong>g> all places to be here, and I have heard about <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
light rail since its incepti<strong>on</strong> and in <str<strong>on</strong>g>the</str<strong>on</strong>g> news, and for a lot <str<strong>on</strong>g>of</str<strong>on</strong>g> us in <str<strong>on</strong>g>the</str<strong>on</strong>g> general public, we have<br />
always thought <str<strong>on</strong>g>of</str<strong>on</strong>g> it as a l<str<strong>on</strong>g>of</str<strong>on</strong>g>ty idea. We never really thought that <str<strong>on</strong>g>the</str<strong>on</strong>g> rubber would meet <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
road for us to actually see it happen in our lifetimes. A lot <str<strong>on</strong>g>of</str<strong>on</strong>g> you are people that we put in<br />
charge and trusted with your decisi<strong>on</strong>s, and we thank you for that. We are <str<strong>on</strong>g>the</str<strong>on</strong>g> next generati<strong>on</strong><br />
that follows you and everything that you can give us, especially with <str<strong>on</strong>g>the</str<strong>on</strong>g> ec<strong>on</strong>omy <str<strong>on</strong>g>the</str<strong>on</strong>g> way it is,<br />

can impact our local community and our society. Our generati<strong>on</strong> is starving for something like<br />
this. Give us <str<strong>on</strong>g>the</str<strong>on</strong>g> shot and give us <str<strong>on</strong>g>the</str<strong>on</strong>g> chance. It is not just going to affect us ec<strong>on</strong>omically. I<br />
know <str<strong>on</strong>g>the</str<strong>on</strong>g>re is investment, but every investment has its initial investment. D<strong>on</strong>'t look at it short<br />
term, look at it l<strong>on</strong>g term, and <str<strong>on</strong>g>the</str<strong>on</strong>g> dividends it pays out is not just what we do as far as having<br />
transportati<strong>on</strong> accessible, this has more to do with how we can change our local culture and<br />
how we can become impact players in <str<strong>on</strong>g>the</str<strong>on</strong>g> world, in <str<strong>on</strong>g>the</str<strong>on</strong>g> United States. We are already <str<strong>on</strong>g>the</str<strong>on</strong>g> hub<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> a lot <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> military community and just having that in <str<strong>on</strong>g>the</str<strong>on</strong>g> local area has made me more<br />
patriotic than I think I would ever be and it gave me <str<strong>on</strong>g>the</str<strong>on</strong>g> desire, especially about hearing about<br />
this project, to step up and speak my voice and ask for change. Every change has its adversity.<br />
A lot <str<strong>on</strong>g>of</str<strong>on</strong>g> people, based <strong>on</strong> security, or disappointments from <str<strong>on</strong>g>the</str<strong>on</strong>g> past, have seen things fail. If I<br />
initially saw this and saw something that could be something great, something bigger than all<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> us that can change lives, leave a legacy, and allow our future generati<strong>on</strong>s to stand <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Mr. Chris Collins, <str<strong>on</strong>g>the</str<strong>on</strong>g> Virginia Department <str<strong>on</strong>g>of</str<strong>on</strong>g> Transportati<strong>on</strong>’s (VDOT) Project Studies<br />
Manager was introduced to present an update to <str<strong>on</strong>g>the</str<strong>on</strong>g> Hampt<strong>on</strong> <strong>Roads</strong> Bridge Tunnel<br />
(HRBT) study initiated by VDOT.<br />
According to Mr. Collins, <str<strong>on</strong>g>the</str<strong>on</strong>g> purpose <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> study is to:<br />
• Secure state and federal decisi<strong>on</strong> <strong>on</strong> what, if anything to build<br />
• Secure federal approvals to advance <str<strong>on</strong>g>the</str<strong>on</strong>g> project to design, right <str<strong>on</strong>g>of</str<strong>on</strong>g> way acquisiti<strong>on</strong>,<br />
