RECOMMENDATIONS<br />
TO THE PHILIPPINE GOVERNMENT:<br />
• Bring to justice persons responsible for attacks on civilians. Persons arrested for<br />
involvement in attacks on civilians should be promptly charged and fairly tried in<br />
accordance with international due process standards.<br />
TO MORO ISLAMIC LIBERATION FRONT AND MORO NATIONAL<br />
LIBERATION FRONT LEADERS, AND OTHER MORO RELIGIOUS<br />
AND CIVIL SOCIETY LEADERS IN THE SOUTHERN PHILIPPINES:<br />
• Continue to publicly denounce attacks on civilians by non-state armed groups, including<br />
the Abu Sayyaf Group, Jemaah Islamiyah, and affiliated groups, and continue to<br />
cooperate with Philippine government efforts to bring to justice those responsible for<br />
attacks.<br />
• Ensure that Moro Islamic Liberation Front and Moro National Liberation Front<br />
commanders and officials are not providing assistance or sanctuary to groups or persons<br />
engaged in attacks on civilians.<br />
TO THE LEADERS OF THE ABU SAYYAF GROUP, THE RAJAH<br />
SOLAIMAN MOVEMENT, AND JEMAAH ISLAMIYAH:<br />
• Cease all intentional attacks on civilians and civilian property. Commanders and leaders<br />
of the Abu Sayyaf Group, the Rajah Solaiman Movement, and Jemaah Islamiyah should<br />
take all necessary steps to ensure that their group members never target civilians or<br />
civilian property for attack.<br />
TO THE US GOVERNMENT AND OTHER COUNTRIES INVOLVED<br />
IN THE PHILIPPINES:<br />
• Provide assistance as requested to help ensure that agreements between the Philippine<br />
government and Moro Islamic Liberation Front and Moro National Liberation Front are<br />
enduring and promote respect for human rights, including the protection of the civilian<br />
population.<br />