and c<strong>on</strong>structi<strong>on</strong><br />
• Support acquisiti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> water quality permits<br />

Mr. Collins noted that in order to advance a project, it must move through <str<strong>on</strong>g>the</str<strong>on</strong>g> Nati<strong>on</strong>al<br />
Envir<strong>on</strong>mental Policy Act (NEPA) process. The intenti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> NEPA process is to assist in<br />
decisi<strong>on</strong> making and to ultimately positi<strong>on</strong> a project to receive federal funding.<br />
He indicated <str<strong>on</strong>g>the</str<strong>on</strong>g> scope <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> study is to prepare an envir<strong>on</strong>mental impact statement which<br />
will be a product <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> NEPA process. Sec<strong>on</strong>d, it is <str<strong>on</strong>g>the</str<strong>on</strong>g> intent to narrow <str<strong>on</strong>g>the</str<strong>on</strong>g> focus to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
existing HRBT facility and find soluti<strong>on</strong>s that revolve around it. Finally, <str<strong>on</strong>g>the</str<strong>on</strong>g> linear termini<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> study will be from I-664 to I-564.<br />

Mr. Collins stated <str<strong>on</strong>g>the</str<strong>on</strong>g> study is federally required and several elements will be researched,<br />
including:<br />
• Traffic studies, analysis <str<strong>on</strong>g>of</str<strong>on</strong>g> safety problems, future maintenance requirements, and<br />
hurricane evacuati<strong>on</strong><br />
• Engineering studies including <str<strong>on</strong>g>the</str<strong>on</strong>g> development and analysis <str<strong>on</strong>g>of</str<strong>on</strong>g> multiple soluti<strong>on</strong>s<br />
• Tolling studies<br />
• Envir<strong>on</strong>mental studies<br />
• Public involvement, local government and agency coordinati<strong>on</strong><br />
The study will hopefully begin in April 2011 with a Draft Envir<strong>on</strong>mental Impact Statement<br />
(EIS) by September 2012 and a Final EIS in March 2014. Funding for <str<strong>on</strong>g>the</str<strong>on</strong>g> study is included<br />
in <str<strong>on</strong>g>the</str<strong>on</strong>g> Six Year Improvement Program (SYIP) and comprised mainly <str<strong>on</strong>g>of</str<strong>on</strong>g> interstate and<br />
priority transportati<strong>on</strong> funds. The study is estimated at a cost <str<strong>on</strong>g>of</str<strong>on</strong>g> $5,000,000 over <str<strong>on</strong>g>the</str<strong>on</strong>g> three<br />
year period.<br />
Mr. Collins noted VDOT c<strong>on</strong>ducted a 2008 HRBT feasibility study and stated it will serve as<br />
a good basis for <str<strong>on</strong>g>the</str<strong>on</strong>g> current study; however, it was not <str<strong>on</strong>g>the</str<strong>on</strong>g> intent <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> 2008 study to yield<br />
any Comm<strong>on</strong>wealth Transportati<strong>on</strong> <str<strong>on</strong>g>Board</str<strong>on</strong>g> (CTB) or Federal Highway Administrati<strong>on</strong><br />
(FHWA) approvals.<br />

Mayor Fraim noted his appreciati<strong>on</strong> regarding <str<strong>on</strong>g>the</str<strong>on</strong>g> presentati<strong>on</strong>; however, thought a<br />
greater depth <str<strong>on</strong>g>of</str<strong>on</strong>g> understanding <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> specific intended goals was necessary. He indicated<br />
this was his first viewing <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> study and expressed c<strong>on</strong>cern that <str<strong>on</strong>g>the</str<strong>on</strong>g> City <str<strong>on</strong>g>of</str<strong>on</strong>g> Norfolk was<br />
not included in <str<strong>on</strong>g>the</str<strong>on</strong>g> initial <str<strong>on</strong>g>meeting</str<strong>on</strong>g>s. He stated he was not aware <str<strong>on</strong>g>of</str<strong>on</strong>g> VDOT advancing a study<br />

slow down its study schedule if asked by <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>HRTPO</str<strong>on</strong>g>. Mr. Collins replied Mr. Farmer had<br />
posed that questi<strong>on</strong> four weeks ago, and Mr. Collins directed <str<strong>on</strong>g>the</str<strong>on</strong>g> questi<strong>on</strong> to Assistant<br />
Commissi<strong>on</strong>er Richard Walt<strong>on</strong> who spoke with Secretary C<strong>on</strong>naught<strong>on</strong>, and <str<strong>on</strong>g>the</str<strong>on</strong>g> decisi<strong>on</strong><br />
was made to have <str<strong>on</strong>g>the</str<strong>on</strong>g> study schedule remain as planned.<br />
Mr. Farmer stated in regards to <str<strong>on</strong>g>the</str<strong>on</strong>g> Hampt<strong>on</strong> <strong>Roads</strong> Crossing Study, <str<strong>on</strong>g>the</str<strong>on</strong>g> MPO was engaged<br />
in c<strong>on</strong>versati<strong>on</strong> <strong>on</strong> a regular basis from <str<strong>on</strong>g>the</str<strong>on</strong>g> beginning <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> study, throughout <str<strong>on</strong>g>the</str<strong>on</strong>g> study,<br />
and all <str<strong>on</strong>g>the</str<strong>on</strong>g> way to its c<strong>on</strong>clusi<strong>on</strong>. He asked Mr. Collins if <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>HRTPO</str<strong>on</strong>g> would be included in<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> process and if <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> would be updated <strong>on</strong> a c<strong>on</strong>sistent basis. Mr. Collins replied he<br />
will inform <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> in a timely manner and <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>HRTPO</str<strong>on</strong>g> should have <str<strong>on</strong>g>the</str<strong>on</strong>g> opportunity to be<br />
a participating agency which would afford it more input into <str<strong>on</strong>g>the</str<strong>on</strong>g> purpose and need <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
study.<br />
Mr. Florin commented it was surprising that <str<strong>on</strong>g>the</str<strong>on</strong>g> study was transpiring without <str<strong>on</strong>g>the</str<strong>on</strong>g> input <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> port, <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>HRTPO</str<strong>on</strong>g>, and o<str<strong>on</strong>g>the</str<strong>on</strong>g>r agencies and localities. He noted <str<strong>on</strong>g>the</str<strong>on</strong>g> EIS was especially<br />
complicated with an aggressive timetable and any expansi<strong>on</strong> at <str<strong>on</strong>g>the</str<strong>on</strong>g> HRBT will have<br />
significant impact <strong>on</strong> private property owners <strong>on</strong> both sides <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> water. Mr. Florin stated<br />
porti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Third Crossing facility could be built now with I-564 fully funded in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
SYIP. The Virginia Port Authority (VPA) has acknowledged it will build <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>necti<strong>on</strong> to<br />
Craney Island as part <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Craney Island c<strong>on</strong>structi<strong>on</strong> facility which would <strong>on</strong>ly leave <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
tunnel to be built. In summary, Mr. Florin noted <str<strong>on</strong>g>the</str<strong>on</strong>g> importance <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> HRBT as <str<strong>on</strong>g>the</str<strong>on</strong>g> main<br />
thoroughfare; however, resources are scarce and <str<strong>on</strong>g>the</str<strong>on</strong>g> sequence <str<strong>on</strong>g>of</str<strong>on</strong>g> projects to be built must<br />
be closely c<strong>on</strong>sidered.<br />
Chairman Sessoms asked for clarificati<strong>on</strong> from Mr. Collins that VDOT was going to proceed<br />
regardless <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> opini<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>HRTPO</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g>. Mr. Collins replied affirmatively. Mayor<br />
Fraim noted his objecti<strong>on</strong> to Mr. Collins’ resp<strong>on</strong>se and stated it was a break <str<strong>on</strong>g>of</str<strong>on</strong>g> trust<br />
between VDOT and <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>HRTPO</str<strong>on</strong>g>.<br />
Chairman Sessoms commented that although <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>HRTPO</str<strong>on</strong>g> may not have cohesively worked<br />
toge<str<strong>on</strong>g>the</str<strong>on</strong>g>r in <str<strong>on</strong>g>the</str<strong>on</strong>g> past; <str<strong>on</strong>g>the</str<strong>on</strong>g> last year has seen many changes and <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> has rallied to move<br />
projects forward to advantage <str<strong>on</strong>g>the</str<strong>on</strong>g> regi<strong>on</strong>. He expressed his disappointment with VDOT’s<br />
decisi<strong>on</strong> to c<strong>on</strong>tinue <str<strong>on</strong>g>the</str<strong>on</strong>g> study.<br />
Delegate Oder expressed his appreciati<strong>on</strong> regarding <str<strong>on</strong>g>the</str<strong>on</strong>g> new study, stating <str<strong>on</strong>g>the</str<strong>on</strong>g> public has<br />
asked for attenti<strong>on</strong> to <str<strong>on</strong>g>the</str<strong>on</strong>g> HRBT for quite some time, and he thanked VDOT for<br />
<str<strong>on</strong>g>HRTPO</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> <str<strong>on</strong>g>Minutes</str<strong>on</strong>g> – September 15, 2010 - Page 7<br />

acknowledging it. He noted that besides being over capacity, <str<strong>on</strong>g>the</str<strong>on</strong>g> original facility is over<br />
fifty years old and it is time to do an EIS <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> HRBT. The HRBT is a project that <str<strong>on</strong>g>the</str<strong>on</strong>g> area<br />
has in <str<strong>on</strong>g>the</str<strong>on</strong>g> prioritizati<strong>on</strong> process and <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>HRTPO</str<strong>on</strong>g> needs to know <str<strong>on</strong>g>the</str<strong>on</strong>g> status. He stated <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
General Assembly passed a bill this sessi<strong>on</strong> supporting a Public-Private Partnership <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
HRBT. He views <str<strong>on</strong>g>the</str<strong>on</strong>g> study as elevating <str<strong>on</strong>g>the</str<strong>on</strong>g> research <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> HRBT in order to assist in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
prioritizati<strong>on</strong> process.<br />
Mayor Fraim indicated <str<strong>on</strong>g>the</str<strong>on</strong>g>re is a process to be followed and VDOT has not adhered to it.<br />
He stated that as Mayor <str<strong>on</strong>g>of</str<strong>on</strong>g> Norfolk, he spoke for <str<strong>on</strong>g>the</str<strong>on</strong>g> City when acknowledging <str<strong>on</strong>g>the</str<strong>on</strong>g> General<br />
Assembly does not decide transportati<strong>on</strong> decisi<strong>on</strong>s regarding which projects will be built<br />
and in what order.<br />
Mr. Stringfield commented <str<strong>on</strong>g>the</str<strong>on</strong>g> HRBT was identified as an unfunded need in <str<strong>on</strong>g>the</str<strong>on</strong>g> 2030 L<strong>on</strong>g-<br />
Range Transportati<strong>on</strong> (LRTP) plan. The study will evaluate <str<strong>on</strong>g>the</str<strong>on</strong>g> needs <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> HRBT and<br />
determine realistically what can be accomplished.<br />
According to Mr. Shucet, <str<strong>on</strong>g>the</str<strong>on</strong>g> Third Crossing Study in 1993 was aided by a committee that<br />
formally c<strong>on</strong>vened for a year before <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>sultant was hired. The committee c<strong>on</strong>tributed<br />
to <str<strong>on</strong>g>the</str<strong>on</strong>g> scope <str<strong>on</strong>g>of</str<strong>on</strong>g> work and was kept informed <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> study progress. He suggested VDOT<br />
form a similar committee with representati<strong>on</strong> from <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>HRTPO</str<strong>on</strong>g> to work cohesively <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
study.<br />
Mayor Fraim asked <str<strong>on</strong>g>the</str<strong>on</strong>g> name <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> 2030 LRTP project. Mr. Stringfield replied <str<strong>on</strong>g>the</str<strong>on</strong>g> HRBT is<br />
not in <str<strong>on</strong>g>the</str<strong>on</strong>g> 2030 LRTP itself; ra<str<strong>on</strong>g>the</str<strong>on</strong>g>r it is listed as an additi<strong>on</strong>al need. It is however, a project<br />
in <str<strong>on</strong>g>the</str<strong>on</strong>g> 2034 LRTP.<br />
Mayor Fraim noted <str<strong>on</strong>g>the</str<strong>on</strong>g> regi<strong>on</strong> has many needs; however, <str<strong>on</strong>g>the</str<strong>on</strong>g> HRBT is not a project listed in<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> 2030 LRTP, and <str<strong>on</strong>g>the</str<strong>on</strong>g> m<strong>on</strong>ey for <str<strong>on</strong>g>the</str<strong>on</strong>g> study should be used elsewhere.<br />
Mayor Johns<strong>on</strong> expressed her c<strong>on</strong>cerning regarding <str<strong>on</strong>g>the</str<strong>on</strong>g> $5,000,000 cost <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> study. She<br />
indicated <str<strong>on</strong>g>the</str<strong>on</strong>g> funds could be better utilized <strong>on</strong> an existing project within <str<strong>on</strong>g>the</str<strong>on</strong>g> 2030 LRTP.<br />
High-Speed and Intercity Passenger Rail: Status Report<br />
Mr. Farmer introduced Ms. Selena Cuffee-Glenn, Chair <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Transportati<strong>on</strong> Advisory<br />
Committee (TAC) to brief <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>HRTPO</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> <strong>on</strong> its last <str<strong>on</strong>g>meeting</str<strong>on</strong>g>.<br />
Ms. Cuffee-Glenn stated <str<strong>on</strong>g>the</str<strong>on</strong>g> TAC expressed its full support for <str<strong>on</strong>g>the</str<strong>on</strong>g> next phase <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> high<br />
speed and intercity passenger rail study; however, <str<strong>on</strong>g>the</str<strong>on</strong>g>re was a general agreement that in<br />
order to fulfill those particular objectives, <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>HRTPO</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> should step back and slow<br />
down <str<strong>on</strong>g>the</str<strong>on</strong>g> process. Because <str<strong>on</strong>g>the</str<strong>on</strong>g>re are so many complex issues associated with high-speed<br />
rail, <str<strong>on</strong>g>the</str<strong>on</strong>g> TAC recommends that <str<strong>on</strong>g>the</str<strong>on</strong>g> scope <str<strong>on</strong>g>of</str<strong>on</strong>g> Phase 1 be expanded to include:<br />
• Address issues related to coordinati<strong>on</strong> with localities, state, and federal agencies<br />
• Address issues <strong>on</strong> property acquisiti<strong>on</strong>s<br />

Project Prioritizati<strong>on</strong>: Proposed Schedule<br />
Ms. Ravanbakht stated <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>HRTPO</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g>, at its July 21, 2010 <str<strong>on</strong>g>meeting</str<strong>on</strong>g>, approved <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
transportati<strong>on</strong> project prioritizati<strong>on</strong> methodology report, which was <str<strong>on</strong>g>the</str<strong>on</strong>g> culminati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> a<br />
year-l<strong>on</strong>g effort to create a tool for prioritizing projects. The <str<strong>on</strong>g>HRTPO</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> requested to<br />
have <str<strong>on</strong>g>the</str<strong>on</strong>g> projects prioritized for <str<strong>on</strong>g>the</str<strong>on</strong>g> September 2010 <str<strong>on</strong>g>meeting</str<strong>on</strong>g> and <str<strong>on</strong>g>HRTPO</str<strong>on</strong>g> staff has worked<br />
with Transportati<strong>on</strong> Technical Advisory Committee (TTAC) members to collect <str<strong>on</strong>g>the</str<strong>on</strong>g> data<br />
necessary to apply <str<strong>on</strong>g>the</str<strong>on</strong>g> tool in an efficient manner under <str<strong>on</strong>g>the</str<strong>on</strong>g> accelerated schedule.<br />
Ms. Ravanbakht noted staff has received over 200 potential projects to be included in <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
2034 LRTP. TTAC reviewed <str<strong>on</strong>g>the</str<strong>on</strong>g> initial results and recommended <str<strong>on</strong>g>the</str<strong>on</strong>g> project viability<br />
comp<strong>on</strong>ent be expanded to include <str<strong>on</strong>g>the</str<strong>on</strong>g> following:<br />
• Inclusi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> tolls as a source <str<strong>on</strong>g>of</str<strong>on</strong>g> additi<strong>on</strong>al funding<br />

Range Transportati<strong>on</strong> Plan (LRTP) Subcommittee for fur<str<strong>on</strong>g>the</str<strong>on</strong>g>r review.<br />
In c<strong>on</strong>clusi<strong>on</strong>, Ms. Ravanbakht indicated <str<strong>on</strong>g>HRTPO</str<strong>on</strong>g> staff will review technical comments and<br />
refine <str<strong>on</strong>g>the</str<strong>on</strong>g> prioritizati<strong>on</strong> tool from August to November 2010. In November, preliminary<br />
results will be presented to <str<strong>on</strong>g>the</str<strong>on</strong>g> TTAC, Citizen Transportati<strong>on</strong> Advisory Committee (CTAC),<br />
and <str<strong>on</strong>g>the</str<strong>on</strong>g> Freight Transportati<strong>on</strong> Advisory Committee (FTAC) for evaluati<strong>on</strong> with <str<strong>on</strong>g>the</str<strong>on</strong>g> results<br />
presented to <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>HRTPO</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> in December 2010.<br />

list or three lists due to <str<strong>on</strong>g>the</str<strong>on</strong>g> three comp<strong>on</strong>ents involved in <str<strong>on</strong>g>the</str<strong>on</strong>g> tool. She stated it was vital to<br />
produce <strong>on</strong>e final project list and noted that eventually <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> would need to decide<br />
how <str<strong>on</strong>g>the</str<strong>on</strong>g> list would be updated. Ms. Ravanbakht agreed and stated <str<strong>on</strong>g>the</str<strong>on</strong>g> process began with<br />
<strong>on</strong>e comp<strong>on</strong>ent and at <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g>’s request, <str<strong>on</strong>g>the</str<strong>on</strong>g> o<str<strong>on</strong>g>the</str<strong>on</strong>g>r two comp<strong>on</strong>ents were added. 2030 LRTP and is <str<strong>on</strong>g>the</str<strong>on</strong>g> c<strong>on</strong>nector road between Norfolk and Raleigh, NC. He introduced Mr.<br />
Earl Sorey, City Engineer and Point Pers<strong>on</strong> for <str<strong>on</strong>g>the</str<strong>on</strong>g> Domini<strong>on</strong> Boulevard Project. Mr. Sorey<br />
stated over <str<strong>on</strong>g>the</str<strong>on</strong>g> last two years, Chesapeake has made significant strides regarding <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
advancement <str<strong>on</strong>g>of</str<strong>on</strong>g> Domini<strong>on</strong> Boulevard. In 2005, VDOT completed <str<strong>on</strong>g>the</str<strong>on</strong>g> sou<str<strong>on</strong>g>the</str<strong>on</strong>g>rn<br />
improvements to U.S. Route 17 to <str<strong>on</strong>g>the</str<strong>on</strong>g> North Carolina border. Chesapeake’s plans to finish<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> remaining improvements to U.S. Route 17 are currently 80% complete and will be<br />
100% complete within a few weeks. Right-<str<strong>on</strong>g>of</str<strong>on</strong>g>-way is actively being purchased and <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
NEPA major envir<strong>on</strong>mental hurdle has been cleared. Chesapeake c<strong>on</strong>tinues to refine its<br />
funding and financing study in c<strong>on</strong>juncti<strong>on</strong> with VDOT. Mr. Sorey noted <str<strong>on</strong>g>the</str<strong>on</strong>g> City <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
Chesapeake is managing <str<strong>on</strong>g>the</str<strong>on</strong>g> project under c<strong>on</strong>tract with VDOT and has received a<br />
preliminary credit rating, indicating <str<strong>on</strong>g>the</str<strong>on</strong>g> finance plan is sound with any additi<strong>on</strong>al<br />
allocati<strong>on</strong>s to <str<strong>on</strong>g>the</str<strong>on</strong>g> project used to buy down <str<strong>on</strong>g>the</str<strong>on</strong>g> toll.<br />

Mayor Krasn<str<strong>on</strong>g>of</str<strong>on</strong>g>f indicated <str<strong>on</strong>g>the</str<strong>on</strong>g> City <str<strong>on</strong>g>of</str<strong>on</strong>g> Chesapeake has received endorsements for <str<strong>on</strong>g>the</str<strong>on</strong>g> project<br />
from Secretary C<strong>on</strong>naught<strong>on</strong>, <str<strong>on</strong>g>the</str<strong>on</strong>g> Virginia Port Authority, Senator Mark Warner, and<br />
Senator Jim Webb. He stated that every day <str<strong>on</strong>g>the</str<strong>on</strong>g> project is delayed, it costs <str<strong>on</strong>g>the</str<strong>on</strong>g> City <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
Chesapeake $30,000. Mayor Krasn<str<strong>on</strong>g>of</str<strong>on</strong>g>f Moved for <str<strong>on</strong>g>the</str<strong>on</strong>g> approval <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>HRTPO</str<strong>on</strong>g> Resoluti<strong>on</strong> 2010-<br />

Mr. Spore expressed c<strong>on</strong>cern regarding <str<strong>on</strong>g>the</str<strong>on</strong>g> process in which <str<strong>on</strong>g>the</str<strong>on</strong>g> project had come to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
<str<strong>on</strong>g>HRTPO</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g>. Normally, a project is reviewed by TTAC, and <strong>on</strong>ce approved; it is brought<br />
before <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g>.<br />
Mr. Harrell stated it is a l<strong>on</strong>g standing process <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>HRTPO</str<strong>on</strong>g> to move RSTP m<strong>on</strong>ey within a<br />
locality which is Chesapeake’s intent.<br />
Mr. Sorey interjected that <str<strong>on</strong>g>the</str<strong>on</strong>g> resoluti<strong>on</strong> did not refer to RSTP funds; however, <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
Chesapeake City Council unanimously adopted a resoluti<strong>on</strong> authorizing <str<strong>on</strong>g>the</str<strong>on</strong>g> City Manager to<br />
request <str<strong>on</strong>g>the</str<strong>on</strong>g> reallocati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> RSTP funds at <str<strong>on</strong>g>the</str<strong>on</strong>g> October <str<strong>on</strong>g>HRTPO</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g> Meeting. He realized it<br />
was a larger than normal request; however, <str<strong>on</strong>g>the</str<strong>on</strong>g> new RSTP funding allocati<strong>on</strong>s and<br />
obligati<strong>on</strong>s requirements that took effect July 1st were forcing Chesapeake to move quickly<br />
with <str<strong>on</strong>g>the</str<strong>on</strong>g> reallocati<strong>on</strong>.<br />
Mr. Spore asked for c<strong>on</strong>firmati<strong>on</strong> that <strong>on</strong>ly Chesapeake funds were to be transferred for <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
Domini<strong>on</strong> Boulevard project. Mayor Krasn<str<strong>on</strong>g>of</str<strong>on</strong>g>f replied affirmatively.<br />
Delegate Cosgrove stated <str<strong>on</strong>g>the</str<strong>on</strong>g> City <str<strong>on</strong>g>of</str<strong>on</strong>g> Chesapeake was requesting <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>HRTPO</str<strong>on</strong>g> view <str<strong>on</strong>g>the</str<strong>on</strong>g> U.S.<br />
Route 17/Domini<strong>on</strong> Boulevard project as a priority. He indicated this project could occur<br />
quickly and <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>HRTPO</str<strong>on</strong>g> <str<strong>on</strong>g>Board</str<strong>on</strong>g>’s c<strong>on</strong>currence that it is a high priority project could assist in<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> process with VDOT, <str<strong>on</strong>g>the</str<strong>on</strong>g> CTB, and perhaps <str<strong>on</strong>g>the</str<strong>on</strong>g> FHWA.<br />
Mr. Goods<strong>on</strong> asked if <str<strong>on</strong>g>the</str<strong>on</strong>g> inventory regarding <str<strong>on</strong>g>the</str<strong>on</strong>g> accounting <str<strong>on</strong>g>of</str<strong>on</strong>g> RSTP and CMAQ funds had<br />
been completed by VDOT. Mr. Stringfield replied <str<strong>on</strong>g>the</str<strong>on</strong>g> projects that have obligated amounts<br />
have been identified; however, additi<strong>on</strong>al work needs to be d<strong>on</strong>e in order to move any<br />
funds from those projects.<br />

VDOT Commissi<strong>on</strong>er Whirley and he recommended <str<strong>on</strong>g>the</str<strong>on</strong>g> RSTP allocati<strong>on</strong>s.<br />
Mr. Farmer suggested adding a “Now <str<strong>on</strong>g>the</str<strong>on</strong>g>refore be it resolved” clause to include <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
reallocati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Chesapeake RSTP funds. Delegate Cosgrove stated <str<strong>on</strong>g>the</str<strong>on</strong>g> City <str<strong>on</strong>g>of</str<strong>on</strong>g> Chesapeake<br />
has not asked for <str<strong>on</strong>g>the</str<strong>on</strong>g> transfer <str<strong>on</strong>g>of</str<strong>on</strong>g> any m<strong>on</strong>ies yet; <str<strong>on</strong>g>the</str<strong>on</strong>g>refore <str<strong>on</strong>g>the</str<strong>on</strong>g> statement should not be<br />
included in <str<strong>on</strong>g>the</str<strong>on</strong>g> resoluti<strong>on</strong>. Mayor Krasn<str<strong>on</strong>g>of</str<strong>on</strong>g>f noted <str<strong>on</strong>g>the</str<strong>on</strong>g> Chesapeake City Council adopted <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
RSTP reallocati<strong>on</strong>s <str<strong>on</strong>g>the</str<strong>on</strong>g> previous night and foresees no problems with <str<strong>on</strong>g>the</str<strong>on</strong>g> transfer.<br />
Mr. Shucet suggested that in <str<strong>on</strong>g>the</str<strong>on</strong>g> fourth and sixth “Whereas” clauses, <str<strong>on</strong>g>the</str<strong>on</strong>g> word<br />
“Chesapeake” be inserted in fr<strong>on</strong>t <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> word “RSTP” to read, “…seeks reprogramming <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
Chesapeake RSTP funds…” and “…Chesapeake RSTP funds could be applied to <str<strong>on</strong>g>the</str<strong>on</strong>g><br />
purchase right-<str<strong>on</strong>g>of</str<strong>on</strong>g>-way…” Mayor Krasn<str<strong>on</strong>g>of</str<strong>on</strong>g>f stated <str<strong>on</strong>g>the</str<strong>on</strong>g> new language is acceptable.<br />
Delegate Cosgrove expressed mixed emoti<strong>on</strong>s regarding <str<strong>on</strong>g>the</str<strong>on</strong>g> new language. He supported<br />
<str<strong>on</strong>g>the</str<strong>on</strong>g> resoluti<strong>on</strong> deeming U.S. Route 17/Domini<strong>on</strong> Boulevard as a high priority project, yet he<br />
felt <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>HRTPO</str<strong>on</strong>g> was rushing <str<strong>on</strong>g>the</str<strong>on</strong>g> reallocati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> RSTP funds.<br />
